Whilst we agree with both the message and the content, Teloran civilians and soldiers remain in close contact with Carentanian forces in Solaren, and we do not wish to unnecessarily escalate this situation further by exposing these individuals to danger. The Union Defense Staff is currently in the process of drawing up contingency plans in the event Carentania declines to fold to diplomatic and possibly economic pressure, or worse, initiates a full-scale offensive against the Islamic Republic of the Jurzan. The Fennian government thus is in agreeance with its counterparts in Dulwich over the necessity of reserving the possibility of military action due to the overwhelming agreement of the National Defense Council that indecisiveness in this matter will only embolden the Carentanians and their communist allies further.

In addition, we echo the concerns of the Jurzani in regards to the actual intent of the Carentanian government. Since the beginning of this crisis it has been the opinion of the Stateholder General, myself and General Jouko Heinrichs, Chief of the Defense Staff, that the so-called threat of Mezhist terrorism is merely an excuse utilized by the Carentanians in their acts of provocation, or possibly a result of the engineering of their own machinery of propaganda to direct their popular attention from domestic political issues and for the aforementioned foreign political purposes. The recent releases of information and the conduct of the Carentanian government serve as proof of this.

Should the Jurzan be in a condition of acceptance, the Fennian government is willing to assist in the maintenance of its defense capabilities against a possible Carentanian invasion. Though troop placements or arms transports may be infeasible at this time, the War Office in concert with Army Central Intelligence has prepared plans for other supporting measures such as training of selected Jurzani officers by Fennian instructors in the Union and the transfer of certain technologies that the Jurzan is capable of bringing to production for its armed forces. However, the effective initiation of these measures would require at least reduction of the threat of immediate military conflict.

Again sharing Danish and Engellexic strategic assessments of the military situation, the Fennian government wishes to make a request to the two aforementioned governments for the utilization of their territory for basing and movement of Fennian military forces to prepare for the eventuality of armed confrontation. Initial plans drafted by the Defense Staff are based on the maintenance of maritime commerce along the Long Sea with the option of strikes against Carentanian naval and aerial assets in coordination with fellow involved powers. For this purpose the Union Army would, in the event of available basing, be able to contribute both land- and carrier- based aircraft as well as surface and submarine naval components to an as of yet undetermined, but substantial amount for the purposes of effecting an end to the Jurzan blockade.

However, the Fennian government notes the possibility of Carentanian- allied communist states becoming involved in the crisis at hand. In particular, we would suggest to the Engellexic government cooperation in monitoring activities of the Havenite government and enacting a scaled response in the event of their involvement in the crisis or even hypothetical military confrontation. Army Central Intelligence has noted in its analysis of the Havenite military that whilst unable to engage in conventional blue-water warfare or offensive aerial operations outside of its immediate vicinity, Havenite submarine capabilities could pose a disturbance to maritime commerce in the Northern Thaumantic Ocean.

It is the most honest and heartfelt pleasure of the Fennian government to announce that in conclusion of high-level international negotiations that have taken place recently over the continuing Long Sea Crisis during the recent days, consensus has been achieved on a diplomatic proclamation against the actions undertaken by the Workers Republic of Carentania against the Islamic Republic of the Jurzan. This proclamation has been adopted to show solidarity of the signing parties with the Jurzani people and their recognition of the Jurzani right of national sovereignity, to show the commitment of the signatories to established conventions of international diplomacy and the freedom of maritime commerce and to implore the Carentanian government to relinquish its current course of action in the Jurzani affair.

PROCLAMATION IN CONDEMNATION OF THE CARENTANIAN NAVAL BLOCKADE OF THE JURZAN

The undersigned, members of the international community,

OBSERVING that the Carentanian government has instituted an anti-Jurzan naval blockade, declaring its intent to forcibly search any vessels headed for the Jurzan within international waters.

NOTING that the aforementioned belligerent in the act of blockade is not operating within their conventionally accepted bounds of maritime territorial jurisdiction, those being restricted to territorial waters except in the case of imminent hazard to human life.

CONCLUDING that with respect to the aforementioned, the said arms embargo must be considered to be illegal in respect to portions occurring outside of the territorial waters of the Carentanian state.

OBSERVING that, having undertaken this action without the consultation of powers with interests in the region and established maritime powers or without seeking alternative options with the government of the Jurzan, they have acted in a manner unconductive to international stability in an already volatile time, in a blatant act of provocation against the Jurzan and states in association with the Jurzan.

