OFFICIAL REPORT OF THE DIRECTORATE OF STATE SECURITY CONCERNING THE SITUATION IN LOAGO AND MILESIA

1. Milesia

1.1 Situation

Saare armed forces entered Milesia at the orders of Chancellor Riina Lepp as part of a general strategy to suppress the Milesian war for Emancipation and to break all Kadikistani influence in the continent of Oriental Scania. The 1st Mechanized Infantry Division of the 1st White Army (now 1st Revolutionary Insurrectionary Army) has been send to cross the border and secured the coast up to the city of Lowport. The Expeditionary Force took party in the battle of Lowport where it sustained numerous casualties. It was reinforced and afterwards it was sent to the west, when the battle of Lowport presented itself as a dead end for both factions. A brigade was kept around the city to keep the city under siege while the rest of the forces were moved westwards where the Great Summer Offensive was organized. The plan of the Offensive was to start with a series of false attacks to divert Milesian and Kadikistani forces from Waesfjord. At that point a strong force of Ivernian, Burgundian and Saare units were to attack the city of Waesfjord and with that to break in two the Milesian Republic. As it is already known, thanks to the problems of communication, the said great offensive failed miserably, as the three fascistic forces were unable to coordinate and thus even the first, diversionary attacks failed. Since then, the Milesian front froze and there are great chances for it to remain frozen until the coming of spring.

The battle of Lowport hit the Expeditionary Force hard and the reinforcements that came from Saaremaa came as volunteers. It is clear for us that now, when more than 30% of the soldiers in the force in Milesia is made of volunteers that preferred to leave their barracks in Saaremaa for the mud in Milesia just to fight against communism and against republicanism. It is clear for us that the Saare Expeditionary Force in Milesia isn't following the orders of Kuressaare, but it is more like a rabid dog that has been unleashed on the Milesians. They follow only their own ideology of hating the people and justice and Riina Lepp let them to go and destroy so that they could satisfy their bloodthirst. But the Saare compromise and the Internal Settlement left them paranoid and scared. Even more dangerous.

When the calls of the return from Milesia were given by the Provisional Government, some of the soldiers that were there because they were following the orders of Kuressaare have returned and the 1st Mechanized Infantry Division was reformed (though it is severely undermanned), whereas the forces that preferred to remain in Milesia were disavowed. There is a strong believe that there will be a sort of retribution coming from the said army, called The Army of Bandits by the DSS, as our informants have reported, the leader, Marshall Andrus Masing, an ex-minister of War in Saaremaa, ex-Supreme Commander of the forces in Lounamaad and now the commander of the forces in Milesia has a file in the archives of the Civil Protection Services, in which he is described as an ardent believed in the monarchy, condemner of both Prometheism and Communism and also has pseudo-Fascistic views. His presence in Milesia can thus be personally motivated by his way of seeing Ivernia as a model state.

1.2 Execution

The DSS warns the Provisional Government that there is a high chance that Andrus Masing together with his "White Army" to try to march on Kuressaare to destroy our republic and bring back the king. The informants the Directorate has in Milesia have reported that the Marshall openly declared that he does not recognize the Internal Settlement and that he openly called for the return of the King. He is to be considered a threat of the security of the Saare people.

Andrus Masing, thanks to his political views is expected to be very close to the Ivernian fascist dictator Nuada Airgetlam. Thus we believe that the Ivernian Imperial Army would support him. Nuada is too overstretched with the war in Milesia to use military units to support him, but most surely he is supplying Vaino and will support a potential invasion of Saare reactionaries coming from Milesia. We advise the Provisional Government and the Supreme Command of the Revolutionary Insurrectionary Army not to panic, but to simply wait for the said attack. If we don't react, the whites will not expect the fact that we know of their plans so there are great chances for us to take them by surprise. We also advise for a cleansing of the Saare society of anti-republican elements that might support the Army of Bandits in the said invasion. The have been offers from the Democratic Republic of Kadikistan to send the reactionaries to them. While we do not support the monarchists, we still find such a course of action as being cruel. But, there are other alternatives. The idea of "Secured Villages" came during the Lepp regime. They consisted in moving whole populations that were considered pro-Kadikistani from the coast, inland and kept in villages surrounded by barbed wire and they could only get out of their communities with special permits. The same can be done with reactionary elements, but they should be sent to Vendra to work in the Nickel mines, at least to be productive to the society. As for Kadikistan, we would still approve of their offer by giving them the dissidents that took refuge to Saaremaa during the Lepp regime and created the government in exile called "The State of Kadikistan". We should also sell the Kadikistani the plans of the dissidents to leave Saaremaa from the north and invade Kadikistan, from the Mirovic/Snieg Ocean.

