The Constitutional State considers any speculations about vesting constitutional power into the person of Alexander Dragovic a strictly domestic Serbovian matter and will continue to treat them as such.

NEWS IN BRIEF

 - KARELINGRAD, SERBOVIA PROPER - The Union Directory yesterday announced that it would be expelling the diplomatic employees of the Trans-Niniveh embassy from the country by declaring them personae non grata, in addition to travel restrictions against fifty named individuals in the country's highest leadership. The said restrictions would also affect aircraft or passenger ships known or believed to be carrying listed individuals in Serbovian airspace or territorial waters. The decision was made in the Directory's special session on the Trans-Niniveh issue on Monday.

"With the departure of Serbovian diplomatic representation from Trans-Niniveh, it was decided to equalize the matter in our end", said Imperial Regent and Chairman-Director Alexei Nikitin, "All ambassadorial and consular affairs with that state are being handled by our embassy in Hajr, so this does not represent a formal cutoff of diplomatic ties." With tensions still continuing between the Himyarite country and several of its neighbors, the Regent and Chairman-Director also said that Karelingrad was keeping an eye on the situation and any further developments. "We are monitoring the situation closely", Nikitin added.

 - KARELINGRAD, SERBOVIA PROPER/BATAVIË - Serbovian nuclear experts will be providing assistance to the Batavian government as it works to improve the safety of its civil nuclear assets. The Main Administration for Nuclear Safety, a subdivision of the Directorate of Commerce, will be sending a team of safety, security and plant operation experts to Batavië to advise local nuclear officials and provide recommendations on improvement of Batavian nuclear security. The consultants are multi-year professionals from their respective departments.

"As an advanced and long-term nuclear power of civil and military aspects it is our duty to render such assistance to other governments", said Deputy Director of Commerce for Atomic Energy Nikola Feodorovna in a press conference in Karelingrad, stating that such assistance constituted "improvement to both Serbovian security in knowledge that such potentially dangerous materials will be in good hands, and improvement to the Batavian people as they continue to harness the atom." Feodorovna said that she was hopeful that the Batavian example would encourage further effort towards global promotion of peaceful nuclear energy and military nonproliferation by Karelingrad.

 - PORT IMPERATOR, KOMORAN - After two years of completion, the results of Port Imperator's Petrosyan Dockworks Renewal Project are again drawing interest in the Serbovian architectural circles. Commissioned by the city and Petrosyan Maritime in 2002 when the company consolidated its activities in the St. Michael Bay into Venediktgrad, the project aimed to reform the dock areas in the new Petrosyan District into a new waterfront area to provide a new leader for Venediktgrad's commerce.

In areas with 19th century magazines and industrial halls protected by laws of the Republic of Komoran maintaining the originality of their facades, buildings have been converted into offices and apartments, while the old and entirely dismantled newer industrial halls have been repalced with all-new housing. It is this that has drawn the most interest, since for the first time in a larger scale in Serbovia has a model been implemented in which pedestrian traffic and building entrance is almost entirely separate from the lower automobile level. This allows for greater accessibility and living comfort. The section of the city is now being studied by other architects and development companies looking for inspiration.

KARELINGRAD, SERBOVIA PROPER - Release of Mezhist "Patriot Field Manual" on Serbovian P2P server causes controversy

Release of the so-called "Patriot Field Manual", an originally Carentanian publication containing Mezhist political propaganda and combat instructions, in several Serbovian P2P networks has drawn in significant attention. The Patriot Field Manual, banned in several countries including Cantigny, appeared on several Teletorrent sites and other software and Internet Relay Chat based distribution hubs this morning, and its publication was also announced by the kniaz.sb internet site, a foreign-hosted hub known to be affiliated with the banned Patriotic Serbovian Knights.

The so-called Mezhist ideology was originally born in Carentania in rightist forces opposed to the country's Communist regime, but due to its influence as well as Carentanian emigration into several other countries it has gained influence among Slavic radical nationalist circles in several European nations. In Serbovia, the underground Patriotic Serbovian Knights occasionally describe themselves as Serbovian Mezhists, while even some Duma deputies have sympathized with the movement. "If being a Mezhist means being opposed to a delusional, mind-dulling and frankly diseased Communist regime, then I am a Mezhist and so is every other Serbovian", Slavic Radical Party chairman Yegveni Chernekov controversially said in 2006 during a Duma session. He and other SRP high-ups have also expressed support for the activities of Carentanian Mezhists.

With incitement into political violence and incitement to hatred being prosecutable offenses under the Titles 2 and 3 of the Internal Security Act respectively, the Directorate of Police's Main Administration for Internal Security is reportedly looking into the matter. Several Teletorrent websites to which the Patriot's Field Manual had been uploaded quickly took it down, but the document remains in circulation particularly in more anonymous and distributed filesharing networks. In a press release published today, GUVB Bureau Chief for Political Extremism and Subversion Colonel Igor Vladikov warned that any identified distributors of the said document would face charges under the Internal Security Act.

