Belmontien media was quick to begin coverage of the terrorist attacks on a bus in Le-Havre, Marquette. Within half an hour of the initial coverage, the interior ministry had issued orders to seal The Kingdom's southern borders and to place border security forces on red alert. Soon after, the ISE placed itself on red alert and continued operations in the border zones. The measures, called extreme by some, are being commended by many residents of the southern provinces, most at risk of Marquen terrorists leaking into Belmont.

According to reports, Premier Shahrazad Martinique is angered by the Marquen government's complete failure to handle the situation. Last time Chancellor Rouve and Premier Martinique met to discuss security issues and the Red Clay, Rouve had given assurances to the Belmontien Premier that his government had the situation in their control. But now, in its statement, Red Clay has come out stronger than ever before, declaring war against all monarchies of Europe. Speaking to a reporter as she arrived at the Parliament, Premier Martinique said the following, "The resurgence of terrorism in the region, especially Marquen terrorism, shows to me that Fond-du-Loc is simply unable to keep its ship in order... we will consider all options to keep our people safe." Later in the day, Premier Martinique called on the Marquen ambassador to discuss the situation and to inform him what Belmont's government was considering.

The tone and language from other members of the government has been harsher and the Finance Minister went so far as to say that Belmont would pull out its investment from Marquette which he deemed was "a sinking ship". At present, Belmont has 500 million worth of Marquen bonds and several dozen companies do business in Marquette and earn the Marquen government sizable profits due to taxes. If Finance Minister Yamaguchi goes through with his threat, it could severely hurt the Marquen economy just as it recovers from its debilitating debt crisis and now as it copes with resurgent terrorism.

Parliament passes resolution in favor of border closure

The move has been called "erratic" and we've been told to "calm down" but the fact remains, the Belmont-Marquette border remains sealed shut from east to west. Public opinion, here in Belmont, overwhelmingly supports the move and the government has been patted on its back by the opposition parties as well. But business community leaders have expressed their dissatisfaction with the situation and stock markets had taken a slight bump in the wake of the closure. But the government's viewpoint is that if the border is allowed to remain open, a repeat of March's deadly terror attacks in Carcassonne could unfold yet again.

The Premier and many of her ministers have made it clear; Belmontien security stands paramount for Paris. While suggestions have been made by allied governments to open a few select routes to keep transport line open, Paris has maintained that it will do that once it feels that the Marquen government and security forces have suitably dealt with their terror groups.

Belmont's own security establishment has started a severe crackdown in Orleans and other southern cities which is targeting elements of organized crime who have in the past shown to assist the Marquen terror groups and to provide them with safe havens. While official figures are classified at the moment, it has been reported the ISE has arrested 65 people associated with organized crime and another 34 who have been sympathetic to the APM and Red Clay cause. The government, while remaining quiet publicly, has authorized the ISE to "neutralize all RC sympathetic elements". This is the hardest line adopted by the Martinique government since coming into office.​

The EDF, by all means, is a mammoth organization. Already the largest alliance in the world, the EDF extends into the military, economic, humanitarian and political spheres of international politics. More active than the LFS and, the now defunct, AGE, combined. With more political clout than any other bloc in international politics, the EDF is truly the rising giant of Europe.

Upon assuming office, the Martinique government was quick to make its position known on Belmont-EDF ties. Keen on joining the alliance yet still maintaining independence from the clauses of full membership, Belmont's new government decided it was best to go the way of another allied state; Wiese. With a series of high profile talks planned with Franken's leadership and with members of the Royal Family making state visits to other EDF countries, the Martinique government started setting the stage of aligning itself officially with the European Defense Federation.

When accepted into the alliance as an Associate Member, The Kingdom of Belmont saw its market share increase dramatically in the EDF Bloc. With trade doubling and with profits rising higher than ever before, the stagnation in the economy which had set in late last year amid the Plantard scandal evaporated and the stock markets recovered significantly. Already the country's biggest companies have expanded their operations in the Francophone bloc and throughout the EDF bloc generating a good chunk of money and each month, more and more entrepreneurs are spreading their wings and starting businesses in countries as far away as Radilo and Mayaland.

