New Fennia settlement venture to be made permament

Owing to satisfactory results attained by the New Frontiers Program commissioned by Marshal Häyhä and his ministers earlier this year, Kalevala now plans to grant permanent sanction to the program, which has sought to attract new settlers from Fennia Proper to the Protected Territories of New Fennia in Himyar. Senior officials of the Protected Territories administration are in Kalevala this week meeting with counterparts from the Union administration, including the Stateholder Marshal himself as well as Overseas Minister August Lamminhovi. The stated purpose of the meeting is to discuss the continued development of the Protected Territories and the involvement of the administration in Kalevala for this process.

The New Frontiers Program aims to attract new domestic settlement from Fennia Proper into the Protected Territories through measures such as the low-cost sales of administration- controlled land to new settlers, tax incentives to new settlers as well as landowners willing to rent them farmland, as well as the construction of low-cost rental apartments for people settling into the cities in New Fennia. Additionally, as part of the program the Overseas Office has established several internal migration offices in Union cities, where potential migrants into New Fennia may receive advice on migration prospects and opportunities of employment within the Protected Territories.

"The New Frontiers Program strenghtens the essential part the Protected Territories play in guaranteeing the overall welfare of the Union as a whole", Marshal Joakim Häyhä said today as he addressed an assembly of the Union Congress, "This initiative will continue to benefit both the residents of Fennia Proper as well as Union citizens in the Protected Territories and the Himyaris enjoying the benevolent protection of the Fennian people." Marshal Häyhä referred to the continued need of skilled and motivated labor in the Protected Territories, both in the strong farming and mining enterprises there and in the development and growth of urban infrastructure in growing cities such as Pyhä Henrik.

The decision to make the program permanent, together with the provision of expanded financial allowances in the future Union Budgets, represents one facet of Kalevala's response to the population growth and urbanization experienced in Fennia Proper. Internal migration from rural towns and settlements into Fennian major cities is estimated by the National Development Office to continue to grow. Altough new housing and employment ventures commissioned under tripartite cooperation of the National Development Office, the National Labour Front and private entrepreneurs are considered the primary vehicle for the provision of renewed opportunities for new urban residents, Kalevala is also aiming to encourage continued Fennian migration into the Protected Territories.

Interior Office finalizes the Union Policing Reform

The Union Interior Office has announced the completion of the Union Policing Reform commenced earlier this year, formally chartering the newly founded Union Highway Police and the Union Central Criminal Police as operational law enforcement services. Altough the reform's completion was estimated not to happen before the end of the year, Interior Minister Taneli Välimaa said on Friday to Union Congressmen that his officials had successfully completed the organizational reform well ahead of schedule. On Saturday, newly appointed heads of the new Union police services received their commissions, as did new employees throughout the country.

Both the Central Criminal Police (Keskusrikospoliisi, KRP) and the Highway Police (Maantiepoliisi, MP) have been formed by amalgamating existing Union and regional forces, granting the new Interior Office agencies a breadth of resources and expertise for the fulfillment of their roles. The former makes up the old Union Vice Police, investigative elements of the Customs and Excise Service and several regional investigative police units, while the latter is largely a merger of constituent- level highway police forces. While Interior Minister Välimaa described the formation of unified procedures as a challenge in the reform, he expressed confidence that officers of different backgrounds would be able to cooperate under the new structures.

"The completion of the Policing Reform is a sign of the Union's willingness to fight against crime and immorality within our borders", said Stateholder Marshal Joakim Häyhä, who met with the new heads of the KRP and the MP in the Kalevala National Palace. "This reform will improve our ability to combat the crime and corruption attempting to disrupt the very moral fabric of Fennian society and to disturb the livelihoods of our good, honest and peaceful populace", Marshal Häyhä said, also stating that the establishment of a new Union-wide criminal police would improve the efficiency of anti-corruption measures adopted earlier this year.

The focus of the Highway Police will be in enforcement of laws and regulations along Fennia's growing network of Union Highways and other major roads. In addition, it will operate as a police reserve capable of offering assistance to regional police forces, and by this role will also improve public order and safety particularly in the rural regions of the country. In continuation of the roles occupied by the former Vice Police and the Customs and Excise Service, the Central Criminal Police in turn will particularly focus on fighting illegal narcotics and liquor trafficking, prostitution and corruption, while a major role will also be providing its expertise and resources to regional criminal police forces in facing criminal challenges. Officers of the Criminal Police will enjoy Union-wide authority, while the Highway Police is to be restricted to Fennia Proper itself.

