The Fennian Union wishes to call the attention of the respected members of the international community to the actions which have recently been undertaken by the red Carentanian government in concert with red Caieta in action against the Islamic Republic of the Jurzan, specifically in the form of a publicly announced arms embargo targeting the Jurzani government.

First, the Union government wishes to establish the following facts.

1) That the Caietan and Carentanian governments have declared their intent to forcibly search any vessels headed for the Jurzan.

2) That neither of the aforementioned belligerents in the act of blockade are operating within their conventionally accepted bounds of maritime territorial jurisdiction, those being restricted to territorial waters except in the case of imminent hazard to human life.

3) That, with respect to item two, the said arms embargo must be considered to be illegal in respect to portions occurring outside of the territorial waters of Caietan and Carentanian states.

4) That, having undertaken this action without the consultation of powers with interests in the region and established maritime powers or without seeking alternative options with the government of the Jurzan, they have acted in a manner unconductive to international stability in an already volatile time.

5) That with their actions, the Caietan and Carentanian governments would establish a precedent for the abandonment of internationally accepted conventions of sanctity of maritime commerce, safety of life at sea and the freedom of maritime navigation.

Thus, it is the wish of the Fennian government to suggest to call for the international community to condemn this unilateral arms embargo and the actions undertaken by Caietan and Carentanian navies, and to call for the abortion of such measures to immediate effect. Additionally, the Fennian government shall propose reciprocal action concerning the governments in question in the event that they do not desist with their course of action. It is the belief of the Fennian government that should this action not be met with a response proportional to the matter, it will result in the further emboldment of the Carentanians to generate regional instability, and will also embolden other European states to pursue such unilateral politics of force in advancement of their international goals.

With respect to the appraisal of the situation outlined above, the Fennian government must stress the urgency of this geopolitical incident and the severity of its possible ramifications to freedom of maritime navigation and safety of life at sea, as well as the still fragile state of relations between European sovereign states.

As Foreign Affairs Minister for the Islamic Republic of the Jurzan under the direct authority of the Head of State, Supreme Chancellor Delbar Achakzai, I send my strong support for the proposal by the Fennian Union.

Our Government understands the relationship between Carentania and the Mezhist Union. We also suffer daily from a neighboring nation who would prefer to see us as a Province of their Empire. We understand the Carentanian Government must take actions necessary to secure the safety of their nation, we would be confused and alarmed if the Carentanian Government did not move to secure its safety.

However, it is the belief of the Jurzani Government that it is entirely inappropriate and wrong to completely exclude the Jurzani Government in their actions and declare an arms embargo on our nation when they possess no legal right to do so. Our Government demands that Carentania recognize our rights as a sovereign nation and that is why we are throwing our full support behind this condemnation. We would like to thank all the nations who agree to the condemnation. Should these actions go unpunished, it’ll sent a dangerous precedent for the ignorance of international law and support for piracy.

The Grand Duchy has reviewed the situation, especially as it might concern our own Potenzan Merchant Fleet. We will join with other nations in asking Carentania to refrain from a naval blockade that would violate the freedom of international waters. This is a hostile act worthy of a declaration of war by offended parties. If Carentania attempts to board or assault a Potenzan-owned or Potenzan-sponsored ship, it will not be tolerated by our government.

On the other hand, the government of Caieta has stated that this will only deal with exports from their nation to Jurzan, and that it will only deal with their territorial waters. Therefore, we believe it more prudent this be settled between Jurzan and Caieta, rather than the international community as a whole.

Christiansborg is alarmed at how international waters and the apparent implications upon multinational shipping have the potential to be violated by this act of the Carentanian government and its allied state of Caieta and seek to overturn the accord of the maritime agreements struck in Touzen some years ago.

