"The majority of the funding will go towards improving the technology required for data collection, including modernizing standard LIDAR and SONAR equipment, as well as designing a full integrated database which will provide the military, and civilian sphere, with top-of-the-line data."

The announcement follows Imperial Assembly approvals to increase the militaries overall budget by 14%, and amid increased tensions with Carentania over the illegal capture of sailors. Economists have expressed concerns over possibilities for a reduction in commercial support spending, most notably reserve funds designed to subsidize critical failing businesses. Civil activists have decried the government policy as continuing to turn a blind eye to the needs of the citizen populace, which has experienced a decline in public health services and utilities and the sectors became increasingly privatized throughout the first decade of the 21st century.

SIRAAMA - Cell phone monitoring has led to the capture of twenty seven dissidents in what has been hailed as the most successful use of GPS technology in a government sting. The operation, conducted by the Imperial Providence Bureau, cross referenced monitored activities with employment status and background checks, and concluded that the individuals were people of suspicion, after which operatives of the IPB took action.

IPB agents utilize the monitoring of suspect civilians through GPS chips within cell phones to track aberrant activities and unauthorized gatherings of crowds, pursuant to the Imperial Security Act of 1978, amended 1996. The Imperial Security Act authorizes the use of special monitoring equipment to intercept signals transmitted by individuals, primarily including information the user does not consider private information. While court orders are still required to authorize the monitoring of ground lines, cell phone signals traverse the open skies and freely access available towers, and have therefore been determined to be considered public information trackable by authorities. Among those signals broadcasted by cell phones are signals required to attain reception, and it is these signals that the Imperial Providence Bureau monitors.

"We must remain vigilant to ensure that the wants of the few do not destroy the needs of the many," stated spokesman for the Imperial Providence Bureau Lersuk Kittisrikangwan. "Ensuring the stability of public safety within the Empire is of paramount concern to the Bureau." The charges against the dissidents have not yet been made public.

SIRAAMA - The Imperial Household, led by HIH Crown Prince Phraisong, has issued a mandate to pardon homosexuals arrested on the grounds of homosexuality during a large police operation conducted 2 weeks ago. The mandate demands officials investigate and prosecute individuals for alternative crimes.

"The Empire is a multi-cultural and diverse society, as we do not discriminate between race, so shall we not discriminate between gender," the Crown Prince stated during his speech. "I promise to put forward legislation myself, on behalf of my father, to the Imperial Assembly for approval. This will ban homosexuality as a primary offense in courts throughout the Empire."

The Emperor has remained silent on the subject, and analysts believe that the new decree, while not going so far as to legalize homosexuality, will significantly reduce the number of individuals detained by the government. The Empire of Sinhai is widely known for it's broad scope approach to combating an AIDS epidemic which broke out in the 80's, and government policies are widely believed to have had profound success. Most critics, however, associate the Empire's success on this issue with it's massive crackdowns on prostitution and the allowance of capital punishment for uninformed transmittance of AIDS. Government health officials having assured the Imperial Household that homosexuality, while linked with AIDS, will not significantly damage the anti-AIDS campaign should the other major policies be maintained.

Civil rights campaigners have lauded the Crown Princes decree as a great step towards further social equality, and numerous cases have already been filed in Imperial courts to have current gay prisoners pardoned for their past crimes.

While I wish to express the Emperor's thanks to the Republic of Touzen for their notice of happenings within the Empire, I cannot help but feel patronized by the notion that certain social groups do not already have the capacity to shape the future of Imperial society. The Empire provides for many conduits of freedoms, from the internet to laws which do not encroach upon individual freedoms within the household; indeed what may seem to be strict laws in the short term have helped to refine Imperial society to be a more diverse and enduring institution, and will continue to do so.

A roadmap to allow for more integration of social "groups" under the freedom veiled vices of socialism that the Republic of Touzen touts would indeed violate the individual freedoms of the Imperial citizen for the benefit of a select few minority groups, creating a dictatorship of the minority that would undermine the fabric of true freedom that the Imperial government guarantees every citizen.

However, the Imperial Households decree to prevent homosexuality from being a primary offense will indeed serve to perfect Imperial equality, and allow every individual, regardless of their nature, to succeed based according to their personal merit. This freedom, among many others, has been the cornerstone of Imperial domestic policy for centuries, and will continue to drive Imperial politics.

SIRAAMA - Despite the arrest of a former Imperial Providence Bureau agent now charged with stealing state secrets, uncertainty and conspiracy theories continues to circulate throughout the Empire over an alleged "Anti-Alien Warfare Campaign" which, according to documents leaked earlier this year, accredit much of the technological advancement towards space technology to a campaign designed to combat a potential extraterrestial menace.

