It is clear that the situation in Gallo-Germania has exploded and has reached tensions so high that the main consequences seem not to be as much a Tarusan war against the Free World, but rather a collapse of the Valls Pact and of trust in the free world. We understand the need to put put trust in the European Forum, and we will continue our presence in the organisation.

At the same time, Ebria has been a long time cordial neighbour to the Thaumantic Commons and we understand their actions in Csengia, especially as they were putting pressure against a Tarusan camp which seemed to be closer to uniting rather than fighting their declared civil war. One needs to strike the iron while it's hot, especially as talks on a ceasefire are beginning. Hence, we will not criticise nor condemn their actions, especially as we both jointly supported in the past the Csengian Patriotic Council.

Even so, the Crown will recognise that the realities have changed and that an Iron Curtain has fallen over Gallo-Germania, with the borders between Hansa and Tarusa and Csengia on one side and Rheinbund and Ebria with Csengia on the other, will for a long time, never be as open as they were before this summer. Hence, we will accept a presence of Tianese peacekeepers in the Serrault Isthmus.

We will need further discussions on it especially as our own defence budget begins to be strained as it is, but we will be interested in acquiring a missile shield, especially learning on the realities of modern warfare from this summer. The Crown will be delighted to participate in the World Belt Initiative.

The Crown of Ebria is deeply sorry and distraught to observe the developments in Germania and along our border with Csengia. It has been a strategy of ours to play one Tarusan camp against the other so that we can see the two camps exhaust each other. The anti-piracy actions have stopped this and changed the way Tarusa acted and reacted, showing in reality how far away their civil war was from the existential war both Ivan and Konstantin Kiselev were presenting and how easy it was for them to each a compromise and a united front against the free world.

Our realities in regards to the Valls Pact have been thoroughly changed again when our close allies from the Meridian Union and other CETO members of the Valls Pact have decided to stay away, leaving only the Federation, Thaumantica, Hansa and Ebria in what would have been the full force of the Tarusan United Front, which we did not manage to prevent to form.

With the raid in Csengia, it was clear that any real way to rush to the aid of Hansa was over for us, but we have continued offering supplies for the free world and when talks and moves towards a ceasefire started to be observed, we have declared our neutrality in a way to avoid the pull of Csengia as a belligerent, so as to not attack Hansa from the South and also to not turn the Serrault Isthmus into a 3rd front, but most importantly, to not derail the incipient ceasefire through what seemed to be a senseless escalation.

We understand the rage in the Valls Pact nations which have gone through with it and admire their steadfastness. Ebria will remain a supporter of theirs in the Gallo-Germanian continent, even if they might want to fully leave it and turn away from ex-allies. Even so, we will still keep up our offer to continue to supply the Valls Pact nations with medical, foot and even ammunition supplies, and also to open a maintenance and warehouse hub in Ebria. We will also keep up our offer from before, that we will be open to lease three of Ebria's frigates to the navies of either the Federation, Thaumantica or Hansa for the anti-piracy policing actions.

It remains our informed opinion that the Tarusan Empire was always destined to unite and remain a threat to its neighbors. Could ye have assisted one claimant to the Empire to perform a kill shot of the other: their party might have splintered into further chaotic schisms, and further, a united and consolidated Empire would and will again some day blossom as an offensive threat to its smaller neighbors.

The three offered frigates to be utilized toward ongoing Anti-Piracy operations will go not to one or the other among Fed, Order of Hanseatics. Instead, we will process this honor of Ebria's mark by applying the trio to serve the needs of the coalition meant for the Valls Pact centered in Charleroi. It is our intent to garner these vessels for the Order, however, damages inflicted upon the Hanseatics by Tarusa may require these defensive devices to be placed. In this we will keep your Kingdom informed.

