Esteemed colleagues,

The Ebrian Crown looks to the north towards the Tiburan cousins of ours from thee Holy Frankish Empire in the hopes that the family of peoples of the very old Tiburan Empire can finally come together in peace, stability, cooperation and brotherhood, a reminescing of the old days when the Tiburan Empire conquered the known world, it civilised it and created the world's greatest empire and civilisation.

While much more limited in scope than the Tiburan Empire, the Ebrian Crown has worked with the Italiote states to the south of us, like Radilo and Remuria, and also to fellow constitutional monarchies like Rheinbund, to come together and recreate a commercial, political and cultural union in the form of the Meridian Union.

We know that for much of its history, the Holy Frankish Empire has preferred to go its own way, something that can be understood from its size compared to the others, but we also feel that with the rise of great powers in Westernesse, such as the Federation, Tarusa in the Slavic lands or Tianlong and the Anti-State in Toyou, the centre of power paradoxically leaves the centre of the world, Gallo-Germania and is moving towards the periphery. This is why, we have learned and undestood that isolation can only lead to death and destruction, while cooperation can be salvation; in the end, nothing but a mere adaptation that will still keep Gallia at the forefront of politics and our nations and peoples an envy of periphery.

We have watched as the Holy Frankish Empire has gotten itself closer and closer to Tarusa through the Gothic Sea Pact, and we have also seen how the Empire is slowly drifting away, understanding the political events in Tarusa are naught but the effects of the much more brutish political culture the Tsardom always had and which we feel, that while we too work and cooperate with Tarusa out of pragmatism, is a political culture which is incompatible with the Gallian and Tiburan cultures.

The Crown of Ebria wishes to thus lend a hand to the Holy Frankish Empire and open an avenue for a rapprochement between the Empire and the Crown and with us maybe with the other Meridian Union nations too. As we understand the Empire's positions, we will not propose anything radical, but rather we propose a declaration of friendship and non-aggression pact between the Empire and the Crown and we will like to suggest the Empire to apply to become an observer status of the Meridian Union. Of course, once the application is made, the other members will have to vote on it, but we will promise our support for it. With this, the Crown of Ebria will also recognise the Principality of Alexandrette as part of the Imperial Crown.

OPEN COMMUNIQUE

On behalf of his majesty, Manuel III de Sanchéz, and the people of Ebria, the government of the Crown of Ebria is concerned by the recent events, the rise of pretenders to the Tarusan Throne and the rise of tensions in the Gothic Sea and the Buenaventura Bay. We hereby announce our neutrality in the Tarusan Civil War and the dynastic conflict between the members of the Kiselev dynasty, but we will issue a strong call for the respect of international trade, especially in the Meridian Sea and in areas very close to us, like the Buenaventura Bay.

The Crown of Ebria will not suffer the smuggling for weapons and other supplies through its territories and thus it will enforce the anti-smuggling policies much harsher especially on the land border it shares with the Kingdom of Csengia, so as to ensure that Ebrian non-belligerence is respected.

At the same time, while the Crown and its people are not members of CETO or aligned to any of the Tarusan factions and their allies such as Csengia or Pojazerna, this government wishes to reiterate its promise to the Meridian Sea Union nations of Rheinbund, Radilo and Remuria, that preemptive and illegal attack on them will be seen as an attack on the Crown of Ebria.

Esteemed Representatives,

We know that our four countries are extremely diverse politically, going from a monarchy like ours, to catholic socialist republics like the Commons of the Thaumantic, and to Post-Delegationist politics or Post-Delegationist inspired, such as the Hansa and the Federation of Westernesse. Even so, the government and people of Ebria have always felt that our four nations have always been pragmatic enough to see through the political issues and differences that we might have, and observe that there are political actors on the outside which can threaten us all.

The threat of Gutnish pirates is as menacing as the Tarusan Civil War as it completely halted any meaningful trade and commerce accross the Gothic Sea, threatening Metsamaa and Jydsken-Ostveg with isolation and forcing Ostmark to become dependent on raw resources imports from Tarusa, thus fully pushing it into its sphere of influence. We know that recently, piracy hasn't been a big issue, as our very own Catholic and Royal Navy had a presence in the Gothic Sea, and all we faced were warning shots in the air and threats of bumping incidents. Even so, that must now blind us, as it is clear for all that the Pirates need all but a nudge to become bolder, especially as we have seen that empirically, with the episode of the Hanseatic ship hunting pirates and being sunk by a Tarusan vessel.

