Majilis crackdowns on criminal internet activity

The Majilis parliament move Thursday to reign in a growing trend of criminal activity over the internet, approving a government bill that would give the Ministry of Information Technology sweeping new powers to investigate suspected violators and introduced new penalties for convicts. RDP lawmaker Rashad Hossein, who con-sponsored the bill, called the bill an important step in the government's efforts to crackdown on "dangerous web-users" and protect the interests of the public.

Aside from the sweeping new powers granted to Information watchdog, law enforcement officials will also now have the ability to access the private records of internet companies operating in Wazistan if customer is suspected of engaging in a "activities harmful to state interests."

The Assembly of Experts says it will not review the legislation, thus sending it to Leader Esfandiari for his approval.

Hamid Najibullah tendered his resignation as President of the Islamic Republic on Saturday after an internal investigation by the Revolutionary Democratic Party found he has abused his powers for personal gains, a spokesman for the RDP announced. The RDP's Central Discipline Commission, responsible for investigating party officials for corruption and other ethnic problems, concluded in a report that Najibullah willingly accepted more than $234 million after steering several government energy contracts to companies owned by close associates in 2006.

The report prompted an emergency meeting of the Politburo, in which members unanimously demanded the president resign. A spokesman for the RDP says Najibullah was present at the meeting and had accepted the body's decision.

Following the announcement, a presidency official confirmed First Vice President Mohammadan, Justice Minister Mehdi Ghaderi, Commerce Minister Ali Vali, and Agriculture Minister Mehran Nabavi has tendered their resignation as well. No explanation was given.

With Najibullah's term due to expire in mid-March, government officials say they don't expect the former president's departure to disrupt state business.

Until then, Islamic Affairs Minister Jawad Ibrahim Massoud will serve as acting president. A spokesman for Massoud says he will meet Leader Esfandiari on Sunday.

n his maiden policy address to the Majilis parliament, Acting President Jawad Ibrahim Massoud accused the Council of Nations of acting "under the interests of the Hajri-led subversive clique" and vowed his government would "never answer to any foreign power" over the Islamic Republic's internal affairs. Massoud, who was previously the Minister for Islamic Affairs, was named the acting head of state on Saturday after former President Hamid Najibullah was forced out amid an ongoing corruption investigation by the Revolutionary Democratic Party.

Leader Ayatollah Mahmoud Esfandiari, speaking later in the day after accepting Massoud's appointment credentials, hailed the acting president as "a man of morale character and a loyal revolutionary."

On his first full day as acting president, Massoud has hit the ground run, appointing an interim cabinet of 15 ministers expected to oversee a stable transition to the next president. Several officials within the RDP have told state media it is unlikely the cabinet will face a confidence vote in parliament and that ministers will be expected to limit their actions for the transition.

The presidency says Massoud will meet tomorrow with the RDP's presidential candidate Abdul Ali Jatani when the two attend a interfaith conference in Ijad.

RDP presidential candidate Abdul Ali Jatani has sent a letter to the Majilis and the Home Affairs Ministry requesting the schedule presidential vote in parliament be pushed back until midsummer, Jatani's spokesman announced. Golab Farrahi told IRW's early morning programming that the letter was sent to Majilis Speaker Mustafa Halil al-Jafari and Home Affairs Minister Mohammad Ali Najafi, whose ministry is responsible for managing the public campaign for the parliamentary vote, late last week and that a decision will likely be made by the end of this week.

Leader Ayatollah Mahmoud Esfandiari's office has declined to comment on the letter and his representatives say he is unlikely to speak publicly on the issue.

The only major candidate to declare his candidacy, Jatani was widely expected to cruise to victory on the March 17th vote. However, Jatani associates say the former party secretary is considered over the rapid change in leadership that would take place if he assumes office so soon after acting President Jawad Ibrahim Massoud and only weeks after the disgraceful exit of ex-president Hamid Najibullah.

President Massoud's office said in a statement it had discussed Jatani's with request with the candidate himself and the Politburo of the RDP and that he would accept any decision Jafari and Najafi made.

Foreign Minister Mian Hamid Shah warned Wednesday against the election of Hajr to the CN Security Council, saying such a move would "further erode the Wazi people's trust in the international organization" and would lead the Foreign Ministry to re-examine ties with the body. Shah, who is due to speak to a parliamentary panel over recent tension between Wazistan and the CN later this week, made his remarks as he spoke to a conference on international scholars in Ijad who have expressed support for Wazistan's "realistic approach" to foreign policy and national security.

Acting President Jawad Ibrahim Massoud is due to address the conference later in the day.

Hajr has been at the forefront of an international campaign to discredit the Islamic Republic and slander the Wazi people. The moves have prompted growing domestic anger and demands from many public leaders to take economic and diplomatic measures against the Sultanate. On Sunday, a leading group of clerics from Rabat issued a statement calling on the government to ban Hajri citizens from traveling to Wazistan and scaling back relations with countries that continue to do business with them.

However, Shah told the conference that Wazistan would not be dragged into a "tit-for-tat" game with the Hajris, though he urged the Hajri regime to "do a little soul-searching" and end its hostile campaign against the Wazi people.

