PARLEMENT AND ERN TO INVESTIGATE EVENTS
Formal Joint Investigation into Vesper Embassy Events

Hammersmith, NoCRER - The Engellexian Republic Parlement and the Engellexian Republic Navy have announced they are to conduct a formal joint investigation of the events surrounding the siege of the Lord & Lady Peace Estate embassy in Vesper, and the subsequent destruction of that embassy, the executed security protocol with public health considerations. The investigation, which has been conducted briefly until now under the highest security restrictions by the Council of the Republic, is nearing completion.

Neither the ERN or the Engellexian Republic Parlement have announced what specific details they are investigating, instead saying, we are conducting a broad analysis of the entire situation, from the highest levels of command to the very bottom.

The Engellexian Republic Parlement has extended its scope of the investigation to diplomatic involvement and considerations in respect of the siege and consequent destruction, and has officially requested anything additional that other governments and agencies, throughout Europe, can add, to submit the intelligence to Hammersmith. The Engellexian Republic Parlement expects to complete the report within the next two weeks.

We offer complete cooperation with the Engellexian Republic Parlement and the ERN in investigating the events gearing up to the destruction of the Engellexian embassy in Vesper. Representants of the Engellexian Republic Parlement and the ERN are welcome in Trier and Altburg to cooperate with the Staatsschutz and the FSD.

We urge Eiffelland to withdraw itself from any further participation in this affair, as it had already done under duress prior to the destruction. Further assertion that Eiffelland can offer anything resembling neutrality or productive assistance should rightly be viewed as meddling conspiracy. In some months or years ahead, and on an entirely different matter, perhaps Eiffelland could offer itself up as what it so desperately wishes to be.

STATE FOREIGN SERVICE,

It is not often the policy of this Administration of this Government to directly comment upon those discourses between other nations and/or territories, particularly where in those cases such discourse has been leaked to the public via fair and free journalistic media. In this case, however, we are compelled to note that a peculiar tone has crept into what we have heard of and received by way of diplomatic language and phrasing of policy, in particular relating to those extraordinary and tragic events in Vesper, leading to the deaths of so many. While we acknowledge that our actions did, indeed, amount to actions placing both Vesper and Trier under extreme duress - we feel that the final outcome more than proves us to have been in the right on this matter.

The time wasted dealing with the unnecessary intrusion of Gallo-Germanian interests into what was, and shouldhave only been a matter between the Engellkin and Thaumantic Peoples, ensured that these now dead individuals, horded into and held against their will on the grounds the First Republic's diplomatic mission, by the Cantigian authorities - and against all prior Civilized Custom - would surely have developed some case of bacterial contagion by time and miserable proximity alone.

Though we, of course, value the spirit of rapprochement that has again won the day between all of our Kindred Peoples, we cannot help but construe some sense that there is a feeling of bitterness from those most recent sentiments expressed by Vesper, for or over our insistence upon the observance of proper civility and harmony and the tradition of Lawful Conduct between those with whom we share the closest of relations.

While it is the opinion of this Government that there should be no further intrusion of non-native or historically associated and partnered powers, shared in this case with our kindred and partners in the Cantigian Foreign Office, we must also request clarification on the sentiments presently gripping those conducting and shaping policy in Vesper.

Kindly and with regards,

Sir Endymion Victavio Walker, State Foreign Service Secretary,
Confederated Republic of Beautancus

Upon further consideration and instruction from higher authority, we wish to amend our statement by instead recommending Eiffelland host a fully operational PREP group so that the investigation and resulting decision thereof are conducted swiftly and decisively. If Eiffelland can neutrally and fairly accept this PREP Team in proximity of Trier and its homeland, then we welcome them back as participants in solving this conflict.

Concerning our tone: it is one of condolence for those who have lost their lives, and regret for what great part Cantignia had in losing them.

Please realise that it was the Government of Engellex which requested information from other governments and agencies in this matter. We simply replied to that request by making clear that we will give any information needed. We leave it to the Government of Engellex to decide if information from us is needed or not.

