We gladly report a success at the Csengian diaspora conference, as our agents managed to influence the participants in voting in the proclamation of a Independent State of Csengia, to challenge the Kingdom of Csengia's sovereignty as the representative of the people. We believe, that with the Kingdom already not enjoying total recognition, that the government in exile might capitalise on this and gain foreign support.


The situation in Csengia is extremely dire. Even since the Kingdom was proclaimed, many have observed that it has fallen into a state of totalitarianism even worse than Tarusa, and together with Csengia have been known popularly as the Hermit Kingdoms because of their situation. Within is, the image might be even worse than we imagined. It seems that the royalist institutions have created a supra-structure over the state and the Csengian people itself which is dominated by Tarusan officers and boyars and Csengian collaborationist upstart "nobility".

What we observed in the two years since the proclamation of the Kingdom was a destruction of its economy, with a systematic pillaging of the country, which has only enriched the Tarusan state and the comprador collaborationists, in what we observe to be nothing but an exercise in a savage colonialism in Gallia itself. The omnipresent Csengian Inquisition, which from our understanding has been excommunicated by the Pope for their activities as a secret police seems to have managed to further derail the project to present the nation as a functional sovereing state, but at the same time, internally it has managed to keep any revolt from fostering.

A mixture of Tarusan aid for the Csengian independence from Pannonia and the narrative which pushed them as the real successors of the Pannonian state, together with the Csengian pillaging of Pojazerna and Zara, has created a honeymoon phase for the Csengians and Tarusans in the first years of their alliance, but with the war for the throne in Kremlyov, things have soured down, with many Csengians now suffering the same as the Zarans and Pojazernans before, being used as the main forces to prop up the pretender Konstantin, while suffering a total economic collapse in the civilian industries thanks to the war and the Tarusan blockade.

Our liaison within the Csengian diaspora has managed to find volunteers that want to see the nation be truly free and we believe that we can be very successful in creating a militia that can enter the Kingdom and liberate areas which then can be "gifted" to the Independent State's government in exile, thus creating a parallel conflict for the independence of Pannonia (should a Zaran and a Pojazernan militia be created too), which can only be possible as the war between the two tyrants fighting for the throne in Kremlyov continues, and whose success might be even more amplified should CETO enter hostilities against the Tarusans.

We as of yet can begin the training and arming of the Csengian National Army, under the command of Róbert Váradi, an ex-colonel of the Pannonian Army, which has colaborated with us even before the Pannonian war, being a military attache at the embassy in Valls. He stated that he can bring up t0 500 veterans of the Pannonian Army to form the core of the unit. The training will start should be receive green light from the government.

Señor Director General,

We have received your reports regarding the Csengian situation, the Tarusan Civil War and the escalation of world tensions. We cannot but observe that the main issues we face are a mixture of Tarusan imperialism, a desire to expand, fuelled by a cultural ambient which promotes a worldview where there is no Europe without them and it cannot be one in the future without their dominion. The view that all Tarusan pretenders will just be replacements for Ivan Kiselev, not improvements, must be pushed for a better understanding of what we face.

As for the Csengians, their situation is complicated, but we will fund the Csengian Patriotic Council and we will aid them in both arming and preparing Kovacs' National Army. We will also aid them in preparing the ground by working with the TVE (Television Ebriano) and the Radio Nacional to offer Csengian language formats which can be accessed by vpn or shortwave from Csengia, so that their message can be received and understood in the country.

The Crown of Ebria recognised current Csengia as part of a rapprochement with the Tarusans as part of the Pannonian peace process. We will change our support once the uprising itself begins and once we feel that much of the propaganda has permeated and that the Independent State of Csengia has a change to resist and even take control of the state.

As for other aligned nations to ours, we currently speculate that CETO too tries to use this schism within Tarusa to their own benefit, as it is natural. Our foreign intelligence services have picked up reports that make us believe that they might be negotiating with Konstantin Kiselev and select him as a potential oportunistic ally and join the fight against the Kremlyov regime. As of yet we believe that all of this is speculation, but should this be true, our policy in Csengia might be against their own ambitions. Until it is clear, and probably even further, we will keep our position and believe that the best solution to the war in the Meridian is to make Tarusa leave Csengia, this also meaning that Konstantin and Erzsebet Szabina must leave the Csengian throne.

