There is plenty of action to be had that is not warfare
Indeed, the core of members are in it for the long run. There is a lot more you can do to build your nation besides armed conflict, but I'm sure you know that.

Guys, there is a real methodology behind the discouragement of new members from entering into armed conflict within weeks of joining. Accept it and tailor your roleplay accordingly. Discussion over.

Well, the main reason for that rule is that we don't want to see that a new nation is invaded and steamrolled within the first two weeks of its existence because the invading nation looks at the new neighbour as an opportunity for an easy land grab

Exactly. Unless any of you want to make a brand new nation and invade me from my Eastern border. I could use some land there.