ETC and ETC Interest in CHC
Governor Mathelda Ajogo Announces Company Interest in Loago

Damara, ETCOS - Lady Mathelda Ajogo, Baroness Ajogo, who the month previous resigned the Vice Presidency of SoCRER to assume the Governorship of the Presidency of Damara (ETCOS), today has announced the developing interest of the Engellexic Thaumantic Company (ETC) and the Engell-Himyar Trading Company (EHTC) in establishing a permanent and not-insignificant Engellexic commercial and industrial presence within Loago, by the takeover of the Caledonian Himyari Company (CHC), and placing all its interests under direct control of joint ETC and EHTC authority. At the same time, reported speculation has been released that the Caledonian Government, of which the CHC had stored great expectation and trust, would not be proceeding with a promised bailout of the corporation, placing the value of the company stock as potentially worthless.

Despite the announcement from Damara being made with entirely no expectation in the First Republic, and especially around Europe, questions were raised on on the possibilities of probable ETC considerations relating to the developing political environment in Loago. Governor Mathelda Ajogo, however, refused to allow herself be drawn upon the political crisis unfolding within Loago, informing international press represented that, the Presidency of Damara sustains an always timely review of the conditions that disorganise the regular practice of political regulation in Loago, though it shall not be found animated to confess to any particular opinion that it cannot trust to be absolutely deserving of the circumstance. Only in time will the Presidency acknowledge any provision for a strong, animated, argumentative - if required, address to, sufficiently broach the disorganisation of Loago with an instruction; questions relative are, therefore, not required. I express my gratitude, and respectfully permit your questions in concern of the CHC interest.

The ETC and the EHTC have not openly addressed how they intend to establish and regulate this joint enterprise together. A statement released by the ETC underlined that the Engellexic Thaumantic Company sustains civilian, commercial and industrial operations, as expected. No constitutional control interest has been made in the transference of the Elephant Admiralty to the Company to perform any security concern uniquely a Company consideration. The Lord Guarantor is always and forever in communication with his counterpart of the EHTC. The EHTC shortly released an almost identical statement.

AIRSPACE CLOSURE ADDRESSED
Secretaries of the Republic Make Joint Statement to Senate

Elephant and Castle, SoCRER - The Northern and Southern Secretaries of the Republic within the external reach apparatus of the Engellexian Republic, the Foreign Affairs Joint Committee, have issued a joint statement in appeared response to escalating public questions and demands for transparency on the requirement for sovereign airspace closure. The joint statement is the first act of the Council of the Republic in publicly addressing the extraordinary situation, and the circumstance that preceded and demanded it. Various members of the Engellexian Republic Senate and Bare Commons have anonymously informed national media groups, including the First Republic Media Group, that the Engellexian Republic Parlement is fully informed and entirely supportive of the Council of the Republic.

Lord Quintus Durant, the Southern Secretary, and Lady Minerva Threadneedles, the Northern Secretary, had this statement to address the Engellexian Republic Senate :- My Lord Speaker and Keeper, members Noble of the Engellexian Republic Parlement.

The Council of the Republic is not ignorant of the matters and affairs, personal and truly private, that are disturbed and plainly frustrated, shaped and carried by ever greater flourishing anxiety.

The closure, and the often suggested delay supposed to its desired termination, of airspace adopted, had been found an extraordinary necessity owed to the common interest of our common security.

We are obliged to give thanks to, and hope for further, little patience of you all, with us.

The civil industry of the Republic is plenty committed and abled to dutifully consider and redress every interest, in pursuit of every available gratification, so that much may be happily negatived.

The statement has outlined a number of concerns widely, and loudly, made in the public forum in reaction to the airspace closure, the continuation of its closure, and provided no small degree to the validity of those concerns and how they exist within respect to the position of the Council of the Republic.

Many had expressed immense frustration, even demonstrated in some instances, at the perceived lack of consideration for the ordinary citizen. The First Republic is a Thaumantic civilization, those external of the Republic would describe it as transcontinental, and the aerospace transportation and navigation industries, the Engellexic aerospace technology developed, has always been in response to the urgency of connectivity within the Republic; the Engellexian Republic Parlement supported the development of the first supersonic passenger airliner, at incredible expense, in pursuit of the reduction of that urgency. The Council of the Republic's public acknowledgement of the frustration of citizens, in relation to other concerns within the joint statement, feels sincere and genuine, and not simply an exercise for the limitation of further demonstrations against the closure; metropolitan constabularies estimated under ten-thousand people demonstrating, majority peacefully, in major cities in NoCRER and SoCRER.

