The deployment of additional foreign forces to Himyar is threatening to deny the continent any chance for peace in the near future and enflames the delicate situation even further. What Himyar needs is not military support for campaigns of imperialism and aggression, may this support come from Franken, Kyiv or Cidonia. What Himyar needs is a coalition of responsible powers pressuring the warring states to sign a ceasefire and attend moderated talks to achieve a lasting solution.

THE Covenant views these developments out of Franken with disappointment
, but also acceptance. If a Modern Nation State can in good conscious extend itself through rapid militarization of multiple continents, as Franken intends to do, then a new precedent has been set for all of Europe, and for Cantigny here within non-Continental Oceania. If Franken is a Modern Civilization and a Leader of the Free World, then all Nations must invest weapons and manpower overseas to protect its interests for the unforeseeable but clearly violent future. The True Peace is ensured through iron might, which both Franken and Cantigny must equally be entitled to, so we in Vesper must thus not expect to overhear any peep of criticism out of Nurnberg, an Imperial Capital that conducts itself in an all too similar manner.

With astonishment and bemusement His Majesty's Government has noted the responses and reactions to the news item of FR Europa. While there's no question the EDF is debating this internationally controversial issue, the result is far from pre-determined. The Kingdom of Franken appreciates and respects the informed opinions of her neighbours and partner states and will not enforce a policy that isn't supported by a majority of the alliance. Franken is not a tyrant but a primus inter pares at best.

Of course His Majesty's missions to the countries, which have voiced their concerns, are open to receive emissaries and forward their thoughts to the Foreign Office and the Ministerpresident.

If the Engellexic coalition fails to observe the deadline set by the Imperial Government, today’s declaration by this organization will be null and void.

In all truth, it has become all but impossible to glean even the smaller shred of truth from the mouths and "daily news" of the increasingly more desperate former masters of the Occident. :arrow: In the aftermath of Engellex’ failure to comply with the ceasefire agreement brokered by the Empire of Wiese, Franken recalled its ambassador for extensive consultations, as it was officially put by a spokesperson for the Auswärtiges Amt. “Of course there is no doubt Franken’s and Engellex’ relations are damaged, there’s no use in denying it. However, we want to ensure that Franken’s voice at the Queen’s court is well-instructed,” the ministry’s media representative added. Daily business at the embassy will continue as usual.

:arrow: “The deal is done and will be sealed formally soon,” With these words Defence Minister Ferdinand von Faber-Castell described the successfully concluded negotiations with Anglyn and Guiana on the stationing of a new battle group of the Royal Navy in that region. “While the Kingdom of Franken of the 19th century acquired its military base by force and coercion, the Kingdom of Franken of our time acquires them by fairly negotiated agreements between peers. This will allow us to help our western friends to ensure the integrity and stability of their continents. We have learned from this summer’s mistakes, which we will not allow to be repeated. Franken will thereby recognize her responsibility towards the people of free and liberal democracies,” the Defence Minister added. He will head to Anglyn to sign the respective treaties with Guiana and Anglyn next week. According to not yet confirmed reports the core of the new fleet recruited from the Anglyn mothball one will be the Montelimarian nuclear powered super carrier RNN Brissac, which has apparently been sold to Franken and arrived in Anglyn very recently. The Anglynian section of the battle group will be stationed in Porchester.

:arrow: The reform committee for the Royal Armed Forces reserve system has been formally kicked off by its chairman Bernhard Hümmer today. Dr. Hümmer is both a Royal Army reserve colonel and the current chief of the national labour agency. He will be assisted by former military officers from both Franken and Wiese. Within the next three months his commission will be in charge of composing a plan to reform the military reserve of Franken to turn our national armed forces into a more efficient and readier force.

:arrow: The famous Nuremberg Christkindlesmarkt (Christmas Market) has concluded its first week successfully after its inauguration last Friday. Market retailers as well as shop keepers in the city centre have expressed their delight over the excellent figures of the first week.