2. Loago

2.1 Situation

After the coup d'etat that broken the regime of Juhan Manyika, the Loago Host (renamed later The Army of the South, then reverted back to Loago Host) has taken control of the Himyari State and has reorganized it as a protectorate directly unified with the Saare mainland. As it was expected, this brought the exacerbation of the bad relationships between the Saare, Wala and Fante people. It can be observed that in general, in this country, ideologies have fallen perfectly with the native peoples, each being closely associated with one. The Wala people are closest associated with Kadikistani-like communism, as it is presented by the Loagin League of Communists. The Fante people are closest associated with the Fante Nation Movement, a fascist group that wants to take over Loago and create it as a homeland exclusively for the Fante. But the only exception to that is the Saare people who are very different in the political outlook. The majority of the Saare people are conservative if not outright fascist in their ideas. Such ideologies have been propagated by the fear brought by black nationalism, supported by the LLC and the Fante Nation. The Saare community in Loago is old, some of it's members are here for more than 300 years and they consider themselves more close to Loago than to Saaremaa. That is why they are ready to do everything to keep themselves in power; if they would lose it, the blacks are so radicalized that they will most surely either try to exterminate them or to drive them out.

When the Internal Settlement was signed, Marshall Vaino, the leader of the junta declared himself president of an independent Loago. Mihkel Vaino is a veteran of the containment of Kadikistan policies and actions of the Lepp regime, he is very well seen by reactionary elements in Saaremaa. That is why noble families like Saar, Kukk, Vainola and Teeder have went into exile in the newly created Republic of Loago. The Loago Host has started a series of campaigns to suppress the Fante Nation and the LLC. They have managed to push the LLC on the other side of the Red Mountains in northern Loago, but they still didn't dislodged them from the cities of Umtali and Filabusi. With the Fante Nation they were more successful, as they driven them from the city of Que Que and managed to pacify the city of Bulawayo, but they still hold power in the town of Makuti and in the rural regions of the Fante Land. From reports of our informers, the death squads of the Vaino regime also managed to kill Jaak Masimba.

2.2 Execution

It is clear that the Vaino regime would succeed in stabilizing the country and defeating the Fante Nation and the LLC if given enough time. This would be problematic for the DSRS, because then Loago would become a model for the exiles to come together and plan the fall of the Democratic Socialist Republic. For that we propose a quick military operation that would bring an end to the Vaino regime and to the exiled reactionary nobles. The Revolutionary Insurrectionary Army would intervene in Loago and take over Maseru, to quickly break the power of the Vaino regime. Afterwards it will support the LLC to take over.

The problem may arise when the LLC would get into power as it has been observed that they also show nationalist tendencies. Black nationalism is very dangerous in south Himyar as it would start a chain reaction that would destroy the whole continent. That is why, we are still a bit suspicious when we are talking of the LLC taking over Loago, as it is a state policy of Saaremaa that has been continued in the republic to keep the status quo in Himyar. For that we believe that the best thing that is to happen is to have someone replace the DSRS in Loago as a mediating force. Kadikistan is too far away, Ivernia is fascistic, Pelasgia is a monarchist power, Engellex is still keeping slaves, so the only ones we can think of would be the Socialist World Republic.

We propose that after the Vaino Regime falls and the state again formally returns to the fold of Saaremaa, the government should sell the state to the SWR. That would bring the much needed money to pay off the debts that have been created during the conflict with the Monarchy.
