Betreff / Subject: Recognition of Jydsken-Østveg and Gutarike-Lethonia

The split of the former Scanlaw into the sovereign countries of Jydsken-Østveg and Gutarike-Lethonia is a school example of how such a process can be conducted in a peaceful manner. We heartily congratulate the citizens of Jydsken-Østveg and Gutarike-Lethonia with this achievement, and look forward to friendly relations and cooperation with both countries.

The Rheinbund recognises Jydsken-Østveg and Gutarike-Lethonia as sovereign countries, and both countries as the successor-state of the Scanlaw. Unless both countries desire it differently, the former embassy of the Scanlaw will be handed over to the government of Jydsken-Østveg. We will grant Gutarike-Lethonia an appropriate compound for its embassy in the Rheinbund.

Due to the events currently unfolding in Tarusa and Csengia, the government of the Rheinbund issues travel warnings for Tarusa, Csengia and all the areas currently under Tarusan or Csengian control. The travel warning for Al-Magrab is: "Be cautious, and prepare for evacuation." The situation in Al-Magrab is not as bad as in Tarusa yet, but can deteriorate; therefore, be prepared.
The travel for all other areas controlled by Tarusa, as well as Tarusa and Csengia themselves, is: "Avoid all travel". All Rheinians currently staying or traveling in these areas are strongly adviced to go to the closest-by consulate, or to the Rheinian embassy. From these locations, Rheinians will be evacuated. Non-Rheinian family members of Rheinians will only be evacuated with approval from the local authorities.
We are also willing to evacuate citizens of other countries than the Rheinbund, if foreign countries request us to do so, and if the local authorities allow us to do so.

To whom it may concern,

Internal analytical reviews on the issue of Tarusan Game of Thrones has led to a set of recommendations on mitigating potential risks and fallouts.

Whilst Remuria fully intends to remain neutral and uninvolved in the dispute between Emperor Iohannes and Pretender Emperor Constantinus over their respective claims to the the throne, we understand fully well that there are credible scenarios for the Res Publica to be dragged into the events outside of our own volition.

Therefore, in anticipation and mitigation of such events, Remuria is more natrually inclined towards her neighbours and partners through bilateral ties and the Meridian Union, than to any of the factions vying for the Tarusan throne. And we shall be very disconvenienced should war come to Radilo on initiative of Tarusa.

Whilst Remuria shall not endorse or stand by CETO, we estimate Tarusa to be in full capacity to act against Radilo as threatened, Remuria shall provide the courtesy of transit for military assets over the waters, airspace and land of the Commonwealth to Radilo and Rheinbund to simplify the communications between them. Should such be necessary, we may extend this courtesy to Tianlong.

Such courtesy shall be limited to transit only, and shall not be construed as authorisation to conduct offensive or defensive operations from within Remuria.

Should such be aligned with your relevant governments, Remuria shall go public with this policy announcement over the next few weeks.

Should such an proposition not be required at this stage, we will postpone the policy announcement until reception of request from Radilo and Rheinbund.

We strongly condemn the recent actions in the Bonaventura Bay by the Tarusan Navy. These actions affect a total of seven countries directly, and indirectly many more. The mining of the Bonaventura Bay is an irresponsible action that almost took the lives of five people of one of the countries directly affected by the actions of the Tarusan Navy. The fight between the Tarusan Emperor and his brother is an internal matter of the Empire of Tarusa. There is no justification to make people without any connection to this conflict suffer from it.
We have summoned the Tarusan ambassador for explanations.

We would like to discuss the situation along our joint border. Both Csengia and the Rheinbund have built-up quite a massive amount of troops on our mutual border.

At this moment, the 35th Combined Arms Army, the 4th Infantry Division and the 10th Engineer Brigade of the Csengian Armed Forces are facing the 3rd Army Corps of the Rheinian Land Armed Forces.

