Under the Defence Appropriations Act 2010, the Executive Office of the President has received funding and authorisation to purchase new aircraft specifically for the purpose of transporting government officials on business. The existing aircraft are nearly at the end of their useful life in government service, and the government wants to replace them one for one.

The EOP is seeking 2 (two) wide-body airliners, of medium size*. Twin- or four-engine configurations are acceptable. Long range, fuel efficiency and flexible interior space are essential. Teloran airports have strict sound controls, though the EOP may contract local companies to assist in making aircraft less noisy at the request of the successful bidder.

Security fixtures and internal fittings will be worked out with the successful contractor, but at the minimum, the plane must include ECM equipment, a wide array of secure telecommunications equipment and a modular design to make the interior design easy to modify to suit needs. The aircraft do not need a secondary function (transport etc). Air-to-air refuelling is optional.

The EOP hereby formally invites bids.

Airbus, a [wiki]VRL GmbH[/wiki] subsidiary, offers the Airbus A340 for consideration, with alternative options including the , a newer, two-engine aircraft that, however, has more limited capabilities than the A340. Please inquire for details of the A330, if you so desire.

The A340 offers ranges of up to 3000 nmi (17000 km or 10000 mi). This four-engined aircraft's commercial configurations can accommodate up to 440 passengers, providing you with flexibility on how to use the vast internal space. We submit the following variants for consideration:

Maximum range, fully loaded, HGW: 9.000 nmi (17.000 km, 10.000 mi)
Maximum fuel capacity, HGW: 220.000 lt (49.000 imp gal, 59.000 US gal)
Maximum commercial capacity: 375
Commercial unit cost: Up to €186 million


Maximum range, fully loaded, HGW: 7.900 nmi (14.600 km, 9.100 mi)
Maximum fuel capacity, HGW: 204.500 lt (45.000 imp gal, 54.000 US gal)
Maximum commercial capacity: 440
Commercial unit cost: Up to €196 million
The exact costs are not expected to differ greatly considering your requests, as generically displayed. At your request, an in-flight refuelling system can be adapted on the aircraft design. The great range of the A340 will enable its passengers of the Executive Office of the President of Telora to conduct very long-range flights or remain airborne for considerable amounts of time prior to requiring any form of refuelling. The commercial version of the A340 enables even outgoing calls from mobile phones during flight; with your desired upgrades, it can set new standards in what 'state of the art' constitutes for the category of presidential aircraft.

Airbus is also going to offer a separate maintenance contract, its cost announcement pending your selected options and final details to be worked out between Airbus and Executive Office of the President of Telora, which will include the maintenance of your purchased aircraft from Airbus technicians for the best possible efficiency and serviceability of your aircraft.

RusExport would like to offer the A-93 four-engine wide body airliner for the Teloran requirement:



This aircraft has already served as the basis for VIP transports used by senior officers of the Commandry Armed Forces. RusExport has already prepared a comprehensive radar and infrared ECM and secure communications suite for VIP customers. Alternatively we are able to integrate foreign made systems at Telora's request.

Interior layout and design is flexible depending on Teloran requirements.

Bidding is now closed, and we hereby award the contract for the VIP Transports to Airbus for their A340-500 design. We thank RusExport for their entry, and look forwards to a continuing business relationship with both companies in the future.

Full specifications for the new aircraft will be sent to Airbus on Monday morning.