This is an outrageous slander campaign against the Sultanate by the demagogues in Ijad. Wazistan refuses to cooperate with the international community, suppresses legitimate demands and protests with massive violence, and destabilizes the region with its aggressive moves towards its neighbors. The Ijad regime should look to itself before criticizing the Sultanate for acting in the interests of humanitarianism, which are backed by the overwhelming majority of the international community.

We warn the regime of clerics and demagogues that acts against the economic prosperity of the Hajri nation will have serious consequences. The undivided Arab people will not stand down.

Islamic Revolutionary Leader Ayatollah Mahmoud Esfandiari accused the international community of instigating unrest among the public to advance their own interests. Addressing a meeting of Friday Prayer leaders at his offices in Ijad, Ayatollah Esfandiari lamented the "ugliness" of the international campaign to slander the image of the Islamic Republic, and warned such remarks were a "masked push" to discredit Islam and the principles of the Islamic Revolution.

Acting President Jawad Ibrahim Massoud, who is due to meet the Leader on Friday, echoed his remarks in a speech to parliament later in the day.

Wazistan has faced a coordinated campaign led by the Sultanate of Hajr to slander the Wazi people and discredit the Islamic Republic. In the Council of Nations, Hajri diplomats coerced more than 14 members of the General Assembly to back a deeply one-sided resolution that numerous international experts say "clearly violates the sovereignty of the Islamic Republic."

Ayatollah Esfandiari said recent troop movements in Radilo over recent legal proceedings against a former politician "short-cited hysteria" and express confidence the madness would end "soon."

Massoud to invoke emergency law after Kifa bombing

Acting President Jawad Ibrahim Massoud will ask parliament to invoke emergency security laws in the wake of this week's terrorist attacks in Kifa, presidency officials announced. President Massoud, speaking after a special meeting of the State National Security Council at the presidency, accused foreign intelligence agencies of "actively funding, training, and supporting" militant groups seeking to discredit the Wazi people and undermine Islam.

Brig. Gen. Mohammad Farsad, commander of the Fourth Army based in Deir el Haref, has said his forces are prepared to deal with "any further disturbance against the established order." Farsad represented the IRAF General Staff at today's council meeting and was instrumental in persuading President Massoud to invoke the security laws.

The Majilis Press services has quoted Deputy Speaker Parvis Mortazavi as saying lawmakers could vote on the measure as early as tonight if the request is submitted "promptly."

Among the laws that President Massoud is expected to invoke include the Internal Security Act of 1988, which grants security forces special powers to arrest and imprison those suspected of engaging in terrorist and treasonous activities.

Acting President Jawad Ibrahim Massoud has declared a state of emergency throughout western Wazistan and ordered the military and security forces to their highest level justs hours after Vice President Bijan Sarafpour was gunned down as he left a sporting event in the capital. Sarafpour, who previously served as the Revolutionary Democratic Party's chief discipline officer, was only appointed to the vice presidency earlier this month after the resignation of former President Hamid Najibullah over corruption.

Vice President Sarafpour had just finish attending a football match between rival Ijad clubs when a sniper fired four shots, hitting the 68-year old in the head and neck. He was rushed to Yassin Medical Hospital in central Ijad where he died several hours later, emergency and security officials said.

Islamic Revolution Leader Ayatollah Mahmoud Esfandiari condemned the assassination in a statement released by his office.

The Tanzim, a radical separatist terror organization, has claimed responsibility for the attack. In a statement posted on its website, militant Khalid Majeed al-Ouda called Sarafpour called the assassination only the "first step" in bring down Wazistan's Islamic system and promised similar targeted killings would be carried out in the near future.

Shortly after Sarafpour's murder, security forces sealed the capital and thousands of troops launched a massive manhunt in search of the killer. Commanders of the Bahj militia force, a paramilitary force connected to the Interior Ministry, say they will being setting up patrols and checkpoints in districts that are home to government officials to provide additional security.

A top adviser to the Islamic Revolution Leader has called on armed rebel groups to lay down their weapons and join peace negotiations to "end the bloodshed." Hafez Bbd al-Yasser, the chief of staff of Ayatollah Mahmoud Esfandiari's office, told Islamic Radio that he was "100% confident" that many of those fighting out in the countrysides were not "true Wazi patriots" by agents on the payroll of Wazistan's foreign critics. However, Yasser described the violence as "deeply worrying" and believed it was time for the country to unite behind the leadership of the Leader and purse talks to end the crisis.

However, a commander from the terrorist Tanzim organization has rejected Yasser's call and vowed to continue its campaign of terror.

The appeal by the Leader's adviser comes as the military launches a new offensive against rebel forces in the central Ujaz province. Military sources report that over 10,000 soldiers, backed by warplanes, have surrounded the rebel-controlled town of Kehaleh near the provincial capital Suez and are giving residents 24 hours to evacuate before operations begin.

Fourth Army commander Brig. Gen. Mohammad Farsad says more than 60% of the town's residents have fled in the past 12 hours and accused militants of preventing thousands of civilians from leaving to use them as human shields.

The irony of calling upon the rebel groups to lay down their weapons and pursue peace talks is unbearable. If anything, those wishing for peace in Wazistan should direct this call at the Wazistani government.
We implore the Wazistani leadership to cease its attempts to suppress resistance with military means and warn the regime in Ijad that the worlds patience is coming to an end. Further steps ahead on this most cruel path will provoke reactions.