But nothing in this world - sadly - is only good, everything has a bad side. So what is the bad side to this coin? Think about that question for some time, when you've thought of something, continue reading.

The answer to that question is blatantly obvious. The Marquette situation is the sole thing which could jeopardize the economies of not just Belmont but of the eight other countries, excluding Marquette, and already Marquette has inflicted some damage on the Francophone Bloc due to the debt crisis which rose up in February of 2010. My personal advice to the financial leaders of the EDF states, if they happen to read this, is to control the situation in Marquette, although in a more calmer way than my own country has reacted to the situation but the facts are the facts. If a link in the chain is weak, one fixes it - as fast as possible - before the rest of the chain falls apart.

Paris looks to Nurnberg to resolve Fond-du-Loc's headache

According to rumors flying around the capital, The Government of Belmont is about to launch a massive diplomatic effort to mobilize support from influential EDF member-states to resolve the issues haunting Fond-du-Loc; financial stability and domestic security. The Government of Belmont has, since the terror attacks in the Marquen city of Le-Havre, closed the entire border between Belmont and Marquette and has imposed enhanced security screening of Marquen nationals entering Belmont. The steps have been criticized by some as being too harsh but the government remains convinced that these measures are the only way to protect Belmont and to prevent another terrorist attack within Belmont, like the one in Carcassonne in March which killed 212, and the government has issued statements where they have rebuffed calls to reopen the border.

The diplomatic endeavor, which will unfold in all EDF capitals, comes as the Martinique government feels that Fond-du-Loc could do with some assistance from their allies in dealing with the terrorism issue which is further impacting its already weakened economy. The Martinique government has also decided to adopt a much harsher policy against any elements within Belmont's crime circles sympathetic to the Marquen terror groups. Since the border closure, Belmont's security forces have intensified efforts to clean up the south from criminal elements.

PREMIER MARTINIQUE SHOOTS DOWN CALLS TO REOPEN BEL-MARQ BORDERS

The Government of Belmont is calling it the gravest security threat for The Kingdom and Premier Martinique has stated that she "will not compromise on the security of Belmont and its people". The Government of Marquette has called Paris' move "arrogant", "worrisome", "childish" and "extreme". Chancellor Rouve has also said "This border closure punishes the Kingdom, at the cost of the economy and people of Marquette". But thing is clear, the more the Marquen government speaks out against Belmont's move, the harder the government line keeps on getting.

Paris is facing intense pressure from some corners due to the border closure, which has seen the 8,000 border security personnel rise to 15,000 on the Belmontien side to keep the security threats from entering Belmontien territory, but the Government of Belmont has been unrelenting in its position, shooting down several calls to ease the restrictions on the border. The Premier has also instructed the Foreign Minister to contact his counterparts to inform them of the Belmontien point of view. Tensions between Belmont and Marquette have been high, according to some highest since the 1799 invasion of Belmont, and Belmont's government has shown that it will not consider opening the border until Marquette's situation truly stabilizes and terrorism is marginalized. The hardline position of the government, regarded as a populist move, has been praised by opposition politicians and members of the civil society alike.

Much of southern Belmont, a quiet and simple part of the country, has been traumatized by the deadly attacks in Carcassonne on the 25th of March, traced back to Marquen terror group APM in retaliation for Belmont's crackdown on safe havens along the border. South Belmont is home to nearly thirty seven million people and polls have shown consistently that over 72.6% remain strongly in favor of the border closure and have supported the government's move. Considering that much of this area voted against the current government coalition of the Liberal Democratic Alliance in last December's election, this is a major shift and shows that the terrorism issue has shaken southern Belmont to its core, enough to make them support a government whose electoral platform they detested.

Premier Martinique has also spoken with HM The Queen who has supported her efforts in keeping the Belmontien nation safe from the menaces of terrorism as the nation experienced on the 25th of May 2010.