With the distribution of the Patriot's Field Manual being subject to a government investigation in Carentania, it is believed that the spread of Mezhist materials into Serbovian-hosted P2P networks might open a new avenue for Mezhists in Carentania. IT experts say that in the case of anonymous and distributed networks and in case of other networks using proxies and similar systems, tracking down persons responsible could prove to be difficult. Most Serbovian P2P networks are accessible from foreign IP addresses, though some administrators regulate access on grounds of restricting malicious uploads.

"The Union does not tolerate the abuse of our constitutional liberties for purposes contrary to the spirit of the constitution and our Union itself", stated Sergei Rochenko, Deputy Director of the Police for Internal Security, "Hate does not have a place in Serbovia, and the forces of law will act against the forces of lawlessness and tyranny." Rochenko expressed worries that the spread of publications such as the Patriot's Field Manual could inspire a new kind of "lone-wolf and small-cell terrorism" and called for measures to bring Serbovian internal security into the Information Age.

BELAYA ZELO, SERBOVIAN BANAT- Telashnikov criticizes "regional" nature of Serbovian strategic defense

The Serbovian military should adopt a wider outlook in its strategic defense policy, the commanding officer of the Imperial Union Army said today. Visiting the Belaya Roshta Strategic Command Center, a tightly guarded facility sixty kilometers south of the city of Belaya Zelo which acts as a peacetime center of Serbovian air defense and a wartime joint command center, the Chief of the Supreme Command Commander-General Gennadi Telashnikov criticized what he described as a "far too regional outlook" in Serbovian doctrine of strategic military defense.

"Since 1963 and the first Serbovian nuclear test, our thinking in this regard has focused to defeating local threats and concerns", Commander-General Telashnikov spoke before an audience consisting of Belaya Roshta staff members from all four branches of service, "Now, however, with increasing proliferation of weapons of mass destruction we find ourselves facing new challenges. The duty of the Army is to adapt to our environment and the conditions it presents."

Commander-General Telashnikov said that while the military was equipped to fight off traditional regional threats, the "strategic component had dragged behind the other service arms in developing a capability to respond to threats beyond our immediate region." The strategic deterrent, made up of 48 ICBMs and 64 IRBMs in the possession of the Air and Air Defense Strategic Rocket Corps and 40 nuclear-tipped cruise missiles in possession of the Navy, has largely been developed with the objective of defense in a hypothetical conflict against Greater Sarmatia or Denisova.

Telashnikov proposed an improvement to the mobility and versatility of the strategic deterrent, and also said that the Air and Air Defense Forces needed additional resources "to be able to effect a credible missile shield against intercontinental ballistic threats." According to Telashnikov, such a project would be best pursued in concert with other memberstates of the Pasila Accord. "Even a hypothetical doubling of the strategic deterrent carried out by ourselves would require doubling the Rocket Corps' budget, and research, development and deployment of a missile shield on top of that would be a project most feasible as a joint effort", Telashnikov elaborated.

Among opposition Duma deputies, Telashnikov's words caused a stir. While Serbovia has a tradition of military officers taking part in politics, and Telashnikov as a Life Peer holds a seat in the Privy Council, Trudovik and Decambrist deputies were quick to question whether the most high-ranking military officer of the country was expressing a personal or official opinion. "At a time when we're dealing with social problems and a high crime rate, senior generals shouldn't be dreaming about fancy new toys", Subcouncil of Foreign Policy and Security member Anton Chernenko (Trudovik) stated. No comment was available from the Directorate of War.

NEWS IN BRIEF

 - KARELINGRAD, SERBOVIA PROPER - As the Union Council debated foreign policy in its Wednesday's joint session, concerns were raised over the recent Denisovan entrance into the so-called Revolutionary Defense Treaty Organization. An alliance of Communist regimes, the RDTO's spread to the Serbovian doorstep caused a stir among Privy Councillors and Duma deputies, with government parties, the Social-Nationalists and the Slavic Radicals calling for the Nikitin administration to devise countermeasures against growing Communist influences in Serbovia's vicinity. The Union Directory is expected to take the matter into discussion on Friday.

In addition to discussion related to the RDTO, Director of the State Petar Nikolich addressed future foreign policy prospects of the Union. Calling the Directory's agenda a "platform of broad horizons", Nikolich stated that his intent was to "continue existing relations but also to forge new ones, not only with existing democratic and free nations but also by reinforcing democracy in those countries that are in a peril of falling into autocracy." Nikolich said that the democracies of the world needed not only mutual friendship, but also the ability to reinforce free institutions in what he called transitional countries, listing Dagomba as an example.

