As the acting Diplomat for the Empire in the Grand Archipelagic Republic I have been instructed reach out to yourself with information of concern to not just our own continent, but as one of the world as a whole. Everyone knows of the Presidents position on colonial holdings, and what he calls the global exploitation conspiracy and his personal involvement in the affairs an sea across, even as annoying as it was to our own government. So that may still leave you pondering why it is any concern that I am coming to you with this information.

Your allies in Camp Hill have called for a thawing of relations between the Pressburg Pact and the Westernesse Treaty signatories. This is an opportunity to begin the thawing and show a mutual desire for peace that has landed in my lap. Information, primarily photographs will show the situation that faces us gravely, not in the immediate, but in the future if we do not act in some manner of cooperation.

I will outline each photograph attached, and I would recommend yourselves if capable, or an allied state such as Natal confirm with your own resources the validity of these images.

In the first image you will see the overhead view of drydocks and slipyard in Bremen, where the keels of what would appear to be the initial stages of submarines keels being laid. While not significant for a threat analysis on its own, as even in our own shipyards we have several ships under construction for the continued modernization and replacement of vessels on the end of their lifecycles.

In the second image you will see the excavation and construction of in the early stages of what can only be described as a missile silo facility in one single location of Eiffelland, the possibility of there being countless others is significant. The only types of missiles that are ever housed in these types of facilities are those of Intercontinental reach, and not for the targeting of military capabilities, but those designed to attack much larger targets, the type that cause great civilian casualties.

Here in the third image you will see the same as the second image, the difference? This location is in Al-Maghreb. So this is not only a worrying factor in just the measure of the type of weapons that are potentially being built in Eiffelland with a certain type of warfare its planning to wage, but the fact it is putting these types of resources into what had been previously an EF mandate, and now is supposed to be undergoing a "free and fair referendum" in the future to decide its fate.

So in closing this message I think that we can agree that what is only beginning within the borders of the Kingdom of Eiffelland and its colony Al-Maghreb is one of great concern not only to our own state but to that of the world in general. The types of weapons systems being built by the Kingdom of Eiffelland are not those designed for civilized warfare, but by those whom are bent on complete and utter destruction and total warfare. The types that are designed to kill civilians, not the men whom fight, but their families and friends. I recommend you take and verify this information yourselves so you may see that the truth we speak is true.

We have not released such information to the public, nor made a public declaration of our own for the simple fact it would be quickly dismissed by Trier and whomever else falls into its lead blindly. By showing you ourselves, and asking that you verify it, is a first step where we can find the information making its way public and the world as a whole can decide how we must react to this travesty and prevent the possibility of an accident or purposeful massive loss of innocent lives.

Should them be real and genuine, we will be honest in saying that we are concerned by the as of yet record breaking level of militarization taking place in Germania and the effects of the arms race that is currently taking place in Gallo-Germania.

I know that it would be seen as surprising for you to see Natal concerned of this, especially knowing the rivalries existing in Germania, especially when they target the Pressburg Pact and your newest coincidental ally, the Holy Frankish Empire, but we consider ourselves as being still humane. Our Presidenta has announced weeks ago that she is ready to see a detente with the Pressburg Pact and thus we naturally want to see the slowing of this arms race, if not its end.

We will analyze your reports and come up with our own on the matter and should it be accepted, we will do our best to see peace prevail in the embattled continent of Gallo-Germania and we will do our best to see this arms race end in an equitable manner, so that the tensions that flared up in an explosive way since the initial dismemberement of Pannonia can die down.

We cannot deny that the information presented to us is indeed most troubling, and despite our grave ideological and moral differences on the international stage, His Excellency Presidente José Constanza appreciates the genuine attempt by the Tsar's government to follow through on our allies' noble call for a thawing of relations between the Old World and the New World. It is with that desire for harmony and peace in mind that we shall indeed take these allegations of disturbing military build-ups and duplicity behind the cloak of democracy seriously, and verify the information as presented to us in cooperation with our allies in Natal.

