We find it insulting that we are seen as to be pushing this meeting in favor of Franken. We are putting this conference as a way to have both parties find a diplomatic solution, not to favor one side over the other. The government in Engellex seems to not put effort on researching Frescania's position regarding the EDF and we hope that this does not happen again.

THE Commonwealth is nearly crippled with disgust that the United Republic of Frescania would favor the Empire of Franconia over the Empire Engellex. This reaction is symbolically indicative of the spell cast over Free Men & Women of Europe, that through words, as opposed to action, Franken is somehow a steadfast flag-bearer of the True Peace. If censorship of one Nation guilty of historical Imperialism is more important than condemnation of another Nation of contemporary Imperialism (Franken), then Cantigny must cast a shadow of serious doubt that Frescania is prepared to usher in a True Peace for all Oceanic Peoples, and even those beyond our blue majesties.

The EDF Forces in Lorraine have recently seen a remarkable increase in both quality and numbers. On the one hand, the alliance members have assigned top notch commanding officers to lead their respective national contingents; on the other hand said contingents have seen a rise in available manpower too, as the pledged number of forces has been reached at last. Franken’s forces include two Royal Army brigades as well as one carrier taskforces spearheaded by the KMS Ludwig Erhard. According to Defence Minister Graf Eulenburg Franken’s main job would be to secure the rear of the joined military.

This week the parliamentary discussions about was dominated by a heated debate over the Franconian involvement in Oceania. The social democrats (SDP) submitted a resolution calling for His Majesty’s Government to disclose the motives of the involvement and call for due restraint of Franken’s role in Oceania. The resolution labeled the deployment as a part of an aggressive initiative that requires parliamentary consent. Franken’s government is allowed to deploy troops at its disposal except in cases of war. Ministerpresident Graf Solms defended the governmental position himself: “We are involved down there due to binding promises we have made towards our friends in Anglyn due to our long relationship and our alliance. While Cantigny tries to mesmerize the people of Oceania by posing as the champion of freedom and lure them into a particularly slick version of dependency, Anglyn relies on us to help them to deliver their ancient promises towards their associated territories in Oceania. Those have made their decision for Anglyn and for freedom without the hassle of a zealous preacher telling them how they to run their territory. Aren’t these values the people of Franken can subscribe to?” Next week Foreign Minister Graf Robert Beaumont von Miltenberg will join his Cantigny counterpart for a minister-level consultation in Frescania alongside delegates from other stakeholders including Anglyn.

According to an unconfirmed and swiftly disclaimed leak via an allegedly senior source within embassy of Franken in Emyn Arnen, Aren Crown Prince Soren is scheduled to have an informal meeting with the unmarried Queen aside the official state visit to Bantyr. While this could be considered material for yellow press only, there’s a very political and probably controversial aspect to the leak. His Royal Highness is both the nephew to King Alfred and King Roderick of Anglyn, both being nations Engellex doesn’t maintain particularly warm relations with. That alone merits the suspicion that the leak isn’t the product of a bored and/or greedy yellow press journalist.​

Worldwide Order for the Oceanic Lobby

In direct response to the well respected Ministerpresident Graf Solms, the pedicured position of a significant majority of hard working and worldly Oceanic Individuals is supportive of a sustained economic relationship between Franken, and the Nations of Oceania. However, it is not a consensus that Ancient Promises trump the hard and sharp statistical advantage of an Oceania at Peace; specifically that wealth that comes from oil, productive labor, and crafted items that might disassembled for the use of weaponry in Oceania's humble request for independence. The National Economies of both Franken & Cantigny would surely benefit by mounting the mighty steed of peace, allowing at least one arm of the Empire's warmachine to rest while it engages the deplorable and remarkably violent Solaren State.

ooc: 'Lobbying' is very uncommon in our Game, but very common in the Real World (especially Murka). So if there is no outlet for foreign lobbying in Franken, specifically the Franconian Parliament where this issue is being debated, then I can reform this post to address a wider audience.

TO THE PRESIDENT, MINISTERS, AND PEOPLE OF THE REPUBLIC OF FRESCANIA

I am instructed to express on behalf of Her Engellexic Majesty;

We were told that her Majesty should not be felt a stranger to this conference; and hence it appears very proper that her Majesty’s representative should also be acquainted with every right of participation as will be enjoyed by the Frankish and Cannie representatives. The plain matter of fact is, that the favouritism of the Frescanian Republic for the Court of Franken will have to be abandoned as soon as the further provocation for war by the European Defence Federation, if peace should have an opportunity of being established.

