IMPERIAL GOVERNMENT OF SIKANDARA

COUNCIL FOR DIPLOMATIC AFFAIRS
Confidential communique
SHAHDARA; the 23rd of May, 1953

SUBJECT: Reply to the Danish statement

The Imperial Government is most saddened to hear the position being taken by the Kingdom of Danmark in the issue of the arrest of the 21 Kyivian spies, who have been apprehended trying support communist militants in Sikandara, and we are deeply disappointed that Christiansborg is placing its ties with the KNRR on a higher footing than that of a fellow believer and upholder of true civilization.

Firstly, we believe that attempts by the Danish to involve themselves in this matter are clearly being done so at the behest of the Kyivian government to rescue their spies, and only contradicts earlier denials issued by the Kyivian government of their involvement in destabilizing Sikandara through the support of domestic militant communist groups.

Secondly, the Imperial Government would like to make it absolutely clear to its counterpart in Danmark that we are not open to conduct negotiations with the representatives of the Kyivian government or any other country for that matter on this issue. The matter will be decided by the courts in Sikandara and these 21 individuals will be at the mercy not of this government but of the judges, who shall decide the severity and extent of their punishment.

Yes, we admit that there exists a tradition of friendship and brotherliness between our two countries, but we will not sacrifice our national security at any expense. And this is indeed a matter very vital to our national security.
The Empire is clear in regards to its position on the Marxist ideology and countries which adhere to it, similarly, we urge our good friends to also adopt a policy which is clear in its objectives and unambiguous in the manner in which diplomacy is conducted.

SLOT DEN JYSKERNE CHRISTIANSBORG

BESTOWAL-DESIRE FROM THE KING AND EMPEROR

I, as King and Emperor of two nations, Danmark and Agder and Fey, and two territories, Danish Implaria and Ningwei, and the lands of the Archipelago of Faroerne, I need to clearly state, with no degree of circumcision, that I am, in person, of the preference for peace between this Empire and Kingdom and that of the Empire of Sikandriget.

I am of the view that my Empire, upon which I symbolise law and historicity, is best served through goodly relations with our good friends of the East and I am deeply interested in exploring the intricacies of Danish and Sikandari relations in person.

As such, I desire the personal visit of His Majesty Mir Bahadur the Second to the Palace of Jutes into personal dialogue, to be invited in effectual person as a visitor of High State with due accord. Due to you, as a Crowned Head, is an immense nod of recognition, and as such, I have directed that the accompaniment of the Jutish cavalry, the fifteen-horse-drawn State Carriage of Implaria and the music of the Imperial Trumpet Fanfares of State, as per Danish and Old World monarchical tradition, be bestowed.

I take immense personal interest in the affairs of the East in the plethora of religious voracity, cultural extravaganza, intellectual minutiae, and contrary opinions, to some within the Danish realm of contrariness to convention but of significant internal philosophical and daily life to me. His Majesty the Emperor is no doubt aware of this due to my letters to him.

However, at a direct level, I am of the opinion that this Visit of State shall afford direct communication to me as Emperors of, what I hope, are of significantly grand respect, and I am sure they are.

I hope that you, your Imperial Majesty, my personal friend, can illuminate me on the internal political dialogue that exists within Sikandara and I hope, and believe, that this will be communicated to me in a significantly composed and read manner.

For my own part, I would like to explore the internal diametrics of the Imperial Kingdom and I am sure that there is none other than you who can provide this erudition. I find myself at a problem vis-a-vis, to use a nearby term of Francophonie, the perturbrance regarding sincere efforts of my minister of foreign affairs, Hr Westerveld.

I do, in circumspect aspects, personally desire the release of the stained nationals of the Republic of Kyiv on personal assurances and invocation of High Clemency. Upon my name, the name and reputation of myself, I seek to seek the lives of the Kyivan nationals under Grand Danish auspices and the more humble pledge for humanity in its glorious beauty, intricacies and subtlety with groundings in cultural composure.

I have given considered thought to this issue and, if it pleases Sikandriget, I can command the incarceration of the nominated Kyivan nationals into Danish prisons, but with our own bent in civility.