Concerning ammunition, and more-so food, the Order of Thaumantic Communes has already prepared for a hard winter without the support of your "free world". Should the spirit of Catholic charity remain in your heart, Ebrian, then do offer it in earnest. Should we reach an early peace with the Tarusan Empire: our world will still be gouged by the "free markets", be they Tianese or Federal, and we duly pray that nations such as Ebria and Radilo consider their Christian duty to feed the poor above their ledgers, numbers, and divisions.

It is in the interest of maintaining what peace there is left in the world that we have come to ask for the Kingdom of Ebria assistance in Frescania. As the closest nation to that of Frescania your nation will be of the greatest aid in resolving the economic, and humanitarian issues that have been caused by the Republic of Tianlong. The troops we have deployed to Frescania that carried out the rescue mission of lady Pembroke and securing the site of the disasterous attack on the Anglians have carried out several dives to investigate the scenes since this has all happened.

The Republic of Tianlong did not just stop itself at bombarding the museum fleet with shells, it had gone so far as carrying out demolition and scuttling of the antiquated carriers in the harbor. This malicious intent by the foreign power thousands of miles from Gallo-Germania shows that we must be a united front, we must act accordingly, and refuse them the ability to further act on our continent. Emperor Konstantin requests that the Kingdom of Ebria joins in sanctions and calls for the Republic of Tianlong to vacate all military power from this region, repatriate those whom it has taken prisoner, and pay for the damages it has caused. The United Kingdom understands the position of the Thaumantican Order and agrees that an extreme wedge within the Valls Pact has been set up by the Tianese Republic, which has preferred to stay away from it, electing to continue in an insular approach to foreign relationships, excluding any chances of rapprochement outside of CETO. We do agree that sadly, the Valls Pact has failed and we do feel that a part of it has been coming from our own failure.

Even so, we cannot but agree on the importance on defending the island of Frescania and unserstanding that Tarusa is, as always, befirending all sorts of failed regimes that are enslaving their own peoples in feudalistic manners for the sake of their tyrants, and now, they are working to present the Tianese as the aggressors, ignoring the Anglian aggressivity, the episode of the "lost dog", which is so absurd that I am shamed to add it to this communique, when an Anglain fleet threatened Remuria for the tyrant's lost dog and now, the threats on Frescania, as much as in Anglian fashion, is extremely absurdist. Let us not forget the Spascirians, 3rd class citizens with no rights in a true apartheid state and slaves sold abroad as part of "labour contracts".

We will do our best to slowly move towards a very active policy in foreign affairs again and we want to see the nations united again as we fear that names of the Tarusan tsar change, but as a Baetican saying goes, a wolf changes its skin, but its behaviour never. What happened in the island of Frescania has been truly tragic and is of important concern for Valls, especially as the island has been Ebrian speaking for all its history. It is important for us, as sponsors of the European Forum and defenders of the Frescanian population to ensure that the Forum, the island and the people are all safe.

We sadly cannot jump into this sanction bandwagon on Tianlong, as the Republic is an important partner in peace of the United Kingdom and has offered the nation a friendly hand when the waters of the Meridian have been ruffled up. Let us not forget, the Anglians, as much as they are victims now, they are not victims in the grand scheme of events and have done their best to provoke everyone, knowing that they are under Tarusan umbrella. Let us not forget how Anglians condemned Ebria for being concerned on the Spascirian reality, let us not forget that these people have been kept as nothing but slaves and 3rd class citizens in the Anglian nation, let us not forget that the realm did threaten Remuria too, a colleague Meridian Union nation under Ebrian umbrella, for the sake of an allegedly lost dog which absurdly swam accross the ocean for thousands of kilometres only to be "confused with another dog", when the Anglian fleet sent to retrieve it was met with force by the Remurians.

These are not normal reactions nor normal behaviour. If Anglia is truly under Tarusan umbrella of protection, we request you to rein them in, because it is clear that the EF is a red line for the democratic nations that so much of Tarusan propaganda presented as weak, and it is clear that it must not be crossed, as the Anglians felt on their... museum... fleet.