With Marquette's government feeling a huge pinch by the border closure, the Marquen government has intensified its own media campaign and is using every opportunity to run down the Martinique government and the Marquen Chancellor has even compared Belmont's actions for its national security to the menace of terrorism. The Marquen government, furthermore, has called Belmont's actions "arrogant" and "childish". Both terms have incensed many a Belmontien. We argue that if the roles were reversed, Fond-du-Loc would not think twice before it launched a military operation against Belmont to neutralize what it deemed was a threat to its people, keeping that double standard from Fond-du-Loc in mind, Belmont has reacted in a much more responsible and calmer way.

The Commonwealth is of the view that collaboration against the antidemocratic forces of terrorism between powers in the region is only hampered by the measures undertaken by Paris.

While understanding of the motives of the Belmontien government to reassure its people after a particularly traumatic incident of terrorism, the Commonwealth also wishes to urge Belmont to consider the status of its relations with Marquette and other nations in the region.

While Paris's proposal of EDF action in Marquette is favorable, at the same time it is obvious that such actions must occur in a spirit of cordial understanding between Paris and Fond du Loc.

His Majesty's Government would never violate the sovereignty and independence of a stable and good partner of Franken. Instead, the police force plan the Franconian media reported encompasses a selection of senior police and intelligence experts to advise the government of Marquette, if it wishes so.

No foreign police force would have jurisdiction in Marquette without concrete legal stipulations. Vice versa it would require His Majesty's Government to have the police legislation amended to allow a foreign law enforcement squad in Franconia's borders. This is the principle of national sovereignty as we respect it.

We extremely disagree with that, with strong anti-terror efforts within Marquette and no escape route into a neighboring state, the Marquen authorities can eliminate their problem on their own soil and in their own way, without roping in any other country.

the Commonwealth also wishes to urge Belmont to consider the status of its relations with Marquette and other nations in the region.

The Commonwealth is no one to suggest what Belmont should and shouldn't do. We respect the policies of other governments and we expect the same from others.

Before I begin my statement, I must say this on record that, the intelligence reports of the Marquen government are dangerously outdated and based on unsound facts. The Marquen intelligence community has shown its true self to me that, in my professional opinion, it is ill-prepared to handle the requirements of a viable 21st Century intelligence agency. I also state that failure by the Marquen government to keep this knowledge classified has cost intelligence agencies, Marquen and Belmontien alike, by losing streams of information. With that matter stated and out of the way, I take this statement as an opportunity to inform the Marquen government and the international media about the situation with Marquen based terrorism in Belmont. I also take this statement as an opportunity to correct the mistakes made by the Marquen Chancellor in his press conference.

I begin my statement with reviewing the claims made by the Marquen government.

In his press conference, Chancellor Rouve stated:
appearance of irregularities in banking, directly related to Red Clay.

The ISE's Financial Cell was well aware of these "irregularities" and was aware that there were links between Marquen terrorists and Belmontien bank accounts. The ISE-FC was first made aware of the financial connections back in February of 2010 when the APM first made headlines and after rigorous investigations the ISE-FC traced 7 bank accounts in a number of banks, big and small, and the ISE-FC recovered ₣288,767 from all seven accounts. The accounts were frozen on the 17th of March 2010 and seven people associated with those accounts were picked up by the ISE. All seven were Belmontien nationals who were unaware of any terrorist link and were getting a monthly stipend from anonymous sources for extracting the funds.

These banking irregularities are centered in Paris. The money is literally flowing into Paris banks.

This statement by Chancellor Rouve truly shows that the Marquen intelligence agencies are truly groping in the dark. First and foremost, all seven of the bank accounts that were traced to Marquen terrorist activities were based in and around Orleans - not Paris. Furthermore, ISE-FC has already investigated up to 700 accounts and we can say with full confidence that these seven are the only accounts that were being used in APM terrorist causes. Also, I must state that the money, if you look at the balance sheets, was hardly "flowing into" the banks, its transfer rate could more accurately be described as "trickling into" the banks. Due to the ISE's work, we managed to snip the problem in its bud.

For now, I abandon the statement of Chancellor Rouve and begin recounting the series of events that have transpired in Belmont since February 2010.