It should also be conveyed that her Majesty, apprehensive of seeing her realm of Great Engellex inevitably involved in war if the European Defence Federation should reject the latest sentiment for peace, and the Federation’s generals determination upon an energetic warfare in Preuti-Borussia, now wishes to secure an understanding with the Frescanian Republic for the eventuality of seeing vessels under the flag of Great Engellex being attacked in the Long Sea by the Federation.

It is not the intention of her Majesty or ministers to alienate any degree of support Frescania may afford in this time of Great Political Turmoil; but the belief is held that it is the responsibility of the Government of Frescania to dispel all falsehoods that nations have received on the political inclination of the Republic.​

BREAKING NEWS: Declaration of war by EDF following the attack on Lorraine

Following the Solaris chemical weapons attack on Lorraine and a row of condemnations by international entities and governments worldwide, the member-states of the European Defence Federation formally declared war on the rogue state. As stipulated by the constitution, both houses of the Landtag were assembled in a joint session and asked to vote on the declaration of war. Since this grave a measure is one of the few issues reserved exclusive to the King unless declared inept to rule, it was up to King Alfred IV to accept the bill by royal assent. "The people of Solaren can rest assured that My Kingdom's and her allies' intentions are good. We have only the best in mind for them. We seek to help them to modernise their country and rule themselves in a sovereign manner. Our forays will be as gentle for the population as possible and as hard as iron as necessary," King Alfred IV told the royal palace's press corps afterwards.

It's not yet clear whether and how much civilian areas were hit according to first estimates. While Solaren's armed forces might not be as sophisticated or state of the art as the EDF's, they have a considerable manpower, the majority of them being tantamount to cannon fodder. If we can believe first assessments by the Defence Ministry, the strikes by Solaren on military posts have caused damage and disruption to the extent of somewhat stalling allies' efforts. "Most attacks focussed on military camps, but our military units aren't piled up on one huge heap. However, his fearmongering against civilians is due to Urban's first objective: Evoking terror with those who are the most vulnerable," Defence Minister Graf Eulenburg commented.

To help organising the defence against further chemical and other weapons of mass destruction the Royal Army will relocate one of its Anti-NBC-weapons battalions to Lorraine via Wendmark and Montelimar.

The two major conflicts of this year have led to a steadily declining consumer confidence and to dropping stock markets at both the national exchange and the two regional exchanges in Erlangen and Würzburg respectively. Whereas consumers are more likely to postpone major purchases in the second half of the year due to their fear about the Northern Council trade war spilling over, investors are dubious as to the profits of the major publicly listed corporations, except for those with military contracts. Also taking into account the far larger number of small, middle-sized private enterprises experts forecast a GDP drop of about .05 to .1 for the FY2011. While Franken’s exports to the NC may suffer due to a NC dollar devaluation, stags and other risk-prone investors have begun picking up commodities futures from more anxious investors, hoping for major profit. “Franken’s economic fundament is sound and healthy, there’s no doubt about it. In the recent weeks the Holy See has seen an increased international activity relative to the pontificate under Pope Marcus as well as the early pontificate of the present pontiff. Foreign affairs pundits credit this development to the Holy See’s chief minister Cardinal Haaksbergen, who is said to be a man of great ambition. According to FRF Europa’s own chief correspondent at the Holy See the Cardinal considers the dual model of shared rule of the Holy Tiburian Emperor and the Holy Father a model worth a thought or two for the sake of the future of Central Europe. As per diplomatic convention any such ideas are left uncommented by any officer employed by His Majesty’s Government. Formal diplomatic relations between Franken and the Holy See have only been restored in the 1890s after more than 300 years of varying degrees of animosity. The rapprochement was brokered by the Empire of Wiese.

Last weekend national police conducted two major raids against groups that allegedly support and finance Solaris Church activities in and outside of Franken. Due to the Solaris Church’s overall goals of subjecting other nations to the rule of their faux pontiff any organizations related to Solaren’s current regime and its state sect had been declared unconstitutional. Legal stipulations allow for organizations to be labeled as unconstitutional “if [they] conspire against the democratic rule of law under the Sovereign of Franken.”

