Friend of Liberty,

The Republic of Metsamaa while currently engaged in diplomatic talks with the Empire of Tarusa and Holy Frankish Empire finds itself in what appears to be brinksmanship diplomacy conducted between the Scanlaw and these two Empires. Our northern republic, as a genuine post-delegationist republic and friend of the Federation in both conscience and cause has reason to worry that these talks may break down and result in a great war between these three powers. Without reason to spoil the potential result, it is the opinion of this Government that such a war would prove disastrous for the Republic of Metsamaa and present clear danger for outright annexation by the Empire of Tarusa. This is a possibility too dire for our Fennic people, and as a result we come to the purpose of this message.

The Republic of Metsamaa would like to conduct secret meetings with the Federation of Westernesse for its defense in the result of a great war in the Gothic Sea region. Our proposal would place the Federation with key base locations that would help protect its polar extremes, where we do exist as in fact neighbors of sorts. As a result, in the face of such a war, the Republic of Metsamaa would reject the pretense for war, reject the call to arms demanded by the Scanlaw and proceed forward with the public announcement of an alliance with the Federation.

Our Republic believes these to be favorable terms for the Federation’s outreach, although are willing to debate the merits of any counteroffer.

The Federation strongly condemns the mining of the Bonaventure bay by the Kremlyov regime of Tarusa that has resulted in the destruction of an Ebrian Navy Patrol boat and the injury of 5 sailors. The Kremlyov Regime and the Kispest Regime must come to terms in the foolish, medieval war for the Tarusan throne before the entire world is drawn into a full scale war.

For the current duration of this war, the Federation has stayed neutral and refrained from commenting on the actions of both sides, but that cannot no longer go on. The mining of critical waterways for trade and travel is beyond the pale and clearly the act of a madman with no heart or morals. For this reason the Federation places sanctions on Emperor Ivan, the Kremlyov Regime and it's various political members and the Kremlyov aligned Tarusan military for their crimes. All assets of named individuals and Tarusan Corporations known to be doing business with Emperor Ivan and his military are henceforth frozen until further notice.

The Kremlyov Regime shall find no friend in the Federation until this senseless war has come to an end. We call on all friends to peace and freedom to do the same.

It has become apparent to this office and those within the Hanseatic Government, thanks to the communications of the Republic of Metsamaa, now a willing member of the Hanseatic Republics, there are pre-existing treatises in which the Hanseatic Republics and the Federation of Westernesse share.

Based upon personal meetings between Metsamaan representative Jaan Anton Pärn and with Your Excellency, himself, the Secretary of State, Metsamaa secured a secret military base which I am aware is in full operational capability, although notwithstanding any consideration of capacity. This military agreement with the Republic of Metsamaa, concluded together as a top secret alliance, now in the belief of this Government, passes on, or is thereby inherited by the Hanseatic Republics. The prime purpose of this communication is discuss as to which level of commitment the Federation still regards this secret alliance, but also now to what regard the Federation in these turbulent times may be interested in increasing said commitment.

On the subject of what is desired by the Hanseatic Republics, there is a certain lack of ground military preparation outside of the member republic of Lethonia. A maritime power, the Hanseatics largely have focused on such defenses and preparations. Thus while the issue of piracy has caught our new Union off-guard, there is a belief widespread in Hammaborg that such happenstance and unpreparedness shall not come to pass again. The same cannot be said of the Army. The Armies of the Hanseatic Republics are still compartmentalized. Each member maintains their own Army, and thus presents a weaker front, and has tempered our resolve in acting boldly in the Gothic Sea, for ships while mighty, cannot prevent the Tarusans from attacking on land. This means of course that small Lethonia stands alone as the only real Republic able to withstand an attack for any measurable period of time.

These Hanseatic Republics wish to coordinate and gain expertise in the Federation's battle doctrines, organization, and military command in order to harmonize the Armies of the Republics. Meanwhile, offering continental airbase and land bases on German Hanseatic soil in order to solidify our defense, but also expand the operational range of the Federation.

Should this prove most agreeable, formal communications should held between our parties to begin in earnest at the most suitable time in which collaboration may immediately commence. Time is most precious as this conflict continues. The mining of the Gothic Sea is expanding, and will demand a response sooner than later as the disaster upon Bonaventura Bay will likely be emulated soon in the Gothic Sea.

The Federation still considers the treaty with Metsamaa to be in force, however with the past instability in the region, we took a hands off approach to the internal affairs of nations in the region, because of this while the base was completed and Federation military assets were ready to take possession we did not as we were unsure of the future of the neighboring Scanlaw, the now defunct Gothic Sea pact and the outbreak of the Tarusan Civl war. With the somewhat stabilization of the region we are willing once again to populate the base with Federation military assets.

As for our commitment, the Federation has grown sick and tired of the shenanigans with piracy and now, for the first time we are hearing of this, the mining of the Gothic Sea. We are committed to bringing peace and security to the region and the Metsamaan ascendance to membership in your league does not change that.

Recognition of the Patriotic Council has been rescinded by all states but the Serene Republic of Radilo. However we have entered into an agreement with one of our allies, which at this time we shall not name, to detain the council members and keep them in a safe place where they can do no further harm to your cause. Suffice it to say, they have been removed from Germania and from the picture of Csgenian politics and despite Radilan recognition, they are no longer a factor.

In return we ask that we be able to traverse through the blockade and over your Island hold outs with aircraft and ships. We shall also provide the supplies offered in our initial communication to your people and soldiers holding the line on the western Islands of Tarusa.

We are most grateful, that the Federation has proven to be just in its pursuits unlike some of those which it has unfortunately found itself aligned with. We will in accordance allow flights to cross the Rikord Archipelago so long as they are unarmed. We will provide escort where necessary with our own fighters and help navigate a path along the the safest route to keep your aircraft out of potential reach from the Ivanist forces on the mainland.

As far as naval navigation, there is a corridor where we allow limited shipping thru for the Hanseatic and Ostmarkian commercial vessels. This corridor is one where we guarantee the protection and safety of vessels, and have limited the flow of traffic to what we can protect and control. While we are unwilling to waver in this corridor, as it allows us to ensure an efficient blockade as well as the security of commerce from the air as the gothic sea is easily within most air assets from the mainland. This is not a denial of passage, we will allow the Federation Navy the ability to supply via the sea thru this corridor as well as send a warship thru with each convoy so long as the warship also leaves before the next arrives. We wish to keep the waterways west of the Rikord Archipelago as manageable as possible to prevent any accidents from occurring, that is why we have the exclusion zone in place with a limited area of navigation opened so we are capable of responding to any threat from the sea with full confidence it is a hostile force.