TO THE KING, AND LORDSHIPS OF THE KINGDOM OF FRANKEN

I am instructed to PRIVATELY EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

Her Majesty the Queen-Empress shares fully the indignation of Parliament on the Frankish actions.

The conduct of Franken, Anglyn, and Guiana is discreditably bad, and one or all of them will suffer for it before the matters of Europe’s Wars are settled. I rather doubt, however, the expediency of taking at the present moment the steps proposed by Parliamentary Defence Committees; her Majesty’s Ministers are persuaded to decline the suggestion of armed escalation of the conflict between Great Engellex and the Federation, however, a refusal by Nurnberg to submit to a consideration of the objections of her Majesty may persuade us otherwise.

The objections which are urged against the measures of the Frankish conduct are to the utter refusal of the Frankish Government to reposition the Kingdom away from the outright provocation of civilised Europe and abandon efforts to replenish Naval Fleets at a speed to suggest an intended deployment against Engellex. A second such deployment.

I find it quite useful to remind the Kingdom of Franken privately of the danger they are running in Preuti-Borussia - Engellex in Montelimar; the threat of total war in all the provinces of the Federation on the continent - yet it would not be advisable to either interest for such conditions of war.

It would serve Franken right if such a compromise were made to our objections :- to abandon efforts of Naval Expansion in the West.

Sir,

with great regret His Majesty King Alfred IV and his son, His Royal Highness Prince Regent Jakob, have learned about Her Majesty's stubborn refusal to recognise Her Majesty's disrespectful demeanour towards the states and peoples assembled in friendship and partnership in the European Defence Federation. We came to the negotiations moderated by Wiese in an humble way, recognising our past mistakes and errors. We had been prepared to engage in an exchange of peers, but obviously Her Majesty believes in a uniquely Engellexic code of honour. Do understand that we do not feel bound by that particular code of honour, we will respond in kind, instead.

:arrow: In his upcoming New Year’s Address, which was recorded yesterday evening, The Prince Regent Jakob will praise the Franconians’ dedication to volunteerism and willing to donate for charitable causes in the past year. According to a survey by the Ministry of the Interior volunteer numbers have surged by 6 % compared to 2010 figures. Furthermore, both clerical and secular organisations reported a rise of 2 % in donations. Furthermore, he is to discuss the foreign affairs debacle in Montelimar and promise a renewed pledge of support for stability and prosperity for the good people of Germania and Franken’s friends: “We are prepared to put common sense first, but if our counterparts refuse to engage in civil debates, we shall engage them in kind.”

:arrow: The first construction teams have started their work to expand the naval facilities in Porchester provided by Anglyn, which is expected to take a couple of months at least. Their first step is to steamline the organization of the reserve forces of Franken’s military to ensure their permanent readiness to be deployed for national defence if need be. For example, the manoeuvres will be held more frequently and be organised more carefully.

:arrow: Relations with Potenza are expected to improve after the Christmas visit of their high-ranking delegation. Whereas Foreign Minister Graf Robert Beaumont von Miltenberg dismissed rumours about Franken trying to secure them as another ‘minion’ as ridiculous, he told the media that both Franken and Potenza were keen on paving the way for a mutually profitable partnership. “You don’t have to secure every neighbour’s alliance if you want to thrive as a power like Franken. Remember, if you want to be everybody’s darling you end up being everybody’s schmuck”.
:arrow: The CVP’s Youth Organisation Junge Volkspartei (JVP) caused a positive stir within its parent body’s leadership by inviting the titular queen of Havenshire Rebecca Garland to speak at their party congress in early January. Garland is a teenager of but 15 years who caused the JVP’s interest by publishing some inspiring poetry calling the world leaders to come to peace. JVP Chairwoman Christina von Guttenberg (24), who happens to be a younger daughter of Duke Michael II von Guttenberg, told FR Europa: “We are excited to have Her Royal Highness to attend our congress and offer a unique insight into a royal youth’s political point of view. If history had taken another turn, Princess Rebecca would be the reigning queen of a well-to-do country.” Beside the Chairman of the CVP and Ministerpresident, who is always invited, the JVP usually invites young leaders of some seniority to talk.

