The Democratic Republic of Gorno-Altai recognizes and supports the Revolutionary People's Republic of Ratomkira. The upper strata is so little that they should not have a world in ruling the mases. May the people of Ratomkira awake and see that the most populated strata is the lower one. The are the one that are having legitimacy to rule the country.

A nation in turmoil
Situation intensifies as additional forces are moved towards the North and riots in the South grow in size

Na Treng -- The situation in the North is intensifying as both sides are building up there armed forces on the new 'border'. This morning the Council for Democracy and Justice moved another five divisions towards the Northern provinces, which have declared an independent socialist republic two days ago. According to our source within the military a large amount of these forces where placed in and around the governmental controlled South-Na Treng, the rest where apparently deployed in the surrounded enclaves and towards the separation line with the KKP. We where asked not to make the exact amount of troops and equipment and their positions public as that information might be used by the communist enemy. It is known that the majority of the newly deployed troops where the veterans who crushed the royalist uprising in the Pomnichin province, four months ago. This puts the total amount of men deployed near KKP occupied land at around 120,000 heads. If it will be enough to destroy the so called 'Revolutionary People's Republic of Ratomkira', or at least force them back to the negotiation table remains a question. According to analysts, such a force should be able to achieve victory if it wasn't for the many problems caused by the state of our economy and the moral of our soldiers. The total force of the KKP is estimated to be around 100,000 and rising.

There has been some international reaction to the declaration of independence of self proclaimed 'North Ratomkira. Our most powerful ally, the Empire of Greater Oikawa, pledged unlimited support to Ratomkira. Shin Sekai reported that Oikawa has bombers standing by, ready to attack KKP positions. Another great ally and good friend, the Holy Tiburan Empire, has condemned the declaration of independence and stated that it will do everything within its power to keep other nations from recognizing the 'Revolutionary Republic'. Regardless the Northern regions have brought in its first recognition. Yesterday, around 7.30 PM, the Democratic Republic of Gorno-Altai, a communist nation of the West, has formally recognised the KKP state. Vangala, the most important sponsor of the communist rebels, has expressed its support for the separatists, but has yet to recognize the break-away provinces. For the rest the international community has remained largely silent except for our long-time allies in the Marquette, who urged the KKP to return to the peace table.

But as more and more people are fearing that a return of the negotiations is impossible. Situations are heating up. Crime has risen highly in the, still free, south of the country, mostly looting, vandalism, assault and robbery. Police forces are having trouble containing the violence. In most areas a state of emergency has been called. The government urges everyone to stand behind them in these difficult times. Further stating that their actions are only helping the rebels, who must be looking at our situation with much satisfaction, and are litterally destroying our nation.

Vangala is gravely concerned by the massive growth of military forces deployed near the northern regions of Ratomkira, resulting in the escalation of tensions and severe undermining of the peace process. Renewed violence threatens not only to further destablise Ratomkira, but Vangala and the immediate region. We call for the resumption of talks between the KKP and Ratomkiran military.

Situation in the south mostly under control
Large scale riots and vandalism put down, seven policemen and four soldiers die

Siem Khun -- The large scale riots and acts of vandalism, that held the southern provinces in its grip since the KKP's declaration of independence, have nearly all been put down. While one might rightfully find this good news, it has come at a high price. The riots, which took place in certain areas of nearly all major southern cities, have cost the lives of no less then seven police officers and four soldiers, the latter where send in to assist local law enforcement and riot police. Over two hundred policemen and soldiers are wounded. However the death toll on the other side lies much higher. Official reports indicated that at least forty protesters found their demise. Most lives where lost in the second largest city Kampeay where one of the many demonstrations got out of control after masked men opened fire on a police barricade from within the crowd. It is estimated that about half of all the fatalities took place in Kampeay. Samnang Tairoknu, a spokesperson for the government, said that investigations have been started to determine if the police and military acted correctly. It was also said that the Council for Democracy and Justice has complete trust in the protectors of law and order and that the sole reasons for the investigation is to send a clear message to the people that nobody is above the law and that every life which is lost in Ratomkira must be clarified until there is no more doubt.

