His Majesty King Manuel III has shown great wisdom by respecting the will of the people of Ebria and voluntarily stepping aside. We wish him all the best for the future.
Also congratulations to President Rios Lopez on becoming the first President of the Second Republic.
Of course we recognise the Union of Ebria, Nuoria and Hamrun as the successor state to the Crown of Ebria.

Esteemed sirs,
As it may be known to you, the last EF proposal that has been approved by the Forum represents the White Helm arrival in the Serrault Isthmus and on the Renian-Csengian border, so as to ensure that the Tarusan civil war will not spill over the Meridian Union nations should Csengia become a battleground between Konstantinist and Ivanist forces.
This has brought us to the current situation of extreme tension and the standoff between the Csengo-Tarusan 10th Tank Guards Army and the Ebrian Santiago del Campo Army in the Serrault Isthmus. This is a situation that neither Valls, and probably nor Kispest really wishes, especially as Csengia and the Konstantinist faction would prefer their headquarters to be stable and at peace as they continue fighting the Ivanist Kremlyov regime.
For this, we propose the following: Ebria will reduce the alert and demobilise the Santiago del Campo Army, provided that Csengia will do the same and return to 10th Guards Tank Army back to Westmark. The same will happen to Rheinbund too, as we know that they are extremely defense orriented and have no will to attract such conflict.
In response, the Ebrian authorities will continue the opening of the Serrault border crossing and this time for train transport too. We know that Csengia and the Konstantinist faction needs oil to function, so we will be open to allow Ebrian citizens smuggle oil across the border, either by ship, using fishing trawlers across the Serrault lake, or by train along the isthmus. We will not support it per se, but we can conveniently close our eyes to it, should Csengia prefer to deescalate.

Esteemed sirs,
The Union of Ebria, Nuoria and Hamrun wishes to thank the Hanseatic Republics for their friendship, support and early recognition of our constitutional changes. We wish to ensure that the Republics understand that the polities are Ebria's closest ally and friend in Germania and we feel that while there are some cultural and still, some political differences between us, there are a lot of elements that brings us together. We thus see the Hanseatic Republics as a beacon of freedom and stability in Germania and hope that it will stay like that for the incoming ages.
At the same time, we cannot but be concerned by the fact that geography is not the Hanseatic Republics' best friend, as we see how Metsamaa is an isolated land from it, smothered by the Gutnish pirates to the west and the Ivanist aggressive actions to the east. We understand that part the events of the Polar divorce, the once tranquil and flourishing Gothic Sea has turned into a strife stricken area that is imperative for all of us to pacify.
Sadly, at best Ebria is a regional power. It may have great aspirations, but it still is a regional power. We wish to extend our support and aid to our colleagues from the Hanseatic Republics and we will be able to join the de-mining of the Gothic Sea and the fight against the Gutnish Pirates, as well as send our aid to the other territories of the Hansa. For this, albeit it may feel minimal, Ebria will be sending a mine-sweeper and two frigates from the Buenaventura Bay to the Gothic Sea, one of them specialised in anti-air, and the other in anti-submarine warfare, to ensure that we will not have the same fate as previous hanseatic vessels which hunted for pirates. Those ships we are willing to put under Hanseatic or Federal command, depending on whom will be taking operational command of the theatre. We propose a strengthened naval presence and should piracy continue, a series of surgical strikes against Gutnish port facilities.
At the same time, we understand that the Hansa fears potential Tarusan invasion especially as the Kremlyov regime is more and more pushed into the corner, the more it feels that it's vulnerabilities thanks to the Civil War are existential and will need to fight against the whole world to survive. This makes it especially aggressive and dangerous. We will be open to send some soldiers to the Hansa, although it might be risky and provide with a casus belli. Hence, we will propose the creation of a fast reaction battlegroup made of countries of the Valls Pact, to ensure that in case of a Tarusan invasion, all they will need will be to cross the Serrault Lake and enter Bourdignie and march to the east.
Understanding the need for oil, we will also propose the Hansa to develop Hajr politically as a Post-Delegationist polity associated to the Hanseatic Republics. We are open to provide investments for the oil there, to ensure it's continued flow and augment it for the Meridian Union market, and if the Hanseatic Republics accept it, we will be open to move the Hamrunite-Uroduah made, Ebrian Legion, made out of 3 divisions, into Hajr, to avoid a potential spillover of the Tarusan Civil War there and an Ivanist attack from Al-Magrab or the Noks Free State.