:arrow: The Germanic League’s security talks have been continued beyond the public’s and the media’s eye for the last few weeks, as the four member-states were engaged in working out the contractual fundaments of the upcoming amendment to the German League charter. “There is not much room for splendid balls and ceremonies when you are busy working. Once it’s done and all parties signed the papers, we will treat the peoples of the GL states and ourselves to sufficiently entertaining and suitable ceremonies,” State Secretary of Defence Johanna Seiditz (CVP), who heads the Franconian delegation at the talks, told FR Europa. When asked about rumours about Engellex trying to meddle with Franken’s initiative to expand overseas bases in Guiana and Anglyn, the deputy minister remarked: “Firstly, it’s not part of my immediate portfolio. But let me say this, if the Engellexic government really voiced concerns over Franken right to do business with her allies as it pleases, common sense makes you wonder whether Engellex is plotting her next aggressive war. As of now, His Majesty’s Government does not know about any official major concern.”

:arrow: The commercial initiative of the Kievan government is received with mixed feelings within Nuremberg and her allies’ capitals, our correspondents tell us. On the one hand EDF and Germanic League leaders welcome business opportunities; on the other hand some of the initiatives might concern Franken’s sovereignty and/or her own labour market interests. For example, Kiev intends to offer a submarine series to Franken, which is actually the owner of a pretty prolific naval shipbuilder called VFS, too. With Franconian jobs and revenues of the government itself at stake, there’s little possibility His Majesty’s Government intends to endanger its comfortable absolute majority by getting in bed with all too foreign investors. An initiative that might be accepted more eagerly might be the project of a new Kievan pipeline through Franken. It is suggested that there might be plans for the Germanic League to serve as an umbrella for a transit agreement with Kiev.

:arrow: The ongoing spat and vocal rivalry between Engellex, Franken might be the stain on the country’s economic shirt His Majesty’s Government will do very hard removing. Pundits expect a downturn in the economic figures directly related to the region around Engellex and occupied Montelimar, which includes the situation in Eiffelland, too. Investors seem to be anxious how bad an impact on trade the expected cold war between Engellex and Franken will have. First week of business after New Year’s Day: Landtag passes legislation on a larger defence budget, defence agreement of the Germanic League


During their first week of business Franken’s lower and upper house of parliament, the Abgeordnetenhaus and the Senat, were to discuss two important legislative bills: The access to the Germanic League’s defence agreement had been introduced by His Majesty’s Government and was subsequently enacted via the CVP’s majority in the lower house and went through the Senat thanks to a cooperation with senators from the liberal democrats. However, the latter bill was introduced at behest of the CVP and SDP factions, not by via the cabinet. The cooperation of the SDP seems to be curious at the very first glance, as they are Franken’s senior opposition party. Yet if you can read between the lines of the socialdemocrats’ bill papers and have access to what happens behind the stages of Franken’s honourable houses of parliament, you will realize why the socialdemocratic centrist leadership supported the bill. “The Christian Democrats wanted to ensure a broader support for the expansion of the defence budget to minimize political damage to their position. Ministerpresident Graf Solms’ trusted left-wing fugleman Labour Minister Laurenz Meyer talked them into accepting it under the premise of Franken’s military to consider companies which employ Franconians first. That is without prejudice to the conditions of quality army suppliers have to meet. On a related note, Kievan suppliers will struggle to convince the Franconian procurement officers now,” Fränkischer Rundfunk chief correspondent in Nuremberg tells us.

