TO THE GOVERNMENTS OF THE REPUBLIC OF FRESCANIA, THE COVENANT OF CANTIGNIA, THE KINGDOM OF DANMARK, THE GRAND DUCHY OF POTENZA, THE DOMINION OF WEST MARCH, THE KINGDOM OF AGDERIKE, THE HIGH KINGDOM OF IVERNIA, THE KINGDOM OF EIFFELLAND, THE REPUBLIC OF JURZAN, AND THE MEZHIST UNION
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


Nations of Europe, I desire to lay before your governments the formal position of her Majesty’s Imperial Cabinet with regard to the Republic of Sylvania, which I have addressed to her Majesty’s representatives abroad.

The position of her Majesty’s Imperial Cabinet demands that the Sylvanian Armed Forces and Military Production Estates should be placed in a peace footing with the least possible delay, and that assurances should be given to the representatives of the governments I do indeed address this letter to in a course of a month from the date of the presentation of a letter undersigned by the nations of a Coalition of Europe.

It is, however, the desire of her Majesty the Queen-Empress that all nations of Europe should give all possible consideration towards the Republic of Sylvania, with the economic argument for such an armament expansion justified in the present upheavals around Europe; but there can be no wavering that a course of action will be a cause of serious instability and tensions in the immediate region and throughout Europe. Moreover, the Sylvanian and the other Occidentia nations’ armies would be left face to face with the constant probability of provocation of conflict. That state of things will become a very real danger to the peace and recovery of Europe which it has been the endeavour of the Empire of Great Engellex, by this action, to avoid.

Additionally I should like to point out that the interests of all nations addressed in this letter are various but quite important. First, there is that great interest which is always a paramount interest in the policy of all civilised nations – the maintenance of peace; next we have to remember the vast importance of acknowledging and acting upon a united judgement of Europe; that is, of Sylvania acting upon the decision of Europe to form a common position that reasonably objects to a policy of its government should that position be formed; and, thirdly, we will have the interests of Sylvania and Occidentia to consider. The interests of Sylvania are sufficiently obvious. No sane friend of Sylvania could wish that she should embark on course that may provoke a war with the great military powers of Europe, even if Sylvania had a good cause to fight for. But that is not the present position of that country. I cannot enough point out how unfortunate is the ground on which the Sylvanian government mediated this aggressive course. The interests of Occidentia are no less obvious. The nations of that continent did sufficiently sustain peace and stability during the darkest moments of European history, and while those very nations are bound to resist the Sylvanian aggression, the strain upon their politics and economies will be no less severe than actual conflict.

Her Majesty the Queen-Empress Charlotte has energetically alluded to the importance of upholding, what is called in Dulwich, the Concert of Europe, that which was brought about in Vesper earlier this year, in matters of this kind. Should it be so, the exertions of civilised Europe shall be crowned with success once again for the purpose of maintaining European peace and prosperity.

The Republic is in full agreement that such a drastic armament without consultation with regional power is a major error that will have massive implications upon the stability and peace in the North and Zulia-Santander. Dulwich can be assured that Frescania will uphold the decision taken in Vesper.

His Royal Majesty is particularly concerned with the sudden rush to arms. With the recent, and continued bloodshed in the North, King Haakon V believes it is his responsibility to speak for the North in stating that the North does not wish find every fault around the globe and declare it a threat to the civilization we have cultivated.

With this in mind, His Royal Majesty, while finding the subjects of the Vesper Conference and the Concert of Europe to be not committing any wrong doing, he does find it to be an overreaction. He does not deem any action necessary at this moment and similar to how Agderike did not sign onto the Vesper Conference, Agderike will not sign onto any current agreement here.

With those words in mind, His Royal Majesty will support the nature in which the Concert of Europe operates in the effort to maintain the peace. Therefore, Agderike while not formally a signature to the agreement, will cooperate with the agreement when time is due, and will not hinder the current actions of the agreement.

For further explanation of this policy, His Royal Majesty wants to make it clear that the time is not now for action, but will not stand in the way of action when the time is clear. His views are not prohibitive, but he does not wish to jeopardize the welfare of the Nords and the responsibility he holds to the peoples of the North. As such, it is when the Nords are threatened directly that such action will be taken. His compassion extends to all our friends, but as of thus far we feel that there is yet to be an immediate threat to the welfare of Himyar, Mercia and Germania.