You are thus allowed to begin preparations of the Csengian National Army, in cooperation with the Ministry of Military Affairs, which will also donate equipment to the units. We will surrender old Leon I tanks and Raton APCs which are currently in our stocks and the Catholic and Royal Army won't be using, as they will be replaced by our new purchases from the Federation of Westernesse. We will also fund the training and preparation of volunteers from around the world for the Csengian issue.

Excelentísimo señor,

With the recent flareups in tensions, it is becoming more and more important for the Catholic and Royal Army to be ready to bring it's missions to an end safely and efficiently. It is thus important for us to expand the capabilities of the armed forces not for a quick and fast operation that needs a surgical strike, but rather, for a long and protracted conflict. In our analysis of a potential war between the Crown and the Tarusans, we believe that the only real threat comes from the Konstantinist forces headquartered in Kispest, while the Ivanist forces at the moment cannot but be a nuissance, as they don't have the capabilities to amphibiously invade us, as they are in their own conflict, are based far away and the opening of a front so close to the heart of the Meridian will clearly attract Radilo into the war. We at the moment do not hope for any CETO response, only singular actions by their members.

While for the Konstantinists and the Csengians, everything is much more complicated as even now, the creation of the Independent State of Csengia and the ethnused support Ebria has gained from the Thaumantic Commons and the Federation of Westernesse for being an angry anti-Tarusan voice in Gallia, has ruffled some feathers, especially from the Konstantinist side, something observed by the mobilisation and move of the Tarusan 10th Tank Guard Army from Westmark, to the Serrault Isthmus, to counter Ebria. A move that we ourselves have reciprocated with the preparation of the Santiago del Campo Army.

We believe a war between Ebria and Csengia will be mostly fought attritionally, mostly on the Serrault Isthmus and we might expect the Tarusans and Csengians to retreat behind the Serrault Canal and to blow it's bridges and locks to use it as a defensive line. For that, we imagine that our guided munition will last for only a fortnight at maximum intensity, a month at medium intensity, two months at low intensity. With the recent request for more guided missiles, and rocket systems from Rheinbund, we believe their response that delivery will be slower is honestly unacceptable, especially as we feel that we are the ones pushing for responses against Tarusa. We recommend the cancellation of the order and use the money on buying traditional shells that might be more useful on a prolonged war.

On the sea, the recent news is that a Rheinbunder container ship that was destined for Wien, has hit a mine. The Segunda Vez red line stated that any mining incident will effectively trigger the Mar Seguro Plan, which will force us to begin the sweeping of the mines of the Exclusive economic zones of Ebria. With the accept from the government we are prepared to begin, as we believe that while it happened in the Gothic Sea, the victim was a Meridian Union nation, and it is important for us to show that the Security Agreements of the Meridian Union are important and with this, probably more important and easier to activate than the CETO ones. We have prepared the five minesweepers to work in the EEZ of Ebria and we are ready to begin the operation tomorrow, with an estimated time of the ships leaving the ports will be 12:00 at noon, if the order is given tonight.

We recommend the ships to be escorted by a frigate, to represent a deterrence element. At the same time, more sorties will be necessary from the Catholic and Royal Air Force to patrol of the area and show our presence to the Ivanist ships as a way to make them understand that something has to be changed and they need to back down from this aggressive campaign.

As it has been probably observed, the government of the Principality of Zahorie has called for a peace summit between our allies and the Tarusans, inviting the Federation of Westernesse, Radilo, Rheinbund, Ebria and the two Tarusan factions, to the ire of the Tianese, Hansa and the Pelasgians, who felt snubbed by it, and with it, to our own surprise, pushing Ebria as one of the main nations part of the Anti-Tarusan camp.


We believe that the Summit in Zahorie will be reduced to a series of arguments between the Tarusans and our camp, and might actually be quite counter-efficient to our interests. Even so, we believe our presence is necessary although we recommend taking a more passive approach in it, where we just listen to the ideas presented and provide very little and superfluous input.

