As you are aware, the relations between Serenierre and Eiffelland-Retalia are very tense at the moment. It is the intention of Eiffelland-Retalia to maintain the peace in the Retalian Sea, exactly because Eastern Serenierre and your countries depend on that Sea for access to the Long Sea and the large sea routes.
I don't want to involve you into the dispute between Serenierre and Eiffelland-Retalia about the Retalian Sea. We will do everything we can to prevent war in the Retalian Sea, but we have no confidence in the ratio of the Serenien government. Therefore, I think it would be wise to develop a plan to secure your access to the Long Sea when a war breaks out in the Retalian Sea. We don't have a problem with opening our territorial waters to ships sailing to and from Larian seaports if that makes the situation safer for you, but we also think that we have to prepare a scenario in which your access to the Long Sea is guaranteed through Eiffelloretalian seaports when the Retalian Sea is too dangerous to sail through due to an ongoing war. Our thought would be to add emergency facilities to the seaport of Warnemünde, including an airport. Then in the case of cases, we dedicate parts of our railroads to connecting Warnemünde with Lars. Later on, when there is money for it, we can extend the rail connections between Warnemünde and Lars.
