In continuation of earlier dialogue shared between our governments, the Stateholder General has instructed me to assure you that the Fennian Union considers attaining a Mezhist victory in the ongoing war against Miroslav to be of utmost importance in the containment of communism in the East and Europe in general and in the triumph of civilized forces over the red scourge. Additionally, the Fennian Union considers its relationship with your government to be of ut most importance and wishes to see a continuation and deepening of cooperation, especially as we today face a multitude of shared enemies opposed to our common values.
The Union wishes to again assure that if possible the war against Miroslav shall not affect Fennian trade with the Mezhist Union, as previously discussed.
Second, the Union proposes the establishment of a Joint Military Liaison Office as a vehicle of cooperation between our two governments for the purposes of engineering cooperation to deepen the security of both of our countries. The purposes behind such a liaison office would be to exchange intelligence pertinent to regional security threats especially concerning communist governments and activities by communist organizations, to maintain regular exchange between the Fennian Union Army and its Mezhist Union counterparts concerning affairs of strategy and training (when the situation permits, this could take form of officer and cadet exchange and joint military exercises) and to develop possible sharing and joint development of military technology between our governments.
Concerning the last portion of the above, Army Central Intelligence (KST) has prepared plans for Operaatio Sampo* wherein under KST supervision the Union Army would transfer selected items of military technology to the Mezhist Union for the advancement of its military construction and development. The Stateholder General feels honor-bound to assist in this regard given the valuable contributions your government has made for the advancement of the defense capabilities of the Fennian people. We thus inquire whether such an exchange could be carried out through your diplomatic representations in Kalevala. As for this portion, the Fennian Union however does inquire about the possibility of the Mezhist Union being able to contribute technological information in regards to missile and helicopter developing commencing within the Air Force Special Projects Bureau.
Additionally, KST has prepared plans for Operaatio Hakkapeliitta* which would set up the International Swieczieman Assistance Committee as a proxy organization controlled by KST and the War Office. The aim of the committee would be to engage in information warfare in support of the Mezhist Union in the war against Miroslav, and possibly - should your government accept - commence the recruitment of Fennian and foreign volunteers to act in assistance of your military in conduct of the war. The Union is prepared to contribute in equipping the units in question.