We will cooperate with Tarusa and the others in aiding the victims of this attack and our strong words must not be understood that we are not open to cooperation, but we will not impose sanctions, as we have not yet done anything more than condemn Angliarique too. We will sent as we said, aid to Frescania and the Royal and Catholic Navy will be send with tugships and other supplies vessels to aid in the salvation and cleanup operations. We will go further and ask for an EF peacekeeping force on the island, but it must be understood that we do see the island as part of our, namely Hamrunite, heritage, should the island not be neutral and offered to the Forum, as much as nations such as yours calls it discredited, we will not suffer others in taking it over either.

We are happy that our past relations are not forgotten, but nor should the new Tsar forget that Ebria is, as of yet still open for business for Csengia and Tarusa. This doesn't mean it is weak or manipulable. If Tarusa is open to offering respect, Ebria is open to reciprocate.

On the need to strengthen Meridian Security, an innovative approach to military-led safety in between the United Kingdom and the Commonwealth

To His Excellency Pedro Mendez, the Minister of Foreign Affairs of the United Kingdom, the Commonwealth sends their regards.

In the aftermath of the chaotic shenanigans of the Angliaricans off the shores of Frescania, and the logically stemming from thereon disproportionate response of the Tianese, the Commonwealth Council has consulted with the Nations and agreed that a more active Remuro-Retalian approach towards security in the Meridian Union together with the fellow non-aligned United Kingdom would conform with the Will of the Nations in remaining militarily uninvolved in foreign conflicts.

As had been publicly stated by the Commonwealth's government sources, we shall be widening the definition of a threat to the Commonwealth to include threats to the Meridian Union.

Whilst this does pose an issue with the Radilan and Rhenian membership within CETO, we suggest to tackle issues one at a time and to first explore building a more involved military relationship between the Commonwealth and the United Kingdom.

From thereon, we suggest to explore the following items:

• That the Commonwealth and the United Kingdom, for in as long as they remain militarily unaligned outside of the Meridian Union, shall consider themselves mutually bound to come to each other's defense when under threat. This would, in effect, be a willful guarantee of support from the Commonwealth to the United Kingdom, even if we are not yet ready to extend the same fully and publicly to Radilo and the Rheinbund because of their membership within CETO that creates obligations outside of the Meridian Union.

• That the Commonwealth and United Kingdom consult with each other before taking on any military alliances or obligations outside of the Meridian Union. This shall not be construed as common defense policy, rather than the above guarantees shall lapse should one Party act outside the agreement of the other Party.

• That the military systems of the Commonwealth and the United Kingdom set up tangible interoperability, command and communication measures to ensure an efficient interaction between the armed assets of our states in a time of need.

• That the Commonwealth and the Unites Kingdom facilitate the use of our mutual military infrastructure to the armed assets of each as if they were national assets. This shall not be construed as a wish to set up military bases of one Party in the territory of the other, rather facilitate the use of ports, airfields and premises as needed as per the same rules, regulations and rates as for the national armed forces.

• That the United Kingdom and the Commonwealth establish as a matter of priority clear intelligence and surveilance sharing mechanisms between ourselves in the Norterranean and Sudterranean seas, as well as in the Eastern Thaumantic Ocean.

We pray that the offered suggestions are considered and we understand fully that, should there be interest, the final arrangement shall reflect the full interest and benefit of both parties.

The United Kingdom sees the Meridian Sea area as the zone of the utmost importance to its development, economically, culturally and politically and the nations of the Meridian Union as its closest allies and friends in a world more and more aggressive, unstable and violent. It is important in such a world to ensure that we hold, first and foremost our peoples and our friends and neighbours within our hearts and prayers and we work together, in solidarity to defend each other, for as the ancient Cario-Arcado-Pelasgian and later Tiburan saying goes: strength lies in unity. To that, we add in collaboration, cooperation and solidarity.

We have closely analysed your requests and are happy to offer a positive answer to them. We must remind you of our proposed Meridian Union Security Agreement and its mechanisms in which we are already guaranteeing the sovereignty and borders of the Meridian Union member states and we will continue to do so and we hope to evolve it into your proposed agreement.

