Europaland strongly condemns this attempt by the militaristic and autocratic Kyivan regime to inflame tensions in the Great Sea, far from its own territory. It is natural that Europaland, having one of the longest coastlines of any nation bordering the Great Sea, would require a significant naval presence for its own vital national security interests at such a time. This is certainly not true of Kyiv and we hope the nations of Europe will join us in condemning this aggressive and dangerous course of action. Commercial shipping will always be safe under the auspices of the Europalandian navy but the presence of other hostile powers in the region risks creating a possibility for conflict which could be highly detrimental to the global economy.

Whilst we comprehend the alarm of those neighbouring the Great Sea at increased military presence by Kyiv, we concurrently believe that Kyiv is responsible in taking efforts to secure its own national interests. In short, all the events merely highlight the urgent need for an international and binding accord on maritime security and that the lack of one is feeding to a ratcheting of tensions.

Foreign Ministry to Issue More Visas

Foreign Secretary of the Tsentralna Rada Vyacheslav Kozel announced in a speech to the National Council of Corporations that the KPR was taking "significant steps" to increase the number of Visa's issued to nationals from Danmark, Franken, Eiffelland and Wendmark. The procedure for processing and issuing Visa's was also being streamlined according to the Secretary, with the aim of at least halving the time from application to issuing which he acknowledged was currently "punitive" and a barrier to travel and investment. The Council was highly receptive to the secretary's announcement, the difficulty of obtaining a Visa and Travel Permit for business travelers has been cited by businesses as a key obstacle to greater foreign investment.

With the Germanian League publicly reorienting it's economic policy to the east and the recent breakthroughs in relations between Danmark and the KPR that the government would reciprocate was only natural, according to most analysts. Notably however the Secretary said nothing about Wiese, something which the Corporate Council picked up on immediately. When asked about the omission he responded Wiese was a "separate file" from other Germanian league countries and that there had been objections from other parts (which, he declined to specify) of the government to increasing the number of Visa's issued to Wiese but that the issue was still under review.

Similarly the issue of Travel Permits was not fully addressed. As these are handled by the Zhandermiya this was not unexpected, in the absence of specific orders from the SDC the Zhandermiya is unlikely to liberalize the process and risk jeopardizing state security. The Secretary hinted however in his address that it might be possible to make progress on the issue through expanded cooperation between intelligence services.

KPA begins Western Bulwark II

The Kyivan Peoples Army has officially commenced "Western Bulwark II" one of the largest military exercises in the past decade, incorporating elements of both the Western and Franks'koyi Military Districts. Thousands of reservists have been mobilized in both districts and a number of major road and rail lines have been closed to allow passage of men and equipment. The massive mobilization and movement of men and equipment has shut down road and rail lines in both districts and grounded all aircraft in the area. The KPA has indicated that businesses and individuals will be compensated for lost revenue and any property damage resulting from the exercises.

A spokesman for the KPA told Voice about Western Bulwark II: "The objective of this operation is to simulate the KPA's response to a large-scale invasion of the Franks'koyi Military Districts including a withdraw and defensive action to halt the invaders well reserves are mobilized in the Western district to counter-attack and expel the aggressor from Rus soil. Large scale exercises of this nature can only rarely be performed for economic reasons, but they provide our soldiers with experience that cannot be gained anywhere else outside the battlefield. Western Bulwark II will demonstrate to the international community that the KPA remains without peer in the planning and execution or large scale military operations."

The First Marshal is reported to be personally observing the exercise, along with military observers from Danmark according to the KPA's representative. The KPA also disclosed that observers from Catignia had been invited but could not confirm if they were present or not when the voice went to press. Kyiv's Ambassador to Franken has reportedly requested a high-level meeting with the Frankish government to reassure them that Western Bulwark II is not directed against Germania.

We are pleased to see that the regulations regarding visa for Eiffellandian citizens are relaxed and hope that those regarding visa for Wieser citizens are relaxed soon as well.