OBSERVING that with their actions, Carentanian government would establish a precedent for the abandonment of internationally accepted conventions of sanctity of maritime commerce, safety of life at sea and the freedom of maritime navigation.

HEREBY CONDEMN the Carentanian naval blockade in the strongest possible terms as a violation of Jurzani sovereignity and the international conventions regarding freedom of navigation and safety of life at seas.

DEMAND the Carentanian government to desist with its naval blockade of international and Jurzani territorial waters to immediate effect.

CALL for the respect of national sovereignity of the Jurzani people which has thus been violated by this naval blockade.

PLEDGE to consider further measures in defends of the aforementioned should this proclamation be ineffective.

Having observed the evident lack of reaction by the Workers Republic of Carentania concerning international criticism in regards to their illegal actions against the Islamic Republic of Jurzan, Kalevala has reached a conclusion that time is ripe for the proposition of additional measures to be undertaken in order to pressure the Carentanians to fold in this matter. It is the view of the Fennian government that appearing indecisive or impotent in reacting to this affair will solely have the effect of emboldening the Carentanians and their allies further in their quest against international law and sovereign civilized governments of Europe.

Actions, not words, are the measure of promises and the measure of potency in our world. The communist governments of Europe have resolved to conduct a grotesque experiment against the people of the Jurzan. This experiment aims to see if the civilized states are willing to curtail their unchecked acts of aggression and intimidation against neighboring states, and to see how far they can go before their transgressions receive a response. To that effect, the Fennian Union now wishes to inquire which of the states that have joined us in the diplomatic defense of the Jurzan would be willing to adopt additional measures in the face of the continuing communist attempts to intimidate the Jurzan into submission, to disrupt maritime commerce and to destabilize the already instable fabric of European geopolitics.

Thus we wish to inquire of the signatories of our condemning proclamation their willingness to the following:

1) That a guarantee of national sovereignity and territorial integrity be issued to the Islamic Republic of Jurzan.

2) That a trade embargo be commenced against the Workers Republic of Carentania, excluding for reasons of human decency foodstuffs considered necessary for human sustenance (note: "necessary for human sustenance" does not include products considered delicacies or luxury food) and medicine and medical equipment suited solely for civilian purposes.

3) That restrictions would be enacted against the use of territorial waters and airspace of participating states by ships and aircraft flying the Carentanian flag or owned or operated by Carentanian citizens, except in the case of imminent emergency threatening loss of life.

Due to the continuing and unfortunate events that have been perpetrated against the sovereignty of The Jurzan and against international maritime accords, the government remains committed to upholding the initiative advocated by the Fennian government and subsequently commits to this extension and deepening of the position.

On a bilateral basis, the Kingdom has undertaken many of the measures outlined by the Fennian Foreign Office due to the dynamics of the Dano-Carentanian relationship which currently remain at the lowest possible diplomatic state and are unlikely to improve without a retraction by Rijeka of its flagrant disregard.

As well as subscribing to the measures outlined, we also believe that extra assurances and vigilance are necessary with regard to possible attempts to flout the trade embargo placed upon Carentanian goods by the use of third party nations as a conduit to export goods either by lumping them into the trade from other socialist nations or more neutral states or merchant fleets such as the Potenzan maritime fleet which operates both from Gt. Engellex and Danmark.

As such, we urge the implementation of the certificate of origin principle in order to sift Carentanian goods out from other international trade in the event of an attempt by the Carentanian state to attempt to sell its wares in the less direct bilateral manner.

In order to achieve the effective pursuance of these objectives which I outlined previously, the Fennian government agrees with the assessment presented by my esteemed Danish counterpart for measures directed to prevent possible Rijekan evasions of the aforementioned trade embargo. This should take place under enforcement of our respective customs services and include the Danish- proposed measures of certificates of origin to be presented by goods importers, while exporters should provide adequate proof that they do not intend to export their goods to the Workers Republic of Carentania or utilize in their transportation Carentanian- connected shipping or aircraft.

Additionally, the Fennian Union will propose that the aforementioned measures be amended by a seizure of financial and physical assets belonging to the Carentanian government and its affiliate and proxy organizations within the sovereignity of participating states.