For the first time in ages – as it seems to many an observer – the European Defence Federation itself is under attack. After a grace period of a few days to allow the Engellexic regime to renounce its woeful path of action, an unprovoked attack on the Kingdom of Montelimar, the Landtag of Franken was summoned for an emergency session to pass the declaration of war against the Engellexic aggressors. Even the opposition parties were so appalled by the blatant aggression that they chose to vote with the government instead of abstaining. There is but one criticism His Majesty’s Government and Franken’s allies: Why did they underestimate trigger-happiness and ambitions of Engellex? Political analysts believe intelligence services and the governments alike neglected the bad domestic situation in Engellex. “With unrest at home and abroad, the queen’s regime had but two options: To concede or to create a situation that compels any good patriot to rally behind the queen’s ensign. Usually that’s a war. If the EDF fends off the assault, the queen’s grip on power may crumble,” a retired senior diplomat from Eiffelland told FR Europa.

Subsequently the domestic reserve units of the Royal Armed Forces were raised to code yellow, while the Royal Army and Royal Air Force are preparing to dispatch to reinforce the embattled Montelimarian units. “We will commit as many units as feasible to the defence of our Montelimarian friends,” Defence Minister Graf Eulenburg promised.

The ambassador of Engellex was summoned to the Königsburg where he was handed the declaration of war by the Prince Regent. His Majesty’s Ambassador to the Court of Dulwich and most of the embassy staff were recalled to Franken. If the situation deteriorated even more, it might lead to a total closedown of the embassy.

Far later than their EDF counterparts Franken’s authorities have had Engellexic accounts frozen. According to a spokesman for the Generalkronanwalt (Crown Attorney General), whose department oversaw the efforts, it had taken investigators a while to figure out where Engellexic owned accounts and assets were being held. “We didn’t want to infringe upon the property rights of innocent strangers who just happened to be engaged in business deals with Engellex. We take our legal obligations very seriously.” To protect national interests the total value of the frozen assets won’t be disclosed for the time being.

It appears the Engellexic assault on the EDF has forced Franken to compromise some ideals of her own. For example, it’s an open secret Franken’s specially issued war bonds are being aggressively marketed among wealthy Touzian businessmen and risk-eager investors from the Far East. However, His Majesty’s Government has refused to offer a detailed explanation for the whirlwind of rumours revolving around a pending cooperation between Franken, the EDF and Kiev. “If you look at the naked and publicly available facts, it’s probably true. Carentania is about to exploit the EDF’s two front war and slice off a handy portion of Solaren while the EDF are busy fighting off Engellex and its henchmen. Kiev cannot be interested in a surge of communist clout in Central Europe,” an analyst with the Königliche Institut für Außen- und Sicherheitspolitik (1) told FR Europa.

Fränkische Rohstoffe (FRO) has begun to step up the game in the battle over commercial influence in Oelar: Having suffered an embarrassing defeat in the battle over the rich mineral resources in Southern Oelar, FRO’s executives apparently want to ensure they will never be caught off-guard again. According to today’s press release they have hired Kluge&Cie, one of Franken’s leading business intelligence outfits operating in and around Franken. Like its many national and international competitors it employs former spooks and retired law enforcement agents. The exact mission of Kluge&Cie is kept confidential except for the usually vague corporate speak included in the press release. Via its parent company Fränkische Nordöl FRO is part of the vast private holdings of Franken’s own royal house, which makes this piece of news sound far more political on the second glance.

Following the burials of the last fallen soldiers of Engellex’ and Bantyr’s resounding defeat the general mourning service was held to commemorate the contributions and valour of Franken’s dead sons and daughters. The ecumenical service was held at St. Laurentius Cathedral, which is the seat of the Lutheran Archbishop of Nürnberg and senior bishop of the Lutheran church. In her capacity as the Prioress of the Realm the Archbishop expressed her utmost sympathies for the families of the dead servicemen. “While it is clear that war is always tantamount to the defeat of civilization and we can rightly expect our leaders to strive for peace, we ought to keep in mind that there are different kinds of peaces. We should not forget that it is up to Engellex’ government to show they are full of regret and want to atone for their greedy attack on the lives of innocent people in Europe. If our government was to simply give in, that would be an insult to the common sense and sense for Justice God gave us.” In his subsequent address to the large congregation in the cathedral and the tv audience, King Alfred added: “Neither Franken nor her allies are ravaged by the urge for revenge. Revenge would mean an excess of violence, if one exceeded one’s enemy’s atrocities. We merely strive for a quid pro quo, according to the word of God and the customary international law. Last but not least, we are open to the good counsel of friends.”