I hope that this may be discussed in, this, the Visit of State.

In humble affection,

IMPERIAL COURT OF SIKANDARA

OFFICE OF THE EMPEROR
Private letter
SHAHDARA; the 26th of May, 1953

My good friend,
To hear that the value of the friendship between Danmark and Sikandara is still very much of prime importance is very satisfying and, We too, agree that the ties that bond our two nations together are much to great to be ignored or overlooked. The Danish contribution to our modernization programs of the 19th century can never be forgotten and the Sikandari provision of vital natural resources to the Danes, also, ensures that this relationship is mutually supportive and beneficial.

As you may know, the Imperial Court has organised a series of diplomatic events for me and my entourage, and we have seen positive responses being issued from the Fennians and the Mezhists, and originally We had every intention to visit the ancient citadel of Christiansborg but given statements being issued by the Danish Government, We have been advised by our ministers to postpone our visit there due to the highly unpopular statements that the Danish government has issued. As Emperor, the realisation is clear as day upon us that the actions of our ministers are sometimes, if not always, being taken against the advice of those granted their position by the Heavenly Mandate but the suggestions by the Danish Government have deeply scandalised the Sikandari nation, which sees the Danish attempt to mediate between This Empire and the Kyivian Republic as taking sides, and essentially abandoning the Empire.

However much I may personally desire to meet my good friend, the political implications of any such meeting do not reflect well on the Throne & Crown of this land, and would damage the reputation of your good friend in Shahdara severely.

The Government of my Realm, under my noble Chancellor Babur Suleymani, has advised me to inform my good friend that the Danish aspect of the Imperial Tour of Europe be postponed, until such a time Hr. Westerveld realizes the folly of his mistake. To make it clearer what he has suggested, We would say that he is asking us to grant freedom to those who threatened the very fabric of Sikandari society, as those twenty one men arrested have been directly implicated in communist activities in my Realm, aimed at strengthening militant movements to destabilize the countryside. As my good friend can see, the narrative is highly explosive, politically speaking. And my good friend must remember that We have a political role to play, as Emperor of the Imperial State.

As far as my good friend suggests on the prisoners being extradited, the position of my government is clear; they will be tried in court in Sikandara and be punished according to our laws.

However, as We come close to ending this letter, let me suggest that Hr Westerveld and Our own Grand Councillor of Diplomatic Affairs meet in the highest of security and secrecy to discuss this disagreement in detail, so that the positions of our two governments can be laid bare before each other clearly and without any uncertainty.
It is Our hope that following such diplomatic engagements, an atmosphere shall return which shall allow an Imperial visit to Christiansborg. Additionally, it is Our opinion that details of this disagreement be kept highly confidential, as any outwardly appearance of a divergence of opinion shall only serve to strengthen our mutual enemies.

Wishing you good health and wishing tremendous feelings of happiness to your family.

Mir Bahadur
HM The Emperor of Sikandara

DANISH FOREIGN POLICY IN TATTERS
by Professor Tahir Jamali,
Parliament to debate on military spending
Increase in funding expected as leftist threats consolidate
For almost two centuries, the bilateral relations between Sikandara and Danmark have been robust and strong, with both countries' governments considering each other traditional allies. Danmark has kept Sikandara technologically at par with the world and Sikandara has allowed Danish companies and economy to benefit from its natural resources, with oil being the most obvious and profitable for both. This is no secret and has been written at length by others in many countries. This relationship, which is considered in Shahdara to be almost sacrosanct, is important in the foreign policies for both countries, with tremendous interaction between the two governments on a number of levels in, both, Christiansborg and Shahdara.

But according to rumours floating in Shahdara, this vital relationship is experiencing one of the coldest periods and there are some people in the political establishment who are visibly disturbed by the turn of events in Christiansborg which have led to this delicate situation. The current Danish government is a remarkably soft one, preferring to pursue a policy of pragmatism and conciliation rather than ideology, which it feels is the best course of action to maintain its position of importance across the world.