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


Although there is no intimation in your letter respecting the need for greater reasoning behind the justification for a European intervention in this instance, I do find myself in a condition to give such information, although I cannot determine that this is my final statement respecting that, nor is this statement I am due to make of a likely probability to be found satisfactory if the sentiments of his Majesty’s government as are truly understood. What has indeed happened is this with respect to what is known, by her Majesty’s Imperial Cabinet, as the Sylvanian armament difficulty :-The letter was presented to the governments of Europe which argued the requirement for the discouragement of the Sylvanian desire to expand its armaments dramatically, with a view to putting an end to the state of uncertainty and expectation – attended, with hazard and also with expense, which prevails with Sylvanian relations with notable regional and European powers. Her Majesty’s Imperial Cabinet recognises that the Kingdom of Agderike received the Engellexic diplomatic initiative with the opinion of it being inadequate, and not in its particulars satisfactory.

The letter from his Majesty’s government points out to her Majesty’s Imperial Cabinet that, in its opinion, there exists insufficient circumstances justifying a ‘rush to arms’; I can extend her Engellexic Majesty’s assurances that there is no argument being made from Dulwich calling for European nations to resort to any deployment of arms. The position and argument of her Majesty’s Imperial Cabinet is this, that the nations of Europe, in the spirit of the Concert of Europe which succeeded the Vesper Conference, form common ground on the necessity of discouraging the Republic of Sylvania, through diplomatic means – not war, from greatly expanding its armaments; and to the question whether there is sufficient reasoning for this position, permit me to point out that the diplomatic discourse emanating from Sylvania toward other nations is particularly concerning, not just for Great Engellex but should also be so for Agderike.

Now, the position and argument from the Republic of Sylvania is sustained primarily on the need to independently secure its own national security, a position no other truly responsible nation in Europe can find cause for complaint with; but the details respecting the expansion of the Sylvanian military, that is the scale of it, go beyond the brief of mere national defence quite obviously so, and when taken into careful consideration of the republic’s foreign policy, compels regional and European powers to reflect on what may indeed be the true motivations and ambitions of the Sylvanian government. I appreciate that his Majesty feels that the concerns and interests of the Kingdom of Agderike do not extend beyond Saamiskavia, though should he find the moment to observe a cartographic picture of Europe I am certain he will come to the realisation that should common fears hold true, that aggressive manoeuvres are permitted from the capabilities of this armaments expansion, the Kingdom of Agderike is indeed not so fortunately isolated from such an occurrence as his Majesty would take the pleasure to believe.

It is sincerely hoped, by her Majesty the Queen-Empress Charlotte, that his Majesty the King of Agderike can be persuaded away from his neutrality to stand with other nations of Europe on this concerning circumstance.

An address from the High King of Ivernia, M.R.A Felix Uí Neill composed by Elector Prince David MacSweeney.

The High Kingdom is to express support for the Engellexic cause and will also support it's dream for a peaceful Concert of Europe. The High Kingdom of Ivernia and I the High King of Ivernia Felix Uí Neill consider Queen-Empress Charlotte's wish for this peace to be sincere and her cause admirable.


I also wish however, as the soveriegn head of a nation that has expressed neutrality and independence more often than not, feel like the Ivernish can understand the Sylvanian republic. Sylvania being a neutral nation does not simply mean they do not invade other nations but also that the Republic of Sylvania has no military alliances. With West March at the door Sylvania has no other nation it can guarantee dependency on. When Sylvania sees West March, it sees the great power of Great Engellex standing behind it. It is for this reason I believe that Sylvania in a time of passion has increased it's military so suddenly, so drastically.

That being said Ivernia applaudes Engellex and H.R.H Charlotte's quest for peace. Ivernia shall commit itself fully to this cause and hopefully we can all come to a solution where Sylvania continues to feel safe and it's soveriegnity intact but also the rest of Europe feels safer knowing Occidentia is not on the brink of war.

I hope to hear more of this development soon.

His Royal Majesty fully discerns the conclusions reached by Her Majesty's Imperial Cabinet, yet is unable to reach an identical conclusion on the future developmental reasoning of sudden Sylvanian acceleration in arms procurement. This is not to state that His Royal Majesty does not believe that Her Majesty's Imperial Cabinet's assessment is not a possible conclusion. Genuinely, His Royal Majesty is acutely enlightened due to the admonition granted by Her Majesty's Imperial Cabinet and as such would consider His Realms of Agder and Fey to be of accelerated awareness of the possible consequences of Sylvanian arms expansion.

