The People's Republic wishes to clarify Nichtstein's maritime policy regarding the Straits granting access to the Retalian Sea, as well as the waters within the Sea. According to Nichtstein policy, are the waters between these islands, measuring distances of approximately 43 miles apart in some instances, claimed to be either territorial or internal? Furthermore, what is the Grand Duchy of Nichtsteins policy regarding the transit of military and civilian vessels through these waters?

Between the hours of 1100 and 1500 tomorrow a single unarmed observation aircraft, the Kolo-148* chartered under the Ostrovak Naval Aeroforce, shall be conducting a routine observation mission along the coast of the People's Republic of Xinhai. If capable, the Republic of Xinhai may provide inspectors and observing officials to assure the safety and legality of this mission alongside Chernovic officials likewise charged with ensuring that harmony is maintained in our increasingly delicate mutual landscape. Our aircraft will not violate any known restricted airspace, and will coordinate its mission with local national air traffic control authorities within Xinhai as best as possible.

We thank the Ostrovak Naval Aeroforce for their due diligence in complying with Xinhai ADIZ protocols. We recognize the right of all aircraft and naval vessels to innocent passage through, and over, the territorial waters of Xinhai. The PRAAF would like to note that any change in flight passage or approach without prior notification will result in an interception, and continued deviations will require the aircraft to exit the Xinhai ADIZ under escort.

The Retalian Sea within the Retalian Archipelago is composed of internal and archipelagic waters of the Grand Duchy of Nichtstein, with full Nichtsteiner sovereignty enforced and maintained.

Foreign civilian traffic may proceed through the Retalian Gate strait towards the other areas of the Retalian Sea unhindered and unimpeded, with due caveat made for the enforcement of Nichtsteiner law and all procedures and operations required for this goal. No notification is necessary to the Grand Duchy of Nichtstein.

Foreign military traffic may proceed through the Retalian Gate strait towards the other areas of the Retalian Sea unhindered and unimpeded, with due caveat made that armaments are kept "at peace", aircraft carried by the war vessels remain on the vessels and are not used, and that onboard personnel keep their arms holstered while on deck. Submarines are to be surfaced. A notification of fourty eight hours to the Nichtsteiner government shall be made, containing: names, types, tonnage of the vessels of war bound for the Retalian Gate, destination and route through the Retalian Gate. All foreign war vessels shall be shadowed and trailed by the Grand Ducal Navy as is due process and is customary.

Freedom of the seas and of navigation has been an international custom widely accepted throughout the world, critical to the sustenance of peace and prosperity. The enforcement of freedom of the seas is important to maintain consensus regarding its rules and the integrity of the concept. Arbitrary nationalization of critical maritime passages fosters tensions and instability. The People's Republic of Xinhai does not recognize the Grand Duchy of Nichtstein's claimed archipelagic baselines within the Retalian Gate and Retalian Sea, as the People's Republic of Xinhai recognizes the Grand Duchy of Nichtstein as a continental nation, with a capital firmly seated in Gallo-Germania, and thus incapable of archipelagic claims. Instead, the People's Republic of Xinhai recognizes only a 12 nautical mile buffer around the Duchy's islands as the integral territorial waters of the Grand Duchy of Nichtstein. As such, the People's Republic of Xinhai will deploy the 27th Escort Task Group to the Retalian region to conduct Freedom of Navigation operations in international waters beginning January 4th, 2018.

The Grand Duchy of Nichtstein, being the first and foremost defender of the Freedom of Navigation, extends in its own good faith the right of passage through the Retalian Gate and onwards to foreign powers.

The People's Republic of Xinhai is free to recognise or not recognise whatever it desires within its own regions. However, within Retalia, which is the home of the Nichtsteiner People, the People of Xinhai are welcome as Guests. Naval elements from the People's Republic of Xinhai are welcome in the Retalian as long and in so far as, which has been stated above, they behave as guests, with all due respect to hosts. The policies of Nichtstein shall be dictated by her People alone, not by foreign interests, and not by Xinhai.

Should the People's Republic of Xinhai abuse Nichtsteiner hospitality in the Retalian Sea and behave as invaders, the Grand Duchy of Nichtstein shall have no other choice but to respond in kind, with all due symmetric and assymetric measures that may be taken.