In Shahdara, the opinion is markedly different, where this pragmatism is seen with distrust, an opinion which has been confirmed by the Danish Government's handling of two diplomatic crises. The fallout between this country and Potenza following the expulsion of the Ambassador, destruction of the embassy building in San Salvo, and offensive comments about His Majesty the Emperor by the Potenzan Prime Minister were the first instance where Danmark failed to stand firmly in support of Sikandara, leaving the Imperial Government stranded by pursuing a policy of neutrality to maintain its relationship with Potenza, which is essentially a regional and ideological competitor rather than an ally for Danmark.

And the second, which has sent the bilateral relationship into a tailspin, occurred just a few weeks ago. Following the announcement that 21 Kyivian spies had been arrested in Sikandara involved in operations to create militant groups in this country, the Danish Government officially petitioned our government to release them and send them to Danmark, to allow them to be deported back to Kyiv. The Imperial Government has, obviously, reacted with extreme displeasure, it has been suggested, and outright rejected the proposal, wanting instead to try the spies for espionage.

In both cases, the Danes put their alliance with the other states at a higher position than with us, neglecting to into account our sensibilities regarding our regard for the Emperor and for our staunch disapproval of communist states and our determination to protect our nation from foreign occupation. In my twenty-odd years as a professor at the University of Shahdara's Department for International Relations, never have I seen a government take such a foolish stance with such a major ally.

Having seen from afar the encroachment of Carentania in Gallia and the botched attempt to assume the throne of Agder and Fey by the Danish King, there were fears in Shahdara that perhaps the Danish nation was reaching the phase in its history where time would overtake its glories and sweep it aside, as newer powers rose from its shadow. But it is this alliance with Kyiv that has shaken Sikandari confidence in Christiansborg, leading this writer to suggest that Danish foreign policy is in tatters and that, perhaps indeed, the Danes stand ready to tumble from their pedestal. If it cannot retain the friendship of tried and tested allies, then how can it ever seek to play its role as a responsible global power?
The opposition Orange Democrats have brought forward a complaint that they have not been adequately been shown the details of the upcoming military budget, which has been reported to have shown an increase of 15% in funding. The Leader of the Opposition, Nasir Zanj, has asked the government start proceedings to bring transparency into the defence budget.

Continued regional tensions provide no cure for economy

Govt. praised for Scanian tilt
MPs commend Imperial Tour and role of Chancellor Suleymani

With the Emperor still on the Imperial Tour, and important meetings continuing in Shahdara with the Saami president, Members of Parliament have praised the new chancellor for taking an active role in developing ties with many Scanian nations and for understanding the importance of the region to the Sikandari economy.

In an official statement released by the Chancellor's Office, it has been stated that Sikandara is committed to a stable Scania, which is independent from foreign influences, and capable of robustly defending itself. The Chancellor has praised the Saaremaan government for conducting elections and congratulated Marshal Vaino on his victory.

It is also rumoured that the discussions with President Ooli of Saamiland also are progressing well and Sikandara shall soon have a friendly force in the region.

The sudden interest in Scania by the government has been motivated by a recent study which shows Scania as among one of the biggest markets for Sikandari exports, primarily agricultural products and minerals. Given the less than ideal state of the economy, enhancing and expanding these ties is absolutely vital to ensure exports continue to remain strong, allowing some respite to businesses.

The Imperial State of Sikandara continues with its insults against the People's Republic of Vangala. First it attempts to blame Vangala for the current conflict with Yujin, and claims Vangala threatens Sikandari security. Now it openly meets with self-proclaimed enemies of the People's Republic. The People's Republic demands the Sikandari authorities remove the hostile elements from the capital Shahdara, unless they wish for bilateral relations to deteriorate further.

GOVERNMENT OF SIKANDARA
Grand Council for Diplomatic Affairs
OFFICIAL COMMUNIQUE
The Imperial Government, under the leadership of Chancellor Suleymani, questions the Kilkila clique of their assertion that there exist any bilateral relations between the "People's Republic" of Vangala and the IMPERIAL STATE OF SIKANDARA when we do not recognise the Kilkila clique as representatives of the Vangalan people. Our bilateral ties are just as they should be: non-existent.

The Vangalan Government-in-exile is the sole representative of the Vangalan people.