FREE CITY OF PIETARI - During a visit to the Free City of Pietari, Stateholder Marshal Joakim Häyhä today bestowed the prestigious Union Order of the Fennian Lion to the Fennian Mission, the main charitable organ of the Fennian Evangelic Church. The Order of the Fennian Lion is the highest civic commendation available for issuance in the Fennian Union, for individuals and organizations that have contributed greatly to the advancement of Fennian society in political, cultural and economic pursuits. MALMINLINNA, MALMINMAA - Continuing onward from his visit to the Free City of Pietari, Stateholder Marshal Joakim Häyhä today attended a formal ceremony to commemorate the reconstruction of the rider statue of General Johannes Ilkka and the revelation of the reconstructed statue to the Malminlinna populace. A group of expert sculptors and historical specialists has worked to restore the statue - one of the most prominent landmarks of the provincial capital of Malminmaa - to its original shape after the statue was destroyed in May by a bombing carried out by a pair of Norse separatists subsequently tried and executed for treason and other offenses. The statue has been restored as faithfully as possible to its original form as built in 1898, a year after one of unified Fennia's most prominent war heroes succumbed to illness and old age. Only a single change has been done to the historical Johannes Ilkka Square: A memorial plaque adjacent to the rider statue itself bears the words "Rise and Persevere - Forever for an Unified Fennia" in commemoration of the bombing and the subsequent reconstruction of the statue. The addition of the plaque was ordered by Marshal Häyhä himself as a reminder of the Fennian people's commitment to national unity and the maintenance of Malminmaa as an integral portion of the Union, in spite of bloodthirsty malcontents such as the infamous Cronberg Brothers - responsible for the bombing - and their Norse benefactors.

In the ceremony attended by senior government officials and representatives of the Malminmaa Province and the city of Malminlinna, Marshal Häyhä personally drew the curtain from the reconstructed Ilkka Statue and the newly added memorial plaque, together with a speech to commemorate the reconstruction. "Malminmaa is part of the ancestral homeland of the Fennians, consecrated in the blood of our forefathers who fought and sacrificed for the defense of their homes and livelihoods from our enemies, and ultimately for the sake of an unified Fennian nationstate, and the reconstruction of this landmark of one of our nation's finest heroes serves as a testament to future generations of our willingness to hold on to this inseparable part of our Fatherland", Marshal Häyhä said to thunderous applause on behalf of ordinary citizens and activists of the National Unity Front and the Great Fennia League, "And this reconstructed monument shall inspire the preservation of the Union and the Fennian people on itself for generations to come." The Stateholder Marshal continued from the ceremony to host a reception for local notables, and will tomorrow continue with several visits to schools and Union Army units in the Malminmaa area before his return to Kalevala.

KALEVALA, KINGDOM OF KALEVALA - Stores and public offices closed down today and people flocked to graveyards throughout Fennia in remembrance of the All Saints' Day, the Christian day of remembrance for dead martyrs and loved ones. Graveyards and columbariums in Fennia Proper and the Protected Territories filled with people visiting their family graves and lighting up candles of remembrance, and official honor guards were maintained throughout the day in graveyards where fallen soldiers of the Fennian Union Army have been interred. As part of the official state ceremonies set up on behalf of the occasion, notables including Stateholder Marshal Joakim Häyhä attended an All Saints' Day service presided by the Archbishop of Pietari Mauno Havakka at the Kalevala National Cathedral. Subsequent to the service, Marshal Häyhä and others of our nation's leading elite visited the Kalevala Union Cemetery, which has been the traditional burial place for Fennian heads of state and other notable figures as well as the official military graveyard of the Union. In addition, the Stateholder Marshal and the leading Fennian generals and admirals laid wreaths to the Tomb of the Unknown Soldier, a monument where in 1876 the body of an unidentified soldier killed in the Fennian-Agder War was buried in memory of all Fennian soldiers buried without identification, and to the Sailors' Monument in turn commemorating seafarers buried or lost at sea.

With the tradition of graveyard visits and the subsequent family meals where deceased friends and relatives are remembered as well as flags flown half-mast throughout the country by Union law, the All Saints' Day is one of the most important religious holidays of the last months of the year. This year also marked two significant instances of change to the tradition - for the first time ever, the All Saints' Day service at the National Cathedral was televised by the Union Public Radio in addition to the traditional special programming of the Union Public Radio discussing notable people who have died during the year. Union Public Radio officials considered the experiment successful and are to continue the television broadcasts during the following years.

UUDENMAANLINNA, GRAND DUCHY OF UUSIMAA - The newly established Union Central Criminal Police has started to prove its value, netting its first success this week with the arrest of several suspects accused of involvement between the gang war that has recently led to several deaths in Uusimaa. Officials of the local KRP headquarters confirmed that they had arrested six people said to be part of the Uusimaa- based "Idänkeskus Gang", a group of criminals engaged in illegal trafficking of liquor and narcotics as well as prostitution, which has been a major party in the territorial conflicts of criminal groups in the city. It is believed by the KRP that the gang has been attempting to establish dominance over its particular sectors of crime within the Grand Duchy, engaging in several attacks against rival criminals in several weeks, some of which have retaliated with their own attacks against believed members of the so-called Idänkeskus Gang. The arrests were announced today by the head of Uusimaa KRP, Senior Chief Inspector Arto Laurila, who vowed that his men would put a stop to the "moral depravity and decadence attempting to claim hold of the lives of ordinary, honest Fennians, and threatening the very moral fabric of our society."