Despite this, bloggers have expressed mixed opinions over potential usage of military funding in preparation for an alien attack, with independent polling agencies reporting a surprising amount of people, a staggering 43%, believe that an alien attack is not an impossibility. The majority of bloggers, however, doubt the authenticity of the leaked documents, and expressed concerns about military funding directed at threats "outside of the mundane world".

We ask the Serbovian Union military and Cantigny state to refrain itself from criticizing the civil news media of Sinhai from airing news articles of it's choice; ours is not the policy of censorship or selective bias. The article published does not gauge the legitimacy of claims made by leaked articles, but notes that public opinions related to the documents continues to increase.

Furthermore, escalation of the military budget has been accredited to defensive measures against aggressive regional states, most notably North Ratomkira and the People's Republic of Vangala. It is not this institutions goal, as a free and independent organization, to disseminate government propaganda.

SIRAAMA - Commander of the Imperial Sinese Armed Forces, General Voranai Van, publicly denounced the Vangalan move to pursue nuclear energy as a primary threat to Sinese security in the world. "If the People's Republic feels it is necessary to pursue nuclear power," stated Gen. Voranai, "then the Empire will be forced to respond to ensure the integrity of it's national defense."

The Vangalan military, which tested theatre-range ballistic missiles last year, and is widely believed to fund multiple insurrections throughout the region, is viewed by many Imperial citizens as the single greatest threat to the Empire. The Vangalan military is known to be one of the most inflated in the world, and functions as the principle adversary in dynamic military exercises.

The General has called for increased fundings from the Imperial Assembly, and has demanded a revitalization of the Imperial Sinese military. "We simply cannot allow a nation which has the capacity to strike at targets within the homeland to pursue such devastating technology."

The Imperial Household and Assembly have yet to comment, but the countries fiery nationalists have already begun a campaign of incitement designed to organize national support for an increase in military power in the face of a daunting military foe. It is believed that the Imperial Unity Clique is attempting to stoke the fires of nationalism at home to apply pressure to the Imperial regime to boost military funding beyond the initially planned 14% increase to a 6.3% slice of the Imperial budget.

SIRAAMA - Polling conducted by several independent interest agencies have determined that fear of Vangalan nuclear, chemical, and biological strikes against key Imperial cities is the form of disaster that most Imperial citizens are concerned with, with typhoons, volcanism, and chemical spills taking their secondary spots well behind the threat of Communist attack.

Popular support for an increased military budget has yet again swelled amid a flurry of online activity and even public demonstrations in the capital, calling for better equipment, more assets, and even a higher quantity of troops. Imperial Sinese Armed Forces statistics office has already announced it's March recruitment quota has been fulfilled, with many more recruits awaiting to make their oath to the Emperor as the month reaches it's 16th day.

Hardliner Imperial Unity Clique politicians within the Imperial Assembly have already sided with General Voranai Van's call to increase funding, and new debates are underway as to what sectors of the Imperial budget will be sacrificed to make room for increased military spending. Already several loans have been authorized by the Bank of Sinhai and the Imperial Household which will allow the Imperial military to increase the quantity of aircraft in it's arsenal, as well as improve the quality of equipment provided to standard infantry. Multiple contracts have been created by the military, one notably requesting that the Imperial stockpile of ammunition see it's reserves doubled by the end of April.

The Imperial Household has announced that the Emperor plans to meet with the Assembly to request increases to the military budget, with experts believing that an expansion of the deficit may be the only way to do so without creating significant damage to other sectors of the budget. This move comes as the Imperial Assembly was moving to finalize the budget proposal ahead of the March 28 deadline.

Gen. Voranai Van has called for increased force readiness in wake of Vangalan nuclear announcement.

SIRAAMA - The Imperial Ministry of Foreign Affairs has issued a warning to any state seeking to send specialists or materials designed to assist the People's Republic of Vangala's pursuit of nuclear power. The warning, which has not authorized the use of force, did go so far as to declare "foreign assistance will only escalate regional tensions." The FM went so far as to suggest the possibility of hostilities between the People's Republic and it's supporters and the Imperial military, however stressed his hopes that a diplomatic compromise could be achieved.

Demonstrations in support of the military are currently being held in Imperial Square, Siraama, where initial estimates put the size of the demonstration at close to six thousand participants, a movement which was hastily organized over the microblogging site Twåtter. Demonstrators are currently being monitored by government security forces, but no attempt has been made to disperse the crowd.

The Imperial military is in a discussion with members of the Imperial Assembly Special Committee on NBC Defense on dynamic solutions to the situation, though neither group has disclosed available options. Political analysts have estimated a wide variety of possible courses, however the threat to the Empire is thus far unprecedented, and as such the response may not be readily obvious.