KHABARNAMA-E-SIKANDARIAH
Communist Party walks out of People's Assembly

SHAHDARA: Speaking from its national headquarters in the imperial capital, the General Secretary of the Sikandari Communist Party, Humayun Akhund has announced that his party is deeply offended by the stance being adopted by the Imperial Government, as far as the states of Kyiv and Vangala are concerned, and that members of his party in the Majlis-e-Millat – the lower house of the imperial parliament – shall be registering their protest by walking out of the proceedings from tomorrow's session, the first of the parliament's summer sitting.

As expected, the Republican Party has viciously attacked the statement of the Communists and has accused the party of being the "mouthpiece of the damned" and have also announced a boycott of the assembly in counter-protest at the government's refusal to ban the Communist Party. The main opposition party, the Orange Democrats, and certain independents have urged both parties to temper their policies and work for the betterment of the country rather than pursue dogmatic policies which had foreign origins.

The Government of Chancellor Babur Suleymani has taken this protest as an opportunity to demonstrate to the electorate that the Communists and Republicans are irresponsible and lack commitment to the betterment of the common man's life. And has announced that on the weekend, he would be visiting the main strongholds of both parties and holding massive political rallies in those areas.

The Communists and Republicans, both, have just five seats in the People's Assembly and both are the main competing parties in the troubled city of Osmaniye, which is flooded with refugees from Vangala and Yujin.
Supreme Court to hear Kyivian spies' case

The Supreme Court has announced that it has accepted the Imperial Government's request to expedite the hearing of the Kyivian espionage case, which will essentially decide the fate of 21 Kyivian agents that the Imperial Security and Intelligence Service (ISIS) arrested earlier in the year. The announcement has ensured that the highest judicial body in the country would preside over the proceedings of this case which is highly controversial already even before the official trial has begun.

The Sikandari Government claims that the men arrested in various cities of the Empire are Kyivian agents, going so far as to state that they can provide proof of the nationality and substanial evidence had been recovered from their person which implicated the Kyivian Government in plans of establishing militant leftist groups in the Sikandari countryside to disrupt the peace and to aid Vangala. Its counterpart in Kyiv has flatly denied any involvement, though the Danish Government has, apparently sent signals to the Sikandari Government which confirm that the individuals arrested are indeed Kyivian spies.

In his statement, the Chief Justice of the Supreme Court was noted as having said that the supreme judiciary would ensure that a free and fair trial took place for the accused and a robust defence would be provided in accordance to the rights granted to all prisoners by the Sikandari law. He went onto say that he would allow witnesses to be present from a neutral party in the courtroom during the proceedings to ensure that the validity of the judgement is not questioned.

The Kyivian Government has not responded to the statement at the time of publishing.
Military on high alert on eastern frontier

The Council for Defense has announced that the Imperial Military has increased its state of alert on the eastern frontier with Vangala following a string of hostile communiques issued by the communist regime in Kilkila and its allied state of Carentania. The official spokesman stated that the decision was an entirely natural one, on the part of the generals of the Imperial Military, and that the movements of Vangalan troops were "suspicious".

Though, he reminded the reporters present, that the Imperial Military devoted two thirds of its strength on the border with the hostile force to ensure that a robust defence could be provided on that front and that any attempt to attack Sikandara would have to face the full force of the Imperial Military.

The Grand Councillor for Defence, following certain meetings in Shahdara, was himself briefed about the situation and flew to the border to witness the preparedness of the military and observed enemy positions from Sikandari watch posts. The Chancellor has stated that the Imperial Government was watching the Vangalan communists with immense attention and would not allow infiltration or the breach of Sikandari sovereignty at any cost.

The Imperial State of Sikandara continues to manufacture justifications for its belligerent policy towards the People's Republic of Vangala. There has been no increased or unusual military activity along our shared border by Vangalan forces, with the Vangalan People's Armed Forces focused on the maintenance of Vangalan territorial integrity in the face of continued assault by the Yujiner Imperial Army. However, as a consequence of these hostile manoeuvrings by Sikandara, Vangala will be forced to review the status of our border security forces.