The six men involved were arrested in a raid targeting a bar owned by one of the suspects, subsequently closed down and possessed by local authorities, where the men were apparently meeting to discuss further criminal actions. A group of KRP detectives backed by uniformed personnel of the Mounted Military Police quickly managed to overwhelm the suspects without the use of lethal force, and they were taken to the Uusimaa Central Prison pending charges for murder, racketeering and other offenses. A stockpile of apparently Austwegian- made black market liquor, banned narcotics including marijuana and heroin and several unlicensed firearms was discovered concealed in the building's basement. Local prosecutors have confirmed that four of the arrested, with believed direct involvement in several murders, will be charged with the aim of the death penalty while the two others are likely to receive long sentences of hard labor in the Protected Territories.

The Faroe Affair escalates, military movements in the Thaumantic

The Second Faroes Crisis continues to escalate with the reports of Sylvanian military movement in the Northwestern Thaumantic Ocean and Sylvanian President Rygaard's announcement that he now plans to forcibly seize the Faroes in order to conquer a Northern Thaumantic outpost for the growing Sylvanian war machine. With the good men and women of the Faroes now pawns in an interstate struggle for power and beginning to be victimized by Sylvanian empire-building, Stateholder Marshal Joakim Häyhä has remained firm in his condemnation of Sylvanian actions and the Union government's aim to support peace along the Thaumantic shores.

Sylvanian actions in the course of the crisis have been condemned from the start by the Fennian government. With the public announcement by Rygaard, and his confirmation of what the international community has suspected for a while in regards to Sylvanian aims for the Faroes, Marshal Häyhä responded with a vocal condemnation of the Sylvanian government and a demand to cease aggressive military movements in the Thaumantic Ocean. The Fennian ambassador to Charleroi has been recalled along with his staff, and the functions of the embassy are reportedly being delegated to the Fennian embassy in Warre & Tyrculir. At the time of writing of this article, there was no word if the Sylvanian government was planning on meeting this step in kind.

In a public statement, Marshal Häyhä criticized the Charleroi regime for attempting to attain regional domination over Occidentia, saying that Rygaard and his compatriots were truly motivated by a desire to create a Sylvanian empire instead of any genuine concern for the people of the Faroes. This seems to be a factual view, and Fennian analysts believe that the threat of an invasion of the Faroes also serves as a warning on Charleroi's behalf to the other Occidentian powers, particularly Auraria and Warre & Tyrculir which have been critical of the Sylvanian action. The Sylvanians appear bent on intimidating Occidentia into submission through this show of force: Through a demonstration of force directed against the Faroes, Charleroi attempts to show its neighbors what will happen should any government choose to step out of line and pursue a political course independent of Sylvania and its puppets.

At the same time, the Union Army has commenced heightened sea- and airborne patrolling in Fennia Proper and the Protected Territories. The Union War Minister, Grand Admiral Mikael Aminoff, described this as a move aiming to guarantee the flow of commercial shopping to and from Fennia in spite of developing international tensions. The safety of merchant shipping traversing the Thaumantic Ocean has been an international concern since the commencement of the Second Faroes Crisis, and Grand Admiral Aminoff said that the Fennian military would aim to ensure that no harm would be done to ships of the Union Merchant Marine or foreign merchant vessels in legal maritime affairs. Earlier this week, the Union Navy warned that in the event of an escalation of the crisis the Sylvanians and their allies might interrupt or even attack merchant shipping in the Thaumantic Ocean as a way of pressuring non-aligned powers.

PYHÄ HENRIK, PROTECTED TERRITORIES - Friday night drunks cause a race riot
Two lawmen killed, Military Police, Marines, called in to restore order

After a drunken stabbing in one of the all-white bars in Pyhä Henrik, capital of the Protected Territories, rioting broke out in the course of the friday evening between crowds of heavily drunken Fennian and colored bar patrons in the city. A large number of arrests was carried out during the evening and the night by the Protected Territories Police, as well as supporting Mounted Military Police elements, as they battled frenzied rioters in a quest to restore order into the city.