 - BELKOGRAD, BELKANO-YUGOTIA/ - The All-Serbovian Ice-Hockey League is to be extended into two tiers starting from the 2011-2012 season, due to begin next August. The All-Serbovian Hockey Association today decided to establish a new Second League, with the current All-Serbovian Ice Hockey League transforming into the All-Serbovian First Ice Hockey League. Though in line with the current practice of the the two first teams of every constituent state ASHA-cerfified league gaining a spot in the main league the Second League will be open to the third and fourth teams of aforementioned regional leagues, teams for the 2011-2012 season will be decided with summer qualifiers open to all teams in constituent states' main leagues.

ASHA Chairman Yuri Narmonov said that the reason for the decision was ice hockey's increasing popularity as a sport, and a hope that by introducing a second-tier official national league ice hockey would increase popularity in areas without teams in the soon-to-be First League. Narmonov pointed out that attendance and TV watching rates for the sport had increased during the 21st century, rivalling Serbovia's traditional major sports of football and basketball.

 - SHERBATY, KORELA - The Imperial Union Army has killed five suspected Korelan separatist militants, including a 34-year old man believed to have planned last week's bombing in Sherbaty, in an airstrike on a farmhouse near the Eastern Border. Major Anastasia Nikolajevna from the Korelan Gendarmerie said that a special forces team had been monitoring the site, believed to have been used as a safehouse for separatist groups, based on intelligence obtained from interrogation of three suspected separatist militants detained in Sherbaty last week.

According to Major Nikolajevna, due to heavy observed activity by armed separatists in the vicinity of the monitored site, it was decided to call in an air strike instead of conventional forces which would have risked the suspects being tipped off or otherwise departing the target site. An Air Force Yuzovka Yu-29 fighter aircraft subsequently dropped a 125kg guided bomb on the building, destroying it completely. A special forces team inserted into the site several hours later identified the deceased victims.

Korelan legistlators criticized the use of such heavy force in an operation "that could have been carried out with less casualties", as Marek Korolewski (Communist) from the Korelan legistlature described.

KREPOST DOLGICH, YEGRA - Last surviving Civil War veteran, oldest man dies

The last surviving veteran of the Civil War, praporshchik Timofeev Melnikov, has died in his sleep in the age of 108 years. Melnikov was also the oldest confirmed male Serbovian ever at the time of his death, the title of the oldest Serbovian ever being held by the 111-year old Julia Nikonova who died in 2006. Members of Melnikov's family said that he died without pain at the Brigadier Ivanov Military Home in Krepost Nikonov, Yegra.

For several years after the death of the second surviving Civil War veteran Sergeant Pyotr Denikin in 2006, Melnikov was a remaining alive symbol of the veterans of the Serbovian Civil War and their battle to stop a Communist invasion that threatened to engulf the entire nation. While he lived out most of the rest of his years as an unassuming ordinary worker and then a retiree, his wartime achievements came to light in 1982 when his grandson Ivan Melnikov, himself now a member of the Imperial Navy and still in active service, encouraged his grandfather to come out with the wartime experiences.

During the war, Melnikov served with the 11th Yegran Sharpshooters, an unit primarily consisting of Yegran soldiers that served with the Third Army of the White Loyalist Forces. Wounded once due to gunshot and twice due to artillery shelling, he was a triple recipient of the Cross of St. Lazarus and a one-time recipient of the Imperial Cross of Honor due to bravery above and beyond the call of duty when participating in the defense of Belaya Zelo from Red forces.

Leaving behind three still alive children, six grandchildren and ten grand-grandchildren, the passage of Mr. Melnikov is being mourned in Krepost Nikonov, where he had lived since 1948 and had become a well-known member of the community. First working in a metal workshop, he was among the group of four former workers to buy the workshop upon its bankruptcy, and eventually worked as its sole proprietor until transferring the responsibility to his son Yuri Melnikov in 1965. He also served in the Krepost Nikonov City Council between 1958 and 1983 as a member of the Agrarian Christian Party. According to grandson and Captain Second Rank Ivan Melnikov, the family has accepted the offer of a honor guard of the Yegran Republican Guard Corps to be placed for the course of the funeral at the Krepost Nikonov Cemetery of Veterans and Military Heroes. Lieutenant-General Sergei Galkin, Commander of the YRGC, expressed his condolences to the family.

The death of Mr. Melnikov still leaves two alive members of the Red rebel forces, currently in regular homes for the elderly, new oldest man Nikolai Anichkov at 107 and Feodor Kravchenko at 104.

The people of Touzen mourn Mr. Melnikov death, whom's life has been one of service to his country and by extension humanity itself. His actions helped freedom to prevail in Serbovia and assisted the country in defending itself against the threat of totalitarian occupation and collective enslavement.

The Constitutional State's ambassador to Karelingrad has expressed his desire to attend the funeral to pay his last respect towards Mr. Melnikov on behalf of the people of Touzen.

