Armed Forces Build Amphibious Warfare Capabilities

With the threat of an LFS attack considered less pressing than any time in memory the armed forces are paying renewed attention to other missions, one area found lacking is the amphibious forces. The Commandry maintains a small but elite Naval Infantry warfare force but SHC strategists no longer consider this force entirely adequate.

The current force was structured to conduct small landings to provide flanking support for ground forces advancing into Oikawa or Cassiopeia. Now planners are calling for a force that can land on a hostile shore and open the way for a large conventional force with no ground access.

Achieving these ambitious plans will require two major investments, one is an expansion of the naval infantry itself. The SHC maintains the Naval Infantry is over strength relative to it's current mission requirements and meeting the new targets will require only a minor expansion. More pressing is the second requirement, the expansion of sea-lift capacity. The current sea lift assets available to the Armed Forces could provide only a fraction of the capacity needed to deliver combat units to a foreign shore in a reasonable amount of time.

Exactly how the CNF will meet the new requirements was not revealed. The SHC has confirmed that a new class of landing ships was in construction, and that there were plans for new Roll-On, Roll-Off cargo ships. The CNF will also continue to work closely with the CAF and CAAF which would play pivotal roles in any landing operation.

A larger question that was not addressed was how the Commandrys comparative lack of naval power projection capability factors into the question. Without true aircraft carriers the Commandry would be limited to conducting operations in areas within reach of CAF aircraft or with minimal air threat. According to analysts the most likely explanation is that the enhanced amphibious warfare abilities would be targeted toward regional adversaries, at least in the near term.

Editorial: AGE in tatters?

Aa the crisis in Batavie continues to heat up the first casualty may be the Alliance for a Greater Europe. Traditionally seen as one of Europes heavyweight power blocs the alliance has been riven by a growing split between Austurland and the Levant.

Whether the split originated with over the Batavie conflict is unknown but what is clear is that since the beginning of the Batavie crisis it has come crashing to the fore. Nowhere is this more evident than in the Council of Nations where the Levant has been working to prevent Oikawan domination of the Batavie mission through the Security Council while at the same time Austurland has reportedly launched a resolution that would bypass the Sec. Council altogether.

The situation is no more rosy outside the CON. Austurland chose to deploy it's naval forces well before the Levantine states committed to the conflict. Despite the two nations being nominal allies there has been no sign of coordination between Levantine and Austurlander forces deployed to Batavie and precious little evidence of any coordination between the two nations at all on the Batavie issue.

Well it might be premature to write off the European stalwart, when taken together with the slow decline of Oikawa and the LFS it is clear that European nations can no longer trust in the AGE-LFS dynamic to persist indefinitely into the future. As the largest of the non-aligned power the Commandry must prepare itself for an increasingly multi-polar future dominated not by unchanging cyclopean power blocs but by a shifting mosaic of independent nation states, non-state actors and strategic partnerships.

Vice Marshal Oleg Doronenko Dies

Sad news this hour as the Public Information Directorate has announced that Supreme High Command member Vice Marshal of the Commandry (CGF) Oleg Doronenko has passed away at the age of 79. Marshal Doronenko died at a clinic in Kyiv of complications following heart surgery.

In a public address Generalissimus Tarassenko called his death a tragedy for the nation, and saluted Marshal Doronenko's decades of service in the Slavian military and his role in the Stratocratic revolution. According to the SHC Marshal Doronenko will be buried in a private service at a currently undisclosed location.

Marshal Doronenko's death has also touched off a firestorm of debate among political analysts. One of the few members of the SHC to have served since the creation of the committee in 1989 he was a staunch critic of Oikawa and the LFS and is believed to have been one of the most enduring critics of the SHC's economic restructuring initiative. Who replaces him will likely have a significant impact on the ideological makeup of the council and has the potential to reignite the Stratocracy in One Country debate that has been on the backburner since the beginning of the Batavie crisis.

CRF "Ready" for Missile Shield, Commandry Reacts

The highly controversial Cassiopiean-Blue Union missile shield has been confirmed to be proceeding according to Cassiopiean media and the MID. The Commandry made staunch protests about the proposed shield to the Blue Union and Cassiopeia, concerned that the shield could be perceived as being directed against the Commandry's retaliatory nuclear forces, concerns which evidently have been ignored.