Danmark, which has not hitherto engaged in arms shipments to any country at this current stage, does not expect to be effected, but even the mere possibility that our legitimate naval trade activities could come under the scope of this action by mere suspicion or even whim, cannot and will not be permitted by my government. Any attempts to circumscribe our legitimate rights as a trading nation will be dealt with in the appropriate manner including military defence.

The calls by the Fennians are deemed to be most appropriate and we can state that we support this multinational initiative to address violations of international waters and, even possibly, those of The Jurzan.

Taken as an act merely with Carentanian waters or those of Caieta, this would be an acceptable and wholly expected activity. In that respect, we support the legitimate rights of all nations like Carentania to defend their home-waters, but this declaration far exceeds that and should be condemned.

Needless to say, we are somewhat heartened that Caieta has declared an intention that this initiative shall only apply to its own home-waters, a move that is indicative of wise counsel and should be commended.

The news of the arms blockade set up and administered by Carentania outside of their established territorial waters is very worrying to the Ivernish Senate. We fear the stability of the Long Sea with these actions and we agree with the Fennian Union's diagnosis of State-Sponsered Piracy. These actions are actions the High Kingdom shall not stand for.

During the Northern War of last year Ivernia felt the full force of naval blockade tactics due the bottleneck of the Cambria Strait. Ivernia fears that increased intervention in the Jurzan's naval trade may stifle it's budding economy and/or lead to rash actions between the nations of the Long Sea.

As such the High Kingdom of Ivernia fully supports the Fennian Union's call for a condemnation of Carentania. And Ivernia will in fact lend assistance to allies afflicted by these acts of piracy.

The call from Caieta that they would rigidly adhere to their own territorial waters was a relief to the Senate, and until damning evidence be found against their statement Ivernia shall not join in the condemning of Caieta.

Telora joins with your governments in the condemnation of the blockade of Jurzan by Carentania as being illegal and unwarranted. However, given the continued presence of Teloran civilians and troops in the reconstruction of Solaren and our own lack of long-range warships with which to protect our vessels, my government feels our hands are tied with regards to condemning these actions. A public silence on this matter is, the Cabinet feels, the only option we can pursue until we can assure the safety of our civilians and have agreed a means of allowing our ships to continue through the embargo to Jurzani ports.

We do not wish to end any existing, or jeopardise any future, trade or commercial ties with Jurzan by our pause - we are seeking to protect the lives of our citizens, as both of your governments would wish to do with your own. We are open to further discussions on this matter with all governments concerned and we will continue to monitor the developments in the region closely. As soon as further options become available, we will begin to consult on them and develop a firmer line against the embargo.

I must personally confide my fears that this latest action will lead to a ramping-up of demands in my own country for greater armaments spending and that the executive are not in a position to resist them for much longer.

The Mezhist Union heartily applauds all civilized nations who have woken up to the Red Menace and realized the grave danger it presents to Europe, even beyond its corrupt havens in the Long Sea. I have recently announced, in coordination with the General Executive of the Treasury, Union intentions to arrange its Long Sea merchant traffic into armed convoys, along with the threat of reprisal should Carentania continue its audacious campaign of piracy, in an effort to deter further disruption of Union trade with other, civilized nations. Although Socialist Caeita has begun to back away from the campaign their red allies have enacted, we shall remain wary of their intentions and actions, and strongly advise all other nations to do the same.

The Mezhist Union will not tolerate red aggression in Europe: allowing it to expand into the failed state of Solaren was Europe's first and only warning, a warning they now heed with this decisive response, which continues to gladden our hearts. The Mezhist Union shall not forget your actions.

First, the Fennian Union shall note in appraisal of the clarifications made by the Caietan government in regards to adherence to their own territorial waters in any incident of arms blockade that it does not consider actions carried out by states within their own territorial waters - so long as they do not endanger international security or acknowledged seafaring rights - to be within the scope of this venture.

Second, the Foreign Office has drafted a following proclamation to publicize the international condemnation of the Carentanian arms blockade and is prepared to release it to the public. We do request any suggestions of correction and content to be submitted by our respected fellow governments, though stressing the urgency of enacting a response to the blockade in order to avoid increasing international tensions and emboldening the Carentanian regime even further.

