Eidman: Mr Kovacs, it is unfortunate that our conversation must occur under these circumstances. It is in the name of the friendship between our peoples that i contact you to inform you that we do not intend to turn our back on Pannonia. As Chancellor, and citizen, i did not forget the support your nation has expressed during our transition to democracy. Regardless, i wanted to personally express my concern over the situation in Pannonia, and reiterate my decision to hold Ostmark's recognition of the self-proclaimed breakaway republics. This choice is dictated by our belief that a recognition of the rapidly emerging rump-states would simply fuel a fire that, in my opinion, needs to be extinguished as soon as possible or, in alternative, try to limit the effects of the damages as much as possible.

As stated by our representative in the European Forum, Ostmark has chosen the neutrality path. Neutrality, however, does not imply that Ostmark will simply stood by and ignore the immense suffering that is being endured by the citizens of your nation. The least we can do is offer a relief effort for pannonian citizens, irrespectively of their ethnicity, currently affected by the ongoing crisis, and we can offer said relief by authorizing a relief mission under the authority the Ostmarkian Red Cross. As you know the Red Cross is a neutral organization that acts in the sole interest of the civilian population, by distributing aid, offering shelter, arranging humanitarian corridors, while not interfering with the local authorities of the area of operation. Given Ostmark's respect of Pannonian sovereignty and jurisdiction over its national territory, i would like to hear your opinion and, eventually, your approval.

Kovács: It is good to hear your position Mr. Eidman. You are clearly a rational and sensible man. I was moved by your nation's speech at the EF. These troublesome, as you say, rump-states are annoyances likely propagated by the ideas of the socialists, anarchists, and hooligans of the streets. They desire to hurt Pannonia. Nothing more. They don't like me and they'll cut down the country at the knees if that will hurt me too. I appreciate your neutrality, and accept your Red Cross workers. The Lord's work is always done through the hands of a good shepherd. I think you're a good shepherd Mr. Eidman. You believe in Pannonia and you believe in our democracy. I think you believe in me too. Rightfully so! You recognize everyone is Pannonia is Pannonian, and because you understand this simple fact, I'm going to grant you permission to do the good work you want to do.