His Royal Majesty concurs with the many statements of the governments in concord; especially with the statements from the Kvenland Government and the Danish Government. Yet it is in the opinion of King Haakon V that for this embargo of goods to be truly successful, it must include the collective allies of "Red Himyar." Thus, our efforts must include the Median regime in which several of our governments in concord, indirectly aid the Carentanian economy by bolstering the Medians. It is with great urgency that economic consequences be extended to the Socialist Republic of Media. As such the Kingdom of Agderike will officially include the Socialist Republic in its "Red Himyar" embargo process.

King Haakon V urges all other nations who desire progress to follow in Agderike's footsteps; else, our actions will merely be shouting words followed by loose actions which will do nothing other than be laughable to the leadership of Carentania. Only when the allies of Carentania can claim they are worse off after the Jurzan Crisis than before, will Carentania have reason to reconsider its policies for the betterment of not only itself but the "global Internationale", which it will be failing to improve and actively hurting because of its hostile and illegal policies.

To whom this does concern:-

The High Kingdom of Ivernia agrees with your assessment made of Carentania and it's behaviour and agree with it's call for further actions and we back the methods listed by the Fennian Foreign Office in implementing further action.

Ivernia agrees with the issue brought up by the Danish Office of ensuring Carentania cannot use a 'back door' method to continue trade, by implementing a country of origin address.

Ivernia notes that military action from Carentania is not a far-off proposition. Nations such as The Jurzan or Potenza may get caught in the crossfire, when the actions against Carentania are from far more nations. We would like to state that if a nation in the Long Sea feels openly threatened by unwanted Carentanian actions such a state should be able to call on the Nations of Europe for assistance. Without a clear sign of our willingness to put iron to our words we fear Carentania will attempt to 'call our bluff', so to speak.

I am not calling for military actions as of this point but I am calling that Carentania knows we can and we will if they persist in the Jurzan blockade.

First, the Fennian Union understands and shares the concerns expressed by the Agder government what with the involvement of the Median communist government in this affair. However, the intention of the Fennian government for the purposes of this initiative is the attainment of as broad an international coalition as possible for the defense of Jurzani sovereignity and the curtailment of currently unrepressed communist aggression, so we will await the opinions of other involved parties including the Jurzani themselves in this affair.

At this time we underline the importance of embargo surveillance in support of such a venture to deter and detect any violations of such an embargo, along with an initial proposal that the signatories would extend the aforementioned denial of territorial access also to ships and aircraft proven to act in operations of commerce with the Workers Republic of Carentania, regardless of the nationality of the ship or aircraft in question, outside of ships and aircraft delivering the basic humanitarian necessities which we previously mentioned.

Second, the Fennian Union concurs with the Ivernian call of preparation to Carentanian attempts to escalate their acts of aggression in response to international action. Actions, not words, are the measure of worth, thus the Fennian government underlines the importance of preparing to act in a more serious eventuality wherein Carentanian military aggression begins to directly target neighboring states such as the Jurzan or Potenza. The Fennian government is willing to commence deployment of Union Army assets in the Long Sea littoral, though with the need of being granted the possibility of basing in the area. With the Danish government's announcement of deployment of military assets to Eiffelland for the same purpose, we would like to request with the utmost politeness if such courtesy could be extended to Fennian military forces as well in amounts and types which would be at the discretion of the Eiffelland government.

The intention, we stress, should not be to wage war but to prepare for any eventuality that might transpire as a result of this international venture and the reactions to it by the Carentanian government.

Of course the Fennian Union can use Eiffellandian soil to operate against Carentania in this matter.

We also want to put the situation in Solaren under the attention of the international community. In the case of an escalation of the current situation, Carentania might ignite a war in that already war-torn country as well. In that case, we would need assistance there.

Further to the communication by the government of the Fennian Union of the 14th October inst., we have allowed due process to occur with which to fully discuss the presence of Fennian armed forces upon Danish soil. Following a debate in the Folkhuset, upon deliberations presented to it by the Rigskabinet, a motion was passed that indicates that there is to be an acceptance of this proposition by a slim majority.

The government itself had been warmed to the proposition but, aside from exercising Orders of Executive Privilege which are a constitutional power by the government to override parliamentary powers, we felt it was essential that the representatives of the people made their voice heard and that that should carry the onus in a pure and legitimate recourse to the democratic thread that is an intrinsic feature of my nation.