We are willing to stand down the majority of the Guards Army along the Ebrian border returning to barracks in coordination with the Ebrian drawdown of the Santiago del Campo Army. However with the white helms deployment on the border we must remain vigilant and as such we shall maintain a motor rifle brigade on the Isthmus as an equalizing force alongside the Kingdoms border guards providing them with the required firepower and manpower to maintain security at the border.
This does not mean we will weaken our resolve to protect the Kingdom of Csengia. We will however allow rail lines and limited commercial traffic across select controlled points into the Kingdom.

The Pelasgian Republic wishes to clarify that the current delegation representing the Pelasgian Republic and its protected states in the Conference no longer has any authority to bind the Republic, and that any representations made by it shall be considered to have no legal effect.
Specifically, we wish to clarify that, by decision of the National Assembly of Pelasgia and as of 15 July of this year, Messrs. Themistokles Angelopoulos and Stylianos Phokas are no longer Prime Minister and Minister of Foreign Affairs of Pelasgia, respectively; nor are they members of the Council of Ministers or otherwise employed by and empowered to the represent the Government of Pelasgia in any way.

The Union of Ebria, Nuoria and Hamrun understands the current state of geopolitics in Gallia-Germania, and unlike many others, it moved into a position to expect a global war from Ivanist controlled Kremlyov, even if much of the EF nations prefer to close their eyes and wait for any danger to pass, hiding their heads in the sand like an ostrich. We know that the freedom of speech and politics of Ebria has ruffled feathers in Kispest, especially as the Ebrian state allowed the existence of the Csengian Patriotic Council in its territory, but we must state that the nation did not recognise them and by now they have left for Thaumantica, where we feel they will fall into obscurity.
Probably many see the Union as being the warmonger of the Valls Pact, forcing a lot of anti-Tarusan (n.b. anti-Ivanist) policies, but it must not be forgotten that it is the one that suffered the most, besides Csengia from the blockade the Ivanists as it has seen the port of Amerida, the 2nd in the nation be blockaded for nearly 3 weeks, until anti-mining operations have been successful in cleaning up the seas and also lose a patrol vessel in their mines.
It is important for us and for the world to understand that the sole way a global war is avoided is through a Konstantinist victory against the Ivanist regime and that the more time passes and Ivan begins to see that Csengia might be within his gasp, we fear that he will launch a strike on the Hansa, beginning the world war, so that he can quickly move towards Csengia.
It is imperative for us to see the Hanseatic Republics able to resist such an attack, as it is not the first time Kremlyov eyed Thuringau-Lethonia. Problem is that sadly, geography is actively plotting against the Hanseatic Republics, because of their discontinuous character and because of the Salen and Piramida archipelagos block a lot of aid to come to them, without provoking you and make you lose face in the eyes of the Tarusans who sit on the fence.
Hence, we thus propose the following. Ebria will become a hub through which Csengia receives oil. We will be able to sell synthetic oil (liquefied coal) from our own production, but we can become a middle man between the world oil market and Csengia and transport the oil to the Kingdom either by train through the Serrault Isthmus or by ship through the eponymous lake. We understand the importance of reactivating the Csengian and the pro-Konstantinist fleet and the symbolic but tactical importance of a victory against the Ivanist fleet in Buenaventura Bay, which will also give Ebria, Radilo and Rheinbun more space of action.
In exchange to that, the Union requests access passage through Csengia, so that an expeditionary corps can reach the Hanseatic Republics in the event of an Ivanist attack. This will also mean an open passage not only for the army to reach the Republics, but rather of the whole logistics system too. There might be a lot of differences between us, especially ideological, but we must understand that we can stand a chance against the Kremlyov regime even as opportunistic allies.