PROCLAMATION OF CONDEMNATION OF THE CARENTANIAN NAVAL BLOCKADE OF JURZAN

The undersigned, members of the international community,

OBSERVING that the Carentanian government has instituteed an anti-Jurzan naval blockade, declaring its intent to forcibly search any vessels headed for the Jurzan within international waters.

In notice with public and private proclamations made of willingness to carry out military measures in order to reach a conclusion of the Carentanian naval blockade His Excellency the Stateholder General has authorized me to propose the commencement of military liaisons to monitor the activities of the Carentanian government and to prepare for measures being carried out in the eventuality that the diplomatic measures currently being prepared will prove to be ineffective.

While the Stateholder General and the Union as a whole desire for a peaceful diplomatic solution, it is our view that all options will have to be taken into account. Appeasement and seeming effeteness could only encourage the Carentanians and their communist allies to continue further with their pressure tactics against other sovereign states.

While acknowledging the fact that some governments involved here are restricted by their domestic political and economic conditions in acting, the Fennian Union would like to suggest the possibility of declaring a closure of ports, territorial waters and airspace to Carentanian maritime and air traffic as well as economic sanctions by those governments willing to enact further action in the event of Carentanian lack of diplomatic cooperation.

Signing the aforementioned proclamation would not require the enactment of the aforementioned additional measures, which the Fennian Union has merely proposed as a possible continuation in the event the proclamation proves to be ineffective.

I regret that in consequence of the events, the Jurzani-Carentanian Affair, I have been obliged to put the Government of the Fennian Union to the inconvenience of not being in ownership of her Majesty’s Imperial Cabinet’s position with regard to the Fennian diplomatic endeavour.

The Empire of Great Engellex is very unwilling, as her Majesty’s Imperial Cabinet is in respect of Engellexic obligations by treaty, to underrate or do away with any responsibility which Great Engellex has incurred since signing the Engello-Jurzani Agreement. Still less would it be the desire of Great Engellex that we should shrink from carrying that responsibility out as far as the means of this country would go, and as far as we are bound by the terms of the treaty into which we did enter.

Having discussed the proposals with her Majesty the Queen-Empress, we believe that what has been laid down by the Fennian government is just the line the nations of Europe ought to follow, and as the same time to avoid using any language which may encourage those from whom we differ to believe that they can go on in a course of aggression and injustice with perfect impunity. I did extend the advice of the Council of State for diplomatic dialogue to resolve the situation, which Great Engellex believes to be most in the interest of all the parties, but we reserved to ourselves full liberty of action and full power to do exactly that which the circumstances of the matter might thereafter demand.

The Defence Ministry deems it of utmost importance to make preparations in the eventuality of the continued illegitimacy of the actions of Caretania upon the sovereignty of The Jurzan and upon the wider implications upon the preserve of the Long Sea and international agreements struck in Touzen, hereby referred to as the Nokanawa Accords. It is of immense concern that the Carentanian government intends, based upon the reports of the official news agency, to go beyond international law and indications suggest that the government in Rijeka do not intend upon retraction.

As such, it is the deeply considered strategic assessment that the coalition of nations subject to invitation must respond in a due and appropriate fashion. It is with the onus placed upon us all, as the moderate nations upon the globe, to meet and over-power the Carentanian state if it needlessly insists upon the violation of the Nokanawa Accords and infringe upon the sovereignty of harmless states like The Jurzan for which, in reality, the only offence that Sharjah has realistically committed is defence of its own independence as it is it's right to embark upon free from the pressures of the Carentanian state.