The KKP was obviously responsible for the deaths and damages. The gunmen that escalated the riots in Kampaey are believed to be members of the terrorist movement. It is thought, but not yet officially confirmed, that it was the KKP and several smaller southern sister movements who instigated the riots across the land and even coordinated them. The mere fact that the riots seemed well coordinated and planned out can only mean that the angry mobs where led by the so called 'People's Revolutionary Government' or should we say the leadership of the KKP. Although the KKP will tell you that the highly violent riots was a sudden rebellion of the common people nothing can lie further from the truth. Furthermore the Council for Democracy and Justice will do everything to prevent the communist propaganda machine 'People's Struggle' from "spreading their lies and poisoning the less educated mind..." However it is most likely that the KKP is using our communist neighbors Vangala to broadcast their messages, which will make censuring it a difficult if not impossible task.

While several isolated incidents are still taking place, law and order has largely been restored. Samnang Tairoknu said that all possible will be done to destroy the last few places of unrest. However, although the Council For Democracy and Justice can finally start focusing their remaining energy and resources on the separatist north, the damage that has been done is enormous. Although no exact figure was given, the damage of the almost week-long riots are believed to go well into the billions, especially in Kampeay. Even with the great financial support from our allies in the League of Free States and our long time friends in Marquette, the price for the unrest will not easily be recuperated.

Phroum falls into the hands of anarchists
Council for Democracy and Justice orders evacuation of Phroum as the city is lost to anarchist militias

Phroum -- The Royal Army suffered a major strategic military and economic setback in the North today. The third largest city of the north, Phroum, has been lost to anarchist militias and illegal unions of the same political spectrum after a battle which lasted no less then twelve days. A well-paced military source told the Daily Truth that the fight over the city went like this: "At first, right after the North declared independence, it where just very bad riots. We responded by deploying riot police forces with additional military support, not using excessive lethal force in order not to escalate the situation beyond control. After all we found ourself surround by KKP occupied territory. After day four had passed we realised that this was not like the other riots, which hit Phroum sporadically over the last decade. After the deaths of fifteen policemen and twelve soldiers we started opening fire on the armed and highly hostile crowd. Initially the approach was a success, the anarchists where forced out of the streets and we where able to take back some strategic points. The factor that turned the tables once again, back in our disadvantage, was the attack we launched on the industrial zone, which was completely occupied by anarchists. Those factories proved to be a death trap for our men. It was clear that the Black Flag Army was involved, the workers had become fighters, their ambushes nearly perfect. It also seemed that weapons where just pouring into angry hands, suddenly formerly pure political unionists where patrolling the streets armed to the teeth. After our defeat in the industrial area the streets filled up again, this time many of the rioters carrying assault rifles, handguns and even bolt-action rifles besides their regular Molotov's, rocks and sticks. We where pushed back, having to defend every meter with over half the city coming down on us. "

The evacuation of the city began several hours ago, according to a spokesperson of the government. The first ones to be evacuated where the leading officials of the city and their families, who had become a much wanted target of the anarchists. After that all important corporate personnel and their employers where brought to safety together with several other loyal families. Finally the city garrison, which has been reduced to merely 6,487 soldiers, and 324 policemen where evacuated to the south. It is rumoured that several KKP Anti-Aircraft batteries opened fire on the transports, but this has not yet been confirmed or denied. Despite the rumours every person that was evacuated got safely to the south, the last group of soldiers arriving about half an hour ago.

Specialists say that the fall of Phroum could be blamed on a handful of factors. One of the least spoken about, but probably most important one, is the by the KKP, which took place just days before the military takeover and lasted slightly over two days. It is said that the short, but very intensive attack, although a strategical victory for the military, had largely destroyed the most impressive and fortified positions that the army used to have. Due to the lack of budget 95% of these installations weren't rebuild, leaving the soldiers vulnerable at key locations. The second greatest factor is most likely the lack of supplies. Apparently there was not only a shortage of water, food and spare parts, but also a deadly shortage of ammunition. Reports showing that many fallen soldiers where found with no or almost no bullets in their gun prove this. A sad thing to note. Another significant factor that played its part was the fact that the anti-leftist forces, that where once very strong in the city, where divided after the Council for Democracy and Justice was formed. The first weeks after the military uprising Phroum was the battleground for various fights between royalists and those loyal to the new regime. The last, rather controversial, main reason is the high amount of support for anarchism in and around, mostly in the 'Five Villages', the city. The latter factor is often disputed as some specialists believe that it was the Black Flag Army that took Phroum and not a 'popular anarchist uprising'. Whatever the main reasons are, Phroum, a former national treasure considering its potential, is now no longer under control of the transitional government.

