The embassy has been asked to put forward this message from the office of Prime Minister Gaetano Merlino in San Salvo.

In light of the recent trade deal between the Duchies of Turin and Venosa and Danmark regarding the oil pipeline, the central government of Potenza would like to facilitate this connection between our two countries to advance increased trade and cooperation between our respective nations.

The trade deal would involve the following benefits (open for negotiations at any points):

• Relaxed immigration laws concerning foreign professionals. For example, a Danish citizen working in Potenza would have greater ease finding a residential permit than an unemployed or visiting Danish citizen, and vice versa.
• Tariffs for agricultural goods completely removed.
• Lowered tariffs for non-agricultural goods traveling between the two nations.
• Relaxed labor regulations for home companies opening up places of business or industry in the opposite nation.
• The utilization of “commercial zones.” Potenza has already organized a few within the Duchies of Turin and Venosa, and can permit Danish businesses and industries to have priority claim to them, as well as increased discounts on land value. In return, the Danish government offer similar “commercial zones” to Potenzan businesses and industries looking to expand inside Danmark.
• The organization of a Competition Commissioner to negotiate issues of competition or trade between businesses of the two nations. The Competition Commissioner will not dictate business affairs, but will serve as a third party to review all possible conflicts that might endanger this trade agreement. The role of commissioner will be a six-month term, and each nation will take turns appointing a commissioner.

We can finalize this agreement in San Salvo between Vincenzo Visco, Minister of Economy and Finance, and his Danish counterpart. We look forward to hearing from your government in regards to this.

I thank you for your correspondence that was sent to the Office of the Statsminister.

The Statsminister has shown significant interest in the proposals set forth in the letter from your Prime Minister, Gaetano Merlino, and has asked that the matter be dealt with by the Trade and Industry Ministry.

Our bilateral proposals for an oil and gas pipeline to the Duchies of Turin and Venosa have proven a great success and have assisted in the development of ties and friendship between the Duchies and Danmark, which we hope to see come to fruition when stability in Montelimar is successfully achieved.

As you rightly illuminate, the Duchy pipeline deals have led to wider ties and exploration of mutual interests between our two nations and in this light, your recent proposals are of significant interest to us.

As you may be aware, Danmark has been engaged in an active policy to broaden economic cooperation with nations in a whole range of areas as part of a long-term plan to secure stronger economic balance in conjunction with a linked-up tranche of foreign policy that could be expanded into other areas including at a political and military level. We will be continuing to progress with this policy strongly.

Upon reviewing the initial points outlined by Prime Minister Merlino, I am pleased to confirm that these are areas that we are willing to explore and cement, and are broadly in line with Danish economic policies. As such, I look forward to meetings with my Potenzan counterpart, Minister Visco to iron out the details.

As a preliminary offer, I am able to confirm that we are open to the use of the Free Port of Fredrikshavn, which has been lobbied for by the cantonal government of Fredrikshavn and fully supported by the Danish government, and also the port of Samsø as bases for Potenzan maritime trade and the development of a potential Potenzan high seas maritime navy which should allow greater leverage to the Grand Duchy in its own economic and trading potential.

Once again, I look forward to discussing these details in depth in a meeting of the Minister's convenience.