A local police spokesman said that the riot resulted from unrest in the Thirsty Frontiersman, one of the most popular dance halls of the city. According to the police, a group of men of colored Swana ethnicity had first attacked the hall's doorman and forced themselves in to the bar, which follows a "whites only" policy as permitted by legistlation in the Protected Territories. While it remained unclear at the time of the writing of this article who attacked first, bar stools and billiard cues were used in the fighting between the Swanas and a large group of primarily male Fennians in the Thirsty Frontiersman, resulting in the deaths of two of the Swana men from stabbing wounds. While several people were arrested after this incident, the identity of the stabber or stabbers remains unknown and is being investigated.

The remaining Swanas are said to have returned to the Black Quarter, where they gathered a mob of people which in turn entered downtown Pyhä Henrik, first looting the Thirsty Frontiersman and several neighboring all-white pubs and stores and assaulting citizens in bars and the streets and reportedly looking for Fennians to beat. A widespread mobilization of the Pyhä Henrik Police followed, and the police had to use their batons as well as water cannons and non-lethal CN gas to subdue the rioters during much of the evening. The extent of property damage has not been released pending criminal complaints from affected property owners, but the police have confirmed that up to two hundred people of both colored and Fennian ethnicity were arrested in the course of the rioting. At least two police officers were killed from blunt-force trauma during the rioting and thirty injured, while an unknown number of rioters also sustained injuries in the incident.

Consequent to the rioting, local police commandants ordered an early shutdown of all drink-serving establishments within the city of Pyhä Henrik. Today, Governor-General Yrjö Hannula followed by ordering a city-wide curfew for the duration of the weekend in order to restore calm and order into the city, vowing that the instigators behind this mayhem would be found and punished severely. "These acts of chaos and anarchy will not be tolerated in Pyhä Henrik, nor will they be tolerated elsewhere in the Protected Territories", Hannula said in an address for the Union Public Radio Himyari Service, "Order shall be restored and maintained by the administration, and the persons responsible for these acts of savagery will be found and prosecuted."

Governor-General Hannula has ordered the 35th Mounted Squadron of the Union Military Police, as well as elements of the 4th Naval Infantry Brigade stationed in Pyhä Henrik, to reinforce the local police in order to maintain order within the city. Many of the persons arrested are to face charges from offenses ranging from public disorder and rioting to destruction of property and assaults, while the homicides that occurred are undergoing a separate investigation in order to find the perpetrators and bring them to justice.

Whilst the Republic of Cathiopia remains deeply uncomfortable with the system of racial segregation in the Himyari territory of New Fennia, we condemn the rioting of last night as unacceptable. However, we do urge the Fennian colonial administration to enact more inclusive measures that would allow the native peoples of New Fennia to be full participants in society.

The Union government would like to correct the false and factually inaccurate opinions expressed by the Cathiopan government concerning the status of the inter-cultural policies in use within the Protected Territories of New Fennia. There is no such thing as an official system of "racial segregation" within the Protected Territories. However, individual business-owners remain free - under Protected Territories laws - to institute policies of clientele restriction as they see fit.

KALEVALA, KINGDOM OF KALEVALA - The Union War Minister, Grand Admiral Mikael Aminoff, and Chief of the Defense Staff General Marshal Jouko Heinrichs today publicized a new set of reforms especially targeting the ground-fighting elements of the Union Army as part of the broader ongoing reform of the Fennian military's defensive capabilities. In a memorandum called The New Way of Land Warfare, presented today to Stateholder Marshal Häyhä, the Union's senior military officers are outlining what is described as a "comprehensive advancement campaign to improve the Fennian way to wage ground war", intending to seize full advantage of the opportunities permitted by modern technology in order to turn the Land Forces into a "more cohesive, aggressive force of strategic and tactical dynamism and seizing the initiative". In addition to the existing plans to introduce new equipment into the service of the Land Forces, the Defense Staff is fully at work in transforming the advantage provided by the new weapons into Fennian military doctrine to provide the Union an edge in a struggle against any potential adversary.

As part of the presentation, General Marshal Jouko Heinrichs for the first time gave a public showing of the new Universal Rifle 55 which is slated to become a new standard-issue weapon of Fennian ground troops, a selective-fire weapon in the 7,62x51mm caliber fully or partially replacing semi-automatic and bolt action rifles as well as submachine guns in Fennian military use. Yleiskivääri 55 is already in use with the first regular Fennian military units, while the Marine Corps recently adopted a Mezhist- made battle rifle as Universal Rifle 55B. While not going into details, General Marshal Heinrichs mentioned other ongoing advancement programs of the Land Forces, including the elimination of the tank destroyer from Land Forces use and its replacement with upgraded recoilless rifles and a new heavy tank design about to enter development, upgrading the communications capabilities of Land Forces units, artillery modernization and an advanced program for the entrance of new troop carriers and reconnaissance vehicles in land units.

