All invective sneers aside, though they are deserved, I hereby invite myself to the
Capitollium Freedom Conference. If nothing at all this event would give me a chance to defend my point of view in the flesh, a luxury which the three proud Oelarian gentlemen denied when they hastily convened to deconstruct my effective assertion to the sons and daughters of Olmolungring. Before one sun could rise in the east, shine over the Midlands of Europe, and set dimly in the West, they were already concealing their fears by appealing to their patron God for recognition from the religious community.

Though I share a whimsical fascination of space and time, the invariable expression of man, know that between us now is a large swathe of territory, between us at the Freedom Conference: nothing, not even your precious God. Know that I have no aspiration to follow your customs or laws, and that when I see one of you yield to the puppeteers of Franken, I will take no pleasure in calling this shameful habit your countrymen have developed out.


I look forward to firmly asserting myself, beside whomever else would like to share their opinions, and perhaps even learning from them. These men have me pegged as an agitator, spot on, yet my only hope is to watch my personal fire of understanding grow, so that it spreads to all men and women without spare.

The news desk loses the very capable and beautiful Kaia Josefsdatter Ulfvan this week as she joins the Rigpa's Court in Eiffelland. That's right. Our Exalted 53rd Lord Rigpa, Thorlákur Feargusson Gunn, is probably reading this in the scenic seaside town of Buxtehude, Eiffelland, in our new large-print international format. (Studies have shown the eyes of Eiffelland resent the smaller 'Garamond' font the Journal has always used for publication.) Having just entered his 80th year, the rigpa has decided it is time to seek warmer climates. Buxtehude - named like the Baroque composer - is a quaint and picturesque village just over 100 miles southwest of Trier, on a placid inlet of the Long Sea. On a clear day it is said you can look out over the Papal States from the fairytale town.

Thorlákur Feargusson will also be joined by the new prime minister, Robert Petursson Viereskog, who under the Doom is obligated to join his court. He will also take his well-traveled niece, Gretchen Seumasdatter Gunn (a familiar face to many readers, I am sure, as the waitress at Sally's Restaurant). The Buxtehude house will be significantly smaller than the Freehold, a modest and handsome stone house overlooking the sea. One striking feature is its large enclosed Oikawan garden with a pond, teahouse, and stone lantern. Official correspondence has already been postmarked from the 'Oikawischer Garten'.

It is unclear how the government will be divided between the Oikawischer Garten and the Freehold now that the Lord Rigpa and prime minister are thousands of miles away from the capital. It is widely speculated that a great deal of responsibility will shift to the Lord Protector, I. C. H. Alvitr, and the ranking officer of the government and provisional administrator (already nicknamed the "ROGPA"), N. N. Roerich.

The serene presence of Thorlákur Feargusson will be missed in Yungdrung Gutsak, where he was an frequent sight at the Capitollium (in a quiet argument with the professors) and at St. Franziskus Cathedral. The Journal wishes him the best in his retirement to Eiffelland.

It has been long been argued that the wealthy economies of northern Meridian Europe from Arendaal to Eiffelland are protected by a Franconian security umbrella. The partial hegemony of Nürnberg has kept countries in its sphere of influence from fighting each other. European conflicts occur in Himyar and Sarmatia, on the edges of the Oikawan and Franconian influence-spheres, but not in Meridian Europe or the Far East of Toyou.

At least until Belmont attacked Coronado with such furious force that many worried the Pax Franconia had come to an end, or challenged at the edges in Gallia. Those who assumed that the conflict would be soon over appear to be vindicated, now, despite a great loss of life in what is emerging to look like a great military and humanitarian disaster.

But look to the Scanian edge, now. Without warning to the rest of the Northern Council, miffing the Batavians especially in an awkward diplomatic moment, Suionia pulled out of the CON after Security Council Resolution 20. Regardless of whether one thinks Franken has wisely capitulated to Oikawan influence or has rashly failed to counterbalance the Empire, it is clear what Drottninggården thinks. The Suionian ambassador to the CON, Elinor Lindahl, indicated that the Kingdom was reversing its decision some 24 hours later. But it is a telling sign of things to come.