GOVERNMENT OF SIKANDARA
Grand Council for Diplomatic Affairs
OFFICIAL COMMUNIQUE
We do not believe that the Kilkila Clique can adequately maintain order in Vangala and we seriously doubt its ability to enforce order with its rowdy hooligans guarding the border. Sikandara simply requires an absolute guarantee from the Kilkila Clique that it will ensure that the Sikandari territory is not encroached upon. That is our sole area of concern.

We have said it again and again, but we are not getting the answer. Instead we are subjected to pompous threats by the Kilkila Clique and its puppet masters in Rijecka.

Emperor signs execution order for Kyivian spies
Shahdara | Imperial State of Sikandara

Following a period of delay, the Imperial Government has announced that His Majesty the Emperor has issued the formal authorisation for the execution of the 21 Kyivian spies, which is set to take place later today. The Imperial Government headed by Chancellor Suleymani had long been lobbying for a quick execution of the Kyivian spies and had to wait an agonizing period of nine days before the Emperor deemed it fit to sign the execution orders. Following authorisation by the Emperor, the law dictates that individuals convicted of treason be executed in one of two ways: Either by decapitation or by having their skulls crushed by an elephant. Both methods are equally grizzly, frequently leaving individuals alive for many minutes after, and can be traced back to the 15th century during the Great Wars of Expansion.

When questioned why the law had not been changed to a more humane form of execution, such as hanging, the Imperial Government's spokesman
had this to say: "We recognise that these punishments are extreme and that is the purpose for crimes as serious as treason. If we do not act decisively we will not be able to send a proper message to our enemies." The announcement of the execution order was bitterly criticised by the Sikandari Communist Party, whose leader Humayun Akhund, provided the legal counsel for the 21 accused spies during the court case in the Supreme Court. Speaking to reporters outside the Central Prison in Shahdara, he said,"The severity of these punishments are horrific and we must act to remove these barbaric relics of the past." Mr. Akhund has stated that he would be spending the afternoon with his clients before their execution for emotional support.

Following the Supreme Court's verdict, relations with the communist states of the world tumbled further and many harsh words were exchanged between the Grand Council for Diplomatic Affairs and its counterparts in Vangala and Carentania, with communiques taking on a harsh and confrontational tone, it is alleged. The Imperial Military even increased its vigilance on the eastern frontiers as the Carentanian government declared that it was willing to deploy troops to Vangala to protect it from supposed aggression from Sikandara. Nationally, while people are decidedly anti-communist in their outlook, they do question the severity of the execution methods and there are murmurings of sympathy on humanitarian grounds of the 21 condemned Kyivian nationals. The Government however remains opposed to the idea of opening up debate on the execution methods utilized by the legal system.

Statement of the Sovnarkom - Completely Secret

On behalf of the Kyivan Peoples Revolutionary Republic I am contacting you to extend this offer: We humbly ask that your government stay the execution of the alleged spies indefinitely, and in return we invite representatives of your government to the Revolutionary Republic for confidential negotiations about the growing rift between out states. It is a belief shared by my comrades of the Sovnarkom and myself that the public discussion of this issue has become overheated, and while I do not believe either Sikandaris or Rus wish for this rift to expand further fear of losing face has paralyzed both parties. So we hope that by resuming dialogue away from the public eye we will be able to once again find the common ground between us.

TOP SECRET
The Imperial Government is willing to open confidential channels of communication with the Kyivian Government. However, we are not legally bound, neither are we interested in efforts to extradite the 21 spies back to Kyiv, in the absence of any such agreement between our two states.

But we can agree with our counterparts in Kyiv that this issue is better resolved by private meetings and discussions away from the scrutiny of the public and the press. Additionally, we would like to inform the Kyivian Government that His Majesty the Emperor of Sikandara has deferred his execution order of the 21 accused Kyivian nationals.

Chancellor Suleymani denies aiding Yujin, declares policy of non-interference
Shahdara | Imperial State of Sikandara

With reports emerging from the Mezhist Union's press that the Empire of Sikandara was aiding Imperial Yujin, Chancellor Babur Suleymani has denied the claims outright and asked for an immediate retraction of the claims by the Federal Guardian publication. Speaking with journalists as he left the Imperial Parliament, he said, "I truly don't know from where the Mezhist journalists got this... but to my knowledge... and I happen to know most things we are involved in... I can say with absolute confidence that we are not supporting the any force in Yujin."