NEWS IN BRIEF

 - KARELINGRAD, SERBOVIA PROPER - Director of Welfare Maria Timoshenka (Monarchist) is set to propose to the Union Council sales restrictions regarding energy drinks marketed at under 18 year olds. The proposal, which is to be reviewed by the Subcouncil of Welfare today, would ban selling enery drinks with a certain dosage of caffeine and other substances to under sixteen year olds, in addition to restricting the amount of said substances and coffeine in regular refreshment drinks. The soft drink industry has targeted heavy criticism and lobbying against the upcoming proposal.

Director Timoshenka cited proven health problems for minors related to heavy energy drink consumption, in addition to class disturbances recorded by teachers throughout the country due to pupils consuming energy drinks in class and becoming "restless", as Timoshenka described. The proposal has been criticized by several Deputies even before the first Subcouncil hearing, including Deputy Tomas Vyshinsky (Agr. Chris, chairman) who wrote in his blog "This country leads the developed nations in alcohol-related deaths and the Directory is worried about what, energy drinks? This is plain ridiculous."

A 2010 youth health survey conducted by the Union Combined Health Insurance Association said that 61% of Serbovian youth drank energy drinks at least once a week.

 - KREPOST MIKHAILOV, TOUZEN - The aircraft carriers IVK Vladimir Rushkin and IVK Dmitri Karelin and their escort ships, as well as ships from other Touzen-deployed units of the Imperial Navy and the naval forces of the Constitutional State have begun exercises off the coast of Touzen. Warnings of operational exercise areas are available in the website of the Touzen Command, while the Union Forces Radio Touzen is conducting regular announcements to advise civilian traffic of the situation in the area of exercises. In addition, Navy and Naval Gendarmerie patrol ships are monitoring the area for any unauthorized activity.

With Touzen providing few areas to exercise air operations due to its heavy population density, a significant portion of the operation is expected to consist of exercises carried out by the Imperial Naval Air Service's fighters deployed aboard the two carriers. All in all, the week-long exercises involve fifteen thousand Naval and Naval Gendarmerie servicemen in operational and operational support roles, constituting the largest Serbovian naval exercises held in Touzen since 2007.

 - JUNCTION, CANTIGNY - The Star of Life Association, a daughter organization of the Foundation of the Union Directory, begun relief efforts today in Cantigny in response to problems with supply of donation blood to local hospitals after a recent large-scale neighborhood fire in the city of Junction. A team of doctors and logistical experts from the SLA's International Crisis Service has set to work in the area preparing for the arrival of airlifted donation blood, the first of which is expected to reach Cantigny by Friday morning. The Star of Life Donation Centers in Serbovia have been busy summoning registered blood donors for the purpose of organizing relief for Cantigny.

"We're going to help out with the immediate problem of trauma patients and such needing fresh blood, no pun intended", said Dr. Konstantin Aramov from the International Crisis Service, "But also in advising the local hospitals and equivalent non-government organizations in strenghtening their capability to arrange blood donations so that incidents such as these do not repeat themselves." The Union Embassy in Cantigny is providing assistance to Star of Life in the effort.

National Health Board - Cantigny

As a city, region, and nation that was unprepared to address the medical needs of a city fire, Junction and the entire Nation humbly offer our sincere gratitude to The Star of Life Association for all of its diligent aide and assistance throughout this harrowing week. More than considerations of modernizing architecture or fire departments, we have learned that a disaster of any caliber might seriously threaten lives in the deep southwest of mainland Cantigny. The Star of Life Association,
the Foundation of the Union Directory, and all elements of humanitarian aide that has come solely from Serbovia, are invaluable beside the education of modern crisis prevention and procedures employed by Serbovia.

KARELINGRAD, SERBOVIA PROPER - 2011-2012 Directory Budget Team sets to work

Director of Treasury Vyacheslav Merkulov's (Kadet) Directory Budget Team today officially set to work in planning a preliminary Proposal to the Directory concerning the Union Budget of the Fiscal Year 2011. With FY 2011 starting in May, the Directory of Treasury expects to be able to present a proposal concerning the budget on the first week of April in the Union Council. The budget-drafting month is typically a frantic period at the Anichkov Palace and the Council Hall.

Drafting the Fiscal Year 2011 budget comes at a time of economic uncertainty drawing from recent diplomatic disputes with Trans-Niniveh and the growing political tension in Jizhou between Sinhai and Vangala, with the Karelingrad School of Economics already having reduced its widely influential GDP growth estimate for 2011 from January's 5.0 % to 4.6 % as a result. In the Vinograd Technological Stock Exchange and the Karelingrad Stock Exchange the continuing geopolitical developments have also created worry.