Suionia is seriously considering whether the Northern Council can do without the institutional institutions designed to do Franken's bidding. Cornavia has long done the same. So are other nations around Europe, although it is unlikely that an Oelarian government dominated by Foreign Minister Roerich and Lord Protector Isleifur will see much point in joining them. If there is a shift in power, the northern areas of Meridian Europe will put themselves on the outskirts of the Pax Franconia. I predict Scania will present the next Gallian problem, only it will be a more serious one for Nürnberg.

ISRA Reaches School Agreement With Bishop
Public School Boards Will Oversee Diocesan Schools

Despite vehement protestations from Vicar Amos, O.S.M., the current head of the Knytlingsfort school system, Intersectionalist State Reform Authority (ISRA) officials have reached an agreement with the Diocese of Yungdrung Gutsak to establish decentralized public boards for each Church-run school. The Oelarian Orthodox Catholic Church runs upwards of 90% of the primary schools in Olmolungring and an estimated 82% of secondary schools. Gregor Samsonsson Stoker, the Lord Reeve of Knytlingsfort, and Bishop Zebulon of Karlljon will be present at a signing ceremony in the city tomorrow.

Vicar Amos is likely to be replaced as Apostolic Vicar by Bishop Zebulon at the announcement, but the Diocese has signaled it will retain teachers from the Order. Since last fall, 175 Swordbrothers have come to Knytlingsfort to serve as teachers and paramilitary auxiliaries. They were widely credited with raising security levels in the city and many expected the Order would retain control of security and schooling in Knytlingsfort for several years, but an abrupt reversal of this policy came in the wake of the Great Council.

ISRA officials have made challenging the Church's education monopoly a major part of their electoral campaign in Knytlingsfort, as has the wider Intersectionalist League of Oelar (ILO) of which it is the principal part. The Diocese has been more compliant with cooperating with ISRA than the Order. Vicar Amos, for instance, has a policy of not even meeting with ISRA officials.

The new system is modeled after a similar policy in the Free Union. Education & Welfare Minister M. L. Eir, the former Swordbrother and Vicar who recently made an abrupt exit from the the Order, will oversee the process. It has been called the first time a government official in Yungdrung Gutsak will have control over education and health services on the local level in Olmolungring, although these linkages are more common (and far more developed and hierarchical) elsewhere in the region.

The southern half of the country inches closer to civil war with reports of skirmishes between Eir paramilitaries and the Intersectionalist State Reform Authority of Knyltingsfort and its armed Spartacist Command Oelar wing.

Prime Minister Viereskog has successfully been woken from an induced coma, according to his doctor, Pall Yvosson Gunn. The prime minister's illness broke as national news several weeks ago. Many hope that the prospects of communicating with the Lord Rigpa in Eiffelland will improve.

Lord Protector Isleifur has disappeared after the death of his sister, Margarethe, which is presumed to be politically motivated. The causes of death have not been revealed. It is not clear what side the Alvitrs will take in the brewing war between the Eirs and ISRA. The marriage of ISRA's main leader, Gregor Samsonsson Stoker, and Margarethe Hjovarthursdatter Alvitr was planned for later this spring.

We hope to resume regularized reporting with normal journalistic standards in short order. Thank you for your understanding at this time.

We present to the nation and all of Europe our list of grievances:

  • That the Great Council of this realm has twice suppressed this paper.
  • That the Rigpa has abandoned us to be ruled by a pack of squabbling wolves.
  • That the Oelarian people suffer under medieval conditions of squalor.
  • That foreign powers conspire to dominate our government and buy or labor.
  • That nowhere in this realm or region is justice to be found or mercy given.