This is the 2nd theme of our communique to all of you. The Tarusan Empire has been an expansionist power, always open to revisionism, wishing to change and redraw borders, always wanting to change the status quo imposed by the EF, an institution which, we feel that as much as we respect it and we want to prop it, has been all but overwhelmed by the game of chess the Tarusans have played over Pannonia and then by the Franks over Bourdignie, leaving us all into a whole new world, where powerful nations seem to play around smaller countries, redrawing their borders, rebuilding their institutions from scratch, going as far as redefining the institutional framework of those countries. One has to look only at Pannonia, a traditionally republican state, now only 20% of it a republic, Bourdignie, affiliated with the Hansa, the rest either transformed into a totalitarian absolutist monarchy, like Csengia or Pojazerna, or into a republic in name, but inside a monarchy with a very strong royal presence in politics, like the Patois Republic. We will not venture into the tragedy that is the Duchy of Zara, within the Csengian kingdom.

We know all of this is known to you all, but our communique goes further, as we ask for assistance in building a coalition to stop once and forever this monster which is continuously swallowing smaller states, and plays us around, doing tiny deals here and there, being shockingly successful at the game of divide et impera, making us all solitary, and then defeating us when we are weak and alone.

We too can be accused of that, as we have not tied ourselves with CETO, a position which stems from our aspiration to limit the influence of the Tianese Republic in Gallia, but at the same time, because two members of the Meridian Union, namely Radilo and Rheinbund are CETO members, and Ebria promised to guarantee the sovereignty of those members, we are part of this game of domino of political alliances, let us call it, a Sanitary Web, designed to halt irredentist and chauvinistic expansionism of all kinds and to stop the export of absolutism.

We know there are dark clouds in the sky above Gallo-Germania. Our neighbours from Pannonia have been in the eye of the storm already and our colleagues from the Hansa have already felt it on their own skin. We thus state that we will stand by our neighbours, namely the Hanseatic Republics, as we fear that the Tarusan attack on their ship when the piracy crisis has started is but the beginning, not the apogee of the crisis, and we invite our farther away neighbours from the Thaumantic Commons and the Federation of Westernesse to do the same. We thus wish to invite you, or at least open up talks, to create a sort of entente, so that when the Tarusan bear strikes again, we stand together, rather than divided and weak, for a house divided on itself cannot stand, especially in the face of a determined enemy which has planned its move to become a hegemon over the world for years and have militarised to the teeth, now just unleashing its powers.

We are watching closely the Tarusan civil war, and while many seem to take a stand here and there, albeit shyly, we believe that this civil war is but a detour of the greater expansionist plan in Kremlyov and in the end, civil war or not, we will have to meet head to head the army of the Tsardom. If there is an expansionist plan, we believe that should Kremlyov win the civil war, it will only embolden them. This is why we have proposed this entente. The only way Kremlyov understands that it needs to play by the books of international law, is when it is met head to head by a coalition of strong nations; only when they do their calculations and understand that they will have more to lose than to win; This is the sole deterrence Tarusa understands and for that, for the families of Gallo-Germania, for the peoples of Himyar, we must take a stand. If not, Hansa will fall first, followed by the Meridian Union, then Tianlong. After that, it is but a matter of time the Tarusans will plan an island hopping campaign all the way to Westernesse and Occidentia.

We expect our invite to be received with a bit of scepticism, hence why, as much as we support international cooperation to go all the way to military agreements against this common foe, we will also be glad if our nations, having the weight they carry, can form a block in the EF, so that we can propose and push propositions that can castrate the Tarusan war machine and make it understand that their current expansionism will very soon become a war against the whole world; if not, they might even conquer the whole world; they sunk a Hanseatic ship already, they played around with world oil prices to choke the other nations, they are mining the Bonaventura bay to choke Csengia and for that, there is no day in which Ebrian and other Meridian Union sailors are praying that their ships would not hit a Tarusan mine, right in our home waters; what will be next?