At the same time, Merkulov's Directory Budget Team works to balance the needs of the different Directories and those of the regional governments, not to mention the political groups of the Union Council. With growing international tension and the Denisovan entrance into the RDTO, the Monarchists and the Kadet right-wing have been joined by the Social-Nationalists and the Slavic Radicals with calls for increases to the defense budget, even as measures are required against a growing crime rate and regional governments call for Karelingrad to come to their aid in developing disadvantaged areas.

Rumors from Stahovich Palace, the headquarters of the Directorate of Treasury, state that the Budget Team's is set to call for tax increases. Though the Kadet-Monarchist coalition pledged not to raise income taxation during the 2009-2013 term, political analysts point to indirect taxation as a likely point in the FY 2011 budget. In an interview with the Gazeta, Professor Yakub Abramov from the Karelingrad Imperial University's Faculty of Ecomics suggested that the Nikitin Directory was intent on seizing recent discussion about alcohol abuse and smoking to increase so-called "vice taxes", also mentioning the value-added tax as a possible object of increases.

The opposition parties are also expected to bring forward their own shadow budgets during April.

KARELINGRAD, SERBOVIA PROPER - Nikitin urges calm in Touyou as Sinese-Vangalan tensions grow

After the Vangalan Air Force fired on a Sinese AWACS aircraft in international airspace, prompting Sinhai to respond by deploying a carrier battle group in the vicinity of Vangala, the Imperial Regent and Chairman-Director Alexei Nikitin has urged calm from both parties involved. Nikitin spoke during a televised press conference today at his official residence in Anichkov Palace, criticizing Kilikia for escalating the situation but also urging calm before "unavoidable things would take place in Jizhou."

"The Union continues to implore Kilikia to open its nuclear program to international review to make sure that it is exactly what Kilikia claims it to be, a peaceful initiative of nuclear power. It is the stance of this administration, as stated numerous times before, that civil nuclear power is the right of each and every sovereign state", Nikitin spoke to reporters, "However, as long as the Vangalan regime insists on declining to open its nuclear program to inspectors we cannot be certain that it in fact is a civil nuclear program."

At the same time, the Regent and Chairman-Director said that though "given past history between the two involved states, the Vangalan reaction to the presence of nearby Sinese assets can be understood, though respect of international airspace and waters still draws us to conclude that the Vangalan military should have exercised greater restraint." Nikitin stated that international mechanisms such as the Council of Nations should be the primary arena of action in the field of non-proliferation and nuclear threat reduction, urging like-minded states to cooperate in improving international cooperation.

Nikitin denied rumors that the Stavka had asked the IVK Dmitri Karelin and its escort group currently conducting exercises with the Touzen Command to maintain its presence within the coast of Touzen for the moment, but said that military intelligence assets were at work in monitoring the situation between Sinhai and Vangala. Anonymous reports from the Anichkov Palace say that the Directory could be including the current tensions in Touyou into the agenda of a forthcoming meeting of the Pasila Accord Permanent Council, originally convened owing to tensions between Trans-Niniveh and neighboring states.

At the same time, the Jizhou tensions have stirred discussion in the Union Council. While leftist councillors criticized the government of what they called interventionist attitudes, Kadet and Monarchist councillors urged the government to act towards stricter non-proliferation action. The most extreme words came from Deputy Yegveni Chernekov (Slavic Radical Party) who urged the Imperial Air Force to launch pre-emptive strikes against Vangalan nuclear targets.

VESPER, FRIDAY, 18TH MARCH 2011
_____________________________________________
The Chief Officer of the Foreign Office has marked
this message as CLASSIFIED, pertaining
to the C.O.'s equivalent in Serbovia.
Written in Sworn Service to our Sovereign Engellexic Majesty Queen Charlotte .

TO THE FOREIGN OFFICE IN GREATER SERBOVIA

Cantigny has all but lost its vast swathes of patience afforded for the Empire of Sinhai, who has exemplified every characteristic of the rogue and potentially genocidal nation state. We urge Serbovia, a significantly greater power than Cantigny, to work beside us in pacifying the situation between Sinhai & Vangala before Imperial Sinhai strikes first, as it is known to do. If such an event is permitted to occur, Vangala will respond in full force at instinct, a catalyst to a chain reaction which will draw the full power of the RDTO in to the East.

As responsible Ministers, Officers, and Secretaries of the Eastern Realms - it is our duty by design - to facilitate the safety of civilian assets which are now at risk of inflation or total annihilation. This nation will work cohesively with any strategy of peace laid out by Serbovia in the coming days, as a trusting ally in this brewing conflict, so we might prevent this situation from transforming in to a real casualty-ridden conflict.

We feel that Greater Serbovia was insurmountable as a targeted tranquilizer against Trans-Nineveh aggression upon Can-Engellexic property owners. While the circumstances are different, the stakes are as gravely serious, perhaps more so, with two militarized states circling each other in the arena of total war.