Probably what is already making many people be concerned by it is the apparent request of the Ivanist camp to completely stop all actions as a prerequisite of their participation. That means an end to the anti-mining campaign in the Gothic Sea. With the Buenaventura Bay largely de-mined, that will not affect us, but we fear that this operational pause might be used by them in a political-diplomatic way and in a military one. For the latter, we believe that if it is accepted, we don't have a clear promise that it will be respected and that during the summit we won't wake up to new mines in the Buenaventura Bay. For the former, we believe that it is a ploy by Kremlyov: should the Valls Pact nations accept it, the Tarusans will see it as faltering and weak, hence enhancing their resolve and belief that they can still push around nations; should the Valls Pact nations reject it, Ivan and his cronies will present it as a global move against them, forcing Tarusans to come together under his flag.

The latter might bring us face to face with a Tarusan United Front, as we don't believe there has been enough blood spilled in the Tarusan Civil War to make the war existential for neither camp. With the world turning against Tarusa and the threat of a "them vs the world" war looming, we do imagine that a timely assassination of Konstantin might easily bring his forces under Ivan, as he waves the Tarusan flag, instead of making them even more motivated to bring him down.

Hence why, we sadly believe now, that the events of the Valls Pact, the Csengian Patriotic Council and now the Zahorie Summit might have been too rushed and have taken place too early. They would have been much more effective once both Tarusan camps are exhausted by the war and feel the conflict as existential. Now, we feel that we are very close to this potential United Front, and the summit in Zahorie will only bring Tarusa great oportunities, for it will give them chances to present themselves now as the victims of the world, rather the other way around, all for a generic peace summit which has no clear goals.

This has forced us in a kerfuffle as we believe presence in this summit will allow us to fall into the Ivanist ploy in which he will show himself as the victim, while absence in the summit will do the same thing and he will present us as intransigent. For this, we will conclude that the Summit in Zahorie will only end up having us lose face, but we will lose more if we are absent than if we are present. We will also see that the war is innevitable and we must enhance our preparations. Be it radical or not, we propose the beginning of a Chemical Weapons program too.

Señores,

As it has been reported again and again by the Superior Centre of Defence Intelligence, this administration now firmly is on the position that the Empire of Tarusa, as reported by whistleblowers from both camps, is in possession of a significant stock of chemical weapons. We believe that the development of such a great arsenal has been impossible at such haste in the context of the recent civil war, and thus be a creation of the administration of the late Tsar Yuri IV, after which it was further expanded, probably to greater levels than any other nation on the globe by the Ivanist regime.

This administration also believes that we are currently in the 11th hour before the great war between the united nations and the Tarusan Empire, and thus believe that the aggression will come from Kremlyov, rather than Kispest. We believe that the Ivanists would assault the Hanseatic Republics, hoping for a quick collapse, as they create a corridor to Csengia and then reach the Serrault Lake and Isthmus, whould then put the Comarca of Amerida on the frontlines. We would also expect extreme logistical pressure on the seas, as the Tarusan navy would hunt for our ships. What we will put on a low risk will be the chances of an Ivanist amphibious assault on our coasts or islands.

Thus, we consider the following to be necessary:
  1. Development of a Chemical Weapons programme, at least similar in level to the one of Thurigau-Lethonia, nowadays Hanseatic Republics.
  2. Development of a top secret facility in Manzanares where blister agents (mustard gas) and nerve agents (Sarin,VX) are to be developed;
  3. Beginning of the Adder Program, a top secret cooperation between the aforementioned facility and the Arsenal at Calatrava to develop specialised shells for the chemical weapons which can be either traditional or reactive to be used by the missile units.
  4. Beginning of a nation wide program to strengthen basements to be transformed into shelters, build bunkers and put forth a bill in the Cortes that will require every new building have a civil protection shelter.
  5. Begin population exercises to ensure the people know what to do in case of bombardment and to exercise the fastest evacuation methods and ways of reaching shelters.
  6. Distribution of gasmasks to the population through the state institutions and organisation of exercises and tutorials for how to be used.
  7. Expansion of the health and security infrastructure through the fast response units, including the cooperation of civil and military police, healthcare and firefighter institutions.