Backs from some within this Valls Pact have not been turned against us, but those that have drive a hard wedge in our cause, both on our own internal divisions, and those who know that this is a dangerous time and that the world in general is a powderkeg. Most likely those who act irresponsibly do not care as much as those who are directly on the front lines as it is not their own nations that will be subjugated to the war they seek, but those whom directly share borders in Gallo-Germania.
The rail lines across the Isthmus will be allowed to enter largely unchecked minus random inspections, and we are tentatively willing to agree with the idea of allowing Ebrian troops to use the rail lines for transport and logistics into the Hanseatic Republics so long as it will not interfere with the military readiness of the Kingdom or forces of the Empire loyal to Konstantin. Should the worlds conflict come, as many in the world are potentially hoping for, we are willing to discuss the volume/amount of troops we can accommodate.

Betreff / Subject: Referendum and return to the monarchy
Again congratulations on a peaceful handover of power. It was the correct decision from the Ebrian government to organise a referendum on the constitution of Ebria. We respect and recognise the outcome of that referendum, which shows that the majority of the Ebrians wants to return to the constitutional monarchy.
According to a news message from Los Tiempos the Valls, the government of Ebria asked us "to revoke their recognition of the unconstitutional republic, as it was the sole nation which recognised the proclamation, and to return to recognising the constitutional order of the Crown of Ebria". We have problems with considering the Second Republic unconstitutional, not in an attempt to save our faces, but because the switch to the Second Republic was conducted in a peaceful way with mutual agreement of all parties involved, and based on the assumption that this was what the majority of the Ebrians would want.
It could be that the switch to a Republic was done in a way that did not correspond with the Constitution, but we should not dismiss the notion that this switch was conducted under the assumption that the majority of the Ebrians wanted this, i.e. that the switch was conducted on good intentions. The fact that this assumption was wrong does not nullify the good intentions.
The referendum showed that actually the majority of the Ebrians does not want a Republic but wants the Constitutional Monarchy back. Like indicated, we respect that outcome. It could be argued that this referendum should have been held before the switch to a Republic, but there are also arguments against that. Now everybody really voted for or against the Constitutional Monarchy; if the civil unrest leading to the switch to a Republic was indeed actually about people wanting President of the Government Vargas Gomez to leave office, then people would have voted for the Republic based on their opinion on President Vargas Gomez and not based on their opinion on the Constitutional Monarchy.
Herewith we recognise the Crown of Ebria as the legitimate governing body of Ebria, as the re-instatement of the Crown or Ebria like it was before the switch to the Second Republic, and as the successor to the Second Republic (officially called the Union of Ebria, Nuoria and Hamrun). We also agree with the way this switch was conducted.

We know that historically the two nations have been rivals, but in the recent turn of events, especially as the world is becoming more and more tense and violent, while the voice of the old Gallo-Germania, a voice of political moderation, ancient institutions and a respect for the past and patrimony so it can aid the future, is being less and less heard. It is our firm belief, especially after the Thaumantican Order has shown itself to be a close friend of Ebria as it went through its Institutional Crisis, that the Kingdom of Neustria leaves behind the old bad blood and negotiate a rapprochement with the Order, so it can help Gallo-Germania speak in one single voice, in a more and more noisy and boisterous world.

The Crown of Ebria wishes to send its good thoughts, keeping Rheinbund in our prayers to God for peace and prosperity. We understood the diplomatic kerfuffle that might have appeared in the span of the Institutional Crisis in Ebria and rather than criticise or condemn, we want to thank the Rheinbund for being close allies and friends to the Ebrian people, respecting their right to self-determination and sovereignty. Hence, no excuses or apologies are necessary, for ours was merely a comment to show that the republic in itself wasn't recognised and supported by the world.
Now, it must be understood that for us, the Meridian Union is the first and foremost alliance, followed by the Valls Pact. For nations that have to juggle all of those with CETO too, it must be understood that there can be different priorities, hence why he have accepted the initial status of the Security Agreement of the MU. We are glad that Rheinbund and Radilo are getting closer to Ebria, as we have opened our arms to them.
Regarding the status of the orders, it is true that we have been disappointed as we had reasons to believe that there were internal issues and external pressures from certain alliances to first and foremost supply the armies of the said alliance, even if Ebria pushed for an extremely large order from the Rhenian industries. We hope that they are mere rumours and to fully ensure that they are so, and that our money goes not only where it needs, but where it first and foremost helps us too, we will keep the current orders, but we would be interested in an updated window of deliveries.