Addressing the concern over the termination and the expanded hysteria that the Council of the Republic has had to delay it, Lord Durant and Lady Threadneedles have said little, admittedly, but informed much. The Council of the Republic, it has been interpreted, has a timetable for the airspace closure and its re-opening; a timetable that is being followed, and that they remain authority of. This is undoubtedly the take of greatest significance from their statement, a reassurance that despite outward appearance actors would have all perceive, internally the Council of the Republic remains undiminished in every respect.

Lastly, it will have come as a relief. That the Council of the Republic had always understood and agreed the argument on compensatory redress is not a minor point to publicly state. Detail obviously remains absent, however it has already very plainly been addressed that every interest shall be met with the sincerest and deliberate intention of correcting the economic disruption this has been the cause of. The questions to be asked, in this area of course, and only in time, will be how far does such cooperation extend :- will the Council of the Republic support the redress arguably owed to airlines and passengers external of the First Republic? They will, there can be no doubt, expect and, if required, insist on this equality.

Economy Slowing Down
Figures for Last Month Depict Reduced Growth

Hammersmith, NoCRER - The recessions of Gallia-Germania, the political and economic declines ravaging regions of the continent, Engellpox hysterics, and the political uncertainties in the Republic since just before the start of 2019, have caused injury to the respectability of the potential growth figures; the economy of the First Republic feared contraction, and narrowly missed stagnation, technically, last month.

60% of economic growth is estimated to be accounted to the Republic's services sector, and, as latest reports illustrate, businesses in NoCRER and SoCRER have been adopting decisions delaying and, in a number of industries, reducing the hiring and maintenance of staffing numbers owing to a blackening environment of subdued demand and escalating concern for the Republic's political uncertainties, since late December 2018, and the economic consequences of those uncertainties.

A perfect storm of events, otherwise and independently unexceptional, have escalated a situation of alarm in respect to corporate spending within the largest sector of the Republic's economy, from the financial industries, to hospitality and leisure; figures for spending by those of the retail industries remain robust.

The energies of the sector have been found terribly diminished by political concerns, European hysterics on pestillence (Engellpox), a prolonged suspension of crucial air travel, and, of course, Gallia-Germania. Together, blows have been sufficiently made against new orders and employment in February, to a great measure than they did in January. The political developments rising from Hammersmith - truly sad - do provide a hope in the fortune for progress next month, perhaps rescuing services activity from its weakest quarter for some time.

The Republic's manufacturing output registered a technical expansion, though the pace of that had evidently experienced a measured tumble when compared to February last year, even in comparison to January of this year growth had slowed, reflecting the weaker economic prospects from Gallia-Germania. New orders from the continent have experienced a dive, especially from the traditionally sturdy Trier-group of economic nations (Eiffelland-Retalia and Bourgogne), with Eiffelland-Retalia entering recessions following the war, Bourgogne rapidly declining, and Occitania devastated by war. Auraria is an exception, with figures illustrating continued growth in trade between the two republics.

Orders from Westernesse have been shown to be to a degree affected by the disturbance to the usually close relationship between Hammersmith, Vesper and Charleroi. Both exports and imports to and from Eastern Himyar were growing, but to a lessened measurement, suggesting the Loago crisis has been demonstrating some influence over confidence and demand in a number of areas.

RNC and CoR Meeting on the Long Sea
Piracy and Hostile Actors Engaging in Submarine Tactics to be Discussed

Elephant and Castle, SoCRER - The Engellexian Republic Navy's Republic Naval Council is reported to be meeting the Council of the Republic to discuss the recent spate of acts of piracy and hostile submarine activities across the Long Sea. It is understood that Admiral Ebenezer Arkwright, First Lord of the Elephant Admiralty, will be chairing the Republic Naval Council in the absence of an Admiral-General of the Republic; the Second Lord of the Hammersmith Admiralty, Vice Admiral Camina Bergne, it is understood will be briefing the Council of the Republic on the findings and recommendations of the Republic Naval Council.

News of the special meeting broke today, when it emerged that the Southern President Seraphina Underwood departed SoCRER for an unscheduled attendence to a direct Council of the Republic meeting in Hammersmith, NoCRER.