Subject: Sitrep and vulnerabilities

Your excellency,

The CSID presents an extraordinary situational report on the status of the world, as we feel that recent events both in the DDI, Tarusa but also the need to highlight certain vulnerabilities must be brought forward. We have divided this report in three categories: Estimations of a war and our preparations, followed by our position on the recent DDI press release, and third, the stressing on an important vulnerability on the Valls Pact, namely the cliques inside the alliance.

First and foremost, while we have seen an uptick in consumption, as per the governmental reports, showing that faith in Ebria as a state has been slowly returning in the aftermath of the Ávila Accords and the Institutional Referendum, we must state that we believe that many people inside the country feel the threat is in the past, especially since the Valls Pact has been created. The people must be kept ready as we fear that the war in a mere week, or two, up to a month away, as we feel that very soon our prediction that the Tarusan Civil War is close to a negotiated conclusion or a pause will come to fruition as the Valls Pact and resolution no.9 of the EF will put enough pressure on the Tarusan so that they understand they are facing the world and need to come together. We still feel that the Valls Pact is not ready to fight a war against the united enemy formed of the Gothic Sea Pact (Gutarike + Tarusa) and the Pact of Steel (Tarusa + Csengia + Serbovia). Hence, we recommend that our representative in the EF delay her vote until we observe that DDI and CETO are truly ready for it.

In regards to our preparations, Operation Adder is going on full speed ahead, using present chemical research facilities in Manzanares to prepare the special weapons, while facilities are being developed in Calatrava to expand the shell production, both conventional and non-conventional. We recommend to expand production facilities even more as we fear the Catholic and Royal Army will be extremely vulnerable when our suppliers begin using their industries solely on their own armed forces for when the war will start.


Secondly, we want to touch upon the DDI press release that has created some stir across the Valls Pact nations, but even so, it has pretty much flown under the radar. While we would be open to negotiating spheres of influence, we are fearful and concerned that the DDI is an ideologically driven alliance and we fear that with the end of the Tarusan threat, they might turn to export post-delegationism and other anarchist ideologies. As per their own communique, the line that brings us concern is the following: "It is impossible that the foreign powers should extend their political system to any portion of Westernesse or Toyou, and as much so to Scania, without endangering our peace and happiness, nor, can any believe that our northern brethren, if left to themselves, would adopt it of their own accord". We cannot but wonder if they would have eyed Gallia too, would they have reacted against the will of the Ebrian people and invade the nation to keep the republic and turn it into a Post-Delegationist polity, even if the own accord of the people wished for a restoration? We did observe that the Tianese diplomatic corps requested explanations for this and we recommend Ebria wait the DDI response and see if it is necessary to answer or comment something more.

To this, we recommend the Crown come even closer to the Thaumantic Commons and the Kingdom of Neustria, as we feel that the voice of Valls and Caitekurke is being already smothered by the two cliques in the Valls Pact.

Thirdly, is the main vulnerability of the Valls Pact: its cliques. It is no secret at least for us and we hope to be wrong, but we see that Tianlong and CETO on one side and the Anti-State and the DDI on the other as two alliances which might have much more differences than similarities. Albeit both are democratic, the issue comes on the statism-antistatism axis, and it can be said that it is ideological, but currently, we don't feel the DDI is as ideologically purist as feared. For example they did join the Valls Pact fully, as it was sponsored by Ebria (the monarchy, under Manuel Vargas Gomez, not the republic), while Tianlong preferred to stay away from it, firmly believing CETO is enough for them. No, the clique stems from what is probably a race in Toyou between Touzen and Tianlong and a historical rivalry between the two, as the latter took over the old Eternal Empire, an old rival of Tianlong. Even so, the fact that the Tianese diplomats were blinded by their arrogance creates a 2nd vulnerability. Should the republic be attacked, Valls has no reason and no legal motive to respond, for they did not sign the pact at the summit. That will break our pact too, because CETO will have to respond, while the rest don't. We feel this is our greatest Achilles' Heel.