It is the wish of His Excellency, Presidente José David Constanza, that he embark upon an international tour to establish, re-establish, and strengthen ties as appropriate between the leaders and people of the world with the people of San José. With Europe once again seemingly on the precipice of conflict in Gallo-Germania and diplomatic channels filled with saber-rattling and veiled threats, now more than ever peace and goodwill is needed, and El Presidente hopes he can once again step forward as an inspiration towards others to turn away from conflict and bluster and towards friendship and partnership.

It would be unwise for your government to interpret the Emperatriz order to recognize your government other than what it is, her continued commitment to peace & de-escalation in Europe. As she believes peace is Godly & we are an archipiélago of Christian faith. Hopefully yet more proof that the monarchies of the east are led even handily will put an end to your government's varied ongoing propaganda machines. We would welcome such a development.

Furthermore, we are not sure exactly what about the imperial mainland your foreign intelligence has gathered, but citizens can protest freely, with municipal permits of course. What your organ is complaining about is democracy in action. We find this utterly confusing.

Lastly, we feel we should remind your government that an Imperial Edict in regards to directives to the government in her name, is automatically law. The lower facets have of course followed. Following confirmation from Ministro Guzman of the Justosian Foreign Ministry that el Imperio Continental de Justosia has recognized la Gran República Popular Plurinacional de San José as a sovereign state, finally ending a seventy-two year failed foreign policy meant to stifle socialism in the Free New World, this department has been directed by Secretario General Morales on behalf of the Grand People's Committee and the people of San José to reciprocate and formally recognize the imperial government of Justosia as a sovereign state.

We are hopeful this shall be the first of many steps to put an end to hostility between our peoples, and bring about peace and prosperity for all, which thwarts the intentions of the Global Exploitation Conspiracy, our primary mission in Europe.

PUBLIC STATEMENT​

La Gran República Popular Democrática Socialista Centralista de San José, after an extensive review of its current diplomatic relations with the international world, in the wake of successful negotiations between the Josefino and Tarusan representatives to the European Forum, and following lengthy discussions within the Grand People's Committee headed by Secretario General Gabriel Morales, hereby decrees that the Oficina del Departamento de Relaciones Exteriores shall make the following revisions.

First: That the expulsion of 95% of diplomatic staff representing the Empire of @Tarusa from San José shall hereby be cancelled, and that all Tarusan diplomatic staff are welcomed back into the Tarusan diplomatic corps within San José.

Second: That the suspension of issuance of all visas to registered citizens of Tarusa shall hereby be lifted, and that all registered citizens of Tarusa may once again be issued visas on a similar basis and frequency with foreign citizens of other international entities.

It is the hope of this office, the Secretario General and the Grand People's Committee, and the people of San José that this shall herald a new era of cordial diplomatic relations between the Empire of Tarusa and the Grand Socialist Centralist Democratic People's Republic of San José.

The United States of Corrientes is first and foremost overjoyed to hear that Presidente Jose Constanza has healed up well and has been deemed again fit enough to return to political life. We are also delighted to hear about the return of the Pan-Occidentian projects back to life. The Occidental Republic of Implaria will be delighted to attend the summit in Palmira, as the cultural and religious bonds of our peoples are still very strong. While the proposed integration is something we wish to see develop even more, we must state that this must be done carefully, with the necessary respect to ensure that at the same time, national sovereignties are not violated by political projects.

Even so, Implaria is a responsible actor on the northern fringes of the continent of Occidentia and will always be open to discuss, negotiate and create projects for the future of the Tiburano Brotherhood. Thus, we will send a delegation and will be open to the ideals of integration.

The Free State of Los Altos congratulates President Jose Constanza on working hard for all the Tiburano peoples, not only for the Josefinos, truly building a continental legacy with it. We will attend the summit in Palmira, but we must ensure that people understand our position from the very beginning.

The Free State of Los Altos has seen itself go through hell and back as it struggled to emancipate Monterrey from the tentacles Integralism. We are only going through our 3rd month as an independent political formation, and the sovereignty we have so much fought for is very dear to us, and to the Altano families which have lost members on the altar of national liberation. We thus wish to make sure, like our colleagues from Implaria, that any ideals of integration won't violate our sovereignty.

