The conference table was organised in the usual fashion with country name tags, pads and pens, water and glasses and microphones all neatly in their appropriate places. Secretary-General Hans-Erik Rasmus, a Batavian-Swede, sat at the centre of the table next to the large windows overlooking the city, directly across from where the Belmontiens and Coronadans would sit (they were separated by the Teloran delegation) and the Carentanians, sitting on one side of the room to the left of Rasmus. Filling in the sides were the High Representatives of every NC member state and their aides. A few selected members of the press sat on the floor in the middle of the long tables to take photographs during the proceedings and alongside and behind the main rectangle of tables sat more aides of the delegations as well as the media.

The sides of the room had glass interpretation boxes, which each one labeled, in the native language, for which language it would be in charge of. The delegations had had two hours earlier in the morning to finalise their preparations for opening statements. They were each provided with a fraction-conference room. The legal department of the NC was also on standby to help with questions regarding international law. After a morning of preparing lunch was served in the Secretariat Tower's cafeteria.

Now, finally, the delegations entered the large conference room and took their seats. Sitting besides three clerks, the stenographer and his own aide, Sec-Gen Rasmus switched on his microphone to address those gathered before him. He did so in Swedish.

'A very warm welcome to you all. It is a sign to the world that despite differences involving the spillage of innocent blood on all sides, those involved in the recent South-Gallia Conflict are still willing to bring their problems to the table of negotiations. Today we will begin with opening statements from both the Belmontien and Coronadan delegations. I would like to remind all delegations and High Representatives that these proceedings will be strictly moderated and the highest standard of appropriate language and civility will be expected. Nothing less shall be tolerated. We are here to find peace and offer solutions, not stir up dissent and cause even more troubles. I now open the floor to whichever delegation would like to begin first. After the opening statements the Teloran delegation and High Representatives of the Great Council of the Northern Council will be able to bring forth questions.'