The Thaumantic Commune nations are amenable to deeper dialogues and establishing this "sanitary web" to stifle if not catch enemies of good order and security. We are historic partners with Imperial Tarusa because they, at least at one time, offered a consistent worldview and could be counted on as trade associates with our commune. Aspects of Thaumantic Communalism have received undue criticism from the the democratic and post-delegationist world and we have likewise been willing to look the other way from Tarusan peculiarities up until now. Tarusa today represents a disruption and immediate danger to a world order that perhaps we in the Thaumantics had taken for granted.

We have already initiated publicly known efforts to secure ocean ways against piracy with the Federation and Ebria and we will hereby agree to enter in cooperation with the Hanseatic Republics if our partners believe it can be trusted in good faith. Engwahlian elements of the Thaumantic Order will be the primary means of discourse and staffing assignments towards such projects. Nieveland is stretched thin with internal staffing roles and does not tend to create effective diplomats.

REPLY TO THE EBRIAN MONARCHY

The Federation wishes for peace amongst all men and nations, however the peace of world comes closer to shattering every day this conflict continues to go on. Has there not been enough escalation for action to be taken? Leaving out the very vocal Ebrian nation, where are the voices of the other nations that call the Bonaventure Bay home waters? Where is the action, where is the condemnation? Tarusan aligned ships mine these waters and make it back to home ports for dinner!

Many times in the closed halls of the Federation Council we have weighed the pros and cons of direct action but we have held our power close to our chests as we watch other nations more directly affected sit idle. We applaud Ebria for finally taking a first step and attempting to create a bulwark against Tarusan crimes against humanity. Our combined powers must be shown to the world for this to work and there must be solid commitment if the Federation is meant to take this seriously.

The Federation is ready for a dialogue on cooperation in the face of this great threat, but let us not dawdle and deliberate longer than needed.

Out of the 5 members of the crew, one was wounded and the other four managed to evacuate the ship by an emergency pneumatic boat. They were recuperated from the sea by a patrolling helicopter of the Catholic and Royal Navy, with the wounded person in the hospital in a stable situation.

This accident comes as a consequence of the aggressive and inhumane Tarusan Civil War and the way the authorities in Kremlyov seem to be waging a total war against the Konstantinist forces headquartered in Kispest, not caring not only of their own people but neither of others. The Crown of Ebria, which until now has been shy on declarations in regards to the Tarusan Empire, has now felt on its own skin how it is be be around Tarusa, or better said, how it is when Tarusa comes around you.

We thoroughly condemn the mining campaign of the Bonaventura Bay and call for the Kremlyov authorities to end it. Should they prefer to keep continuing their military actions, there are more efficient way than mining the whole Bay. Thus, we have called the Tarusan embassador in Valls for explanations.

We thoroughly condemn the Tarusan actions in the exclusive economic zones of Ebria, Rheinbund and Vrijpoort, all neutral and non-belligerent nations in their feudalistic dynastic conflict, especially as the fishing industries are dependent on the use of those seas.

We are still peaceful, but should this behaviour continue, we will see ourselves to take additional measures, which might bring us clashing with the Tarusan Empire. Subject: Bonaventure Bay incident

The Tianlong Republic authorities,
having observed the hostile acts carried out by Tarusa regardless of international standards which led to the sinking of a naval unit P-101, an Aresa Class, of Ebria. It joins the call to cease all military activity within the EEZ of the Bonaventure Bay areas by Kremlyov's forces.

Tarusa's imperial forces must cease all activity within the Exclusive Economic Zone of the Rheinbund, and remove any surface or deep-seated military devices that could affect the normal commercial, fishing or tourism operations in the area.

Because the actions taken by the Tarusa side are military in nature, the Tianlong Republic will invoke Article 4 of the Central European Treaty Organization regarding the imperial actions in Bonaventure Bay.