The government's position was further defined by the spokesman of the Grand Council for Diplomatic Affairs, who issued a statement to the Sikandari and international press, which said that Sikandara was alarmed by the situation in the Vangala/Yujin region - whether it be communist militancy, human rights atrocities or the outbreak of full scale war - urging for a quick resolution to the situation to ensure regional stability. The statement went on to declare, for the first time, the government's policy of non-interference in the situation that has devastated the entire region. The text of the document read: "We hope that this show of restraint and maturity can encourage states in other parts of the world to embrace a similar line, thus allowing a quick imposition of peace."

The declaration comes just as the execution orders of the 21 Kyivian spies have been delayed yet again and relations with the communist government in Vangala have reached new lows following a diplomatic row between the two countries on Sikandari border defenses. The relationship is further complicated with the Vangalan Government-in-exile operating from Shahdara, from within the building that housed the embassy of pre-revolutionary Vangala.

The main opposition party, the Orange Democrats, along with 15 independent politicians, have supported the declaration and urged for moderate voices to prevail. However, the Republican and Communist parties have both refused to support the Government, with both parties remaining dogmatically entrenched in their party policies.

The People's Republic of Vangala finds the belated attempts by Chancellor Babur Suleymani to assure the wider world his government is not responsible for assisting the Xiang Cabal with the mass murder of thousands unconvincing, and demands further evidence if he desires the People's Republic to sincerely believe him. We will use this opportunity to remind Chancellor Babur Suleymani that despite the fact the Yujiner Imperial Army has been successfully repelled from Vangalan soil, we are still in a state of war with the Empire of Yujin, and actively aiding Yujin may be interpreted as an offensive action against Vangala. The People's Republic of Vangala wishes for peace in the East, but will respond resolutely to any attack.

The Empire of Sikandara has every means available to her to defend its territorial integrity and threats being issued by the Kilkila Clique will not be something we worry about. We are not interested in expanding the scope of the regional wars.

Details of Government oil deal proposal to Saamiland leaked

Following discussions with officials of the Government's Diplomatic Council, this publication has uncovered documents detailing the agreements reached between the governments of Sikandara and Saamiland during the recent visit of President Ooli of Saamiland to Shahdara, following an official invitation dispatched by Chancellor Babur Suleymani. While most of the agreements have been aimed at enhancing the trade and political cooperation between the two countries, it has emerged that the Imperial Government offered a preferential trade agreement on oil shipments to Saamiland which was unilaterally denied by the Saami President due to his reservations, which have been rumoured to have been on the part of his left-leaning coalition partners back in Aanaari.

Documents presented to our reporters reveal that the Suleymani government was willing to offer a 7.5% - 10% discount to Saamiland on oil imports from Sikandara, with the hope being that Sikandari firms would get a larger share of the small, yet highly lucrative, Saami market. However, for unspecified reasons, the deal fell through. The Imperial Government and the Saami Embassy in Shahdara both have refrained from commenting to our queries despite repeated attempts to get an official statement. Experts in Sikandara state that the deal would have been intensely profitable for the Nordic country for its energy needs and, according to the leaked government papers, was prepared especially keeping the Saami economy in mind by Sikandari economists. The impact for Sikandara is, however, more indirect, with business having slash their expected revenue streams from the country by around 17%.

However the real victory for both countries has been their agreement on the agricultural front, with Sikandara providing many staple foodstuffs to the Nordic country, with a very generous payment mechanism in place, Sikandara not wanting to overly pressurise Saamiland due to the smaller size of its economy. The revelations come just as the Saami coal prices are starting to rise following a catastrophic mining incident earlier in the week.

The revolutionary government led by the United Motherland Front continues to be the sole legitimate authority in the lands of Vangala. The criminals and traitors exiled in Shahdara do not represent the Vangalan people but outsider interests and reactionary remnants, as evident in their recent meeting with the Sikandari Chancellor.