The Commandry Rocket Forces have taken it in stride. CRF Commander-in-Chief Marshal of the Commandry Mykola Kosiak held a press conference today to allay fears that the shield might pose a genuine threat to the Commandry's ballistic missile force. "Though it is only been publicly acknowledged recently we have known about the project for some time and it has been factored into our force planning. The CRF has developed in response a flexible contingency plan to offset any projected Cassiopeian missile shield in the near, mid and long terms".

Well Marshal Kosiak was understandably vague about what the plan entailed he did confirm that one of the first steps would be increase the number of warheads deployed on ICBM's and SLBM's. According to the Marshal by equipping missiles with lighter warheads a significant increase in total RV's can be achieved without sacrificing mission effectiveness. By circumventing the need for more missiles this uploading can be achieved for only a fraction of the cost of the missile defense interceptors needed to destroy them.

Well uploading missiles with more RV's might suffice in the short-to-mid term what the CRF plans in the long term is unknown. Given sufficient investment and time the Cassiopeians could deploy a sophisticated multi-layer missile defense screen. Marshal Kosiak would only confirm there are advanced systems under development to meet the challenges of improving missile defense.

Another important question is how this will affect the Commandry's historically good relations with the Blue Union and whether the Commandry would go as far as to target the Blue Union with nuclear weapons. Marshal Kosiak would not comment on the issue, saying diplomacy is outside the CRF's mandate and all targeting information is strictly top secret. Official ambiguity aside independent defense experts believe that given the integrated nature of the shield it is highly likely the Commandry would launch strikes against components in the Blue Union during a nuclear exchange with Cassiopeia.

Target or no the shield is almost certain to send diplomatic ties between the Commandry and the Blue Union into deep freeze barring a drastic reversal. Some commentators have gone as far as to suggest the Blue Union is abandoning it's historic diplomatic independence in favor of closer ties with the Cassiopeian-LFS block. Though such contentions are speculative at best it is certain that the successful implementation of a joint missile shield will require a great deal of cooperation and integration between the two nations, a process heavily weighted in favor of much larger Cassiopeia.

Whatever the outcome of the unfolding drama it bodes ill for the future of Sarmatia.

While an increase in regional tension is expected following recent propositions from Union Defense planners, we must take this time to assure the Commandry that if or when a deal is met between Životinje and Kasjopeja - Kyiv would not be this missile defense systems target.

Before this deal can reach fruition, the Commonwealth of Kasjopeja would have to dismount its lofty levels of arrogance, and their hands would have to pull back from entangling alliances such as the League of Free States, and Globalist literal-conspiracies like the Council of Nations. These issues of course have remained our primary disagreements for over a half century, and it will not be the Blue Union who budges to join an organization or alliance that might be detrimental to its independence or liberty, Europe and especially the Commandry can be assured of this.

Generalissimus Orders BMD Test

The flurry of armed forces activity unleashed in the wake of the Cassiopeian missile shield continues with Generalissimus Tarassenko personally ordering the CRF to launch a crash BMD test program. "The Commandry is committed to maintaining peace and stability in Sarmatia," Generalissimus Tarassenko told reporters "but we will not shrink from any challenge. I have instructed the CRF to begin a demonstration program of advanced BMD technology at the earliest possible date."

The CRF was not forthcoming with details but did confirm they would be able to meet the Generalissimus's aggressive (though undisclosed) schedule. Regarding the system itself the CRF says it will demonstrate an advanced non-nuclear missile defense interceptor.

Costs of the program have not been disclosed, but will need a special budget supplement to cover it for this year which has been approved by the SHK. Ongoing costs of the program will be factored into future budgets.

The announcement dispels any debate over whether or not the Commandry would make the effort to match the Cassiopeian program. It does raise the question of whether or not this will lead to a BMD-race in Sarmatia. If such a race did ensue it could potentially cost tens of billions of dollars for both sides. Even more unclear is how this will affect the balance between the Commandry and Oikawa.

EDF Set to Invade Batavie?

Well the Oikawan-led LFS occupation force drowns in a sea of CoN red tape other political axes seem to be stepping up to the plate by preparing for an occupation of Batavie. Recent public statements from Franken seem to to suggest the EDF is also preparing an occupation force for deployment to Batavie, which well late in coming is not surprising given the intense LFS and AGE activity around the nation.