For this reason, on April 3rd, assembled, at Gravplass Hall, The Capitollium, the Student Thing of Capitollium hereby constitutes itself as ISRA-Capitollium. We pledge the support and solidarity of the students of this ancient university with the revolutionary vanguard ISRA-Knyltingsfort and the Knytlingsfort Republic.

The first act of ISRA-Capitollium in plenary session assembled is to take the Journal and Review of Books back under student leadership.

Let the Geirtrae wither to ash and the mountains of Gjinsjang crumble, comrades. The LORD will suffer no idols!

Foreign Minister Niels Niklausson Roerich attempted to leave the country yesterday via Issverth Station. The government's plan, which was leaked to ISRA officials, according to Chairman Sýmeon, was for Roerich to travel to Franken and request military assistance against the autonomous ISRA government in the South. Student protesters took over the train station and blocked the railway for the entire afternoon into this morning.

"The so-called 'military option' was the purpose for which Foreign Minister Roerich was leaving the country," said Sýmeon. "The government should not have the 'option' of slaughtering the people of Knytlingsfort. We need dialogue and devolution, not 'military options'."

On state television, Prime Minister Viereskog made a statement at 9 P.M. addressed to the protesters that insisted no international military options were on the table, but that Roerich would not leave the country anyhow. He called for "trust and reconciliation".

ISRA has not yet called a general strike, but student activism has shown its power to paralyze the capital city if need be.

Viereskog Agrees to International Arbitration
Knytlingsfort Republic Insists on Derjiste's Mediation

For justice under God, until the Geirtrae withers and the Gjisjang crumble.

Prime Minister Robert P. Viereskog has accepted the call of President of the Republic Filip J. Gutkind (ISRA-Knytlingsfort) for talks mediated by an international agency. The regime's concession to the ISRA government followed massive demonstrations in Yungdrung Gutsak and Chairman Alasdair J. Symeon's threat of a general strike in the city.

Gutkind and the ISRA have requested the mediation of the United Socialist States of Kryobaijan and have refused to allow the Lord Rigpa, currently living in Eiffelland, a seat at the talks.

Viereskog and regime chief Isleifur C. H. Alvitr have asked for EDF mediation and the inclusion of the Lord Rigpa, Thorlakur F. Gunn.

Foreign Minister Niels N. Roerich is expected to come up with a compromise solution that involves the CN or the Northern Council.

Both parties are eager to reach some sort of resolution before the winter thaw. At issue is the legitimate claims of the Knytlingsfort Republic to devolved autonomy and its nationalization of mining and manufacturing facilities. The only Oelarian court that could decide such a question, the Great Council, has fragmented into three camps: the pro-autonomy intersectionalists (ISRA), the ancien régime in power in the capital, and breakaway clan lords like Sigvarthur S. Eir who have provoked armed aggression against ISRA in defense of their holdings in the south.​

The Kryobaijani government, like the rest of the international community, wishes to see a peaceful and fair resolution to this crisis. The divisions that have shaken Oelarian society speak to a myriad of deep-seated and persistent sociopolitical grievances that must be addressed. To that end, Derjiste would be honored to serve as a neutral mediator, and would be amenable to hosting such proceedings. As the Kryobaijani state begins its own truth and reconciliation initiatives, it has amassed a significant pool of normative and human capital that can be tapped for national conflict resolution.

This is my first article written with the new reformed orthography passed today by the ISRA-Capitollium People's Committee so do bear with me patiently.

Many of my colleagues and friends have asked me what I believe will happen next in this distressing chapter of Oelarian history. Even as I write this, radical students are facing down Einherjar shock troops at Issverth Station. Lord Protector Isleifur seems scared and indecisive.

Perhaps our lot was bound to happen in a country that has subsisted for a long time on its traditional institutions, only to see modernity clutch our industrial centers to the south. If we are to survive as a nation, we need a law, a proper elected legislature and a constitution. We need to regulate our economy, our churches, and our military.