Over all the current defence budget will be expanded by 12.5 % in FY 2012 and it is planned to expand it by another 12.5 % in FY 2013. :arrow: In the aftermath of what many called an unprecedented attack on decency in diplomatic conduct and a violation of diplomatic rules, the attack on Danzig’s embassy in Europaland by an angry mob has been met with condemnations by various European powers, such as Franken, Touzen or Wiese. While some went as far as closing down their missions, Franken followed other nations’ practice, tightened up security and issued a stern travel warning for Europaland. “Under the current political climate we cannot guarantee whether a law-abiding perfectly innocent citizen of our kingdom may be whimsically held accountable by people discontent with the way certain things are in certain areas of our world. It’s up to the authorities of Europaland to resolve the trouble in order to prevent a lasting damage to international confidence in their country’s stability,” Foreign Minister Graf Beaumont von Miltenberg commented on the issue. Whereas Franken maintains a fully-fledged embassy in Europaland, diplomatic representation to Danzig is handled via the embassy in Trier, whose ambassador is co-accredited to Danzig. Consular service is provided through the Generalkonsulat Danzig-Stadt.

:arrow: Amidst the Kievan initiative to market their national goods and produce more actively a lively debate has been sparked in Franken: While the social democrats’ (SDP) left-wing go as far as demanding to enact legislation to require authorities to promote a buy Franconian campaign in order to secure jobs, the CVP members of the House of Representatives demonstrated their sympathies for suggestions to lobby for a buy Germanic and/or EDF campaign. In order to coax the liberal democratic (FDP) Senate faction into agreeing, Economic Affairs Minister Franziska Unsteet hinted at limiting requirements to the extent that if there’s a significant difference in quality and/or price, the national agency will not be required to prefer a Germanic or EDF producer. FDP is the most outspoken supporter of the free rule of markets in Franconian politics.

:arrow: The Prince Regent Jakob von Franken has offered Franken’s congratulations to the designated king of Danmark, Prince Sweyn, who is supposed to succeed his father, who announced his abdication today. Franken’s co-regent and his wife the Duchess of Schlesnitz will lead the delegation from Franken at the coronation ceremony. In Franken it is constitutionally impossible for a king to abdicate. Only under the rare condition of the Sovereign violating the constitution of the kingdom the Privy Council may force him or her to renounce her throne.​

:arrow: As repeatedly reported by FR Europa, there’s currently a very vivid discussion on a potential expansion of the oil pipelines in the region of Germania. While Franken and her Germanic League partners, especially Wiese do maintain a large network of oil and gas pipelines of their own, neither country’s governments want ignore the potential that comes from an enlarged pipelines network. In the past weeks proposals by Talemantros suggesting some possible routes, all of which excluded Wiese, have been circulating and prompted debates. According to our own correspondent with the Germanic League, the organization might consider kick-starting a bidding competition for building new pipelines in their members’ jurisdictions. Nothing is sure yet: Franken’s GL mission refused to comment on the matter.

:arrow: In the Montelimarian business the Germanic League apparently tries to assert itself by insisting on selecting the delegates for the upcoming peace conference at its own behest. “The Germanic League is adamant to demonstrate its autonomy in the whole process. But that doesn’t mean they resort to childish acts of defiance. Indeed, there’s good reason to believe they won’t choose controversial representatives lest the cause of the GL is dreaded from the beginning,” our correspondent told us. There are suggestions it will be Danmark and Eiffelland wearing the GL’s collective hat at the ever so important conference.

:arrow: From February 1 to 7, the Germanic League will hold its first war games in the Kingdoms of Eiffelland and Danmark. With naval and air force contingents from the two hosts as well as detachments from Franken, Wiese and Wendmark, the region will see the presence of several hundreds of aircraft and naval vessels, including one Franconian AAS and its assigned flotilla. One of the key objectives of the war games is to train Wieser and Wendmarker pilots in naval warfare as well as train coordinated efforts by the Germanic League militaries. For Franken it is only its second military organization beside the EDF. Defence Minister Ferdinand von Faber-Castell praised the games as an opportunity of strengthening relations between non-EDF and EDF friends of Franken.