However, His Royal Majesty does not as of yet, feel threatened. His opinion is not due to the geography of the matter, but rather in the manner of which Agderike has yet to be singled out as a problematic aspect of Northern politics by the Republic in question. Sylvanian critiques have been directed intimately towards the countries which took action during the Great Northern War of 1951.

King Haakon V does wish to make it certainly clear that his lack of urgency is not due to a lack of sympathy, but an inadequacy in the perception of Sylvanian action against the powers in question. Those parties being all involved in both the Northern and Southern Theatres of war in what has been deemed the August Catastrophe of 1951. A conflict which has yet to be fully solved in any of the questioned theatres, both, Northern, Central and Southern. As such, His Royal Majesty would suggest that such poisonous terms in which the Boliaturan Post Delegationist Parties have been dealt, be avoided in reference to the Sylvanian Republic which as of yet, has not declared a goal to assassinate the Her Imperial Majesty. Such poisonous vocabulary shall surely only condemn the Sylvanian people for those of murderers and uncivilized heathens that can only be of Oriental origin. Thus, the sentiments attached to the Vesper Conference and henceforth the Concert of Europe, feel rash and drastic to His Royal Majesty. He urges further direct qualitative diplomatic action before more restrictive diplomatic action be taken, as His Royal Majesty would surely grant any opponent of civilized nature and blood the luxury of treatment he would expect to be given to himself; that being, the ability to explain the nature of ones actions and guarantee the safety and civility of their future conduct.

Therefore, we hope that future dialogue with the Sylvanians be done in the manner of firm and direct diplomatics which may seek to question and end our disagreements with their peoples with out insult or shame brought upon them. If this is the nature in which this concord is to occur, His Royal Majesty shall join this joint diplomatic questioning, but he has no interest as of yet, to join any joint condemnation.

He has great hope that his position is more clear, as he has no intention to offend Her Imperial Majesty or her Imperial Cabinet.

THE Grand Covenant is of a stern belief that the Sylvanian creature must be made to heel if it is no longer willing to kneel, though it is abundantly clear to us that the body and mind of Sylvanian Governance are not made up of the same weakness that crumbles within Boliatur. It will take more than words and treaties to subdue a true Sylvanian call to arms, and it is our reinforced opinion that less and few of those we have called will commit to mustering their strength at all.

More can likely be observed of Sylvanian fear than can be confirmed as Sylvanian wroth, and clearly the Ivernian King has the right of this issue: truly neutral states keep no alliances. If what is public knowledge can be believed, the Sylvanians are as alone in this world as a wolf - though should it be discovered that Sylvania is merely astray from its true pack, then we have an entirely greater conflict ahead of us than we care to imagine.

Cobham must now perform its solemn duty to the world, with scarce more than forest and streams separating our Brother of the March from the Republic in question, it falls to them to see our peace brokered with the full backing of a European Concert. Be it by word and treaty, or blood and iron, Europe must be delivered in to peace again through Engellexic Order.

In the act of immense beseeching, I am of moved to a position that is not in any sense inappropriate exaction when we call upon President Rygaard and the executive and legislative branches of Charleroi to consider deeply into their minds and examine the consequences of what is deemed to be a considerably inappropriate act of imprudent recklessness more worthy of megalomaniac tinpots than a civilised Occidental component-state.

The Occident, the new world founded by the Old but often inclined to overlook and cut asunder the strings that in the very actuality tie it to the motherlands, is frequently given to an untested purist idealism, one that imagines itself to be a bastion of Truth and that paints the motherlands with a thick tar brush of unjustice. The slant of President Rygaard is a outward demonstration of this trait which has been taken to an extreme.

In the deliberate injection of militarism excused in the argument that Sylvania is at risk of being elbowed by other powers dripping in monarchical autocracy and by traitors to the cause of republicanism, the fact that reason and decency have never been removed from the thought processes and operations of the powers it readily maligns seems to have escaped those who wander the corridors of power in Charleroi. This curious black hole is a self-serving and hideously decrepit device for self-justification. This blind spot, either through oversight or scurrilousness, also fails to recognise that all too important reality - that Sylvania had never been the object of designs from others, to be set-upon and moulded into a style that fits others, or have its sovereignty violated.