With the passage of a vote in favour of the hosting of Fennian forces upon Danish soil, only the second time this has occurred following a Dano-Frescanian agreement of some years ago, it is due to me to announce that armed forces of the Fennian Union are invited to take place upon Danish soil in the common endeavour of global security and maintenance of the World Order.

His Danic Majesty's Government is open to discussion as to the total numbers to be hosted with the essential prerequisite that, at least in the current form, they are for the purpose of the common endeavour both nations share. As such we welcome the initial proposition of the government of the Fennian Union as per expected numbers of ground and air forces in particular. Naval forces of the Fennian Union shall enjoy unlimited hosting in the waters of the Realm to be hosted in the major ports of Fredrikshavn and Sams

The Fennian government thanks the governments of Danmark and Eiffelland for their positive response. In order to guarantee safe passage of possibly involved units of the Fennian Union Army to the deployment area in question, we would additionally like to request the government of Great Engellex whether the Fennian military's land and air assets to be deployed under such an agreement would be permitted the use of the Engellexic mainland territory for transferring to Danish territory.

The deployment of such military forces to be commanded and coordinated by the Long Sea Expeditionary Force (Temporary (Pitkänmeren komennuskunta (Väliaikainen), PmKk (V)) will be for the purposes of collaborating with Danmark and other involved parties in support of the diplomatic objectives that at the moment are being forwarded by this international coalition of the willing. For the purposes of direct military cooperation the appointed commanding officer of PmKK (V), Colonel-General Erik Tanner, will be in contact with the Danish government - also regarding the composition of his command - after such reviews will be completed by the War Office today.

A month has passed since Carentania started the blockade of the Jurzan. The last time we saw any Carentanian activity was about 3 weeks ago. Now the Eiffellandian Government is wondering what is currently happening.

We also have a sad announcement to make. We allowed Danish and Fennian troops on our soil for the case that the Carentania-Jurzan crisis would escalate, not taking into account that allowing those troops the access to Eiffelland would be against the treaty on mutual defence of the Germanian League. Because of this, we have to withdraw the permission to the Danish and Fennian troops to use Eiffellandian soil for operations against Carentania. We don't like this decision, but we have no alternative. Therefore, we would like to ask all Danish and Fennian military personnel to leave Eiffelland within a reasonable time frame.

For the remainder, we will continue to support the efforts as previously agreed upon.

It is with the greatest of respect that we receive the correspondence from the Eiffellandian foreign ministry regarding the temporary stationing of Danish Crown Forces upon the soil of our southern neighbour, our closest friend in Germania. Always a temporary measure in order to counter Carentanian aggression both in reactive and proactive force, the government shall take the necessary steps in order to meet this desire from Trier. Due to logistical reasons, it shall take us several weeks to return the troops, military equipment, aircraft and naval vessels back to the Homeland or in deployment in international waters in the Long Sea.

Regardless of this, the government of the Sovereign shall remain wedded to taking all measures necessary in order to maintain a watchful eye over the south and the southern approaches to Germania. We cannot abrogate this fundamental call of duty. To do so would be a utmost grand failure in our own part in maintaining stability, peace, prosperity and calm on behalf of all of the civilised world, the quiet and law-abiding populace of the plethora of the Family of Nations. In this regard, we shall maintain a robust sphere over the Long Sea environs for as long as is deemed essential. Never can any nation worth its salt take its eye off for one moment. In this, we call on all dutiful friendly nations to do likewise either in the Long Sea or further afield, especially in the advent of the possibility of the development of wars of proxy.

Regardless of the movement of Crown Forces, Christiansborg looks forward to continued flourishing of cooperation and cordiality between our two nations for the benefit of ourselves, Germania, and the world.

SUBJ: Status of Negotiations on the Carentanian Blockade

The Jurzani Government would like to that the time to give an update on the status of the negotiations between the Worker’s Republic of Carentania and the Islamic Republic of the Jurzan over the issue of the blockade the country has illegally enforced on us.

The negotiations are still being taken seriously and both Governments are heavily engaged. It is the opinion of this Government that we can find a peaceful resolution that will benefit both parties and move to help ensure that armed conflict between our States can be prevented in the future.

We would also like to note that the shift in the General Assembly with the Fourth General Assembly being sworn in in twelve days will not affect our Government’s ability to maintain the negotiations. Some members involved may be switched out as the Government is reorganized, however, the Supreme Chancellor is remaining firm on the course we have been on and will continue to do so until the crisis has been resolved.
