The Northern Council's parliamentary body publishes all of its voted-upon Acts for public viewing. Access is unlimited, however all published materials remain copyrighted and protected by international law as well as property of the Northern Council, Hilversum, Batavië. Members of the press are welcome to use this depository as a basis for quoting failed and passed Acts of Northern Parliament (ANP).

Northern Council Transportation Standardisation Act
ANP-001-8-10

Noting that one of the primary goals of the Northern Council (NC) is to promote and facilitate open and free trade and movement of both goods and people,

Understanding that the motorways of NC member states are one of the primary methods for such movement,

Realising that the establishment of a common road system and registration plate system would greatly benefit the move towards a common market,

The Northern Parliament of the Northern Council hereby,

Creates a standard and unified road labeling system for all dual-carriageway motorways in all Northern Council states to supplement the already existing national demarcation systems;

Names the new numbering system the Northern Council International Motorway N-Numbering System (NCIMNNS);

Authorises the NCIMNNS to label existing motorways with N-road labels both on maps and alongside roadways;

Mandates the domestic national motorway authorities of NC member states to implement these new N-road labels via signage alongside existing national route numbers;

Provides the national motorway authorities with two (2) years to act upon these updates;

Further stipulates for the creation of a standardised and uniform vehicle registration plate system for all public and private vehicles registered in NC states, excluding the registration plates of military vehicles;

Mandates the domestic national vehicle registration authorities of NC member states to adopt this standardised and uniform registration plate design within a period of two (2) years for all newly registered vehicles, allowing for currently registered vehicles to make use of older designs until their natural expiration dates;

Declares the following abbreviations for the vehicle registration plates of NC member countries:

Suionia: S
Éireann: E
Cornavia: C
Vistrasia: V

Northern Council Single Currency Procedure Act
ANP-001-8-10

Noting that one of the primary goals of the Northern Council (NC) is to promote and facilitate open and free trade and movement of both goods and people,

Observing the ever changing global European economy that continues to follow trends and projected trends of a globalised market,

Having considered the need to establish a common market and border,

Having studied the direct implications and demands required to create the common market and singularization of Northern European currencies,

Taking into account the costs of trade and the ever increasing monetary and material waste presented by trade occurring within the Northern Council member states and the external major trading partners of the Northern Council,

Noting with satisfaction the current progress of the Northern Council in harmonizing member states,

Understanding the importance of limiting barriers and easing the act of free-trade between member states,

Further understanding the importance of member states to exercise their own national policies in conjunction with other member states,


The Northern Parliament of the Northern Council hereby,


Creates a progress for which the member states of the Northern Council can create a standardized currency;

Establishes a deadline in which nations sign on with the intent to join the single currency planed to be established at thirty days after the passage of the NC Single Currency Procedure Act;

Further establishes the creation of a single currency for Northern Europe, called by a set of names, all official within the usage countries, the North Dollar/Noordaalder/Norrsdaller/Norddaler (NCD), to be divided into one-hundred Öre (ø), Rappen (Rp.), Cents (¢);

Divides the North Dollar banknotes into the six (6) following denominations: 5, 10, 50, 100, 200, 500 along with the coin versions of: 1, 2 North Dollars. Divides the Öre (Ø)/Rappen (Rp.)/Cents (¢) coins into the following 4 denominations: 5ø/Rp./¢, 10ø/Rp./¢, 20ø/Rp./¢, 50ø/Rp./¢;

Requires the official names of the currency to be printed on the banknotes, two on each side;

Neutralises the labeling of the coins by minting only the numbers instead of the various abbreviations used in the official languages;

Mandates the creation of a Northern European Central Bank (NECB) in Drottninggården, Suionia;

Authorizes the NECB to mandate and maintain itself for these purposes:
  1. to address the problem of banking panics;
  2. to serve as the central bank for Northern Council;
  3. to strike a balance between private interests of banks and the centralized responsibility of government;
  4. to supervise and regulate banking institutions;
  5. to protect the credit rights of consumers;
  6. to implement penalties (such as temporary budget management) for the governments of Nord Dollar users that operate on a federal deficit of more than 5 per cent of GDP for more than two years;
  7. to manage the nation's money supply through monetary policy to achieve the sometimes-conflicting goals of,
    • of maximum employment;
    • stable prices, including prevention of either inflation or deflation;
    • moderate long-term interest rates
  8. To maintain the stability of the financial system and contain systemic risk in financial markets;
  9. To provide financial services to depository institutions, the governments party to the currency, and foreign official institutions, including playing a major role in operating the member state's payments system;
    • To facilitate the exchange of payments among regions;
    • To respond to local liquidity needs;
  10. To strengthen Northern Council's standing in the world economy;
  11. To act as the lender of last resort;

Establishes the Northern Monetary System (NMS) in order to link all of the Northern Council's individual currencies to prevent large fluctuations relative to one another;

Implements a set of criteria demanded, and to be known as the Norrazonen (North Zone) Criteria that allows for Northern Council nations to join the North Dollar. The purpose of setting the criteria is to maintain the price stability within the Norrazonen even with the inclusion of new member states
  • Inflation rates of no more than 1.5 percentage points higher than the average of the three best performing member states of the NC.
  • Applicant countries should have joined the exchange-rate mechanism (ERM) under the Northern Monetary System (NMS) for two consecutive years and should not have devalued its currency during the period.
  • The ratio of gross government debt to GDP must not exceed 60% at the end of the preceding fiscal year. Even if the target cannot be achieved due to the specific conditions, the ratio must have sufficiently diminished and must be approaching the reference value at a satisfactory pace.
  • The nominal long-term interest rate must not be more than 2 percentage points higher than in the three lowest inflation member states.

Further stipulates that the NECB's composition and organization will be mandated by the Northern Parliament once the Single Currency possesses three or more users, until then to be managed by the Government of Suionia;

Creates the Northern Council Customs and Trade Union (NCCTN) between Northern Council member states with headquarters offices located in Southport-on-Sea, Cornavia;

Authorizes the NCCTN to standardize and operate all customs facilities in NC member states;

Establishes a free and preferential trade area among NC member states, abolishing tariffs and penal taxes among goods and services traded and offered within the borders of the NC and provides a common external tariff, when and if desired by member states, for goods and services originating outside of the NC's borders.​