As for the rest, it has been clear from us as we have seen the Valls Pact dying that we cannot put our hopes in faraway allies, and thus are building nowadays a more pragmatic and more realistic take on the world and thus, we are now fully gravitating around the Meridian Sea and its family of nations. We agree to cooperate with Remuria and to collaborate with the Commonwealth in regards to national security as per your proposed points and will agree to open up its infrastructure for the improvement of interoprability and common defence within our nations.

We have warned the Northlaw Communes, where an Ebrian royal has found hearth and home, that the wounds they bleed with and in the water they tread that great threats from abroad will befall them. We did not ask, compel, or threaten the Jydsk-Austwegians to embrace our communal ways, no, and let it be known between your office and ours that had we led a Communal Revival or Awakening in that land it would have indeed involved vestiges well bred from within rather than Ebrian or abroad. Rather than reporting their alms these Northlaw Communes report their feuds. Rather than uniting diverse communes under a single banner they now have two, three, if not more!

A stable Northlaw nation, orderly and reliable, matters far more to us than calling them Communal, friend, or ally. We have had some communication with the Western Regime, of which Queen Marie de Sánchez calls her new home, but we fear that they and she cannot survive the coming times whether it is alone or with us: the so-called Communal kindred. This Jydsken military junta, whom we do not know from Adam, could become a free agent for meddling powers to conspire and cultivate with in such a way that destabilizes the Northlaw nations and sends your Queen packing or packaged in a coffin.

It is of course the public position, and unfortunately privately confided position with us, that the Northlaw Communes will accept nothing but full surrender and arrest of their Jydsken rivals. Though ideologically we, if we were those East Jydskens, would hold fast to the same values: we again do not know them, we know not what alms they give or what order they desire besides militant home rule from their island. Be sure that we will speak with them, a call has already been made, but we have heard from the West-Jydsk and Austwegians and would hear next from you in Ebria.

This United Kingdom salutes its neighbours from across the sea and we salute their steadfastness towards keeping their values and faith in such times. We understand that the relationship between Ebria and Thaumantica has been like a sinusoid, with good relations followed by great hate in the aftermath of the Serrault Affair, but it must be understood that it is this government's position that Ebria and Thaumantica have been ancient friends and it mist be thus held for posterity too. Thus we will offer again aid for any potential issues in supplies, should the almsgiving system might suffer disturbances this winter, be it from medicine to energy.

We do share your concern in regards to the Jydsken situation, from the fact that his majesty's sister has been elected to become the future Queen Marie of the northern commonalities, and also because it is important to keep the Gothic Sea open, stable and peaceful, for the sake of the world as it is important to keep energy resources flowing. We are deeply concerned for the sake of the people, the constitutional regime and their queen, but waht we fear the most is the generalised warlordism in which the ex-Scanlaw has collapsed into, where constitutionalism has been pushed aside and weaponised populism dominates. In other words, institutions turned towards gangsterist anarchy.

We will be in contact very soon with the constitutional government of Jydsken and will made sure that they understand we have their back in political and economical support. We will condemn the rebelous Junta for a takeover of Jydsken by pushing away a constitutional monarchy not only will antagonize Ebria for pushing away the Queen, but also Thaumantica for destabilising the Gothic Sea and even Tarusa for throwing away a monarchy. It must be understood that such an unrecognised regime has no future but the wreck Gutarike was.

Assets, including emergency response and rescue teams, medical evacuation capabilities, foodstocks, engineering and clearing equipment shall be communited forthwith by the revelevant Remurian agencies to our Ebrian counterparts, ready to be mobilised within hours to be deployed to our neighbours.

Hospital bed capacity shall be made available within Remuria to treat medical casualties should the Ebrian healthcare system estimate it would be otherwise overloaded. The Commonwealth has made emergency funds available to finance such treatment within the Remuro-Retalian heathcare system.
