In light of recent deterioration of security in Germania with the signing of the so-called 'Belgarsk Pact' between the People's Republic of Ostmark and the Kadikistani Union, significantly increasing the pressure of the aggressors in the Seven Days War upon the democratic remnants in the area, this Office wishes to issue a memorandum for your consideration about the potential of countering this aggressive move with a measured, appropriately sized response of our own that preserves the net security gains for the Grand Duchy of Lars that we have been keen to maintain in these past few months with our intensifying cooperation in the field of international security. The Anti-State continues to see your state as a key strategic security partner for our overall geostrategic objective of the containment of tyrannic regimes and the preservation of democracy.
We consider the following to be facts:
- The dual tyrannies of Serenniere and Kadikistan continue to be the greatest security risk for Gallo-Germania, seeking to aggressively export their respective variants of the same oppressive ideology to the free nations of the continent
- Their victory in the Seven Days War has emboldened these states to assume a posture of permanent aggression, capitalizing on the lack of an effective coordinated response by the democratic remnants of Gallo-Germania
- Conflicts between the non-socialist powers amplify this disparity
- The continued inner collapse of some of these entities promotes to positions of power irrational actors that seek to maintain domestic cohesion through adventurism abroad
This Office tenders the following considerations to the Grand Duchy of Lars and is open to amendments should some of these points prove untenable for the Grand Duchy:
- The Anti-State is willing to enter into a formal defense arrangement with the Grand Duchy of Lars, suggested to be triggered in strictly defensive scenarios
- Strategic Sky Command is prepared to permanently deploy an air wing detachment of fighters, accompanying signal intelligence, tankers and bombers to a location at the Grand Duchy's digression, to assist in maintaining the Grand Duchy's defense readiness and ability to safeguard Gallo-Germania for democracy
- Taking into account the principle of measured response and considering that the security situation on the ground has not changed at the Grand Duchy's borders, a brigade deployment of JTAC and artillery units working in unison with the fighters of Strategic Sky Command will provide a flexible ability to respond to regional threats without credibly being interpreted as an aggressive gesture
- This Office would defer to the Grand Duchy whether these units would best be handled on Larsian bases or on purpose-built bases operated by Anti-State military staff
- The opening of a port terminal in the Grand Duchy, chosen by the Grand Duchy, for the purpose of supply and troop deliveries by the Anti-State, with the explicit exclusion of submarine vessels from being allowed to enter port to respect the Grand Duchy of Lars' uninvolved position in the Long Sea crisis
- The offer by the Anti-State to make similar facilities available to the armed forces of the Grand Duchy in the Anti-State if desired as an act of trust building