PYHÄ HENRIK, PROTECTED TERRITORIES - Following friday's evening rioting in the city of Pyhä Henrik, local police forces have continued their restoration of order by reported thirty new arrests of persons suspected of involvement in the rioting in raids in different parts of the city based on eyewitness reports and interrogations of persons arrested in the course of the riots. Among the arrested are three Swana men suspected of involvement in the killing of Senior Constable Roger Niirala, from the Pyhä Henrik Police's Patrol Division. Niirala is one of the two police officers reported killed in the course of the rioting, having been stabbed several times while part of a larger group of policemen attempting to disperse a mob of Swana men caught in the course of looting a Fennian- owned store in the area where most of the rioting took place. Aged thirty and a seven-year old veteran of the Protected Territories Police, Senior Constable Niirala was survived by a wife and two children. His burial with full honors is to take place on Wednesday at the Pyhä Henrik Union Cemetery.

A police spokesman confirmed that there was sufficient circumstancial evidence to connect the arrested four to the Niirala killing, including a knife found in the possession of one of the men which has been described as a possible murder weapon. If found guilty, the four could be executed by gunshot, as homicide of a police officer or other civil servant is by Union law always a capital offense. Others arrested for their involvement in the riots are to face other charges ranging from rioting and vandalism to destruction of property, assault and resisting an Union officer. Meanwhile, calm has returned to the city and Governor-General Yrjö Hannula lifted the weekend-wide curfew on Pyhä Henrik by sunday afternoon. However, Hannula ordered the elements of the Mounted Military Police and the Union Naval Infantry patrolling the city to maintain their patrols for the following week in order to prevent any further outbreaks of unrest.

Marshal Häyhä responds to Ivernian discourse, discusses the Malminmaa issue

"If we are to have anything resembling a long-term solution to provide stability and order in Scania, it is Kristiania and Chancellor Bakken who need to come forward with that initiative", said Stateholder Marshal Joakim Häyhä today on Union Public Radio, where he was being interviewed as part of a news segment addressing recent discourse of the Ivernish Senate pertaining to the reduced state of Ivernian-Fennian relations since Ivernia joined the Tripartite Pact with Unrecognized Ostveg and Sylvania. Earlier, Foreign Minister Kauko Vannas gave his own commentary on the situation, reminding the Ivernians of their ally's responsibility in creating the current Scanian political atmosphere.

"There can be no question of the fact that the territory of Malminmaa is part of the sacred ancestral heartlands of the Fennian people, a land where during the Unification Wars our fathers shed blood to make our nation whole and to liberate our cousins from the yoke of a foreign monarch", Marshal Häyhä said on Union Public Radio, "To even suggest any changes to the territorial borders established in the Unification is not only an insult to the entire Fennian people, but it is an act of spitting on the graves of all who fought against the Norse attempt to bring the entire Fennian people under their yoke." The Stateholder Marshal reiterated that Malminmaa has always been and forever will be a part of the Union, and that the Union government remained steadfast in his response to Chancellor Bakken's territorial irredentism.

Since the Bakken regime gained power in Fennia's Northern neighbor, regional tensions have steadily growed in Scania due to the vocal territorial demands made by Chancellor Bakken and her underlings concerning the Malminmaa territory, liberated by Fennian troops in the Norse Campaign of the Fennian Unification Wars, which took place between 1873 and 1875. After the government in Kristiania begun attempts to reignite the Norse claims concerning the territory following the Agder Succession Crisis, Marshal Häyhä responded by issuing a moratorium on initiatives in Union Congress to recognize Ostveg as a successor of the Kingdom of Agderike and to establish formal diplomatic ties. Additionally, a vocal propaganda campaign by the Austwegian government in May received strong Fennian condemnation, with Foreign Minister Vannas then describing the actions to Union Congress as a "most despicable hate-spewing campaign against the Union and the Fennian people."

Indeed, to issue a formal recognition to the Austwegian government would also imply a recognition of the Norse claims over the Malminmaa territory, something which can never take place from a legal or moral standpoint.

Though Kristiania has maintained silence in the international stage during the recent weeks, the historical question was restored to public attention during recent dialogue in the Ivernian Senate, where concerns were expressed over the state of diplomatic affairs in Scania. The Union government then responded by stating the obvious: That whatever tensions there are were the results of Austwegian irredentism, a stance which Marshal Häyhä's government has historically held regarding the issue. The Stateholder Marshal went on to restate this view during his appearance before Union Public Radio. "The Fennian Union will always remain committed to the maintenance of stability in the Northern Thaumantic in general and Scania in particular, and is always open to diplomacy, however, the blood and soil of our Fatherland is the one thing I will not compromise in", Marshal Häyhä concluded.