To whom it may concern,

The Kingdom of Pelasgia condemns the uprovoked, irresponsible and highly illegal actions of certain forces of the Empire of Tarusa, which have led to the sinking of an Ebrian vessel in waters far away from any Tarusan sovereign territory and therefore well outside any legitimate area of projection of force by the Tarusan military. We consider the militarization of international shipping routes and foreign territory and waters by Kremlyov and its various warring factions to be not only illegitimate but actively dangerous for world peace and unlawfully interfering with the lawful interests of other states and of the international community as a whole.

Being bound by our Security Agreement with the Crown of Ebria as part of the Meridian Union treaties, Pelasgia stands ready to assist our allies should their sovereignty and territorial integrity be actively threatened. Though we wish to stress that we have no wish for war, and that we indeed intend to take all possible measures to avoid one and to deescalate the situation, should Tarusa provoke Ebria into an armed conflict, we will be forced to lend our arms to our Ebrian allies.

By this communication the Kingdom of Pelasgia formally calls upon all factions of the Empire of Tarusa to cease their militarization of both Bonaventura Bay and the Meridian Sea at large.

To the nobles and people of Csengia,

By the grace of God, the people of Csengia, Bajorans from Pannonia have gone through some of history's worst events and phases, from the Karzasy invasions of the 13th century, to Thuringauer and Rhenian dominion in the 16th to the 18th century and after a break which brought us the creation of Pannonia, we are now back under foreign boot, this time Tarusan, probably the worst we had since the Karzasy invasion of 1241.

Pannonia was a failed project, forcing together Zarans, Bajorans and Pojazernans, united only by the fact that they were situated in the same geographic area. The collapse of Pannonia was as natural as the coming of the rain and it was a victim of the forces of history, which simply could not bear the creation of such a state in lieu of a common denominator, of an identity.

This collapse has brought us the creation of the Csengia we loved, but in the dark and twisting irony of history, it is a Csengia that isn't ours, but rather of the Tarusans. We have a Csengian queen, which seems to be nothing more than a future Tsarina of Tarusa, should the ambitions of her husband force her into this position. What enrages us is the fact that he is dependent on her for this.

We are thus pushed into this position of being the launchpad of Tarusan pretenders, which are fighting their own family and his own people, only to change a tyrant for another. We call this a genocide of the Csengians. Our people die, being the main force representing the Konstantinist camp, pushed by the Szabinist faction and her courtiers.

We, the Independent State of Csengia, call for the creation of the Csengia we love, the Csengia we want, the Csengia we need, not the one the Tarusans have created for us. We are a strong people, we don't want, nor need their poisoned colonial gift, nor do we want our proud soldiers and their noble officers to become minions of the Tarusan boyars and Tsars, especially as Csengia's Apostolic Kingdom was a great power when Tarusa was just a frozen Taiga whose people were hunter gatherers.

We invite the nobility and the people of Csengia to turn their backs on the Tarusan Konstantinists invited over by Erzsebet Szabina and her courtiers and join us, when the time will come, to fight for an independent Csengia, an elective monarchy which will alow our own nobility to elect a worthy Apostolic Monarch, where the institution of the Inquisition, so important for the Holy Faith, is not turned into a political machine, where it hunts for the faitful in service of the satanist queen married to her sectant Tsar pretender, where a constitution clearly keeps the people away from a return to servitude and where the traditional forums that respected the local communities are returned to their normal rights, privileges and duties.

The fight for a free Csengia will begin very soon and we will ask our soldiers to remember their oaths, towards the nation, the faith and the Throne, not for illegitimate tyrants and pretenders. We ask our people to remember the poems of Sándor Petőfi and Endre Ady, not Tarusanisms. We ask the people to fight for the Holy Church, not for the sectant Tarusans and their pawns.

The mining of the Bonaventura Bay is an irresponsible action that almost took the lives of five people of one of the countries directly affected by the actions of the Tarusan Navy. The fight between the Tarusan Emperor and his brother is an internal matter of the Empire of Tarusa. There is no justification to make people without any connection to this conflict suffer from it.

Esteemed representatives,

The Crown of Ebria wholeheartedly commends the Federation's reentry into the extra-Westernesse political scene and gladly receives the White Helms along its borders. We have grown to see the Langley administration as one of true friendship with the Ebrian people and with the cause of liberty and democracy world wide. We believe that the continuation of the development of the good relations between Ebria and the Federation are very important to the collective security ideals of both countries, with Ebria having a support from across the Ocean, while the Federation always knowing that there is a state in Gallia that will always share their ideals and policies.

