It is with great pleasure that I can speak to you as the representative of a sovereign state, unbeholden to a faraway capital with interests wholly its own. Now, you and I can discuss our own shared interests and decide upon the future path of our two esteemed nationstates.

I am instructed by my premier to establish cordial relations between your nationstate and my own to secure peace and prosperity. Towards that end, I humbly suggest your nation and my own begin immediate low-level negotiation of a friendship pact that guarantees cultural exchange, economic linkage, and trust.

Neustria cannot rest on the past of its illustrious predecessors: Bourgogne, the Frankish Empire, and others. Neustria must establish its own identify and make its own place among the nations of Europe. Let a happy entente between our nations lead the way and shine a light that the rest of our brother and sister nations will follow.

The Republique Seraziniste welcomes the steps taken by the nationalist communities of western Burgundian territories and the dissolution of the Grand Duchy of Bourgogne from the north-western portion of Gallia. As such, we stand as the first to recognize this brave nation and officially proclaim the commencement of official relations between our two nations.

The Government in Ouistreham is invited to submit the credentials of its Ambassador at Villesen.

It is our hope that Serenierre may assist the nation of Neustria rise from the shadow of its Burgundian oppression.

Her Majesty’s Government wholeheartedly welcomes the recognition and expansion of relations between the Two Kingdoms and the Neustrian people. Gothenhagen finds it acceptable to begin commerce and trade between our nations and peoples. It is our hope that over time our friendship can be defined by free trade, likeminded policies of peace, and cultural understanding.

Geography brings us closer than most other nations in this world; however, geography does not demand friendship, and when neighbors can operate together in good faith a unique special bond can develop. It is our hope that such bonds can be forged between our nations.

We would like to discuss the security situation following the dissolution of Old Bourgogne, as suddenly the specters of an old empire surround our Kingdom to the west and to the east. We are pleased to mutually lower trade restrictions and barriers and integrate Neustria into the north-central Gallo-Germanian marketplace, but that will depend upon agreeing about trade protections vis-a-vis nations outside the "Northern sphere." I would be pleased to host you for ministerial meetings in Windhaven to discuss these matters.

I am very pleased to hear from Gunnland to quickly. Neustria is eager to settle relations with its neighbors to the east. I regret I cannot personally make the journey to Windhaven. In my place, I shall dispatch a special envoy who will be fully empowered to represent myself and our King in dealings with Gunnland and its allies.

The Federation of the Natal fully recognises the Kingdom of Neustria as a fully independent state succeeding the Grand Duchy of Bourgogne. We are ready to begin diplomatic relations with the new state and to ask the Kingdom to continue its diplomatic presence in Himyar at the old Burgundian embassy in Camp Hill. We hope that an era of prosperity and trade will soon come upon the Frankish people and that the Natalians will be working to further develop the relationship between our countries.

I have been instructed by King Charles Augustus serenissime, at the request of the Chef d'État-Major des Armées, to inquire about the possibility of establishing a Naval Support Activity in your country. Neustria is examining the prospect of conducting a regular naval patrol of the Long and Hamar seas and a base of support in the middle east would be a great help to the operation. If the possibility exists, further discussion will commence.