KALEVALA, KINGDOM OF KALEVALA - Two thousand student demonstrators marched today to the Sylvanian and Cussian embassies in Kalevala to protest against the ongoing invasion of the Faroes as the subjugation attempt against the Faroe Islands continues. The demonstrators, mostly representing youth sections of the National Unity Front and the Great Fennia League, waved protest placards and sang chants outside of the two embassies for several hours during the noon and the afternoon. Several notable members of the political elite, including Union Congressmen and Great Fennia League Secretary Juhani Kurkela, gave speeches in the course of the demonstration. Officials from the Union Military Police, responsible for the security of foreign diplomatic representations, said that the march proceeded peacefully and without any incidents. Reporters from the national media, including Kalevalan Sanomat and the Union Public Radio, were in attendance.

"The rape of the Faroes is an atrocity that cannot be allowed to continue, lest the snakes of Charleroi are emboldened in their bloodthirst and desire to conquer", Kurkela, also an Union Congressman, said in his speech during the demonstration, also aired on Union Public Radio, "What is happening now is an unashamed, unscrupulous attempt by the robber barons in Charleroi to subjugate the Faroes as a cog wheel of the grinding machine of Sylvanian profiteering and plutocracy. Claiming a land lease as casus belli is a blatant and outright lie, for the Sylvanians sought the Faroes even when they were held by Danmark, and these monstrosities would've occurred even without the lease." In his address, Secretary Kurkela also referred to reports of indiscriminate use of force, including bombardment of civilian targets and sinking of refugee boats attempting to flee the islands, by Sylvanian-Cussian forces in the Faroes which have recently been spreading on Union media. The Foreign and War Offices refused to either substantiate or to deny those claims.

KALEVALA, KINGDOM OF KALEVALA - Following an announcement by National Development Minister August Viljamaa of his plans to retire from office mid-term, Stateholder Marshal Häyhä today confirmed the appointment of Mauno Schulman to the position of National Development Minister. Schulman, currently head of the Faculty of Architecture at the Yrjönlinna University of Technology, will fully assume the position at the start of December. Upon Minister Viljamaa's resignation from office, Marshal Häyhä formally bestowed him the Order of Civic Merit, a high Union award use to reward persons who have advanced the cause of the Fennian nation in the fields of politics, economy, science and culture. Viljamaa, currently 65, will continue in public life as an Union Councilman and as a member of the Standing Committee of the National Unity Front. He attributed his decision to vacate his post to desire to concentrate on personal writing projects - having already authored several books discussing Fennian economic history - and to allow a "new creative angle" within the National Development Office.

The National Development Office is in charge of oversight of all Union and Union-private enterprises, the advancement of Fennian commerce alongside the Foreign Trade Office, regional development programs, the reduction of unemployment and the oversight of all public works programs within the Union. Schulman has been previously involved in National Development activities through the University of Technology's work in Union housing programs and public works projects, and his appointment reflects the growing importance placed on Marshal Häyhä upon this side of the National Development Office's work. Congratulating Schulman upon his appointment at the Kalevala National Palace, Häyhä said that "civic development of the Union continues to be in an ever-growing status of importance, for our desire to build a better, greater Fennia to the benefit of our sons and their sons."

Among the program for the conference, attended by over five hundred regional representatives and numerous other people associated with the VKO cooperative, will be the election of the 1953-1954 Board of Directors for the organization and the discussion of various proposed items, including planned expansion into the Protected Territories. Notables including Stateholder Marshal Joakim Häyhä, National Development Minister Mauno Schulman and National Labour Front (KTR) Chairman Vilho Koskimaa will be in attendance, with Marshal Häyhä scheduled to deliver an opening address and the greetings of the Union government to the participants of the conference.

The Retailers' Central Cooperative is the largest cooperative association of retailers active in Fennia Proper. Formed in 1914 out of regional cooperatives in turn formed by independent merchants and retailers to provide for better advancement of consumer and producer interests within their areas of operation, organizations such as VKO now form an important part of the Fennian economic system, their standing having been reinforced under the official National Unity Front program in implementation since 1937. In a preliminary meeting with present VKO Board Chairman Kristian Seppälä, KTR head and Union Congressman Koskimaa emphasized the important role of such cooperatives in the implementation of the doctrine of popular capitalism, promising continued National Unity Front support to cooperative activities.

RIHTNIEMI, DUCHY OF SUURSAARI - Archaeologists part of a combined initiative of the Christian University of Pietari and the Information Office have uncovered what are believed to be the remains of a previously unknown and remarkably well-preserved hill fort used by former inhabitants of Fennia's largest island, dating back to the 5th century. The discovery occurs in an area already known in the archaeological circles for a number of other notable discoveries, such as burial mounds used by pre-Christian Fennians as monuments and often filled with property and weapons of the deceased, accompanying the cremation of the body which was common before the advent of Christianity in Fennia. A spokesman of the National Heritage Division of the Information Office described the newly discovered ruins, located in the town of Röyttä, to be among the most well-preserved of their type that have been discovered to date. Excavation is planned to continue, after which the ruins are to be preserved as a historical site.

