WE, the undersigned civic leaders of Oelar, ask the international community not to allow a radical communist takeover of our ancient Realm. Subversive radicals have already taken control of the major industrial center of Olmolungring, Knytlingsfort, and the main print and internet news outlet in the country. Separatist and saboteur elements now threaten to join and boycott reconciliation talks in favor of a radical leftist takeover.

We are calling upon the nations of Europe to support the constitutional regime of Oelar and national reconciliation talks monitored by the international community.

We are calling for the nations of Europe to pressure communist radicals and terrorists to stop undermining our economy and blocking transportation in and out of the capital.

We are calling for the disappearances of our friends and other civic leaders to stop immediately.

We are calling for communist separatists to stop prosecuting an illegal war against Sigvarthur Sigvarthursson Eir.

We are calling for the immediate release of the legitimately elected leader of Knytlingsfort, Gregor Samsonsson Stoker, and all moderate leftist leaders whom we fear have been jailed for their commitment to dialogue.

We are calling for the immediate release of all foreign nationals from illegal detention.

We are calling for the communist separatists to stop the illegal seizure of foreign and domestic property.

We pledge to restrain from the use of force except as a last resort. And we call upon the Skycommand as well as renegade military forces that represent Oelar to respect the pleas of the legitimate civic leadership of the country in these trying times.

MYSTERIOUS TESTAMENT OF THE RIGPA APPEARS IN NOKANAWA

Nokanawa is the secret-keeper of the world. My master's friend, the Lady Gretchen Seumasdatter Gunn, arrived yesterday with strange tidings from Eiffelland. The Lord Rigpa is imperiled, dead or near-dead, because Lady Gretchen entrusted my master with his last testament.

It is a strange document. The most cryptic and relevant fragment reads: If the peace is disturbed, the Mimir shall rule. Let him bury the black diamonds in their mountain homes and restore ancient honor to the people of the Hoelarian realm. Give these tidings to Alasdair Robertson in the City-Under-the-Mountain. He shall know my word.

It grieves my heart to hear news in this far-flung metropolis of the degradation of our people and looming civil war, and ill-tidings of the Lord Rigpa. I have received word that we will be leaving this splendid city soon. And so I may reveal my identity. I am the housekeeper of Atreifur Tomasson Aethur, the Oelarian ambassador to Oikawa.

What are the challenges for the new government?

It became clear yesterday with the surprising defection of a thin majority of the Knyltingsfort delegation from F. J. Gutkind that the new Oelarian constitution would pass. Now, what are the new challenges for the new government.

(1) Sovereignty vis-a-vis Franken. Most of Oelar still uses the Franconian thaler for currency, and Franken is still seen as an extremely active player in domestic Oelarian politics. Because Oelarian sovereignty was ill-defined until 1945, with patchworks of feudal areas still formally tied to the Franconian crown, Tagzig radio stations still interview rural Oelarians in the southern Sindhu Valley who are unaware that they are not subjects of King Alfred. Most recently, suspicions have been raised that the new constitution was the brainchild of the Franconian Foreign Ministry. And there are rumors that there was a firefight between Franconian special forces and ISRA-Knytlingsfort troops on Monday night as part of a threat designed to intimidate the Knytlingsfort delegation to voting for the constitution. This will not help the legitimacy of the new government, especially in the secessionist-prone South.

WHAT WE NEED: First of all, a currency...

(2) Control over the East. A bizarre twist in the constitutional convention was the refusal of delegates from the Eastern Frontier Region to express any legitimacy in representation in the new system (the region will not gain any representation on the Great Council). Even more bizarrely, there have been reports that influential officers of the Skycommand and the Swordbrothers that the Rigpa is dead and has been replaced by a pretender. These rumors are difficult to quash, since the Rigpa has never been a public figure and his face is not well-recognized. The enigmatic former ambassador to Touzen, A. T. Aethur, a member of the disgraced "Lost Clan", has been at the center of these strange developments. Some worry that an alliance of Swordbretheren, the Skycommand, the Eir clan, and now the Aethr clan could seriously threaten the government with their conspiracy theory.

WHAT WE NEED: Moderate conservatives like PM Viereskog to bring these radicals back into mainstream politics.

(3) Knytlingsfort. Always a problem. The reaction of Gutkind to the new constitution has yet to hit newsstands, but he is the powerful leader of an armed faction that the government needs on its side.

WHAT WE NEED: First, a rapprochement between Symeon and Gutkind. Second, a powerful effort to launch a Spring Offensive against the Eir insurgency in the outlying areas around Knytlingsfort.
