Rurikgrad Pact
Treaty of Mutual Friendship, Co-operation and Mutual Assistance
On the 12th of December 1956 the Democratic Republic of Kadikistan, the People's Republic of Varinia, the People's Republic of Xinhai, the Independent Democratic Republic of Kashtan, the People's Socialist Republic of Calidia and the People's Republic of Milesia have signed Treaty of Mutual Friendship, Co-operation and Mutual Assistance, abbreviated as the 'Rurikgrad Pact' after the location of its foundation. The Revolutionary Palace in Rurikgrad where the Pact was signed was highly symbolical since Rurikgrad is not only named after Kadikistan' and Europe's first communist leader Andrej Rurik, but it is also the second largest city in Kadikistan after the capital and the sole Kadikistani entry point into the Gothic Sea. The latter along with the Kalahari Sea being the uniting geographical factors of the socialist allies. Our late Glorious Leader, Marshall Nikolai Leninov himself attended the historic conference facing other great leaders such as General Roman Becker from Varinia, General Secretary Sebastian O'Brien from the People's Republic of Milesia and the duo General Ludwig Toffensteiger and First Secretary Arvo Maimu from Calidia. All of these great men put their signature under the Rurikgrad Pact, committed to its defence and legitimacy.
But what exactly does this new level of co-operation and mutual assistance mean for our people and our allies in the Gothic Sea? The treaty is to last for the following sixty years in the first instance with the procedures for setting up a renewal included. The Rurikgrad Pact will provide for a unified military command, with the command being appointed through collective decision making of the four nation's involved. In the initial stage the Revolutionary Armed Forces of Kadikistan in close co-operation with the Varinian Insurrectionist Army, took a leading role in developing the relatively new armies of Milesia and Calidia. As the strongest partner, it was deemed Kadikistan's responsibility to her allies that they would guide and support the smaller partners with all means available to them. Weapons were standardized and Revolutionary Army military manuals introduced, with joint training, annual manoeuvres and Revolutionary Army-style uniforms. Formerly an exception to the latter was the Insurrectionist Army which maintained its traditional uniforms while allowing for a few alterations to give the old White Army uniform more socialist characteristics. The Pact commits the members to come to each other's immediate assistance if attacked and to consult among themselves on important international questions related to their common interests. The Treaty was based on the principle of non-retroactivity, meaning that the current members are not obligated though encouraged to join ongoing conflicts prior to this date such as the Milesian Revolution.
The majority of the actions performed by the Rurikgrad Pact will be run by the Political Consultative Committee and the Unified Command of Pact Armed forces. The Unified Command are both based in Rurikgrad while the Political Consultative Committee is seated in the Calidian city of Raakvere, formerly Hartem. The Unified Command is in charge of all military activities of the alliance and is composed out of the top military commanders of the three member states. The Political Consultative Committee shall be made up out of secretaries from the ruling parties or coalitions and will advise on all non-military matters through collective decision-making. This new alliance will further consolidate the friendship between the nations of Kadikistan, Polesia, Calidia and Milesia and is to usher in a new era of safety and stability in the Gothic Sea region. While originally founded as an instrument to consolidate and defend the strictly Marxist-Leninovist gains in Europe, the alliance has been opened up to all socialist nations, in order to protect their independence from the reactionary forces of this world.