At the same time, there is also the complicated issue of Gran Occidentia. We did observe that the Josefino government specifically stated the Republic of Gran Occidentia, clearly distancing itself and the summit from the old integralist regime, but we cannot bully throw our support behind it before we can see that Puerto Angeles manages to resolve its internal issues and at the very least manages to disarm and disband the integralist administration in Tapenaga, something that still makes us uneasy.

PUBLIC STATEMENT​

Su Excelencia, El Presidente José David Constanza, after much consultation with the Archipelagic People's Committee and their unanimous support, hereby decrees that la República Occidental de San José shall suspend its membership within the international organization, the Central European Treaty Organization (CETO), effective immediately. This action is undertaken with the intent of terminating said membership after subsequent and necessary bureaucratic and logistical procedures of withdrawing from CETO facilities abroad and simultaneously removing CETO facilities within San José. The reasoning is that San José can no longer guarantee its full-fledged and enthusiastic support for the global, internationalist mission as laid out within the charter of CETO, despite the intended continuation of good diplomatic, economic, and cultural relations with its member states of @Tianlong, @Radilo, and @Rheinbund.

It is hoped by El Presidente and the Josefino people that, regardless of the political fallout this may cause, the aforementioned good bilateral relations currently enjoyed by San José with the member states of CETO will continue and that, despite the termination of formal military alliance, el Nuevo Mundo Libre shall continue to cooperate closely with CETO to oppose la Conspiracion Global de Explotacion throughout the world.

Su Excelencia, El Presidente José David Constanza, has announced that la República Occidental de San José shall hereby recognize el Movimiento para el Rejuvenecimiento Nacional as the legitmate government of el Estado Popular de @Gran-Occidentia following their announced intentions of continuing to dismantle the corrupt Integralist legacies of our northern neighbors and, most especially, set Gran-Occidentia irreversibly on the path towards socialism with its programs to nationalize industry and resolve unemployment and devastation of infrastructure, especially in the war-torn southwestern region.

It is El Presidente's wish, and the wish of the Josefino people that Gran-Occidentia shall experience a new golden age of prosperity and peace through this national rebirth, and that its efforts shall continue to assist el Nuevo Mundo Libre in resisting la Conspiracion Global de Explotacion throughout the world. It is with this in mind that El Presidente hopes to visit Puerto Ángeles to meet with representatives of el Movimiento para el Rejuvenecimiento Nacional to discuss ways that San José can assist the people of Gran-Occidentia in their journey. He is also hopeful that his companion, María Alejandra Alvarado, shall be granted clearance to travel with him and observe and assist wherever possible.

Su Excelencia, El Presidente José David Constanza, through the Oficina del Departamento de Relaciones Exteriores, hereby announces the following travel advisory to be issued in regards to the Empire of @Tarusa and the Kingdom of Csgenia:

• Avoid All Travel - Due to credible reports of civil war within the realms of Tarusa and Csgenia, Josefino nationals and vessels should avoid all travel in these jurisdictions and their environs. Josefino nationals are encouraged to report to their closest Josefino consular authority to seek evacuation along routes set up by Josefino authorities. Non-Josefino family members may only be allowed to leave with the permission of local authorities; without such permission, they will be denied boarding, though their Josefino relatives will still be allowed to board.

La República Occidental de San José shall maintain this travel advisory until the geopolitical situation dictates a shift in policy.

Dear Colleagues,

The Occidental Republic of Implaria is extremely concerned of the recent events in Gran Occidentia and our borders already feel the pressure. In the past week, more than 5,000 people have crossed the border between the Occidental Republic of Implaria and Gran Occidentia, and the continuous trend shows that this number is set to increase.

Our government has already set up refugee camps along the border and have set up places for up to 50,000 people at most in them, but we can't promise that we will be able to maintain them for a very long time. We will respond to this by building a wall along the border, to ensure that all crossings will be done through the official checkpoints.

Even so, we believe that it is not something that we can sort by ourselves, considering the relative sizes of our nation compared to Gran Occidentia and hence to issue this call to the government of San Jose, to put more pressure on the government in Puerto Angeles, to slow down this trend.