We have received news of the Federation Navy sending ships in the Gothic Sea and the Buenaventura Bay, and we fully welcome the Hornet and its battlegroup within the Bay. We will go even further and state that we will be opening up our naval military facilities in San Lawrenz, Chiste, Valls and Amérida, so that the Federation ships can be fully supplied for their mission.

We hope that our relation with Westernesse continues to develop as we continue to cooperate.

The Remurian Commonwealth is ready, should such be deemed necessary by the Crown of Ebria, to support our Ebrian partners in decreasing the threat of the Tarusan minefields in the Norterranean Sea (intl. Bonaventura Bay).

For this purpose, the Commonwealth Navy is ready to dispatch a number of naval assets with minesweeping capability, with assorted naval and aerial support and escort assets.

Please kindly note, however, that the Commonwealth continues to adhere to military non-alignment and, unless directly engaged by Tarusan Imperial or Csengian Royal assets (outside of mines drifting into the Norterranean Sea), shall not take part in offensive engagements against the assets or territory of the aforementioned States.

Currently, the Catholic and Ebrian Navy continues its patrol missions in both the national waters and in the Exclusive Economic Zone of Ebria. We are patrolling the national waters with minesweepers, albeit at this point we can happily state that there have been zero hostile entries into the national waters of Ebria. Should there be another event like the sinking of the P-101, we will expand the minesweeping mission on the EEZ too, to ensure that Ebria's waters and the interational waters around us are safe. At that point, we will be calling up aid to expand the minesweeping mission. At this moment, with the current situation, we don't deem it necessary.

Esteemed Representatives,

We know that our four countries are extremely diverse politically, going from a monarchy like ours, to catholic socialist republics like the Commons of the Thaumantic, and to Post-Delegationist politics or Post-Delegationist inspired, such as the Hansa and the Federation of Westernesse. Even so, the government and people of Ebria have always felt that our four nations have always been pragmatic enough to see through the political issues and differences that we might have, and observe that there are political actors on the outside which can threaten us all.

The threat of Gutnish pirates is as menacing as the Tarusan Civil War as it completely halted any meaningful trade and commerce accross the Gothic Sea, threatening Metsamaa and Jydsken-Ostveg with isolation and forcing Ostmark to become dependent on raw resources imports from Tarusa, thus fully pushing it into its sphere of influence. We know that recently, piracy hasn't been a big issue, as our very own Catholic and Royal Navy had a presence in the Gothic Sea, and all we faced were warning shots in the air and threats of bumping incidents. Even so, that must now blind us, as it is clear for all that the Pirates need all but a nudge to become bolder, especially as we have seen that empirically, with the episode of the Hanseatic ship hunting pirates and being sunk by a Tarusan vessel.

This is the 2nd theme of our communique to all of you. The Tarusan Empire has been an expansionist power, always open to revisionism, wishing to change and redraw borders, always wanting to change the status quo imposed by the EF, an institution which, we feel that as much as we respect it and we want to prop it, has been all but overwhelmed by the game of chess the Tarusans have played over Pannonia and then by the Franks over Bourdignie, leaving us all into a whole new world, where powerful nations seem to play around smaller countries, redrawing their borders, rebuilding their institutions from scratch, going as far as redefining the institutional framework of those countries. One has to look only at Pannonia, a traditionally republican state, now only 20% of it a republic, Bourdignie, affiliated with the Hansa, the rest either transformed into a totalitarian absolutist monarchy, like Csengia or Pojazerna, or into a republic in name, but inside a monarchy with a very strong royal presence in politics, like the Patois Republic. We will not venture into the tragedy that is the Duchy of Zara, within the Csengian kingdom.

We know all of this is known to you all, but our communique goes further, as we ask for assistance in building a coalition to stop once and forever this monster which is continuously swallowing smaller states, and plays us around, doing tiny deals here and there, being shockingly successful at the game of divide et impera, making us all solitary, and then defeating us when we are weak and alone.

