Home > Departments > Department of the Exterior The Department's Mission The Department of the Exterior (Λογοθέσιον τῶν Ἐξωτερικῶν) or Log.Ex. (ΛΟΓ.ΕΞ.) is a cabinet-level office of the the Government of Pelasgia. Headed by the Secretary of the Exterior, the Department is generally divided into three branches: (i) foreign affairs; (ii) international trade; and (iii) international development. The Department is responsible for the Empire's international representation, for the maintenance of relations with and the protection of Pelasgian nationals abroad, and for the advancement and safeguarding of the interests of the Pelasgian State. To carry out these tasks, the Department maintains the Empire's extensive diplomatic network of embassies and consulates throughout Europe. The Secretary The incumbent Secretary of the Exterior (Λογοθέτης τῶν Ἐξωτερικῶν) is the Hon. Theochares Phrangopoulos. Born to a military family in Caria in 1972, Mr. Phrangopoulos completed his national service as a junior officer in the Pelasgian Imperial Army's special forces, before going on to graduate from the Imperial and Patriarchal University of Propontis with a degree in law and economics (LL.B., B.A.). Mr. Phrangopoulos then pursued graduate studies at the University of Thermi (LL.M. in International Trade Law and Economics) and the University of Chagny in the Holy Frankish Empire (Ph.D. in International Law). Mr. Phrangopoulos then took and passed the Diplomatic Service Examination, finishing second in the entire country, and joined the Diplomatic Service in 2003. His first consular assignment was in Sainte-Foy, in the Acadian Republic, while he subsequently served in a wide variety of posts, including Consul General in Chagny and Ambassador to Josepania. In 2017, Mr. Phrangopoulos was recalled to Propontis, where he was assigned to oversee a branch of the Special Legal Service of the Department, specifically with a view to enhancing legal oversight of collaboration with other agencies. In 2019, he was made Vice-Head of the Foreign Intelligence Service (Y.P.E.), a post that he resigned in 2023, in protest over what he considered to be the total lack of governmental oversight over the intelligence agencies. Having taken a prolonged sabbatical leave and then been assigned as a Special Trade Representative to the Anti-State, Mr. Phrangopoulos returned to Propontis at the personal invitation of Acting Grand Secretary Konstantinos Sphrantzes in April 2024, to subsequently be appointed as Exterior Secretary in the cabinet of Grand Secretary Alexandros Logothetis. Mr. Phrangopoulos is married with three children. He is an avid skier and one of the few Pelasgians to ever earn international distinction in the sport. For his long and distinguished service to the Empire, Mr. Phrangopoulos has received numerous awards, including being decorated with the Silver Cross of the Order of Saint Irene. Legal Framework and History The Department of the Exterior traces its roots to the late medieval/early modern Logothesion (Department) of the Drome, which was the original cabinet-level body charged with maintaining the international relations of the Propontine Sovereigns. The Department received its current name in 1811, following the Restoration of the Empire, as part of the reforms of Emperor John IX Vatatzes.