The People's Republic of Vangala is a notorious regional instigator. It has openly supported and aided the illegitimate state of North Ratomkira which has initiated a civil war that has claimed the lives of thousands, has been linked with terrorist groups within Sinhai, Keida, and Khalistan, and has the capacity to strike at targets within the Empire of Sinhai with short-range ballistic missiles, most notably the Imperial capital of Siraama, from missile launch sites within the People's Republic. Short range ballistic missile tests were confirmed independently by the Associated Press in June of 2010 ( ) shortly after the sinking of a Vangalan vessel believed to be connected to revolutionary elements within the Empire. While the Empire has not confirmed a connection between Vangala and revolutionary elements, it should be noted that it's investigation was impeded by the intervention of RDTO military assets, which destroyed the evidence before the Empire could request an impartial investigation. ( )

The Empire of Sinhai will not allow the People's Republic of Vangala to pursue a technological course which maintains the possibility of nuclear support for revolutionary elements within the Empire, and endangers the livelihood of over twenty million Imperial citizens. The Empire has made it's zero tolerance stance towards nuclear weapons excessively clear, and demands that the People's Republic of Vangala compromise with the Empire immediately. To continue on a provocative course would only logically conclude in provocation.

The Union considers the Vangalan government to be the main instigator in the current regional instability, but will underline that either the RDTO or Sinhai emerging as a clear and definite "winner" even in a political and prestige sense is a condition carrying its own problems for the rest of the region.

However, the Union agrees with Vesper on the potential risk that the situation bears for regional security, and is of the opinion that regional states in general and Pasila Accord memberstates in particular should work towards a diplomatic resolution to the crisis development.

At the same time, we remind Vesper that with the Denisovan entrance into the RDTO any Vangalan military nuclear program can by extension be considered to hold the potential of proliferation of military nuclear technology among the whole alliance, constituting a clear and present danger to the Union's national security.

DULWICH, SUNDAY, 20th MARCH 2011
_____________________________________________

The Right Honourable The Secretary of State has received the Command of Her Engellexic Majesty The Queen to make known the following gracious Statement of Her Engellexic Majesty to the Chiefs and Princes of Cantigny.

Extension of The Queen's Statement in Council.

TO THE CHIEFS AND PRINCES OF CANTIGNY

It is to be expressed, upon instruction of Her Engellexic Majesty;

We accept the deeds of our fathers with their consequent responsibilities, determined to abate the evil that should manifest against Great Engellex, and Cantigny, the realm of Her Engellexic Majesty, to enhance the good, to refuse unjust advantage where we can, and certainly to continue in no prescribed course of wrong doing. This is the only possible policy for Great Engellex.

And while on this subject, it is most opportune to disturb another self-complacent notion circulating the backrooms of Dulwich : that we have nothing to fear from those that menace the Orient.

The advance of Vangala into nuclear armament, it cannot be too often repeated, places the balance of power in the hands of the Revolutionary Defence Treat Organisation, which loves to glorify the dismantling of civilised society and see its people tremble at the menace which is their perverse interpretation of liberty. Thus it remains greatly within the sphere of Engellexic interests to express jointly the concerns that are also of our partners and allies of the impending devastation that should be seen within that region, should this crisis find no resolution.

By the Grace of GOD, of the UNION of GREAT ENGELLEX, CHARLOTTE, the QUEEN, through the Right Honourable the SECRETARY of STATE, ANTHONY PELHAM-HOLLES

NEWS IN BRIEF

 - KARELINGRAD, SERBOVIA PROPER - Discussion on the FY 2011 budget continued on Saturday as the Trudovik Party announced the formation of its own working group to draft an alternate "shadow budget". According to Trudovik chairwoman Alexandra Korbatova, Yegran Privy Councillor and Subcouncil for Treasury member Vladimir Terentyev is in charge of drafting and presenting a shadow budget to the Trudovik Council caucus. The other opposition parties are expected to follow suit next week.

"Increasing the resources of the armed forces seems to be a stretch, and our party calls for cutbacks to foreign deployments", Korbatova said in a Trudovik press conference, "At the same time, we need to fight crime by supporting more police officers and we need to strategically target aid to the disadvantaged groups by more scholarships and greater regional development funding." The Trudoviks also want a tax reform towards a more progressive direction.

 - VENEDIKTGRAD, POMORNIA - Leading entertainment conglomerate Mriya Entertainment is spearheading Serbovian investment to Jurzan. The company last week announced its intent to seek out opportunities in the country's tourism and entertainment market, specifically in the new Sharjah Strip area marketed by the Jurzani government as a hallmark of its national reconstruction after the war with Talemantros. Mriya Chief Operations Officer Artyom Demidov said that the company was seeking out prospects for bringing out its five-star Gold Dust Dream Casino-Hotel brand as well as different middle-class resort brands into the country.