However, the latest move by Charleroi is a policy that at one, paints itself into a corner as this overhasty move sends alarm bells dinging in the capitals, and provokes moves that had never been hitherto entertained in the slightest. In that sense, Charleroi has truly created its own destiny but not one that it may have initially seen, unless there lurks a subterranean intent and design at the root of this policy.

One thing is abundantly clear above all, though. Despite the lustrous gloss of nobility and sincerity emblazoned as rationale for the Increase Act and in the world of the purists of Charleroi, scratch beneath it and the warty hide of burgeoning empire creation and the will to pull the strings of marionettes dancing to the screeching strains of its badly conducted orchestra are revealed. This Act is top-to-tail Occidental imperialism, something it is quick to attack others for, but something it is all too ready to strive towards.

Yet, despite this, I believe there exists a place for Sylvania in the Order that exists that sees it embrace the Concert than fire opportunistic barbs at it. The Occident, like the world, is a patchwork quilt of many colours and textures. There is no reason at all why Charleroi does not deserve a role within this, bringing a more logical version of idealism to bear in the machine that maintains stability in the globe, strengthening it and nudging it to a better place. But this cannot happen when the full capacity of the Increase Act remains untempered and as it adulterates stability.

It is the firm belief of the Hegemon of the Lower Swieczieman Confederative Mezhist Republic, as well as the Nadzorca of the Upper Swieczieman Federative Mezhist Republic, who has authorized me to speak on their behalf as well, that the current actions of the Sylvanian Republic are ill-advised and unnecessary, especially without the consultation of regional powers regarding such a drastic expansion of military might. While we, of all nations of Europe, can understand the necessity of a strong national defense, especially with the slobbering hordes of communism and post-delegationism at our doorsteps, we do not see the same circumstances replicated on the Sylvanian borders, indeed most anywhere within the region of Occidentia. Furthermore, we take particular note of the Sylvanian dream of acquiring two aircraft carriers, a weapon of war designed not for national defense, but for power projection, a concept which at best seems to have eluded the Sylvanians.

It is with such a resolution, therefore, that we pledge ourselves committed to the Concert of Europe, a compact we did not officially agree to in the Vesper Conference (as we were neither invited nor able to go regardless of such) but nonetheless respect, so long as said Concert is restricted to a firm peace between civilized powers alone. The forces of communism and post-delegationism, after all, would not and, indeed, cannot respect such a commitment to stability and order, and so must be preemptively struck down whenever and wherever possible.

Had Sylvania shared this commitment and circumstances as we, we would stand by their sides, even against other civilized nations who might have been blinded by paranoia. But in this, civilized Europe is justified in its concern over the unjustified expansion of the Sylvanian armed forces, and the Empire of Great Engellex, as well as all other civilized nations, can rest assured that the Mezhist Union stands with them in their commitment to keeping civilized Europe united in peace and prosperity.

I submit to you, what has been deemed appropriate and to the point for a draft of a letter to deliver to the Government of Sylvania that is formed of the concerns and reason of Europe, respecting her excessive armament expansion :-

The policy and practice of the Uncivilised Governments has always been to push forward their encroachments as fast and as far as the apathy or want of firmness of of other Civilised Governments would allow them to go, but always to stop and retire when those poor governments met with decided resistance, and then to wait for the next favourable opportunity to make another spring on their intended victim.

In furtherance of such a policy, the Government of the Republic of Sylvania has thus far maintained two strings to its bow – diplomatic duplicity, that is moderate language and an appearance of interest in diplomatic engagement toward those governments existing on the fringe of European civilisation, whilst exercising a manner of diplomatic disinterest and a terrible excitement of language toward those who do not; and active aggression by its agents on the scene of armament expansion operations. With such considerations, and as threatening as appearances might be, we have every hope that the peace of Europe would not be disturbed, and such we believe also to be the opinion of the people of the Republic of Sylvania, and that we could at all events assure the Government of Sylvania that no endeavours would be wanting on the part of our respective governments to preserve it. In short we conceive that nothing but the most wanton aggression or a declaration of war, on the part of the Republic of Sylvania could disturb the tranquillity which now fortunately exists.

With our enthusiastic inclinations to determine that there exists no immediate danger to regional and European peace at this point, we cannot contemplate without anxiety the continued armament expansions of the Republic of Sylvania. The Government of Sylvania may sincerely intend them only for Defence, but as the internal and political state of Sylvania has been observed, that you are certainly aware of, it is considered an incredibly dangerous circumstance to expand upon your Armed Forces, by such an alarming degree, and that the caprice of a Minister or the slightest demonstration of popular feeling might convert what was meant only for Defence into an engine of Offensive War.