In a statement before the Abgeordnetenhaus Foreign Minister Graf Robert Beaumont von Miltenberg praised the dedication of Nicosia, Eiffelland in the EDF’s struggle for pacifying the south east of Germania-Gallia and bring about civilized rule in Solaren. “While Eiffelland’s military leadership has demonstrated it is more than able to hold a candle to ours or indeed any other military organization, Nicosia, which happens to be the EDF’s smallest member-state, has shown excellent endurance and a brilliant strategy in holding out against the enemy forces.” Pertaining the awkward relations with Carentania the Foreign Minister owlishly remarked: “We will do what is necessary and can be justified before our conscience.” Finally he cordially welcomed the principality of Gorno-Altai into the fold of the alliance.

The Wieser Foreign Minister Graf Babelfisch has been invited to engage in bilateral talks by his Franconian counterpart Graf Miltenberg. Whereas Franken and Wiese have been enjoying splendid relations for ages and inter-governmental communications are frequent, bilateral meetings on the ministerial level are rare apart from ceremonial occasions. For example, the King’s official birthday is often followed up by a series of bilateral consultations between Franken and her allies. This time the imperial foreign minister and his Franconian colleague will meet in the ancient port city of Würzburg, which is known by its old nickname ‘The Emperor’s Port’ to this day.

In the aftermath of the military setbacks against Engellex the political scene of Nürnberg is abuzz with rumours about an upcoming cabinet re-shuffle and reforms of the military system in Franken. Ever since the defeat of the taskforce Heiliger Zorn Defence Minister Graf Eulenburg had been under immense pressure to take over full responsibility. It was under him and his immediate predecessor Franken’s Royal Army chose the brigade as largest battle unit, giving up the on the larger division. Not foreseeing the rise of Engellex and ignoring the recent writings on the wall, the concept was maintained and considered sacrosanct. “The prospect of an attack in Germania had been considered ludicrously low for years, for decades. As it is the case with large ministerial bureaucracies, they weren’t all too eager to revise the threat analysis the brigade organization was based on”, a military analyst told FR Europa. Furthermore, pundits have told us that military advisors from Wiese and Wendmark will be invited to consult Franken on making the kingdom’s reserve system more dynamic.

The biggest issue for Franken’s proud neighbour republic of Wendmark are the refugees from war-ravaged Montelimar. Although there are credible reports from Wendic authorities about their capacity to deal with the displaced people from Franken’s hapless ally, Franken’s civil protection agency, the Technische Hilfswerk, has been instructed to offer full support to their Wendic counterparts. For that purpose the Interior Ministry, which supervises the THW, raised the readiness level of the THW bases alongside the border with Wendmark.

The Kingdom of Suionia in a gesture of goodwill, stands willing to aid the plight of Montelimarans in the form of foodstuffs and space for 5,000 refugees to make a trip to Suionia to stay. We feel is it the humane thing to do for civilized peoples and would hope that this offer is taken up for the well-being of innocent civilians. We believe such transfers can be done via our nearby port city of Göteköping should Montelimarans find the ability to make it to Franken.​

Since this morning the Kingdom of Franken has a new defence chief: At a brief reception in Königsburg, which the residence of Franken’s monarchy, the outgoing minister Graf Eulenburg received his document of dismissal from the Prince Regent’s hands, Ferdinand von Faber-Castell was formally appointed by swearing allegiance to the constitution, king and country. Faber-Castell comes from Franken’s most prestigious Catholic aristocratic family. As a member of cadet branch he profited only ever so slightly from the family foundation’s grants, so he had to work his way up from a young CVP party member and engineering student to parliamentary defence policy spokesman for his party up to today. Still in his late forties Faber-Castell holds a PhD in engineering and is an Oberst of the Royal Army reserve.

As the Germanic League’s council is currently holding talks on joint security measures on deputy minister level, it is not hard to guess why Defence Minister Faber-Castell intends to get in touch with his Danish, Wieser and Wendmarker counterparts before anyone else. According to the FR Europa correspondent with the Germanic League, senior representatives of the four members are busy mulling over many an option, ranging from preserving the status quo to turning the League into an extended arm of the European Defence Federation. The Präsident des Abgeordnetenhaus (speaker), Jakob van Buren (CVP), was adamant to remind His Majesty’s Government that any major contractual modifications will require parliamentary assent. He warned Ministerpräsident Graf Solms to consider parliament his rubber-stamp factory. “Our house’s members are directly legitimized by the people, after all.”