In the end, it must not be forgotten, that any real good relations Ebria has with CETO is with Radilo and Rheinbund and they have been done not with their alliance, but through the Meridian Union, which is probably the world's most ambitious political and economical union. We will say, on par with the Anti-State itself, but without needing the boots of the Revolutionary Army of Touzen to create it. Our issue with Tianlong started when we came up with the Meridian Union Security Agreement and we feel that it is Tianese pressure, which kept Radilo and Rheinbund from reciprocating and opening up to protect Ebria as much as we have stated that we will do with them. We think that Uicheon is afraid of losing its influence in the Meridian, especially as the de-mining has been done with Federation support, as the Federation escorted Ebrian and Rheinbunder ships as they de-mined the Buenaventura Bay and did the de-mining themselves in the Gothic Sea. Tianese absence has been observed by us. We also believe CETO is on the backfoot too as Gran Occidentia has left the alliance, leaving Tianlong with a faltering soft power presence, as they fear their influence in the Meridian is threatened by Ebria and the Meridian Union, while the World Belt Initiative stalls too. It must not be forgotten that Tianlong also put pressure on the Rhenian arms industry to ensure that the CETO armies are first and foremost supplied, with Ebria, spending billions EM on Rhenian supplies received only statements that the deliveries will be delayed. One of our greatest disappointments is that our orders for the Rhenian arms industry, supposedly worldwide known for its quality, ended up to become a financial black whole for our own budget.

To counter all of this, we recommend Ebria reminds Rheinbund and Radilo, and maybe the world, that the Meridian Union's Security Agreement still exists, and the Crown will defend Radilan and Rheinbunder assets in the Meridian, to ensure that in this world that teethers closer and closer to chaos and anarchy, we will stand by our allies, even if they didn't seem as enthusiastic to support us.

Subject: Operation Embudo [Funnel]

As indicated, we have begun the operations necessary to rush the end of the rebel movement. Ideally it would have been something hat could have been done at the beginning of the war if not before, but with two of the three triumvirs down, it is a sign for us that the Alfonsist movement is now breaking apart with a faction that wishes to survive the war, and another fanatical one which is clearly led by none other than General Aníbal Durán, who is still blindly led by the idea that somehow, somewhere at some point, Csengia will invade Ebria and turn the tide of war to validate him as a Caudillo over the nation.

We are very much led to believe that this latter faction represents a very little percentage of the rebels, most of them being royalists who were turned against Infanta Maria for converting to Lutheranism and not accepting her reconversion, mixed in with even more opportunists, and soldiers simply following their orders as the whole units were following Alfonso and Durán, making use of the latter's fame within the military, to which we could add the political history of Pedro Mendez and his Silvershirts, the armed wing of the Traditionalist Communion.

For this, it is important to understand that there is a funnel needed for the opportunists to escape, so that they will be open to cooperate with us too and not turn from Alfonsists to fanatical Duranists. Thus, as part of this we have made contact with Lt General Segismundo Miaja Menant, the commanding officer of the 9th Division. He has been open to negotiations and thus, before continuing we will ask for green light from Sahagún, as we believe that if its successful, it will all but decapitate the Alfonsist camp and end the war, and if unsuccessful it will destroy the leadership of the 9th and with that collapse the morale of the remaining Alfonsists as their own camp falls into infighting.

Operation Embudo as we have called it represents nothing less but the coup of General Miaja Menant, who will use his position as commander of the solely functional division left in the Alfonsist camp, to arrest and depose Aníbal Durán and to surrender him and lay down the arms of the rebel forces, effectively ending the war.

In exchange for that, he has stated that he wishes not amnesty in Ebria, but and escape for him, his family and a series of other 2nd line officers that were close to him and their families, not to Csengia or Tarusa as we believed Alfonso tried to escape to, but rather to Vesper, Cantignia where they seem to believe they will be allowed to live in peace and leave behind the events of this year.

We do understand the political implications of this funnelling if it gets public, but we have analysed the aftermath and we believe that thousands of lives can be saved by organising this Operation and letting Miaja Menant cut down Aníbal Durán in exchange for his refuge out of the country. We did receive a list of about 70 officers that he wishes to aid in taking refuge and we do believe that us and the DAS can cooperate with the Thaumantican Authorities in ensuring their secret refuge. This will also leave us with many high names from the 3rd Army which Miaja Menant is not keen on, and will satiate the need of revenge when the post-war trials are set to begin.

We await green light for the operation.