:arrow: Nasty forest fires have been haunting and taunting the island kingdom of Breotonia for quite a while. Foreign Minister Graf Beaumont von Miltenberg and Interior Minister de Mazière have offered their Breotish colleague assistance from Franconian civilian relief services.​

The concern of Foreign Minister von Miltenberg and Interior Minister de Mazière regarding the recent Enfield Forest wildfire is very moving. While the fires have been extinguished we have begun operations to clear debris, repair damaged infrastructure, and to repair the environment. Any assistance offered by the Franconian relief services that could be put to use during the restoration of Enfield Forest would be well and gladly received.

:arrow: While the official conclusion of the Montelimarian war is yet to be achieved by the warring factions, there seems to be a glimpse of hope for those who still crave for a fully independent and nationally united Montelimar: The so-called Front for the Total Liberation of Montelimar (FTLM) has been formed in the republic of Europaland. Besides the obvious they have also vowed to struggle for a republican and socialist democratic form of government in Montelimar, free from international meddling. Curiously from some people’s point of view, pragmatically according to others, totally in vain from the point of view of pessimists, the exiled royalist government of Havenshire endorsed the FTLM. De facto the royalist government does not command any sizeable resources, but it can rely on the hospitality of the Franconian government. “If Engellex is worried about Franken plotting against its Montelimarian agenda, they ought to recall we aren’t very popular with many a common man and woman in Montelimar these days. Supporting them would be tantamount to an unfaithful hoodlum of a husband trying to reconcile with his estranged wife despite having neglected her way too much. It would be a waste of resources and quite delusional. Havenshire’s exiled government pays for itself, we merely offer them asylum,” Defence Minister Ferdinand von Faber-Castell commented on the matter.

:arrow: Whereas the state companies of Kiev have obviously taken great insult from the Germanic League insisting on holding a public and transparent bidding process for the expansion of the pipeline network in the League’s territories, the process attracted both domestic and foreign corporations to submit a bid of their own. Even Franken’s own Fränkische Nordöl joined the fray. “By making the procedure as transparent as it is economically reasonable, we want to demonstrate that the state of the Germanic League have the very best in mind for the peoples and their future supply with essential commodities,” Economic Affairs Minister Franziska Unsteet explained.

:arrow: Whilst the exiled royalist government of Havenshire sees to the hard political matter of the future of Montelimar, its nominal head, Princess Rebecca Garland made the news with rumours on an engagement with the designated King of Danmark. At early January’s Junge Volkspartei congress, i.e. the youth organization of the ruling CVP, the teenager addressed the delegates, all of whom are more or less her peers age-wise. There she left a permanent impression on the political scene in Franken. In the Kingdom questions of royal and princely marriages have always formed an important part of politics beside the democratic process itself. Therefore, it’s no surprise there are also officially denied rumours suggesting a match between Princess Rebecca and the Prince Regent’s oldest son Sebastian, who is second in line to throne, which is formally occupied by King Alfred.

:arrow: With the bidding process officially closed in the bid for the Germanian pipeline project, it is up to the specialist committee set up by the Germanic League to select a short-list of three to four candidate companies. Subsequently the short list will be forwarded to the League Council. From Franken Fränkische Nordöl (FNO) entered the competition. A spokesman for FNO stressed the corporation is optimistic its bid will give the competitors a run for their money. FNO is the current operator of the existing two pipelines in Franken.

:arrow: Franconian film distribution Clio Filme struck a deal with Havenshire's major film distributor to be sole importer and distributor of Havenshirian films for the next three years. Both sides expressed their delight over the reached agreement, which is supposed to secure Clio Filme an edge in the tight and embattled Franconian film market. Not only do Franconian distributors have to branch out from solely supply cinemas to supplying DVD and online versions of film hits, but they also have to put up with a very vibrant online piracy scene.

:arrow: Franconia will soon see the entry of another tv station: According to a pundit with the Free City of Nuremberg's regional broadcasting authority, which oversees the issuing of broadcasting permissions for the territory of Nuremberg, Nicosia's own Journalio Corporation plans to extend its reach into Nürnberg in particular and Franken in general. By offering a full-scope news and information channel in German they hope to capture a sizeable market share in Germania.
