The Empire of Yujin will not negotiate with a state which so openly declares itself an enemy of the people of Toyou. With regards to peace and stability in the East, prosperity for our people, and security for our Empire, by the mercy of His Imperial Majesty Qirui of the Great Xiong Dynasty, Son of Heaven, Lord of Ten Thousand Years, the Empire of Yujin does hereby declare that all diplomatic relations with the Union of People's Democratic Republics of Parthava are henceforth terminated. All consular staff are hereby declared persona non grata, revoking their consular immunity privileges, and are required to leave the consular premises immediately. All embassy staff appointments are hereby frozen, and the status of their diplomatic immunity will be reviewed. All eligible diplomatic staff in the Empire are hereby charged with conspiracy to commit sedition and instigate mass violence, and are to be apprehended with all due haste to stand before Emperor Qirui for judgement. |

In a show of goodwill, the Empire of Yujin offers that the diplomatic personnel and their families of both nations missions be permitted leave from their grounds and amnesty for their crimes in supporting criminals opposed to the state. In exchange the Empire of Yujin will apprehend all ethnic Yu criminals, to be prosecuted for their crimes through the Yujin legal system. Should either state continue to provide refuge for persons suspected of terrorism against the Empire, then the Imperial government can no longer reasonably consider the involved parties to be neutral, amenable and honest in their relations with the Emperor, and instead will view all personnel who offer refuge to terrorists as hostile and opposed to the existence of the Imperial government. The Imperial government would be required, as such, to take the any and all necessary measures to uphold its sovereignty in the face of direct foreign intervention in domestic politics. |

"Ethnic Yu criminals" includes any non-diplomatic staff of Yu Yujiner descent, who are of more than 1/16th Yu ancestry, regardless of citizenship, who are suspected of participating in the previous demonstrations and have conspired to bring down the Celestial Empire. For your convenience, we strive to prevent any confusion on this matter, and have frozen the approval process on all pending staff appointments to the Carentanian political missions in the Empire of Yujin since the instigation of this unnecessary quarrel. |