Some say the Realm of Olmolungring as we know it will come to an end, but I do not think this will come to pass. We are on the cusp of building a new Republic that will stand among the nations as equals, maintaining our distinctive culture, but joining the community of modern states.

The Great Council ought to be reconvened - without the Abbot Mimir and the Lord Eir if necessary - to solve our problem of national reconciliation without foreign interference.

Cantigny has been found struck with concern over a potential collapse of the Oelarian state of social and political traditions. We view the evolution of western markets as sincere skeptics, thus far failing to see an ethic shared between ourselves and blatantly modern political economists, or economically inclined politicians.

Therein, we plead to the brokers of power (Past, Present, and Future) to contemplate upon civility as The Oelarian State & People put their best foot forward. In unrest or in doubt, the Commonwealth vouches for commonly held expressions of decency between mankind, and the institutions they so enthusiastically work to perfect.

General Secretary Alasdair J. Symeon has called for the 2nd All-Party Congress of the Intersectionalist League of Oelar to convene. Among others, I was surprised by the move, which will come eight months before scheduled elections. Symeon did not have to tell the people this, but it was clear to all of us. The agenda at the ILO All-Party Congress will not be how to work within the electoral system to create a new state. It will be to create this new state by ourselves.

Those of us who saw Rikarthur G. Geijer and Jakob S. Keiser on state television last night heard a stale old argument. We - the duly elected People's Committees in Knytlignsfort and now Capitollium - are dangerous radicals encouraged by political liberalization. Democracy and womens' rights were mistakes in the first place, they said. It only encouraged us, the dangerous radicals.

Geijer should be in prison for the rape and murder of my friend, Margarethe H. Alvitr, the late foreign minister and a great patriot in the early years of this Revolution.

I will admit that I do not know where Gregor Stoker is. I am confident that Comrade Gutkind in Knytlingsfort will launch an investigation into his disappearance, but I think Geijer's accusation that radical Spartacists have killed or captured the Lord Reeve and their moderate erstwhile leader are very unlikely.

But we are not dangerous radicals. We are a democratic majority of a country that has never had the political courage to have a nationwide election. We represent a diverse swath of our revolutionary People - from General Secretary Symeon who is an influential voice among democratic theorists at the Freedom Foundation to Comrade Gutkind who is a more traditional anti-market socialist - and we are it's government by the will of that people.

This is what will be decided at the 2nd All-Party Congress, to give the people's government to a new Republic we shall found here in Yungdrung Gutsak.

ILO General Secretary Symeon and Comrade Gutkind from ISRA-Knytlingsfort are traveling to Kaprun, Eiffelland to meet with Prime Minister Viereskog and Foreign Minister Roerich. The meeting is being called a summit of national reconciliation.

Comrade Gutkind explains to CJRB: "In Kaprun we will present the government in Yungdrung Gutsak with two options. One, they can recognize the sovereignty of the new free Republic of Knytlingsfort. Or two, they can call a national constitutional convention to coincide with the 2nd All-Party Congress."

When asked to comment whether this was the official ILO-ISRA position, General Secretary Symeon demurred. "Let's see what Prime Minister Viereskog is willing to offer. Comrade Gutkind and I are going to negotiate, after all, not to give ultimata."

Rumors of a rift between Comrade Symeon and Comrade Gutkind have been reported, but insider sources say that the different tones only represent two personality differences. Gutkind's complaint that the national ILO-ISRA underrepresents ISRA-Knyltingsfort has only been a minor dispute, they say. Tensions between Gutkind and Symeon over Gutkind's self-proclamation of himself as the leader of an independent "Republic of Knytlingsfort" have been overstated by reactionary press outlets.

Comrade Svava Gunn, an experienced aide and diplomat, has joined Comrades Symeon and Gutkind.