We too can be accused of that, as we have not tied ourselves with CETO, a position which stems from our aspiration to limit the influence of the Tianese Republic in Gallia, but at the same time, because two members of the Meridian Union, namely Radilo and Rheinbund are CETO members, and Ebria promised to guarantee the sovereignty of those members, we are part of this game of domino of political alliances, let us call it, a Sanitary Web, designed to halt irredentist and chauvinistic expansionism of all kinds and to stop the export of absolutism.

We know there are dark clouds in the sky above Gallo-Germania. Our neighbours from Pannonia have been in the eye of the storm already and our colleagues from the Hansa have already felt it on their own skin. We thus state that we will stand by our neighbours, namely the Hanseatic Republics, as we fear that the Tarusan attack on their ship when the piracy crisis has started is but the beginning, not the apogee of the crisis, and we invite our farther away neighbours from the Thaumantic Commons and the Federation of Westernesse to do the same. We thus wish to invite you, or at least open up talks, to create a sort of entente, so that when the Tarusan bear strikes again, we stand together, rather than divided and weak, for a house divided on itself cannot stand, especially in the face of a determined enemy which has planned its move to become a hegemon over the world for years and have militarised to the teeth, now just unleashing its powers.

We are watching closely the Tarusan civil war, and while many seem to take a stand here and there, albeit shyly, we believe that this civil war is but a detour of the greater expansionist plan in Kremlyov and in the end, civil war or not, we will have to meet head to head the army of the Tsardom. If there is an expansionist plan, we believe that should Kremlyov win the civil war, it will only embolden them. This is why we have proposed this entente. The only way Kremlyov understands that it needs to play by the books of international law, is when it is met head to head by a coalition of strong nations; only when they do their calculations and understand that they will have more to lose than to win; This is the sole deterrence Tarusa understands and for that, for the families of Gallo-Germania, for the peoples of Himyar, we must take a stand. If not, Hansa will fall first, followed by the Meridian Union, then Tianlong. After that, it is but a matter of time the Tarusans will plan an island hopping campaign all the way to Westernesse and Occidentia.

We expect our invite to be received with a bit of scepticism, hence why, as much as we support international cooperation to go all the way to military agreements against this common foe, we will also be glad if our nations, having the weight they carry, can form a block in the EF, so that we can propose and push propositions that can castrate the Tarusan war machine and make it understand that their current expansionism will very soon become a war against the whole world; if not, they might even conquer the whole world; they sunk a Hanseatic ship already, they played around with world oil prices to choke the other nations, they are mining the Bonaventura bay to choke Csengia and for that, there is no day in which Ebrian and other Meridian Union sailors are praying that their ships would not hit a Tarusan mine, right in our home waters; what will be next?

Our Union in its general discourse has vehemently opposed the piracy of endeavored by the Gutnish that has threatened trade, freedom of navigation, resource availably, and psyche of all that traverse these waters. The acknowledgement of Hanseatic efforts in the Gothic Sea is appreciated and the loss of our sailors in the indiscriminate attack upon our navy will not be forgotten. —Our sympathies go in hand with the difficulties suffered in the south, where the aggressive mining of Bonaventura Bay has claimed the lives of Ebria's sailors as well.

The Tarusan War of Succession is costly both economically and civilly for Europe. The threat of the Tarusan Empire reaches far and wide, much as a spider that has spun its web, across the affairs of every nation of Europe. Our joint efforts will be the only means in which to bring the Tarusan to a halt and end their influence over the region.

As such, the Hanseatic Republics are warm to the Ebrian suggestion of the creation of a coalition of circumstance and necessity. This coalition should be brought forth with immediate effect and haste. While this sea in the minds of the Hanseatic Republics is Mare Nostrum Gothicum, in direct opposition to the Tarusan Empire, it goes to show that the Hanseatic Republics after the most recent "Polar Divorce" is not prepared to maintain this claim. As such, the assistance of the other coalition powers in ending the Gutnish Pirate Republic would then free Hanseatic naval assets to aid Bonaventura Bay.

There are other strategic assets in play should there be direct conflict with the Tarusans, specifically the most aggressive Ivanists, the Hanseatic Republics would hope for a future summit to discuss collective coalition peace demands.