With Mriya becoming the first large-scale operator now arranging travel from Jurzan to Serbovia, analysts also expect that the amount of Serbovian tourists visiting the country will increase during this summer. Jurzan has traditionally drawn low amounts of attention and interested tourists have been forced to reserve hotel and airline places by themselves, but with Mriya's drive into the country the company will also make available easy-to-access travel packages.

 - BELOZERSK, ZAPADNOSLAVIA - As the midterm holidays continue in resorts along the Southern coast, the Zapadnoslavian Police Force has commenced its annual crackdown on drug use among student tourists. Law enforcement officers also target prostitution and illegal gambling in the operation, which is headed by the Vice Unit of the Greater Belozersk Judicial Police. Police sources said that so far forty arrests and fifty-eight finings had been carried out during the operation, primarily for drugs offenses.

In a press conference at the Belozersk police headquarters, police officials presented narcotics confiscated so far during the operation, primarily marijuana, LSD and ecstasy but also smaller amounts of amphetamine and cocaine. "We are assuming a preventive stance keeping in mind that a lot of the people involved in this operation have been students", said Lieutenant Vyacheslav Kozin from the Greater Belozersk Judicial Police, "It is very sad to see young, bright people endanger their future in such a manner, so the operation also has a preventive and educational function in addition to the juducial one."

YUZOVKA, BELKANO-YUGOTIA - Two 'Serbovian Knights' detained by GUVB for distributing Mezhist materials

The joint investigation by the Stavka Intelligence Command and the Main Administration of Internal Security into the distribution of Mezhist hate materials in Serbovia netted two arrests today as armed GUVB agents and Gendarmes raided two properties in the town of Andreyev, thirty kilometers east of Yuzovka. The two arrested are reported members of the Patriotic Serbovian Knights, a nationalist group classified as a seditious movement under the Internal Security Act.

According to GUVB Bureau Chief for Political Extremism and Subversion Colonel Igor Vladikov, the agents confiscated several computers, six registered handguns and three registered semi-automatic rifles and six unlicensed semi-automatic rifles illegally converted into full automatic weapons and paper-printed ISA-defined hate materials. The two suspects, 31 and 25 year old men, are believed to have maintained an anonymous P2P network for distribution of radical nationalist content including music, home-made films, political material and paramilitary instructions. The investigation is continuing regarding the involvement of any other individuals. Colonel Vladikov also said that the two men had been communicating with foreign radical nationalists including affiliates of Carentanian Mezhist groups.

The two were booked at the Andreyev Police Headquarters for several counts of incitement to hatred and incitement to political violence, two counts of sedition, several counts of copyright violations and two and four counts respectively of first-degree firearms offenses. The suspects will appear before the Yuzovka Division of the Belkano-Yugotian Union Regional Criminal Court tomorrow with the procurator in charge of the case demanding their remanding into investigative custody for the duration of the investigation, citing security and flight risks. Violations of the Internal Security Act and the Firearms Control Act are considered Union-level offenses by law.

The Belkano-Yugotian Minister of Justice Viktor Logunov (Monarchist) congratulated the security forces for the arrests, saying that "nowhere in Serbovia should wanton hate and anti-democratic criminality have a place." Logunov said that since there were hints that such elements were operating in Belkano-Yugotia, he had instructed the Belkano-Yugotian Constabulary to give all assistance required to Union authorities in persecuting groups such as the Serbovian Knights.

One of the most active radical nationalist movements in the country, the Patriotic Serbovian Knights are estimated to have ten thousand members or supporters throughout the country. Since involvement of group members in anti-immigrant acts of violence caused its definition as a seditious group in 1998 allowing the prosecution of active members for sedition offenses, it has moved its activities to Internet sites and small underground cells. A GUVB estimate on radical nationalist groups estimated that the organization had a core of "at least several hundred members" capable of acts of violence, though it pointed out that the current Serbovian Knights cells were by large unable to operate beyond street level.

KREPOST DOLGICH, YEGRA - Christian party chairman calls for gun laws reviews

Union gun policy became a target of surprising criticism today when the news of arrest of two Patriotic Knights members with licensed firearms in the Republic of Belkano-Yugotia reached leadership of the opposition Agrarian Christian Party. Party leader and Life Count of Western Yegra Konstantin Sinebrykov discussed the issue in his personal blog at the AGP homepage, questioning what he described as overly lax Union firearms laws.

Privy Councillor Sinebrykov pointed out that both of the members of the radical nationalist group Patriotic Serbovian Knights held by the Directorate of the Police recently had been licensed firearms owners, of service caliber handguns and 7,62mm semi-automatic rifles similar except in mode of firing to those used by the Imperial Union Army. Sinebrykov also claimed that the affiliation of the two with the Knights had been known by the GUVB and the Belkano-Yugotian Police Service, questioning why carriage of such weapons by individuals of extremist affiliation was allowed.