From the 10th of February 2010, the ISE has been pursuing the possible links between Marquen terrorists and Belmontien individuals. Much of our information has pointed to the fact that foreign terrorist activity has been confined in the south, the area in and around Orleans and along the border with Marquette. Since our first investigations began, we immediately were able to arrest 275 Marquen nationals who were documented as being terrorists and members of the APM or RC. The arrests and raids severely damaged the terrorist presence in Belmont.

In revenge to our measures against them, the Marquen APM terrorist group bombed the city center of Carcassonne, a southern city known for tourism, bringing 208 lives to an end instantly and injuring some 800. At the time, it was the * and Belmont quietly took the trauma and the nation looked ahead and called on Chancellor Rouve to meet with our Premier Martinique for security talks. Clearly the talks have resulted in nothing due to Marquen negligence on the matter.

After the attack, this agency intensified its raids and caught an additional 436 Marquen nationals involved in terrorism and linked with either Red Clay or APM. All these remain in ISE detention facilities and will continue to do so until the reveal all that they know. And the ISE has raided several dozen safe houses along the border and ISE agents have recovered up to F556,000 of counterfeit currency, 150 cheaply assembled assault rifles, 500+ grenades, 340 rifles, 67 RPGs and chemicals and items to make bombs. Additionally my agents found maps of southern Belmont in the safe houses with additional target cities marked in red. This agency's effective handling of the matter has prevented further terrorist attacks in Belmont.

The Belmontien government has maintained a policy of silence over the matter to keep the terrorists in a sense of false security and now, due to the unwise move of the Marquen Chancellor, we have had to state exact details and we have lost streams of information, as I stated earlier. But now, I return to the statements of Chancellor Rouve.

The following is what he has presented forth to the Marquen media:
1. Paris freeze the funding.

The Government and security establishment of Belmont has acted faster than our Marquen counterparts on this matter and we froze the accounts on the 17th of March 2010.

2. Paris divide frozen assets equally between terror victims on either side of the border, and the remainder be handed over to the Marquen government to pay for the various trials of Red Clay and APM members.

A total of ₣288,767 was accounted by ISE-FC. The ISE has decided to keep the funds in its own inventory till the investigations are not fully over. Upon completion, the money shall be handed over to the Marquen ambassador in Paris.

3. Belmontien financial forensic teams join with Marquen teams.

While this is what the Government of Belmont has been wanting from the first day, the ISE has concerns to the safety the Marquen authorities can provide to the Belmontien team. Furthermore, due to increased anti-Belmontien-ism in Marquette these past few days, Belmont will only send its financial team as part of a joint EDF mission.

In closing, I state that if the government of Marquette continues such irresponsible moves, I am sure it will allow the terrorist to think ahead. Furthermore, I advise Chancellor Rouve to be cautious and careful in what he says.

First and foremost, the intelligence was not outdated. While we cannot at this time make a statement as to why it is false (due to sensitive information), we can boldly state this is false. Obviously it had been tracked for sometime. The reports of the Belmontien Government are misleading. According to documentation, funds were indeed 'flowing' into Paris and only some into Orleans. This documentation will be released to the press and published when prudent.

This entire statement appears to be a move with one simple motive-deflection. On the subject of the border. The border closure closed all points which were NOT major arteries (3) and did not close the rail lines. The rail lines are the most vital means of transport for trade. It is the Belmontien Government now closing the border completely. We will continue to move goods and services through Lorraine as needed.


Furthermore, this statement shows how out of touch Belmont is with reality- The Belmontien government has maintained a policy of silence over the matter to keep the terrorists in a sense of false security. It is unwise to believe they do not know they are being hunted. To believe they would have a 'false sense of security' is not an accurate belief.



Lastly, we wish to express our deepest regret to the fact that the Belmontien Government continues to attempt to appear take control of the situation instead of developing a working relationship. We have attempted to bring Belmont to the table full circle by inviting their financial investigative team to work with our team. Instead of working with Marquette, Belmont refuses to unless part of an EDF Mission.

We hope Belmont changes its mind on the situation so we may all work together for a mutual victory.