Speculation of EDF invasion plans have been given additional credence by the MID, which revealed that it has been monitoring a buildup of EDF ground forces in nearby Éireann which they believe are being prepped for operations in Batavie. It is not difficult to surmise EDF motivations, with the LFS and AGE preparing feverishly for the occupation the EDF cannot afford to be left out. Not contributing to the CoN occupation would major blow to the Alliances prestige and given the relative proximity of Batavie relative to the EDF compared with either the LFS or AGE call into question whether or not the EDF has any teeth at all.

The growing dogpile of political regimens trying to get their finger in the pie cannot bode well for the people of Batavie who seem fated to become entangled in the endless tug-of-war between the power blocks. The Commandry has held fast to it's staunch opposition to international involvement in the Batavie civil war, but given the breadth of powers gearing up for the occupation even our most emphatic protests are unlikely to make even the slightest dent in the CoN juggernaut.

Tarassenko: Shcherbatskaya has no place in Batavie

Generalissimus of the Commandry Vasyl Tarassenko delivered a stinging rebuke of Shcherbatskaya after the monarchy threatened unilateral action in Batavie if the CoN did not act in accordance with it's schedule. He delivered the pronouncement in a live address to the nation:

"Shcherbatskaya should not be trying to interfere in matters which do not concern it. The Tsarina's transparent attempt at saber rattling will not improve the international standing of her nation anymore than it will help the Batavian people. Scherbatskaya should realize it's place and abandon this fools errand immediately before they escalate this crisis into a shooting war. They have no place in the affairs of Batavie."

Though it is extremely unlikely the Commandry would take any action against Shcherbatskaya in the opinion of many his address said what everyone was thinking. One senior Foreign Affairs Directorate Officer, speaking anonymously, told the dispatch: "Anyone who's looked at the facts knows it. The Tsardom is trying to punch above it's weight by playing hardball with the big ones. Problem is they don't have anywhere near the muscle you'd think they have by listening to them."

Ratomkira Coup, LFS in Tatters

Ratomkira is in the news again across Europe, after the disastrous embarrassment that was Na Treng forced direct intervention in the ongoing civil war by Siem Khun's Oikawan overlords many wondered if Ratomkira could possibly be a bigger embarrassment to the LFS. Ratomkira's answer it seems is "It got worse".

The latest news out of the country this hour is that the Ratomkiran military under the leadership of one Marshal Drith Vannhere have overthrown the regime of King Pheakdei Srieng III. The coup leaders quickly dashed any hopes of progress for the nation as they wasted no time exposing their political roots and declaring their continuing servitude to the empire. The odd declaration did however raise questions of what purpose the coup served at all.

Foreign Affairs Director Marshal Malyar summed up the situation thusly: "The puppet monarchy of Pheakdei Srieng III has been cast out and replaced with the puppet dictatorship of Drith Vannhere. Ratomkira has moved sideways, if indeed it has moved at all." Few would be inclined to disagree with him.

Well the coup has done little to change the status quo in Ratomkira it has been disastrous for the LFS and by extension the Oikawan Empire. That both Ratomkiran governments swear loyalty to the Chrysanthemum Throne and Oikawas dithering reaction to the sudden regime change indicate that the coup was almost certainly not a product of it's design and preceded without it's blessing. Coming on the heels of Na Treng it casts into doubt the empires hold over Ratomkira, and if Oikawa cannot keep in order the affairs of it's most subservient puppet how does that bode for it's influence over the LFS as a whole?

CGF CNC Marshal Murza spared no pleasantries in his assessment of the situation: "Oikawa is in decline, domestically and abroad. The Empire of 60 years ago, the empire that stood victorious in the Great War, would never have allowed one of it's string puppets to get so far out of line. First Cassiopeia, now Ratomkira, soon the LFS and finally the Empire itself." Similar sentiments were heard from other senior members of the Armed Forces and seem to validate Generalissimus Tarassenko's position that the threat from Oikawa and the LFS is in decline, with the implication the Commandry is now free to expand it's influence into the wider world.

Nightclub Stabbing Case Heats Up

A deadly brawl in a Novgorod Nightclub which left six dead has taken a bizarre twist as one of the victims, confirmed as being part of the attackers, has been confirmed as a member of right-wing political terror group the Patriotic Slavian Brigade. The case since has been turned over to the Interior Corps which has jurisdiction over political extremist groups.

Prior investigation had already revealed the other five were members of a so-called "Commune" adhering to the principles of Carentanian Communism. The group was known to authorities and was under Militia surveillance but was not considered a severe threat as they limited themselves primarily to making and selling narcotics and distributing low level Carentanian literature.