The concern of the Rheinian government is, that our country would be dragged into the conflict when the Tarusan Civil War turns into a war between Tarusa and Csengia. That was for us the reason to allow the White Helms into our country: Making sure that our country would not get involved in the Tarusan Civil War. Unfortunately already something that happened with the mining of the Bonaventura Bay by the Empire of Tarusa, which was an action by the side in the Tarusan Civil War that the Csengian Queen's husband is fighting.

Please take into account while forming your thoughts on what our intentions to you would be, that we left it to the people of former Pannonia to determine their fate when that country fell apart, instead of intervening. That is also our current intention: Leaving it to the Csengians and the Tarusans to determine their fate.

In order to de-escalate the situation along our mutual border, we are willing to withdraw the 3rd Army Corps from the border and reduce our readiness, if you withdraw your troops from the border as well. In parallel, we are willing to help you out with resources needed for the Konstantinist Faction against the Ivanist Faction. Officially we will not allow it, but if Csengia decides to de-escalate, we can tell the customs not to check for the resources you need, and we can re-open border crossings (both by road and by train).

However the 4th Infantry Division and 10th engineer brigade shall remain in place for fortification and as a deterrence strengthening the border guards along the areas of deployment in the eastern portion of the Rheinian-Csengian border.

While having agreed to this, we must say that our trust is fully not with any of the nations that have signed the Valls Pact. Only the Ebrian Republic has gone so far as to provide crucial resources to enable us to hopefully take the fight further against the forces sitting in the Kremlyov Kremlin. Our naval forces in WestMark and the Kingdom have remained in port to largely conserve what valuable bunker oil we have, and aircraft have largely remained on the Tarmacs to preserve aviation fuel. The nation itself is in a severe rationing cycle to preserve what oil had been coming in while limited do to the efforts of the Ivanists to blockade the Kingdom.

If de-escalation and assisting the Kingdom and my claim to the throne is in the interests of your government, than further steps can be taken in the future to continue this process.

In parallel with the retreat of the 35th Combined Arms Army north of its current position, we will retreat the 3rd Army Corps to 115 km south of its current position, which corresponds with a position in the vicinity of the river Weser.

For the delivery of crucial resources, it was already part of my proposal to facilitate sending resources to you. For that, it is needed to open some border crossings, both road and train. We are willing to open some road and train border crossings, so that goods can be smuggled over. Including oil, coal and natural gas.
It could also be an option to build a high-voltage electricity cable to Csengia, so that we can deliver electricity. This could help you out in the sense that you will need to use less oil, coal and natural gas to generate electricity.

Betreff / Subject: Situation in Tarusa

The Late Emperor Ivan of Tarusa had a turbulent life. We express our condolences to his family, his friends and all people who put their trust in him.

We will not take sides in the Tarusan Civil War, but will closely monitor the events. Our travel warnings for Tarusa, Csengia, the Noks Free State and Al-Magrab remain in place: Avoid all travel.

From a legal point of view, Emperor Konstantin is the rightful successor to the Late Emperor Ivan. We are, however, aware of General Kosogov's proclamation of the Republic of Tarusa. As said, we won't take a stance in this.
We have to mention though that there are some daily affairs to handle, for instance Tarusans in the Rheinbund who lost their passports. In order to handle such daily affairs smoothly, we have to take a decision whom to recognise as the power in charge of Tarusa. We have decided to let this decision depend on which government is paying the salaries of the Tarusan Ambassador in the Rheinbund and the employees of the Tarusan Embassy and Consulates in the Rheinbund. With emphasis: This is a decision based on practicality to facilitate handling of daily affairs, and not on whom we consider the legitimate government of Tarusa.

It is our impression that the Tarusan Civil War has come to an end. Herewith we recognise the outcome of the negotiations between Tsar Konstantin and General Kosogov, and with that recognise Tsar Konstantin as the legitimate Head of State and Head of Government of Tarusa.

It is not up to the Rheinbund to dictate or tell how other countries should organise themselves, but of course we have our opinions. We see that Tarusa is heading towards setting up a parliamentary democracy. We commend Tsar Konstantin and General Kosogov on that, and wish Tarusa all the best and luck on its new path forward.