We will follow Western Bulwark II with caution.

Breaking News: Explosion Rocks Kyiv

A massive explosion has occurred in the capital. The blast, which occurred less than an hour ago, was heard and felt across the city - including at the head office of this newspaper. There is no confirmation on the precise location of the explosion but an enormous column of black smoke can be seen rising from the downtown area. Unconfirmed reports at this time suggest the blast occurred at or near the Wieser embassy, which has been holding a popular culture festival, but there has been no confirmation from authorities.

Reports from citizens are flooding into Voice at this hour. Credible reports indicate train service has been halted across the city, flights have been grounded and checkpoints are being established on highways leading into and out of the city. Unconfirmed reports suggest the Tsentralna Rada has been evacuated by helicopter, KPA units garrisoned around the city are on the move and all phone and cell lines to the downtown have been cut. We will continue to provide information for citizens as this crisis unfolds.

First Marshal Speaks

First Marshal Zhovnir addressed the nation today for the first time since Kyiv was rocked by an explosion. He confirmed officially for the first time that a bomb had detonated in the capital and declared that the Armed Forces would not rest until the culprits were "taken to the wall" and "every available resource is being directed towards their apprehension." He revealed that the Tsentralna Rada, which was evacuated following the attacks, has voted to suspend itself indefinitely and transfer all legislative power to the State Defense Council to "eliminate redundant bureaucracy and place the full resources of the state at the disposal of the Kyivan People's Army as we campaign against the enemies of the state." Finally he promised that fair compensation would be provided to the families of the victims.

Subsequently the Zhandermiya released a special bulletin on the attacks, putting to rest much of the rampant speculation about what has occured in the capita: It again confirmed that the explosion occurred at the Wieser Embassy, which was destroyed "completely" and that none of the embassy staff or Kyivan visitors who were attending a cultural festival being held at the time have been found alive. It also confirmed reports that travel to and from the city's downtown core, and into and out of the city, had been curtailed in an effort to find the culprits but authorities now believe the device was detonated remotely and the hunt for suspects is continuing. Finally restrictions on border crossing and air travel will be eased "shortly" as authorities believe the suspects have either already fled the country or do not intend to.

Also we hope that the culprits will be found soon. Furthermore, I want to stress that the safety of an embassy is so crucial that something like this should not be possible to happen. Indeed, not only the people placing the bomb should be punished, but also the people who ought to have noticed but in fact did not notice the preparations.

The Armed Forces announced two major diplomatic breakthroughs today, which underscored the renewed focus of the military government on maintaining the KPR's leading role as a force for stability. First it was announced that following consultation with the Talemantine government plans to station KPA units in Talemantros have been revived. According to the SDC the KPA has taken greater care this time to ensure cost's remain under control and local sensibilities are respected; two factors which the military admits it did not pay adequate attention to in it's last plan that ultimately doomed it. Well specifics of the plan are still classified the KPA has revealed it hopes to station at least a rapid-reaction Airborne Brigade in the near term and that it was concentrating on facilities already owned by the Talemantine military that might be leased to the KPA.

The second surprise announcement was the the Armed Forces have concluded a defense agreement with Altai. Secret negotiations, which begun under civilian administration, eventually concluded with an agreement that Kyiv would uphold the present borders of Altai and station forces in the country. No details were revealed on what kind of forces the KPA was planning to station in Altai were revealed or where they would be based with the KPA's spokesman only commenting that the Stavka was "reviewing available options". The foreign minister did however clarify that Kyiv would respect the terms of the peace agreement between Altai and Talemantros.

The First Marshal himself, currently providing direct guidance in the capital, commented on the announcement in an official statement saying: "With the deployment of KPA forces the KPR has brought a definitive resolution to the armed standoff between them, a resumption of hostilities between Altai and Talemantros is no longer an option. From this point onwards Kyiv will work with our Orthodox brethren in Talemantros and our Slavic cousins in Altai to realize a definitive negotiated resolution to any outstanding conflicts in the region."
