Lethonian Protocols
Noting the weapons program that has been aggressively launched in the days since the ending of the Pannonian Crisis. The systems and capabilities further being brought online with capability and intent to target and create mass casualties amongst civilian populations.
Noting the complex and illustrious biological research and development centers of private and government controlled sectors in conjunction with the large scale deployment and manufacturing of long range ballistic missiles poses one of the greatest threats of destabilizing peace as well as a threat against humanity.
Noting the Chagny Treaty signed by the active participants following the military action by the Holy Frankish Empire which called for a plebiscite amongst the citizens of Bourdignie and agreement to respect the wishes of the plebiscite by all parties. The lack of any sign of a military drawdown in Bourdignie and efforts by the Lethonia-Thuringau violating the Chagny Treaty, as well as the wishes and desires of the Bourdignie population calling for the withdrawal of said forces.
Acting in accordance with the desire to maintain peace and stability not just in Gallo Germania but also around the world and the designed framework of the European Forum to attempt and prevent conflict between nations.
1. Calls upon the creation of a peace keeping force of five thousand men to be composed of no more than a thousand men from each contributing nation. Aiding the framework of this plan to ensure the interest of the aggrieved parties a thousand of these will be provided by the Holy Frankish Empire and the Empire of Tarusa.
2. Demands that inspectors from the nations of the EF or a body created by the EF be granted unlimited access to the biological research and development centers of Lethonia to monitor activity within these facilities to ensure all research is aimed at peaceful means and not weaponized.
3. Demands that inspectors from the nations of the EF or a body created by the EF be granted access to production facilities designated as producing or capable of producing ballistic weapons.
4. Requires that the manufacture of ballistic weaponry with a range in excess of 600km be ceased and all currently produced be dismantled with oversight from the EF.
5. Demands the immediate withdrawal of Lethonia-Thuringau armed forces from legal boundaries of the nation of Bourdignie upon the arrival of the first EF white helmet forces.
Noting the difficulty in the European Forum in the enforcement of previous resolutions and the potential repercussions on a global scale for catastrophe from failure of this initiative the following provisions shall be carried out in accordance for failure to follow any of the provisions of this resolution.
1. Requires states to cease the supply, sale, or transfer of military hardware or components that may be used in the production of military hardware in accordance with this resolution by either the Thuringau or Lethonian nations of ScanLaw.
2. Expects states to apply pressure to follow the protocols in the interest of peace by means of economic sanctions targeting banking institutions and assets of high level government and business officials in accordance with this resolution if failure to comply by the Lethonian or Thuringau nations of ScanLaw
