The slate grey skies of Telor City were already heavy with rain. The first edge of the low pressure system was riding in over the capital already, and soon the skies would open up and deluge the city with their cargo. From the windows of the State Department, looking out over the Grovnin River's wide, sluggish track, with the clouds advancing towards the city over the Telic hills in the distance, it was quite a sight.
Secretary of State Carl Ekman always enjoyed this view from his office. He stood by the window, sipping at tea from an elegant white bone china cup, eyes peering into the distance. This meeting was going to be interesting - the violence in Belmont was worrying to Telora, who wanted to expand her regional business interests. Any potential for conflict between Belmont and Marquette had to be quietly defused, to let the region settle down.
In any case, there were far bigger, and more troublesome states out there for the Telorans to worry about. The President had been very taken with the nuclear watchdog idea, and Carl felt sure his time would be consumed by that soon enough. He set the tea cup down in its' saucer, just as a knock came on the door.
"Yes?"
His secretary poked his head around the door.
"The Belmontian Deputy Foreign Minister is here, sir."
"Excellent, send him in!" With a broad grin on his rounded face, Carl strode across the deep red carpet of the oak panelled office to greet the new arrival, hand outstretched.