According to pundits from within the circles of the Königsburg Prinzregent Jakob has been authorized by his father to commission a legal expertise on whether the Sovereign of Franken requires extra-parliamentary, less party politics influenced advice besides the government. Constitutionally Franken is governed by the King, who is advised by the Privy Council, whose senior most committee is the cabinet, also known as His Majesty’s Government. Formally there is also the equally ranked committee known by the title Council of State. Usually the heir apparent and his oldest - after they have reached adulthood – are appointed to the body to legally allow standing in for the king. De iure the king isn’t required to consult his ministers on appointments. It appears the expertise will explore this loophole.

The State Chancellery commented the news with a brief statement: “The Sovereign can never receive too much advice, provided it is of good quality and plays by the rules of constitution.”

The reform efforts for the kingdom’s land forces kicked off by new Defence Minister Andreas von Faber-Castell advance to the next stage: Following extensive talks with the Wieser Defence Ministry and military experts, Franken’s Defence Ministry announced it will set up a reform committee charged with working out the future structure of the Royal Army of Franken. The committee will be headed by the acclaimed organizational genious and chief of the national labour agency, who also happens to be a fellow Oberst der Reserve like the minister himself. The new body’s work will be assisted by a Wieser consulting firm, which specializes in advicing public service agencies with a focus on military and secret services.

With the basics carefully negotiated by the Empire of Wiese, the conference on peace in Montelimar will be started in Augsburg this week. The meeting will be attended by the EDF’s Secretary General alongside the King of Montelimar and the other countries’ chief ministers. “We are forever indebted to our Wieser friends for their excellent moderation effort,” Graf Solms praised his Wieser counterparts. Critics have loudly wondered whether the EDF did really need to open a third theatre before closing the largest one, but the political will of the European Defence Federation is clear: Gorno-Altai’s claims, which happens to be the EDF’s newest member, are justified and will serve the interest of Altai’s region on the long run. According FR Europa’s correspondent with the EDF in Nürnberg, talks are being held to create a viable taskforce in the light of the lessons learned from the Engellex incident.

The legal expertise on the re-extended role of the Council of State or Staatsrat is expected to be concluded by early December. Thus far the Royal Household has kept a very tight rein on the information policy about this very particular question. This purpose of the Council of State has been used very rarely in the 20th century, but it remains a fact that the King has the constitutionally entrenched right to do so.” What the Ministerpresident did only implicitly mention was that the said right belongs to the section of the constitution, which could only be changed by a revolution. Another part of that special section is the people’s right to elect their representatives for national and regional parliaments.

Almost unnoticed by the public amidst the bid to reform the Royal Army and Royal Air Force, Defence Minister Faber-Castell also started talks on the acquisition of a combined army and naval base in Anglyn and/or Guiana to expand the geographical range of the Royal Armed Forces as the EDF’s leading military power. Next week the Defence Ministry delegation will travel to Guiana and Anglyn and discuss terms of potential deals.

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty this PRIVATE CORREPSONDENCE;

The Frankish Government had given much eloquence for war, but nothing about the establishment of peace in Preuti-Borussia.

We have learned that the Kingdom of Franken has been enabled to re-establish conditions for war, which have manifested before her Majesty and Ministers to reinforce the original objects of the Great Continental War. Looking at the considerations, the arrogant judgement of Nurnberg, did the Frankish Ministers realise that the intrigues of the Gorno-Altai Crisis would compel Engellexic public and political opinion to urge the peace conference in Augsburg to not be satisfied?

Addressing the intentions of Franken to militarize the Great Sea, by way of establishing expeditionary capabilities in Anglyn and Guiana, has the ministerial minds of Nurnberg lost all sight of peace or are they entrenched in delusions of spent grandeur?

Would this have happened if Engellexic Plenipotentiaries had not been induced to concede certain sentiments of Montelimarien conditions to the Federation through the preliminaries?

Franken must withdraw its motion on the Principality of Gorno-Altai and intentions for the Great Sea. Her Majesty the Queen-Empress cannot concur to a Conference in Augsburg, otherwise.​