As the 2nd All-Party Congress comes to a close marred by the walk-outs of Filip J. Gutkind and Harald S. Hrodgunnr, some wonder whether the rump of the Intersectionalist League of Oelar will have enough clout at the upcoming constitutional convention to ratify the Kaprun Agreement.

The Kaprun Agreement was reached last week in Eiffelland under the moderation of Foreign Minister Rudolph Kögler. The first draft of the agreement was written by Foreign Minister Robert Beaumont of Franken. The Agreement calls for three federal legislatures in Yungdrung Gutsak, Knytlingsfort, and Issverth to elect a 12-member Great Council - which will be transformed into a national unicameral legislature - on a 4:5:3 proportional model. Under the plan the Lord Rigpa will retain his current powers and nominate the government.

Conservative opponents of the Viereskog government, and the anti-treaty faction of the ILO led by Comrade Gutkind are opposed to the plan.

The convention opens this morning. Prime Minister Viereskog has said that the Lord Rigpa will return to convene the proceedings.

'Postdelegationist' Constitution Approved by Razor-Thin Margin

The Constitutional Convention has approved the first written constitution in the history of the Realm by a 28-7 margin with 15 abstentions. The final tally does not show the closeness of the actual decision, however. Yesterday, Tuesday, the 15-member delegation from Knytlingsfort was given a its rightful chance to reject the document. The leader of the city's delegation, Filip J. Gutkind, adamantly opposed ratification. In a surprise twist, the delegation voted 8-7 to not reject the final draft.

Although Gutkind claims that members of the delegation were coerced and threatened, no actual evidence of violence has been unearthed.

The final document approved the basic federal architecture of the Kaprun Agreement reached last month in Eiffelland between the ILO leadership and the government of Oelarian Prime Minister R. P. Viereskog as a solution to the political crisis of stalemate and secession that had threatened the country since midwinter.

The short version of the new constitution is here:

WE the nation of the Realm that lies in the long shadow of the morning sun over High Kailash, faithful to our servant-guides the Ancient Lords and the Great Rigpa, assemble in Freedom to raise our heartmind to the Heavenly Mysteries. Long a light to the nations, we rededicate this Great Council to its ancient task of recreating a new Human Society in the spirit of friendship to testify to the sacredness of Mankind.

Article 1. We recognize the ancient rights of the citizens of the three great citadels to form republics on non-delegationist principles, whereby each citizen may endorse his fellows and friends for the legislature, and whereby the constitution of the legislature shall be those Hundred with the most endorsements at any given time, fluctuating according to daily recounts as necessary.
Article 2. We unite these three republics under the Rigpa and his Great Council, and the Council shall be twelve (with five selected by the Hundred of Knytlingsfort, four selected by the Hundred of Yungdrung Gutsak, and three selected by the Hundred of Issverth each year) and retain its ancient function of selecting the Rigpa.
Article 3. We invite the Rigpa to select a government that shall attend to matters of war and peace, relations with foreign powers, trade, the adjudication of justice under the Doom of the Realm [that is to say criminal law], commerce within the borders, and raising taxes for these purposes.
Article 4. We invite the Hundreds to select governments that shall attend to the maintenance of schools, hospitals, welfare programs, creating and upholding statutes of local law and custom [that is to say civil law], and raising taxes for these purposes.
Article 5. We reserve to the Great Council the right to interpret the meaning of the constitution it hereby brings into being.

Comparisons have been drawn to the Constitutional State of Touzen, which also enshrines postdelegationist principles into its constitution. The early assessment of international scholars of comparative law have recognized this as the first attempt to instantiate postdelegationist principles in a Western society. "There is no doubt that the document retains the old phylocratic dimensions of Oelarian government," said Stephan J. Hvit, a professor at the Capitollium and important figure within the pro-constitution ILO, "but at the end of the day it is a compromise. We will see a gradual change when the Hundreds elect the Rigpas, such that the Rigpa will be more akin to the general secretary of a defensive alliance of three postdelegationist societies-in-transition. But this will be gradual."
