The special judiciary plenum was called by Enquêter Padraig B. SMITH for the purpose of trying the organizers of the Ayr 2018 Stephanitic Games Opening Ceremonies for lèse-majesté, however this motion failed to gain quorum in the thing assembled. Enquêter SMITH and Leader James B. BLACKTHORN concurred to allow a special legislative session to carry on the further business proposed by MT Walter mA. MATTHEW, over the objection of Prime Minister Maria HUYLDRICH.

FAILED - Bill to Prevent the Gunnish Flag From Being Displayed at the Opening Cermonies of the 2018 Winter Stephanitic Games in Ayr. (Sponsor: Walter mA. MATTHEW, Integrity-St. Tears). This bill prevents Gunnish athletes from carrying the Gunnish flag at the opening cermonies of the Stephanitics, and the flag from being displayed at Stephanitics events in the city of Ayr.

The extraordinary plenum was called by Leader James B. BLACKTHORN.

Madec v. MacHugh
SUMMARY: The DEFENDANT, Mr. Said MADEC of Caledonia, files a writ of habeas corpus. The Inn of Advocates votes 2-1 to refer the writ to the extraordinary plenum of the Thing of All Gunnishmen, with Crown's Attorney dissenting. Crown's Attorney Dionysius G. MacHUGH charges the defendant with peacetime hostage taking according to customary international law. Crown's attorney argues that by the principle of aut dedere aut judicare, Mr. Madec must be judged either in Gunnish courts or returned to Caledonia to serve justice. The defendant retains Enquêter Padraig B. SMITH as legal counsel. Enquêter argues that customary international law cannot apply to government officials in this case, only pirates; furthermore, the Thing is not competent to judge the case; furthermore, Caledonia is unlikely to render justice in this case.

RESULT: The Thing of All Gunnishmen votes 15-10 to uphold the charge and send Mr. Madec to Caledonia. Catherine mL. BIRMINGHAM dissents on not on the grounds of competent jurisdiction, but due process. Mr. Madec is turned over to the officials of the Caledonian embassy in Windhaven.

PASSED - Birmingham-Stoke Emergency ALB Market Reform Bill (Sponsors: Catherine mL. Birmingham, Liberal-Ayr and Elizabeth mA. Stoke, Integrity-Marian University). This bill makes the Thing of All Gunnishmen a cosigner of all existing annual labor bonds (ALBs). This bill empowers the Thing to sue ALB creditors, even if the ALB debtor does not bring suit, for a period of one year from the date of its passage. During this time, when any ALB is legally dissolved for any reason, the ownership of the ALB will pass to the Thing. ALB portfolios will be managed by the Home Office.