Confirmation of a direct meeting of the full Council of the Republic, with the exception of one, came with the departure from Damara, ETCOS, of the Lord Guarantor of the ETC, cancelling his political meetings with the Governor of the Presidency of Damara, Mathelda Ajogo. The Lord Guarantor's increased presence in Damara recently has been known to observers of Republic politics to be in relation to the escalating concerns of Governor Mathelda Ajogo in respect of the Loago Crisis to the north of ETCOS. The Lord Guarantor's attendance in Hammersmith, officially in regards a direct meeting of the Council of the Republic and the principal interests and contributions of the ETC within the ERN, is believed to have been necessitated owing to the geographic interests of ETC sovereignties - ETCAS and ETCOS.

Inquiries to the CoR Office Secretary Alphard Dugard have been met with no comment responses. However, it had been learned that Vice Admiral Camina Bergne will be attending the meeting and briefing the RNC and CoR on developments concerning piracy and aggressive submarine policies in the Long Sea personally. An unnamed source within the Hammersmith Admiralty, claiming familiarity with Vice Admiral Camina Bergne's areas of competence, has suggested the Hammersmith vice admiral will recommend new security measures for the Long Sea and other areas of significant maritime traffic.

ODEIS ERN Department Formed
RNC and CoR Agree New Department for Maritime Security

Hammersmith, NoCRER - The Republic Naval Council has officially announced the formation of the Office for Detection, Emergency Interdiction and Security (ODEIS), a new department of the Engellexian Republic Navy that will specialize in ensuring the security of international waters and shipping lanes, to be given powers and capability to interdict and board ships that have been hijacked, undergoing pirate boarding assaults, or are hostile non-state actors not under direction of a state.

In a press briefing at Admiralty Palace in Hammersmith, NoCRER, Admiral Ebenezer Arkwright, First Lord of the Elephant Admiralty, introduced Vice Admiral Camina Bergne, Second Lord of the Hammersmith Admiralty, as the head of the newly-formed department after some background remarks. In response to emergent threats in the Long Sea and elsewhere, the Council of the Republic is supportive of the formation of new operational department ODEIS, the Office for Detection, Emergency Interdiction and Security. The operations of ODEIS will be conducted with joint oversight of the Republic Naval Council and the Council of the Republic.

Taking over the briefing, Vice Admiral Camina Bergne outlined the conclusions of the recent meeting between the RNC and the CoR to discuss recent incidents and threats to shipping and maritime freedoms. The Council of the Republic has identified a new emergent threat to maritime freedom and security in Europe. This threat takes the form of an increasing trend in the numbers of maritime incidents occurring within the Long Sea, hostile occurrences by non-state aggressive actors and pirates. As you will know, this trend was publicly identified recently through European news coverage, owing to a specific incident within the Retalian Sea. Today, the Engellexian Republic Navy is confirming the emerging threat is real and steps will be taken to counter it.

Questioned on the scale of threat, Vice Admiral Carmina Bergne provided a few details. The increased rate of incidents, presently, are concentrated within a previously considered high security region of Europe. It exists as a sort of arc, from the Western Long Sea to the South-Eastern Hamar Sea, including the Retalian Sea. Recently, ERN and Republic intelligence services have detected a spike in incidents across the Long Sea and the Hamar. The incident involving the attack on a Serenien commercial vessel and the subsequent provocation of Eiffellander naval response represents a dangerous escalation, given that the character of ships targeted in recent incidents are not all commercial vessels.

Pressed on the nature of these incidents, Vice Admiral Camina Bergne said, the Republic Naval Council is not speculating as to the origin and intentions of these events at this time.

When questioned on how this department will be internationally received, Admiral Ebenezer Arkwright responded that it is the intention of the RNC to seek regional co-operation with and within ODEIS. The security of our shared and vital waters must succeed above all. The degradation of the Three Seas Region has not been invited, nor will it be welcomed, by those nations and peoples who rely most upon it. Asked specifically, the admiral confirmed that the RNC will be seeking to negotiate the participation of Auraria, Serenierre, Eiffelland-Retalia, Azraq, Ostmark, Natalia, the West Engell Republic, Sylvania, Beautancus, and Jyskerige-Ostveg within ODEIS.

The recent state of affairs in the wider Three Seas region has merited an international reaction and we welcome the efforts by the Government in Hammersmith. We are open to cooperate in whatever manner as need be to fight the menace of piracy and non-state activity which poses a threat to the conduct of free trade on the high seas.