As such, the Grand Duchy of Nichtstein calls upon the People's Republic of Xinhai to done down the aggressive and hostile rhetoric, step back from throwing around loud names and conducting provocative operations within the internal and archpelagic waters of the Grand Duchy of Nichtstein and conduct its courtesy visits to the People's Republic of Serenierre as is due and proper of civilised nations.

To whom it may concern,

The Southern Tiburan Empire considers it own maritime borders to extend far beyond the 12 nautical mile range, up to the point where the contact the claimed borders of our allies in the region of the Long Sea, naturally touching the Nichtseiner Retalian boundary. Similarly to our allies in the Grand Duchy, the Empire takes no issue to foreign military vessels peacefully navigating its territorial waters and naval frontiers as long as they do so in a peaceful and respectful manner, realising that the Empire's waters are crucial passageways for international shipping and naval movements. That being said, the movements of such a considerable naval force, whose homeland is entirely alien to the region of the Long Sea by reason of geography, is obviously out of the ordinary and will be monitored by an equivalent force of the Imperial War Navy's First Fleet, as well as the Imperial Coast Guard & Port Corps. We wish our partners in Xinhai a safe navigation and hope that the seas are as friendly to them as they will be to us and our partners across the Long Sea.

ENGELLEXIAN REPUBLIC​

In the ENGELLEXIAN REPUBLIC PARLEMENT ASSEMBLED the FOREIGN AFFAIRS JOINT COMMITTEE,

The Foreign Affairs Joint Committee has been persuaded to urgently make the following letter to the People's Republic of Xinhai.

The Engellexian Republic has been always animated by the most sincere and ardent desire to preserve those very agreeable and indifferent of relationships which have existed with the People's Republic of Xinhai, and to continuously strive for that most content state of peace to persist ever longer, that the Engellexian Republic Parlement never has ceased to place itself in direct diplomatic communication with the People's Republic.

It is for that sentiment that the Engellexian Republic, at times previous and future, would be unwilling to adopt policy that does not find itself in conformity to the position of the People's Republic of Xinhai, in respect to the Kalahari and Yurmana Seas interests of the People's Republic. The Engellexian Republic Parlement would offer the co-operation of the whole of its diplomatic efforts, should it be moved to a difference in position; and now it does even put a serious effort of its foreign energies at the disposal of the Engello-Xinhai diplomatic considerations, in the current event as perhaps being requiring of them for the re-establishment or maintenance of good, proper order in the maritime understandings, of maritime States, in Europe.

The People's Republic of Xinhai, in reluctance, possessed no consideration in providing the Engellexian Republic Parlement the opportunity of its own consideration to the discovered alteration to the People's Republic's position and policy in respect of maritime understandings, and certainly no proofs as to how you arrived at your own justification on the matter.

The People's Republic has sufficiently flattered itself, that a conduct so frank and without amusement would have merited a perfectly agreeable response, on the part of the Engellexian Republic to the People's Republic; and that the Engellexian Republic Parlement would not have indeed acted at length, with all the energy and efficiency possessed of the diplomatic and foreign services to make good of the serious disorder on the part of the People's Republic in its relations with the maritime States of Europe.

The People's Republic of Xinhai does try to justify the necessity of their own measures by the public proclamations of unrecognised, uncontested, and unsigned international conditions of freedom to the seas of Europe, and their navigation. Proclamations of maritime considerations upon the maritime States and Powers of Europe; the People's Republic of Xinhai is not a maritime State or Power of Europe, and its assertion here, in this arena of international understanding, is not just fraudulent, it is unacceptable.

The Engellexian Republic Parlement respectfully reminds the People's Republic of Xinhai of its position, in respect of maritime affairs, and to discreetly withdraw to it.

No doubt you will have seen or at least read or heard about my Christmas address, in which I extended an invitation to yourself to visit Amstov to try and end the dispute between our two nations.

The invite was genuine and sincere, but an official trip, which no doubt will have bad optics for both of us in our respective nations, can be avoided if we agree on the initial below terms:

1. A gradual and phased demobilisation on both sides, with Trivodnia taking the first step. Once we are satisfied the Western Direction is fully demobilised, we will lift the state of emergency here. The process could be observed by a neutral third party nation

2. Xinhai keeps its forces in Kadikistan out of striking range of the Free State and firmly away from our shared border

3. I personally promise to veto any attempt to abandon constitutional neutrality by the incoming Social Democratic administration, which I have convinced enough opposition politicians not to support anyway

This will not fully resolve tensions over Crotobaltislavonia, but it demonstrates a true commitment to peace from both our nations to the world.
