The Representative from Auraria was unmoved by the poetic writing and idealistic fervor of the treaty presented by the Asylan Republic.

"The Government of Auraria agrees with the Representative from Wendziema. The wording of Clause 5 is far too vague and open to a wide degree of abuse on the part of a variety of nations. The lack of legal definitions for all of the above conditions is a concerning proposition. The Aurarine Government is not going to stand for her vessels be stopped, searched, or military action taken upon based on the subjection opinions of what substantial evidence entails. I am confident that the High King of Auraria and National Summit would agree with my stance."

Ambassador Sikorski looked to the Aurarine representative with muted surprise. Perhaps his opinion wasn't so unpopular after all... Pressing his advantage, he said, "I'm afraid I must agree with my Aurarine colleague. Although what the representative of Asylan proposes is a good start, as things stand it simply doesn't go far enough, at least to the extent that would make me or the Wendowie comfortable. If we simply use the International House and its representatives as a make-shift courtroom, the same results I touched upon earlier will result. None here are qualified to render legal judgement, after all. Were we to create a separate body of judges, how would we choose them? How long would they serve?"

With confidence, Ambassador Sikorski dove in fully. "If I understand the situation correctly, it is beginning to appear that what the representative of Asylan proposes requires a radical expansion of the powers and function of the International House, or a successor thereof. How enthusiastic we are about that depends, it seems, on how enthusiastic we are to pursuing this issue the representative of Asylan has proposed."

With that said, the Wend Ambassador withdrew to allow others to speak, his full attention on what he expected would be fascinating political drama, one that Wendziema would dive into...

''I was under the impression that the laws, when signed would be enacted into National Legislation, as in the Nations must follow and adhere to the laws just like they would adhere to any of their own personal national laws.

The idea of an international committee of Judges who would be to super-nationally administer justice and rulings upon Nations of the world, sounds very ambitious, beyond the capabilities of this forum, in fairness, and possibility too far ahead of the times for our world.

However we thank both Wendziema and Auraria for their input, as this Bill is working it's way through negotiations in the House of Representatives. IF the House of Reps agrees, then Ivernia shall sign your bill Asylan, but we'll be enacting it through the Ivernish Legislation Process. There is no International Legislation process or upholder at this time, as as I've said, I don't think the world is ready for one.''


Alan Brehony took his seat once more. Ivernia was actually quite lukewarm on the idea of an International panel, of some sort for a neutral and biased method of judgement. Especially on the international level, perhaps for war crimes. But was the world ready? Only if the International House prospered would Ivernia - Alan thought - support such a bold move.

Due to the inclusion of Ionia, in fact as a founding member of - a military alliance, which is expansionist and power controlling by it's nature, the High Kingdom of Ivernia no longer recognizes the Ionian Confederacy as a Neutral Nation, and shall no longer act in relations with the nation with that Status in manner. The rebuttal offered by Ionia - the rejection of the commonly held term of ''neutrality'' - is not considered a good enough excuse on the issue, rather a clear sign of the absence of a legitimate excuse.

It should be noted the High Kingdom of Ivernia, does not, at this time, condemn Ionia or any member of this new military alliance.''

"We would like to correct our Ivernish counterpart. It is a Mutual Defence Treaty and Trade Cooperation Agreement. Nothing more, nothing less. If you want we could rename it but Tripartite is already taken, so I honestly, and I don't mean this in an ironic or aggressive manner but in an actual honest manner, would like to ask your excellencies to please suggest possible other names for it. It should also be noted that it was a illegitimate excuse in response to another illegitimate excuse. We thank however out Ivernish counterparts for not condemning any member of the Long Sea Mutual Defence Treaty."