The effects of this on our economy and military is already becoming clear. If not for the aid of our allies in the League of Free States and our Marquen friends we would be near doom. Despite all good choices and reforms the Council for Democracy and Justice is struggling to keep the nation viable. After all, considering the mess left by the former government and the recent events, they have done wonders. Prime Minister, Marshall Drith Vannhere is expected to make a statement about the loss of Phroum soon.

"People of Ratomkira, prepare for war!"
Prime Minister Drith Vannhere announces that war is inevitable and rallies the south behind him

Siem Khun -- "People of Ratomkira, prepare for war!" With these already legendary words our Prime Minister, Marshall Drith Vannhere made it very clear to friend and foe that the separatist North will be taken down by force. This means that, for the first time since the peace conference, the Council for Democracy and Justice is prepared to begin a military invasion of the KKP-held Northern provinces. "The so called 'Revolutionary People's Republic' is arming itself. Every seconds that we, as defenders of freedom and prosperity, are letting by they grow stronger and more willing to suppress us all with their communist dictatorial policies.", the Prime Minister said during the same press conference earlier this morning. He refers not only to the high increase in manpower that the communists have managed to achieve, but also to the enormous amounts of financial, material and military support given to them by Vangala and in lesser quantity from the rest of the Revolutionary Defence Treaty Organisation, known as the RDTO. The long, inspiring speech, which was aired live on all broadcasting systems and loudspeakers across the country, that lasted over 30 minutes was ended by our leader with the words. "It will be a war that will decide the fate of our fatherland, our religion and our people. It will be a war to end all wars in Ratomkira. A war that will not stop until our nation is once again united and strong."

During his speech the Prime Minister made it clear that it is his desire that the self proclaimed socialist state is brought down by Ratomkirans. Meaning that although he will ask our great Oikawan allies for limited aerial assistance, all ground operations and the majority of the air strikes will be conducted by and for Kambudjans and Langxangese. Although several weeks ago a purely Royal Army conducted military campaign seemed impossible due to a long list of problems, massive support from our League of Free State allies and Marquette has made it so that we can once again fend for ourselves. With the desertion rate under control, Marshall Vannhere, who is like a father to his men, finds that it is safe to say that the communists will face a united, strong and modern military. One they can not overcome. With additional funding the army will be speed-trained over the next few days to better use their old equipment and learn how to use some of the most modern war machines the LFS has to offer. This however also means that, while there wasn't a date called, the start of the invasion will have to wait until our soldiers know how to use their new weapons at their full potential. Efforts have also been undertaken to help increase the amount of brave recruits in the Royal Army.

Shortly after the speech there where reports of isolated demonstrations and even some violent clashes coming from no less then nine cities in the south including the capital, Siem Khun. However, according to a source inside the military high command, most of these have been put down by the police and military, except in Kampeay where small riots are ongoing. According to the communist propaganda machine mass demonstrations in support for the 'revolutionary government' are taking place in the Northern provinces. According to our sources within the true government of Ratomkira, however, these mass demonstrations are non-existent and are yet another way of the Hun Mochhai's clique to manipulate the people. Also in Siem Khun about five-thousand sympathizers of the Council for Democracy and Justice have already showed their support for the military and its leaders by placing flowers around the gates of Marshall Drith Vannhere's Prime Ministerial residence. The amount of bouquets is still rising fastly, indicating that the support for the government, that has already given us so much, is still high and may be even higher then ever.

On Behalf of the Sinhai Union

We wish to send our greatest sympathies to the true, legitimate, and sole government of Ratomkira. Ours is not a nation without an understanding of internal struggle, of resistance against the foes of within, but where our nation stands alone against itself, the people of Ratomkira stand together with a myriad of sympathetic nations throughout the world.

Miniscule wars, like those in Jurzan, dominate the news, but the true battles are waged in the East. Those foreigners know nothing of the plight of true people, struggling to lift themselves from their own graves. While our government, likewise engaged in battles that threaten to destroy this fragile Union, expresses it's unyielding sympathies, there is little that we can do at this time. Our own soldiers spill their blood on the fields of our nation, as yours will soon. We can only pray that your nation slays that red beast, the malignant tumor of communism, and finds it's own victory within. For in the East, war is made to purify the nation like meditation purifies the soul.

Sincerely,
Arun Iyengar

The People's Republic of Vangala has only provided equipment and expertise for civilian purposes to the revolutionary government in North Ratomkira. The Oikawan Empire and its puppets are spreading dangerous lies designed to create confusion and hostility in the region.

Acts of aggression against the nation and people of Vangala will not be tolerated and we warn the dictatorship in Siem Khun against military action.