The remains are said to be of a classical Fennian hill fort, used for varying purposes such as as a seat of power for local warlords or as a refuge in the event of war or attack by Norse or other raiders. Researchers believe that the Röyttä Hill Fort was used for the former purpose owing to its size and the indication that the fort was used to permanently house some prominent warlord and his retainers, corresponding with the so-called Suursaari Saga believed to have originated during the time period based on historical events that took place on the island. Weapons and valuable items, including some believed to be of Tiburan origin, have been discovered from the excavation site. The intention is to exhibit these in the Fennian Museum of Kalevala, which houses the most comprehensive collection of ancient Fennian items in the world.

Trade and culture promotion, anti-disinformation activity sought

The Foreign Office has announced plans to engage in more visible promotion of the Union in the European stage through the Fennian embassies and consulates, complementing present trade and culture programs and also providing a response to what Kalevala officials have described as "hostile disinformation and propaganda" levelled against the Union and the Fennian people by hostile foreign parties. A new legal motion drafted by Foreign Minister Kauko Vannas, and today approved by Union Congress and Marshal Häyhä, adds so-called "public diplomacy" to the official missions of the Foreign Office and the Corps of Diplomats.

"Whereas traditional diplomacy occurs between governments, and is accompanied by work aiming to directly affect certain key groups in the interaction between Fennia and foreign countries, such as trade and cultural liaisons, we now aim to make broader efforts to promote a truthful, positive perception of the Fennian Union abroad, with the Corps of Diplomats playing a key role in this initiative", Foreign Minister Vannas said to the Union Congress, explaining his perception of the idea of conducting 'public diplomacy'. "We must also recognize that certain states and international parties are engaging in a form of warfare against the Fennian people, in spreading lies about us and attempting to turn the world against us, and we must aim to counter this", Vannas continued.

The most visible part of this initiative is the planned establishment of "public representations" in certain foreign capitals, with the Foreign Office currently considering pilot sites for the public representation program. A public representation would be a diplomatic representation in precedence similar to the Fennian trade representations, operating subordinate to an embassy or a consulate, with the aim of providing public information about Fennia, advancing economic and cultural liaisons and providing educational and informational material to the use of locals if requested, including a new "Fennian Press Overview" magazine containing articles of Fennian newspapers in local languages. The establishment of such representations is set to take place by next year.

Additionally, the Foreign and Information Offices have announced joint plans to expand the scope of activities of the Union Public Radio to the provision of an international shortwave broadcasting service. Information Minister Kaarlo Nurmi said that the Union Public Radio would commission a new International Service, broadcasting from Fennia Proper, and a Himyari Service broadcasting from the Protected Territories. The International Service concept is to first target Scanian, Germanian, Gallian and Occidentian audiences with the prospect of further expansion in the near future.

KALEVALA, KINGDOM OF KALEVALA - For the fourteenth year in row, Monday's National Safety and Preparedness Day reminds the Fennian people of the ordinary citizen's duty in maintaining his or her skills and readiness to act in cases of calamities from accidents and natural disasters to the event of total war. Instituted in 1939 as a joint initiative of the Union government, the National Unity Front and the Civil Guard Organization, the Safety and Preparedness Day takes place in form of television, radio and newsreel information pieces, training based on the safety theme in schools and workplaces throughout the country as well as presentations by the fire and rescue services and local units of the Civil Guards. The character of this occasion is best exemplified by its chosen motto, "Always be prepared", as the Safety and Preparedness Day aims to raise national attention to a citizen's ability to contribute in maintenance of our common safety and to inspire citizens to volunteer in organs such as volunteer firefighters and the Civil Guard.

A visible part of the Safety and Preparedness Day is the All-Union Safety Skills Contest, organized jointly by the Civil Guard Organization and the All-Union Committee of Volunteer Fire Brigades. Taking place in Kalevala, the contest features teams of Civil Guards and volunteer firefighters demonstrating their skills through theoretical and practical tests in areas such as emergency first aid, fire safety and air raid defense. Awards to the winning teams will be issued by Stateholder Marshal Joakim Häyhä and General Juhani Kurkela, head of the Civil Guard.

PYHÄ HENRIK, PROTECTED TERRITORIES - The Pyhä Henrik District Court has commenced trials on the murder case of Constable Roger Niirala, killed a couple of weeks ago during rioting in the city instigated by drunken Swana residents following a brawl at the popular Thirsty Frontiersman dance hall. Constable Niirala was stabbed several times while part of a police group attempting to disperse a riotous Swana mob in downtown Pyhä Henrik, and succumbed to his injuries quickly in spite of being rushed into a hospital by his comrades. Prosecutors are seeking the death penalty for three Swana men, aged 22, 23 and 29 respectively, arrested earlier for their suspected involvement in the killing. While the defendants have admitted to lesser charges of assaulting an officer and rioting, they have claimed their innocence in the actual murder charge. Homicide of a civil servant in the course of his duties is always considered a capital crime in Union Criminal Code, and if convicted, the defendants will face execution by gunshot.

