a COMMUNICATION by the OFFICE of the FIFTH LORD-PROTECTOR of
the ENGELLEXIAN REPUBLIC, the FIRST REPUBLIC

DELIVERED by Lady Hodierna Ingoldsthorpe, Countess of Alburwyke, Ambassador Extraordinary and Plenipotentiary at Chagny, the Grand Duchy of Bourgogne, of the Engellexian Republic Parlement.

His Mightiness the Fifth Lord-Protector Walter Drake, the Viscount Drake, Admiral-General of the Republic and First Lord of the Hammersmith Admiralty, being Elected to the Highest Office of the Engellexian Republic in the enjoyment of the Sovereign rights of the Republic, has seriously turned his thoughts to the fate of Our shared neighbour Borovanger, distracted by civil war and brought to the brink of the most dangerous precipice.

During the last four months the anarchy which has prevailed in Borovanger defeated the enduring efforts which were made for maintaining tranquility in Gallia, for holding the balance of power in the region, and for preserving the independence of the Engellexian Republic and the Grand Duchy of Bourgogne from revolutionary aggressions; his Mightiness, with keen understanding of the emotion most seriously prevalent throughout the Republic, beheld with grief the progress of the flame of insurrection; but it affords, at the same time, consolation to the Republic, that repeated and irrefragable proofs exist of an immense number of Borovangians remaining true to their interests of liberty and independence by not ushering in the most deplorable of social constructs; and that the People's Republic of Serenierre acknowledges that Gallia cannot be happy unless it live in respectable connection with the Engellexian Republic and the Grand Duchy of Bourgogne.

These reflections powerfully animate his Mightiness to hope that the justice of the cause, successfully ventured with Serenierre, will meet with a firm support in the influence of the Grand Duchy of Bourgogne. Accordingly, the Lord-Protector has resolved upon inviting the Ministry of his Royal Highness the Grand Duke, a dear friend and partner of the Republic, to establish a most intimate and private conference on Borovanger in a location of Bourgogne's choosing, to the end that our plenipotentiaries, assembled there along with those of the People's Republic of Serenierre, may aid each other, by agreement, in adjusting the affairs of the disturbed nation of Borovanger. In examining this important question, his Mightiness will, in conjunction and acknowledgement with the other Powers of Gallia, consider of the alterations which events have produced in Gallia-Germania, and of the relations, which, during these disorders, have been formed with Revolutionary and Extemist States by Borovangian domestic actors; in order thereby to adopt with good faith the measures most proper for discouraging any violation upon the rights and just interests of the Engellexian Republic and her civilised and commercial partners throughout Europe, and the encouragement of calm to the internal disturbance of Borovanger.

His Mightiness, confiding in the sentiments of the Grand Duchy of Bourgogne, hopes that they will assist the Republic, in a tripartite agreement inclusive of the People's Republic of Serenierre, in accomplishing the worthy object of upholding the principles of order and legitimacy, the subversion of which, once commenced in Borovanger, would hastily communicate to neighbouring Powers; and that they will aid the Republic and Serenierre, at the same time, in re-establishing peace between this region of Europe.

It is, therefore, his Mightiness' pleasure, that, penetrated with these reasons, and availing yourself of the resources of your well-known talents, you should endeavour to dispose the government with which you command, to agree to the desired co-operation, for which the events of Borovanger have paved the way with an urgency.