This all changed two weeks ago when the group was confronted by another group of knife wielding attackers confronted them in a nightclub frequented by the group. In the ensuing brawl five of the Carentanians were killed along with one attacker, who was overwhelmed and trampled by a mob of club-goers. It is that attacker has since been confirmed as a member of the Patriotic Slavian Brigade. The Interior Corps says it was surprised by the attack which is the boldest move ever made by the previously low-key PSB. In the past the group had mainly dealt in low key political agitation and petty crime.

The Interior Corps has not openly speculated on a motive for the killings, which has only fueled rampant public and media speculation. Though many theories have been floated perhaps the most credible at the moment has linked the attack to the killing of a Carentanian official by the PSB in that country. Though hard evidence of a connection between the two is lacking the implications that violence in distant Carentania may somehow have triggered violence in the heart of the Commandry is certainly disturbing, though we will have to wait for the Interior Corps investigation to conclude before any hard answers are likely to be had.

Tribunal Upholds Union Breakup

In a case ruling likely to be felt for years to come the Supreme Tribunal of the Commandry has rejected the appeal of the United Mineworkers and upheld the ruling of the lower courts which found the union in violation of Commandry law, and authorizing the CCF to proceed with the dissolution of the Union.

United Mineworkers made headlines a little over a year ago when the CCF brought charges against it, accusing the union and it's leadership of wanton violations of Order 1944 and pressing for it's immediate dissolution under Order No. 1944a. SHC Order No. 1944a is an addendum to Order No. 1944 which originally permitted the formation of labor unions (banned following the revolution) under strict conditions they refrain from any political activism or contact with foreign political regimes. In the event of a violation Order 1944 Order 1944a directs the CCF to take custody of union leadership, seize all union property and assets, and dismantle the organization completely.

Order 1944a has been carried out only a handful of times since it's inception primarily against small radical fringe organizations. This case is groundbreaking in that United Mineworkers is the largest and arguably most influential Union in the Commandry boasting thousands of members in some of the largest mines in the nation. It's breakup will not only halt but effectively reverse the rapid growth of unionization of mineworkers over the past decade.

Only partial details of the case brought against UM by the CCF are available to the public. Reportedly much of the evidence collected was uncovered through an investigations by the notoriously secret MID. As all MID activities are protected by strict state secrecy laws no hearings or documents pertaining to them have been made available to the public. The CCF has however made an official statement about the case and the nature of the Charges brought against UM: "The United Mineworkers has acted in violation of Order 1944 through the dissemination and promotion of prohibited political materials, provided material aid to known political activists, encouraged union members to engage in political activism and made contact with agents of hostile political regimes."

More recently a representative of the SHC confirmed at a press conference that the Order 1944 violation pertained primarily to the Communist nation of Carentania. The SHC affirmed it was highly concerned at the influx of illicit political propaganda originating from the Communist regime and pledged to spare no effort in tracking down and wiping out political subversives in league with international communism.

Market reception to the news was neutral. Fears of disruption caused by the crackdown on the Union seem to by tempered hopes it will result in less union-led disruptions of mine production. Sibir Steel, which has clashed repeatedly with the UM, seems to have benefited in particular from the news with it' stock closing unexpectedly up today on the NSX.

News was dimmer for labor advocates who spent much of the day denouncing communism, distancing themselves from the UM and reaffirming their support of Stratocracy. One advocacy group told the Dispatch it was afraid that the high profile crackdown on UM would lead to a chilling effect and make workers afraid to associate with unions and unions afraid to advocate for workers throughout the entire country.

Curfew Ordered in Khazar Region as Offensive Begins

The Khazar Administrative Region has declared an immediate curfew order for all civilians in coordination with what is reportedly a major offensive operation against Khazar seperatists. It reads: "A general curfew for all citizens of the Khazar Administrative Region is now in effect. A major combat operation is now underway in the region and citizens who do not remain in their homes are at serious risk of injury or death. No outdoor areas are to be considered safe for the duration of the curfew. Remain in your homes and if possible away from doors and windows. If you are still considered to be at risk members of the army, militia or interior forces will be on hand to evacuate you a safe area. You will be notified when the curfew has ended. Furthermore be aware all intra and inter regional travel permits for the Khazar Administrative Region have been suspended for the duration of the curfew. Thank you for your cooperation."

News of a major combat operation in the Khazar region took many by surprise as region has been comparatively quiet in recent months. Neither the SHC or any of the forces responded to requests for comment on the offensive citing operational security. A spokesperson for the SHC did however confirm that more details would be made available to the public in the near future.