"Circumstancial evidence combined with eyewitness accounts of other constables present during the stabbing provide us with a very strong reason to seek the death penalty", said Niklas Kurttila, the Pyhä Henrik Chief District Prosecutor, to the Fennian Himyari Radio. Kurttila also referred to further evidence unearthed by police investigators which would be presented during the trial, set to continue on Monday. The defendants remain in investigative custody of the Protected Territories Police, and Friday's court proceedings took place under heavy security owing to worries that unrest could be instigated by parties involved in the previous rioting. At the same time, investigation of the two Swana deaths at the Thirsty Frontiersman is ongoing, and the police are said to have several suspects who are being interrogated.

Foreign interest in the concept of the Safety and Preparedness Day is most satisfying to myself and others involved in organizing this annual event, comprising both employees of military, law enforcement and civil defense organizations and national defense and civil defense volunteers throughout the Fennian Union. While the concept of the event was originally devised to inspire citizen volunteerism with the Civil Guard, it has since then expanded as a promotional event of all sorts of volunteer defense and civil defense activities and everyday information on personal protection from man-made and natural calamities of various sorts.

War Office to create two new Army Corps, two armored brigades, an airborne brigade

Stateholder Marshal Joakim Häyhä and War Minister, Grand Admiral Mikael Aminoff have come forward with plans to further strenghten the Union Army, announcing reforms planned for implementation within the Land Forces as part of the ongoing Five-Year Army Reform commenced in 1952. As announced by the Union government, the amendments to the broader Five-Year Reform consist of the planned creation of new units within the Land Forces, also amounting to a numeral increase to strenghten the presence of the Union Army in Scania and its capabilities of providing for our national defense needs in the face of potential new threats.

The move will see 90000 new servicemen inducted into the Land Forces, including an increased conscript intake from the January 1954 batch of Land Forces conscripts and onwards while some of the lower officer, non-commissioned officer and specialist needs of the new units are to be filled with a campaign aiming to recruit current conscripts to stay in service with the Union Army as volunteers. With the increase growing the combined peacetime size of the Fennian Uniformed Services to 997 000 troops, with 116 000 of those part of Interior Office services such as Military Police, Border Guard and Coast Guard, the numbers of men in peacetime Union Army service is to be increased to 881 000. "We view this 'million-man army' as a necessity for our sovereignity and our national survival", War Minister Aminoff said as he addressed reporters at the War Office pertaining to the announcement.

The recruitment of new servicemen, together with some shuffling of existing support role units, is planned by War Office to strenghten the defense of Fennia Proper in its entirety. The move will see the creation of five new infantry divisions, formed in one Army Corps of three regular divisions and one of two regular divisions as well as an earmarked reserve division in the event of mobilization, as well as two armored brigades and an airborne jäger brigade. While the specific purposes and dispositions of the to-be-formed brigades were not made known, War Office has confirmed that the new forces will be formed in Fennia Proper - with the exception of the new airborne jäger unit, intended to allow volunteers from the Protected Territories in the manner of currently extant 16th Airbrne Jäger Division - and utilized in the defense of our homeland.

Marshal Häyhä said that the increase constituted a direct response to growing foreign threats against the Union and the Fennian people, as exemplified by the ongoing Faroes Crisis. "I have seen war first-hand, and would not desire the fate to anyone else unless necessary, but I am also a realist", Marshal Häyhä said, joining War Minister Aminoff during the announcement, "A foreign power craves for our soil, which is imbued with the sacred life-blood of the Fennian people, and an ally of this foreign power is now engaged in expansionist adventures in the Faroe Islands. Being complacent in this situation would not be leadership, it would be treason."

With earnest respect of the Fennian Union we wish to humbly request the serious honor of observing the recruitment, training, and service of Fennian National Heroes. The Patriots of Cantignia have emerged from the horrors of Monarchy and the trials arranged by Communist, Anarchist, and Post-Delegationist detractors only marginally - if this Covenant under Christ is to rise above the rest - strong citizens must learn from highly achieved races like the Fennian ilk.

We have already spread our Europe-wide mission to learn and achieve to Bantyr, where alongside the reconstruction of the military we are working vigorously to preserve the local national culture which has suffered from Engellexic, Frescanian, and most of all Suionian incursion. If we can indeed observe the Fennian Hero at work, it should come at no surprise when museums, theaters, and silver screens are filled with the glories of the Fennian Union hard at work.