Let it be understood that we include the Kingdom of Ebria in our prayers. Ebria and the Rheinbund have much in common, especially on the topic of individual and public freedoms. It is in everybody's interest that we defend our individual and public freedoms, and against powers like Tarusa we can only do that together. Your and my country together, but also with countries like Radilo and Oltremare, and other countries upholding individual and public freedoms. We have very warm feelings towards Ebria, and value it very much that your country often takes the initiative while thoroughly analysing the situation at hand.
Regarding the delivery of military equipment, I understand the concerns you have. Let it be known that you orders at the Rheinian defence industries have the same priority as the orders from Tianlong, Radilo plus Oltremare, and our own armed forces, meaning our highest priority. We currently do not deliver to anyone else. But let me give some history as well. As you probably know, the Rheinbund dedicated only a small budget to its armed forces. Our defence industries make excellent products, but the Rheinian armed forces did not buy much of it. That changed only a year ago, after we joined CETO and increased our defence budget to 3% of the GDP. Our defence industries reacted on that by increasing their production capacities. Nowadays they are still working on increasing their production capacities.
I discussed this matter further with our defence industries.

Meanwhile the production capacities have been increased further, so the delivery windows of your order can be reduced further. We also decided to allow Rathenau Militärausrüstung to delay deliveries to our own defence industries a bit so that they can deliver faster to you. Rathenau Militärausrüstung will inform you about the reduced delivery windows.I also have to mention that production capacity was not the only problem. We also had problems with obtaining rare metals. We did inform the Meridian Union and CETO about that. Meanwhile, those problems have been solved. However, we would still be very happy if you could help us with obtaining more rare metals. We are working on designs that make us less dependent on rare metals, but that is a long-term solution.
This is a rough outline of the efforts of our defence industries. I cannot go into further detail, unfortunately, because then I would disclose sensitive information on orders placed by other countries than Ebria and the Rheinbund.

We, the People of the Hanseatic Republics, have found correspondence ponderous and challenging with our friends in the former Ebrian Republic and now reconstituted Crown of Ebria. Our congratulations now rescinded towards the people of Ebria, the swift and no doubt abrupt nature in which the »Ebrian State« has found itself in a constant state of metamorphosis towards an unequal balance of both free civilization and now moderated tyranny, our Republics will continue to hold out a hand in friendship with the Ebrian, Nuorian, and Hamrunian peoples.
In our continued fraternity, our prior correspondence occurred in-which the former Republic of Ebria, Nouria, and Hamrun offered assistance and it is our expectation that such dialogue and discourse remain in a continued or non-broken narrative between our peoples.
With the advice upon which previously delivered, and upon concurrence and tempered Gothic Sea Theater planning with the Federation of Westernesse, precision attacks upon the Gutnish Pirate Republic have been made. This action is assumed to be with the support of the Ebrian Crown. Continued support from the Ebrian Crown in Hajr and the Hanseatic Magreb is of paramount interest to the Hanseatic Republics and the acceptance of your offer of support is one-hundred precent. We offer you the port of Barqah in which to operate fully from, in contrast where Hanseatic forces are headquartered in Hajri Al-'Askar. Naturally, in working together Northern Himyar, petroleum based interests can be aligned and Ebrian firms may begin work at their leisure in Magrebian oil fields. This region has only recently been acquired by the Hanseatic Republics in a bid to maintain oil supply to the free-world. Ebrian protection of this region and management of these fields would be appreciated. The Hanseatic Republics will also maintain their own security in this region as well, lending a strong defense of both Hanseatic Magreb and Hair.
Further discourse nonetheless should be maintained on the topic as world events progress and crises develop in the difficult and unbalanced conflicts that continue to develop.