Intelligence assessments and reports place the current Carentanian navy as a mainly brown water fleet that, as assessments comprise, would be unable to withstand the assault of multilateral ocean-going navies. My own kingdom is prepared to send a significant fleet towards the intent of upholding international law and the sovereignty of The Jurzan. The Kingdom currently already has in place in situ twenty-four blue water vessels in the port of Abasha and the aircraft carrier Kong Benedikt V in the Long Sea the aircraft on board of which have the capability of striking the mainland of Carentania if the orders were given.

The Royal Danish Airforce has been instructed to up its watch over the Solaren island of Iscla with orders to target belligerent forces if attempts are prevent the Kongelige Danske Marine from upholding its responsibilities with around 350 fighter, bomber and reconnaissance aircraft assembled in seven separate airfields to the south-west. But attacks upon Iscla would be a last resort and only if KDM fleets were attacked.

The detachment of twenty-four ocean-going vessels in Abasha have been ordered to maintain patrols of Jurzani territorial waters and to keep a watch upon the international strait between The Jurzan and Carentania with the mission of ensuring the legitimate trade of the Republic with orders to repel incursions into Jurzani sovereign waters with attack as a last resort. However they have also been instructed to liaise with the Carentanian brown-fleets as necessary.

Our forces will refuse to attack unless provoked in an otherwise peaceful but strengthened mission.

The Rigskabinet of His Danic Majesty is heartened to see at least nine nations stand in coalition against the outrageous actions of Carentania as it seeks to plough through international maritime accords and violate the sanctity of the Jurzani state. Unlike Raigestan which is an effective acolyte and pseudo-neutral state, The Jurzan has never inflicted itself upon any other nation aside, it appears, from the malevolent and all-aggressive Carentanian state. Even this self-flaunted threat to Carentania is too much to consider as the Jurzanis have never really sought to harm the junta in Rijeka, not that they could ever do so.

This filthy escapade by Rijeka is proof, as if any were needed, that Carentania cares little for what other nations think and it is only through the inaction of some nations that Rijeka is permitted an escape to what it wishes and kabosh the small Jurzanis whilst threatening their invasion. This action pours bucket loads over the Carentanian approach towards our own. It seems it is only when it suits Rijeka that it holds up one open palm in protestation against the Raigestan campaign but curls up the other palm into a fist with which to thump The Jurzan.

The government subscribes to the assessment of the Fennian Foreign Minister which has been well put and these are areas that we find that are permissible under Danelagh pending Folkhuset approval.

In efforts at diplomacy, I shall be initiating a widespread consultation particularly with non-committal nations to aim for a diplomatic end to this crisis. I shall unveil my plans in forthcoming days.

To all whom it may concern,

Due to the leaked documents today by a Carentanian insider, fears of Carentania planning a full scale invasion of the Jurzan have nearly been confirmed. The Carentanian Government has denied any and all inclinations that it plans to initiate the combat and it denies that the documents are even truthful. Both of these statements, the Jurzani Government believes, are lies. We, as we have suspected, have every reason to believe the Carentanian Government is intend on starting a global conflict and is intent on invading our country.

That being said, as a number of nations are already aware, the Jurzani Government is now convinced that the Carentanian Government is hell-bent on warfare and will settle for nothing less. The Carentanian Government’s assessment of our defensive abilities is vastly underestimated; they make the same mistake that the Talemantines did two years ago. However, we do not go so far as to say that we will be able to defeat Carentanian forces; in fact we are confident that eventually we will be overpowered.

Normally, we’d ask for troops to be stationed in the Jurzan or ask for assistance in stopping Carentanian ships from continuing the blockade; however we fear the Carentanians will see this as an offensive move and use it to continue to justify their intentions to invade us. It is our belief that the Carentanian Government, convinced that Danmark acted incorrectly in Raigestan, will, almost in spite, invade the Jurzan and use the same justifications.

It is our belief that Carentania must be shown force as they will not react to diplomacy; we would like as much international support as we can get from our allies. Otherwise, we firmly believe that the Jurzan’s independence may be stolen from us by the same nation that helped us attain it.