Kurusk Hostage Crisis: Generalissimus Responds

Generalissimus Tarassenko, supreme leader of the Commandry's armed forces, has released an official statement about the hostage crisis in the Oikawan Occupied Territories (commonly called Polatsk), or OOT. The Generalissimus's statement was as follows:

The Commandry of Kyiv and Novgorod condemns the use violence for political means against civilians and disavows any knowledge of or connection to the hostage takers in Kurusk. I will however take the opportunity to remind the nations of Europe that responsibility for the violence being witnessed as we speak in Kurusk rests solely at the feet of the Oikawan Emperor. There can be no peace in Polatsk until Oikawa ends it's immoral and illegal occupation of Kyivan lands and they are are reunited under the rightful administration of the Commandry.

Commandry's Industry Working to Stay Competitive

Kharkiv was the place to be over the last three days, if you have any interest in manufacturing. The city was host to the first National Industrial Conference which billed itself as "A forum designed to bring together key decision makers in the armed forces and private sector to address issues affecting the Commandry's secondary sector with an aim towards maintaining domestic and global competitiveness". A fitting choice given the cities status as the single largest concentration of manufacturers in the Commandry.

The conference had little trouble living up to it's billing as some of the countries top manufactures rubbed shoulders with high ranking officers from the CCF and MAD. The three days saw a dizzying array of presentations with topics ranging from labor relations to joint ventures with the armed forces. One topic reared it's head more than any other and managed to work it's way into almost every presentation: The Commandry's industrial sector must adapt if it is stay competitive and stay alive.

With another five years of robust GDP growth forecasted by the CCF Finance Directorate the post-communist heyday when low wages alone could sell our goods abroad is long over. Increasingly Slavian manufacturers are seeing themselves undercut by market newcomers like Hajr, a trend which is expected to only accelerate over the course of this decade. Domestic tastes are changing to. As wages continue to rise the Commandry's consumers are increasingly demanding high end consumer goods like those made in the Levant. The more traditional "socialist" fare of low cost, no-frills consumer goods that Slavian manufacturers long produced for the home market no longer attract anyone other than low-income buyers. The military, long one of the key drivers of slavian manufacturing, is changing it's requirements as well and fully expects industry to change with it. Vast quantities of heavy metal are out, in our are the smaller quantities of high tech, high precision weapons needed for 21st century warfare.

The net conclusion is that the manufacturing must shift over the next decade from the low-cost, low quality, mass quantity manufacturing characteristic of developing nations to high-cost, high-quality, limited quantity manufacturing seen in developed economies. Equally important the industry must takes steps to aggressively innovate new products for domestic and international customers. Foreign producers can no longer be relied upon to supply ready made designs for manufacturers here as in the past.

The mood was optimistic though. Many delegates pointed to the success of recent military programs for high volume production of high-tech products as proof the Commandry's industry was up to the challenge. For it's part the Military Armaments Directorate said it was working closely with it's producers and designers to complete the transition towards high-tech production and that the military-industrial base was prepared to lead the way for the consumer industry.

CGF Stages Mobilization Drill

What had started as a quiet friday in the commandry quickly turned chaotic for many residents of the Kyiv Administrative Region as they were caught off guard by a sudden wave of mobilization orders for local CGF reservists. Some cities including the capital nearly ground to a halt as thousands of reservists scrambled to report, a situation that continued for almost the entire day. Almost as chaotic were the rumors that the country had gone to war which caused minor panics in some communities.

Chaos continued until 9pm at night when CGF officers declared the mobilization over announcing the success of the drill and revealed the operation had been part of an effort to test ground forces readiness. This did little to assuage those caught in the chaos or who fell victim to rumors of war and many, including a number of prominent businesses, voiced complaints over the disruption caused. The panic even spread to Novgorod where the NSX took a nosedive during the day only to stage a lighting rally following the end of the operation, though is was still not enough to prevent key indexs from closing the day down.

The CGF was unapologetic for the move, as was the SHC. A CGF press officer told reporters that speedy mobilization was an essential part of the ground forces defense against the Imperial-LFS threat and that maintaining the system in good working order was a military necessity. The SHC echoed this sentiment when it issued a statement saying the Generalissimus and the SHC regretted the disruption of citizens lives and business but that maintaining high mobilization readiness was an indispensable part of the armed forces strategy.