Gun law is the joint purview of the Union and state governments. Whereas the right to bear arms is constitutionally guaranteed, and has wide support all the way to the highest levels including Regent Alexei Nikitin who famously stated in 2008 that "the armed citizen is a God-given grace to our country", registration of firearms and requirements of safe use training and lack of serious criminal history is enforced by the Directorate of the Police. However, constituent states may choose to institute their own regulations within this context. For example, several states require additional training and licensing for concealed carry in public places, while Pomornia and the Autonomous Jewish Republic are known for banning the sale of fully-automatic assault weapons.

Director of the Police Aleksandr Gonchar (Monarchist) responded to claims made by Agrarian Christian leadership by saying that "practical modes of operation within the Main Administration of Firearms, Drugs and Alcohol" would be checked to make sure such incidents would not repeat themselves. Gonchar said that any administrative lapses would be investigated, but he underlined that without convictions association with a seditious organization alone would not under current law bar firearms possession. "If this proves to be a serious problem, then we need a legistlative change mandating GUVB vetting for firearms licenses", Director Gonchar stated.

The Main Administration of Firearms, Drugs and Alcohol - also known as GUONA - includes among its responsibilities the registration and control of firearms bearers within the Union.

Owing to relatively permissive character of Serbovian gun law, there are an estimated number of 55 firearms for 100 residents, and as such Serbovia is one of the worldwide leaders in legal gun possession. Unregistered firearms were not included in the estimates.

NEWS IN BRIEF

 - KARELINGRAD, SERBOVIA PROPER - Comments made by former Stavka head and current life peer Commander-General (ret.) Alexander Buinov regarding the Vangalan nuclear program have stirred a minor diplomatic crisis, in addition to heated discussion with the Union Council. In an interview with the Gardiya military magazine, Buinov advocated pre-emptive cruise missile strikes against Vangalan nuclear targets, saying that "Vangalan and RDTO nuclear proliferation" constituted a threat to Serbovian security.

While Kadet-Monarchist moderates and Trudovik, Communist and Decambrist councillors criticized Buinov for his remarks, describing them as inflammatory and diplomatically dangerous, the Life Duke of Eastern Volinia also received support from "hawks" of the government parties as well as Social-Nationalist and Slavic Radical Party oppositionists. The retired head of the armed forces appeared bent on pressing the issue, saying that Vangalan calls for "dismisal of a representative of the people over a mere comment" constituted proof that "these people know nothing about democracy and liberty".

Imperial Regent and Chairman-Director Nikitin said that he "believed that the Vangalan nuclear program could pose a potential challenge, but that military nonproliferation should exhaust political means first."

 - IMPERATORSKOJE ZELO, SERBOVIA PROPER - Amidst tight security owing to domestic and foreign terrorist concerns, the Permanent Council of the Pasila Accord is meeting at the Palace of Sun for what Directorate of the State officials have described as a scheduled routine meeting. Deputy Director of the State for Allied Nations and Serbovian delegate to the Permanent Council Nikolai Kovalev is acting as the official host and chairman of the meeting. Several thousand Grand Ducal policemen, Gendarmes and Army soldiers have been called up to maintain security in and near the Palace of Sun.

While the arranging Main Administration for Allied Nations has been tight-lipped about the meeting's agenda, issues related to current tensions in Touyou and Himyar as well as collaboration with other democratic states are expected to be on the agenda. Deputy Director Kovalev has declined to comment on rumors that the Permanent Council is expected to take up improving cooperation with the Frescanian-Suonian Kalskrona Accord, particularly as the meeting coincides with the announcement that the Frescanian Chancellor Miguel Carmelas would be visiting Serbovia and Touzen.

 - KREPOST IVANOV, YEGRA - The Union Army is conducting an inquiry into the events that led to the death of two civilians, in addition to three members of a Korelan separatist terror cell, in an air strike near Zaysan a couple of weeks ago. Southeastern Command head Colonel-General Vladimir Gurevich said that he would personally chair the inquiry into the conduct of elements of the 27th Shock Reconnaissance Company and the 9th Fighter Regiment that were involved in the operation to eliminate the separatist terrorist who was the target of the air strike.

"We recognize that this is a controversial issue in Korela right now", Colonel-General Gurevich said at the Southeastern Command's headquarters in Krepost Ivanov, where he met with Korela Minister-President Shrabat Nazarbayev. Minister-President Nazarbayev stopped at Krepost Ivanov on his way to Karelingrad to discuss the recent events in his Republic with officers of the Southeastern Command, which includes the Republic of Korela in its operational area. Colonel-General Gurevich also underlined the fact that the inquiry would be of a recommendative status, and that any judicial inquiries would be a matter of the Stavka. However, he said that "collateral damage" did not constitute grounds for a JAG inquiry.