At this very moment, as much as we are critical by what we call an unilateral action, we cannot but understand, respect and accept reality, namely, that this isn't a cause of the World War, but rather, just a pretext and Ivan and his cronies still in Kremlyov cannot but be happy as how it all went out, as finally, Germania, the half the continent he beckoned for so much are finally at his grasp and for his own propaganda, he can present himself as the victim of it all.
Even so, we hope the Kingdom of Csengia understands our position as Kispest and Valls always found a way to cooperate, compromise and communicate, even if we always have had our vocal conflicts. The Valls Pact treaty has been triggered by the Thaumantican Commons and as our position was to cooperate with them and to shadow their own position, as we never were a member of CETO or DDI, we cannot but respond to it and this will mean that the much anticipated World War is upon us.
We send you this communique for two reasons: first as a way to remind our colleagues from Kispest of the agreement we have from before, regarding the oil Csengia received from us in exchange for the access through Csengia into Germania for the Catholic and Royal Army of Ebria, should the Hansa be invaded. We wish to trigger your half of the agreement, hoping that we find understanding in these dire times.
Secondly, we want to make both Emperor Konstantin and Queen Erszebet Szabina understand what the stakes are. It is probably clear for you, but we want to say it again as we see that there is no chance for Ivan to show mercy. The Tarusan Civil War may be suspended, but it must be understood, that if the Valls Pact is to be defeated, Csengia will follow. If Csengia turns against us, in the hopes for winning the friendship with Ivan, that may happen as Kremlyov too knows that a united front will help him a lot, but at the same time, once the war is over, he might very well concentrate on anihilating Csengia and the supporters of Konstantin.
We thus offer Konstantin Kiselev and his supporters this chance to see the world fight against his brother, and if he would join us, Ebria will pull its weight in the international recognition of him as the sole, righteous and legitimate Tarusan Emperor. If not, at least neutrality and a respect for our agreement to let us cross Csengia and aid the Hansteatic Republics.

The Tianlong Republic is happy to learn that the Crown of Ebria has independently decided to declare its neutrality in this geopolitical context. We renew our support for Ebria and our condemnation of the nations who by their actions and political pressure have tried to influence the politics of the Crown of Ebria.
The Tianlong Republic is ready to resume its peacekeeping mission in the borders of Ebria. Ready to guarantee the independence of a strategic partner for the security of the Central European area. Even if the White Helmets' mission has been misused by other nations and undermined the international community's trust in the European Forum, Tianlong still believes the need to guarantee Ebria's security is fundamental.

The Crown of Ebria is deeply sorry and distraught to observe the developments in Germania and along our border with Csengia. It has been a strategy of ours to play one Tarusan camp against the other so that we can see the two camps exhaust each other. The anti-piracy actions have stopped this and changed the way Tarusa acted and reacted, showing in reality how far away their civil war was from the existential war both Ivan and Konstantin Kiselev were presenting and how easy it was for them to each a compromise and a united front against the free world.
Our realities in regards to the Valls Pact have been thoroughly changed again when our close allies from the Meridian Union and other CETO members of the Valls Pact have decided to stay away, leaving only the Federation, Thaumantica, Hansa and Ebria in what would have been the full force of the Tarusan United Front, which we did not manage to prevent to form.
With the raid in Csengia, it was clear that any real way to rush to the aid of Hansa was over for us, but we have continued offering supplies for the free world and when talks and moves towards a ceasefire started to be observed, we have declared our neutrality in a way to avoid the pull of Csengia as a belligerent, so as to not attack Hansa from the South and also to not turn the Serrault Isthmus into a 3rd front, but most importantly, to not derail the incipient ceasefire through what seemed to be a senseless escalation.
We understand the rage in the Valls Pact nations which have gone through with it and admire their steadfastness. Ebria will remain a supporter of theirs in the Gallo-Germanian continent, even if they might want to fully leave it and turn away from ex-allies. Even so, we will still keep up our offer to continue to supply the Valls Pact nations with medical, foot and even ammunition supplies, and also to open a maintenance and warehouse hub in Ebria. We will also keep up our offer from before, that we will be open to lease three of Ebria's frigates to the navies of either the Federation, Thaumantica or Hansa for the anti-piracy policing actions.