"If Mr. Brehony does not believe that the world is ready for an international legislation, executive, or judicial process at this time, I must ask him and others who share his beliefs how they feel an International Law of the Sea is acceptable to the world as it stands. What good is a law, indeed any law, without effective enforcement? Its worth becomes less than the paper it has been written upon. It is indeed my hope, and the hope of the Wendowie, that the Ivernian House of Representatives takes this into account, as do other governments and peoples of the world, before they rush to put their signatures to such a document. In regards to the possibility of expanding the powers and potential of the International House, such a proposal would have to follow sincere consultations with my government, as I'm sure would be the case of any other representative here.

I pray, though, that such a proposal does not die on the vine in the minds of those here today. The promise of world peace, prosperity and partnership is a promise all nations here aspire for, no matter the differences in details or how they word such a desire, and it is my personal belief, and I'm sure that of the people and government I represent, that the International House provides such promise, but as it stands, it can do little else than be a forum of statements, questions, and ideas. A good start, to be sure, but not what the world needs."


And Ambassador Sikorski would consult his government about this possibility, for it intrigued him personally, and even though the reaction was, thus far, lukewarm on the international stage, it was still worth a shot for reasons he had outlined to the Ivernian delegate, but also so as to allow Wendziema to leave its mark in history...

"Please, everyone. If I may? I believe we must discuss everything about this, so as to further accommodate our friends who have concerns over this proposed law of the seas. The expansion of the power of the International House can be limited or expanded by everyone who is here. I do not believe it would be out of the question to create an 'International Court' which can come from this great house. There must be some sort of organization that exists in order to ensure that those who have created great atrocities do not get away with their crimes, but also that those falsely accused cannot be spirited away from a location where their home nation has no jurisdiction."

Ambassador Sikorski's words were very stirring, and the Ivernish Delegates took them to heart. Following a meeting with his higher-ups in the House of Representatives, Alan Brehony was able to come back to the table with a new hand.

''The High Kingdom of Ivernia believes, that if such a bill were to be maintained it would need some level of Tribunal force, in order to preserve it. We believe that this force, should be made up of the signatories, and enforces the rules upon all who have signed. Such a body, would indeed have to be debated over by the nations present. Should each act have it's own Tribunal, assembled form signatories? Should we have an all encompassing force assembled for all acts that could possibly occur? Once that body is very clearly in place, predictable and ready to fairly and proportionally dole out justice, then the High Kingdom of Ivernia shall sign this act. And perhaps other acts if they come.

We believe the reason for signing on to this legislation is the reason we sign any legislation. For the betterment of our citizens. The High Kingdom of Ivernia believes that when it comes to international waters, or perhaps even international matters, nations may prove to be more fruitful in the maintenance of peace and security by coming together and working together, with an equal voice and representation.''

The delegate from the High Kingdom of Ivernia, Alan Brehony, takes the floor.

''We in Ivernia do express great dismay at the recent decision made by King Cyril VI, in deciding the referendum to be unconstitutional. We in Ivernia also find the reported movement of soldiers into the area most troubling. While [MENTION=1690]Venissieux[/MENTION] made consider this an internal matter, to the outside world it appears the King is denying his own people the right to a fair and democratic voice, and preparing to use force if neccesary to maintain the current size of the Venissieux borders, despite the possible opinion of the inhabitants.

This raises a red flag to Ivernia, as it makes us in the High Kingdom believe that the King fears the outcome of such a referendum. Also we are curious as to why the opinion of the constitutionality was not taken to the Venissieux Supereme Court, or is your head of state also the sole arbiter of truth of justice in your Realm also?''

''We in Ivernia call upon the delegates of [MENTION=34]Wendziema[/MENTION] and [MENTION=18]Eiffelland[/MENTION], for support in this matter, as they also expressed support initially for the referendum.''

"I concur wholeheartedly with Mr. Brehony and Dr. Schmelzer." Ambassador Sikorski announced. "It is the uncompromising desire of the Rzeczpospolita that justice be upheld for the people of Nanterre. This can be satisfied in one of two ways: the first is that the Venissian royal government stand down and allow the people of Nanterre to decide their fate in a referendum. The second is if the Venissian royal government enacts a decisive and extensive investment of resources and time into improving the lives and wellbeing of the Duchy of Nanterre, and further that such an investment is acceptable to the people of Nanterre and negates the need for a referendum."