We are decided that the Republic of Sylvania should demonstrate her commitment to European peace by the placing of her war industry upon a peaceful footing, and immediately acknowledge the concerns and considerations placed upon her with an arrangement for the negotiation of a certainly more appropriate armament expansion.

It is our intention that what should proceed will not be of an unfortunate escalation, instead, reason and co-operation.

While the majority of the drafted letter is a satisfactory rebuke to the aimless ambitions of the Sylvanian Republic, we must vehemently object with a small, but nonetheless significant caveat of the letter, namely the assertation that, and I quote, "there exists no immediate danger to regional and European peace at this point".

We respect the Queen-Empress and her government of Great Engellex enough to not suspect them of a twisting of the facts that exist in the world today, but it is also difficult to believe that they would be so ignorant as well, let alone willfully ignorant, of the titanic struggle we in the Mezhist Union find ourselves in against the ravenous Red Hordes of the Soviets. The Hated Enemy is spurred on to its own destruction by an unholy alliance of communists and post-delegationists, in an attempt to topple civilization in the east and open the doors of corruption to the heart of Germania and Gallia, which the Mezhist Union has committed itself to defend from the corruption of communism and plague of post-delegationism. Their failure is inevitable, but even we are not afraid to admit that many men and women must die to make sure their evil goals are never achieved, should we and the ever stalwart Danes stand alone.

Therefore, it would be ideal for the Mezhist Union and, indeed, all of civilized Europe were Sylvania's armament pursuits dedicated to the containment and destruction of communism and post-delegationism, rather than the destabilization of a united, civilized Europe, a scenario the communists and post-delegationists crave so much in their evil hearts. Only should Sylvania refuse such an obvious route of harmony and solidarity with civilization will we in the Mezhist Union endorse a complete halt of its efforts with negotiations.

The government and I are in full comprehension of the supreme and severe importance in ensuring the continued Pax Magnum that exists across the domains and realms that thrive under its benevolent tutelage, despite the expected continuance of regional conflicts and petty-war. The arch-guardians of the Peace continue to adhere to the maxims and lessons that our only-too-recent shared histories all too evidently illuminate what an absence of such a Peace results in as immense turmoil and bloodletting ensues setting back the march towards civility for all and sundry. Few escape unscathed.

This kingdom strewn across three continents has, like others in their unique demonstrations, consistently abided by the realities, manifest outworkings, and spirit of the Peace and to the best of our endeavours have sought to deliver its precepts and constructs in conjunction with national self-interest, two constructs that find little conflict within themselves.

It is as such that the installation of the Increase Act by the executive and legislative branches of the Sylvanian state causes us concern for the potential implications not only upon Occidental status quo, currently in a state of immense and fortunate quiescence, but as a target at the stability of us all. Taken as mere intra-national development, the Increase Act is of little concern as it is the right of all nations to take appropriate actions to enable capable national defence and territorial integrity. We would expect no less and for this not to happen would be a gross abrogation of duty and a hallmark of irresponsible and failed governance. However, the unspoken subtext to the Act does not exclude the abuse of the Act for causes other to national defence and we have not received any assurances to the contrary. Indeed, these have been deliberately withheld with only jibes at the Grand Peace emanating from Charleroi. Whereas we would gladly prefer the inclusion of the Sylvanian state within the Pax Magnum bringing its own bearing upon its course and direction, a point I have made personally to President Rygaard and the Sylvanian establishment, its dalliances in the High East are perverse and sow discord.

As such, the announcement of the invitation to the nine nations is a fortunate development and one couched in wise counsel. It is important that the nations included coalesce against this test, a test that we feel, on the whole, can be managed smoothly, strongly and adequately whilst saving the dignity of Sylvania. But it is a test that should be acted upon appropriately lest the example of the Increase Act provides a precedent for other nations doused in misguided direction. We once again call upon Charleroi and the great statesman, a man of Danish descent, President Rygaard, to show his true leadership.

Following receipt of this statement from the Imperial capital city of Dulwich, the Rigskabinet has drawn upon the Executive Privilege Orders (1903), an instrument of the Rigskabinet permitting immediate super-parliamentary action. It is with this tool of law, that the Danish Imperium commits to support of this initiative from Great Engellex.