THE FEDERATION OF THE NATAL - SANGANO YA NATALI
8 March 2019
REGARDS FROM THE NATALIAN FOLK AND GOVERNMENT

It seems that after 64 years of peace in the Long Sea, brought forward by the Status Quo Treaty signed between the Southern Tibueral Empire (Empire of Pelasgia today) and the Democratic Republic of Kadikistan (Kadikistani Union today) the waters are becoming choppy from the recent activities and reddish from he unnecessarily spilled blood.

Natalia understands the danger posed by non-state actors as we have gone through a Bush War against them where we had to fight them in our own homelands, more than 40 years ago, and even today, Natalian soldiers are engaging in the war against the non-state actors such as the terrorists and rebels of the LLC, the Rhinos, the RANU and the PoBIS.

As Natalia is dependent on the Indala-Northcott-Wajdet-Long Sea trade route to link its ports with the Gallian and Germanian nations, it thoroughly condemns the acts of piracy which were reported especially along the Retalian Sea and feels that its shipping lanes might be targeted by such pirates. The sudden appearance of the so-called free navies in the Long sea is concerning, as together with the artificial islands appearing in the Hamar Sea, we see the likes of the Anti-State and Anarcho-Pohjanmaa as pushing for the disbandment of the SQT and pushing the central sea through which much of the world trade passes through into conflict.

Hence, in support of the sovereignty of the nations situated along the coasts of the Long and Hamar Seas, the government of the Federation of the Natal and its people are willing to join this international project and hope that the others invited will join too, as only through international solidarity, can the civilised states of the world be sure that Europe doesn't return to the statelessness of the Dark Ages.

Council of International Affairs______________________
The Fàlthaikshadom of Shaeoiumlah shares the Engellexian concerns over the recent instability in the long sea, although far and safe from the recent chaos, the Fàlthaikshadom has great economic interest over the area.
Furthermore, the Fàlthaikshadom fears that the instability could spread to the Hamar sea, undermining the stability and prosperity of the nation.

It is for these reasons that we decided to endorse the project, and respectfully offer our collaboration.

The situation in the Long Sea and the Hamar Sea is a concern to us as well. And of course the incident with the Hyacinthe in the Retalian Gate made us worried, too. We concider it urgently needed that the countries dependent on the Long Sea cooperate in order to increase security. Therefore, we applaud the initiative of the First Republic to start ODEIS. We are willing to cooperate in it, and suggest to include Pelasgia and Shaeoiumlah in the initiative as well.

Ms. Camina Bergne
Second Lord of the Hammersmith Vice Admiralty
NoCRER, Engellexian Republic

The Aurarine Republic echoes the concerns of the Engellexian Republic in the security of the Long Sea and welcomes the newly formed Office for Detection, Emergency Interdiction and Security (ODEIS).

In light of the attempted attack against Tauritania by terrorists in the Long Sea, the need for increased cooperation to go after any aggressive state or non-state actor is even greater than before. As a result, the Republic will be fully prepared and willing to assist the Engellexians in joining the pursuit for a safer Long Sea.

We look forward to increased cooperation.

INGEN BEGRÆNSNING - NO RESTRICTIONS - INGEN BEGRÄNSNING

Her Majesty’s Government understands the concern expressed by the variety of nations involved and invited to participate in the security campaign launched by the Office for Detection, Emergency Interdiction and Security (ODEIS). It is within our perogative to analyze the occurrence of piracy within the Lång Sea and we find ourselves statistically analyzing zero events in which shipping has been inhibited by pirate actions. Save for the Retalian Sea incident which included several violations of rules of engagement, the vague charge of suspicion of piracy is not legitimate crime. While we welcome campaigns to maintain freedom and safety on the high seas, the Two Kingdoms must view this collaboration suspiciously. Not for any nefarious concern, as it has been the pleasure of Her Majesty’s Government to receive the invitation to participate and coordinate with the ODEIS and its group of nations, henceforth referred to as the ODEIS Group.

Instead, due to the overwhelming lack of evidence in piracy concerns Her Majesty’s Government is weary of being entangled in a military alliance. Thus far the ODEIS Group does not include Communist nor Post-Delegationist interest, and as such there is legitimate reason to fear that the ODEIS Group may be the furthering of a replacement for the Trier Concord and thus present a new united front against the afforementioned unincluded blocs.

Continuing our policy of permanent neutrality, we must decline to take part in the ODEIS Group. It will be our pleasure to report suspicious findings in the Lång Sea; however, the Royal Navy must act independently of any alliance group.