The Wendowie ambassador paused, more for effect than anything. "If, on the other hand, the Venissian royal government insists upon its heavy-handed and oppressive treatment of the people of Nanterre, the Rzeczpospolita Wendziema will follow through on its refusal to tolerate such tyranny, and will actively work to oppose such actions."

"The internal matters of Avignon and the Venissian member states are left for sovereign states to handle for themselves. Venissieux is and has always been a loose political union that respects member states to be held responsible for their own internal affairs. That being said, there has been drumming of support to submit the referendum's case to the Venissian Court of Justice as there has been notable opposition to the Kingdom of Avignon's excessive response in a show of force. Our Supreme Court has not received an appeal from the Avignon courts, therefore it has remained inactive on making a ruling on the legality of the referendum. However several leaders has since then appealed for a review on this referendum and will most certainly be a top priority for the Venissian Court of Justice to evaluate.

I would also like to mention that the Venissian Court of Justice will be evaluating the constitution laid out by the union instead of Avignan laws. While each sovereign state has its own national laws, every member must adhere to the constitutional laws written by the United Kingdoms.

As mentioned before, the internal affairs of a sovereign state is left to the state itself. The United Kingdoms has a set amount of funding to help develop the impoverished communities in Venissieux, paid by all member states. The Government of Avignon has not formally filed to claim any of the funding. In addition the Avignan government demographic data claims the Duchy of Nanterre is as developed as the rest of the country. An investigation from the Venissian Commission has begun to verify the statistics sent from the Avignans as ordered by the Royal Counseil (executive branch of Venissieux) and the living conditions in Nanterre. We have no opinion in regards to the military movements in Avignon. While highly concerning and many member states have condemned the show of force, we await the Supreme Court's decision on the referendum before taking any actions."

((OOC: Look at this map to get a general idea what a clusterfuck Venissieux is - each one of them is a sovereign state. There is a lack of a "Venissian Government"))

On the other hand, it is good to hear that the legitimacy of the referendum is currently assessed by the Venissian Court of Justice. We will follow the events with interest," Dr. Schmelzer said.

"While I am keenly aware of the intricacies of the constitutional set-up in our neighboring country, or countries rather, it would be prudent for the constituent countries of Venissieux to prevent a situation from arising which would cause internal discord. I have been asked to convey my government's stance that it would be wholly unacceptable to us all to see the famed peace of Venissieux compromised in any form or manner. I look forward to reading the judgement of the noble court."

Baron Alois Steuben takes his seat at the desk in the office that he's been assigned in the International House and begins to pen a missive to send to the other national diplomatic mission representatives within the house.

"Dear Sirs or Madams,

I am the Baron Alois Steuben, the newly arrived representative from the Greater Bavarian Empire. My Monarch, Emperor Wilhelm Moriarty Gerhardt III, has sent me here to foster and encourage foreign trade and investment between our nation and the other nations of Europe. Our economy is still rebuilding but we are rich in natural resources which we are wanting to trade for what is necessary to continue the growth of our economy as well as to seek out foreign investment and loans to further such growth. Our nation seeks to become a strong and reliable neighbor to our fellow nations. Setting his pen down, Alois takes out his lighter and a small block of wax. Heating it briefly to allow several drops to fall upon the page to the right of his signature, the Baron then takes out the cygnet ring that his Emperor had given him along with the papers of his office and presses it into the wax. Having duly applied the seal of the court of the Emperor Wilhelm Moriarty Gerhardt III, Alois takes the letter and has it posted outside his office for the other mission heads to see. Once more back at his desk, he removes his glasses and slowly rubs the bridge of his nose as he hopes to have some success with this mission and repay His Majesty's trust and faith in him.
