Will Gunn Force a Second Government Reform?
Students Demonstrate Support for Rigpa's Expected Restructuring

Our 53rd Exalted Rigpa, Thorlakur Feargusson Gunn, will convene the Great Council tomorrow in Yungdrung Gutsak and is expected to advocate major reforms in government. One might hope that the lord rigpa indulges his many admirers in Yungdrung Gutsak and launches a surprise effort to civilize the far-flung citadels, where we all realize our brothers live like impoverished barbarians, or make further structural changes to the semi-feudal embarrassment that passes for a state here! Alas, an All Hallows Council typically only means resolving some paltry disputes from Michaelmas before shuttering the doors of the Freehold for the winter.

One sign of hope that Rigpa Gunn will shift more power away from the clans and modernize the government was the absence of Lord Sigvarthur Sigvarthursson Eir from the Michaelmas council. I cannot be too optimistic, with the Alvitr stranglehold on five of the nine heargs of the city.

I did notice that the Prime Minister Roerich was brimming with excitement while he spoke to the students and faculty of the Capitollium. Since his appointment this summer, the noted painter from the Franken borderlands has defied expectations that he would be completely ineffectual puppet of the lord rigpa. To his credit, Niels Niklausson has made it a point to work closely with the bishop and the provost to strengthen the university, generally recognized to be the a center of culture and power in Olmolungring. Quoth "the Frank": "We see some of Europe's leading institutions -- Sjadnbrdo, Paris, Groszow -- growing in strength. Brothers and sisters, if we want to compete with the highest-tier institutions in this dawning age, we must reaffirm the ancient and sacred bonds between the Freehold, St. Franciskus, and the Belfry."

In his speech, Roerich hinted that the rigpa will most likely increase the profile of Foreign Minister I. Christian Alvitr. "It has been a long time, brothers, since fair Olmolungring has had a foreign policy to speak of," said Niels Niklausson, "and a long time since Tagzigs spread the words of light to the nations."

Radio commentators dismissed the comment as an olive branch to the Alvitr lords to win their support for government reforms. For some centuries (the editors of this broadsheet note with some dissatisfaction) Olmolungring has been only a reticent member of Europe's community of nations.

I remember being acutely ashamed a few months ago watching a Norsk language documentary Women of Olmolungring when the narrator cited current laws in the Heavenly Kingdom that prohibit women from traveling abroad without the permission of their husbands or fathers. There I was, a university graduate trying to fit in with the svelt young ladies strolling past shore windows in Emyn Arnen, or with my colleagues at Sylnarsson University, only to remember that I was only there by the grace of my new husband back in Yungdrung Gutsak. Unlike some of my friends, I do not worry about being stereotyped as a 'noble savage' or hyper-sexualized 'barbarian woman' when I travel. But I do worry about being pitied for what that narrator called "the subjection of women seldom seen our side of the Long Sea." Even if it is true. Or was true.

This was a surprise. Not only did our 53rd Exalted Rigpa decree that women could obtain passports and travel abroad without the permission of their husbands or fathers, he appointed a dear friend of mine foreign minister. The news was declaimed by the crier from the top of Snowlion Tower at noon today: Margarethe Hjovarthursdatter Alvitr is to be the first female Oelarian foreign minister.

M. H. Alvitr will retain her council seat from the swanky neighborhood of Skirringssal and succeed her brother, I. Christian Hjovarthursson Alvitr, as foreign minister. Because of her supra-governmental power as a councilor, M. H. Alvitr will be the most powerful single person in the Roerich Government. It is the first time since the 1970s, when Lord Thorlakur himself became Education Minister, that a sitting councilor has served in government. This means, of course, that Olmolungring is set on putting its best face forward to the world. I do not expect to soon hold my head in shame in Emyn Arnen again!

International readers may be incredulous, but this is Olmolungring, after all. The rigpa is, even in the twenty-first century, still more of a religious leader than a political leader. For bizarre theological reasons that were on display in the Freehold, I am sure, earlier today, women have been repressed even in a country historically very tolerant of homosexuals, for instance. In any event, this is a major step forward.

A real beauty to save the world.

Reflections On the Way At 50
With A Reprint of the Oelarian Classic

On this day in 1960, Father Zebulon of Karlljón published his now-famous short primer, Reflections on the Way, which has proved to be one of the most famous Oelarian books ever printed at the Capitollium. Already famous for his work in language-games and the limitations of standard logics, Zebulon traced the important logical implications that discoveries in quantum mechanics bore for philosophy in general, and ontology in particular.

1 We live in virtual reality:
1.1 Reality is all that is observable and predictable.
1.2 Heisenberg has demonstrated reality is incomplete.
1.3 Imagination is the process of completing reality.

Reflections on the Way demonstrated that the insights of Oelarian mystics were relevant for persons educated in modern science and philosophy, and that philosophy and science (properly understood) were consonant with the poetic imagination of the world. It gained Zebulon an international following.

Zebulon of Karlljón has been a lifelong friend and longtime confessor of our Exalted 53rd Rigpa. Fr. Zebulon succeeded Thorlakur Feargusson in 1960 as Provost of the Capitollium. In 1998 he became Bishop of All Oelar.

Knýtlingsfort Under Knýtling's Heirs?
Tricky Cases for Schlesnitz Separatism

Upper Schlesnitz is a term that comes in and out of fashion in Knýtlingsfort. For the Sindhu Liberation Army, it was a term of abuse hurled at bourgeois liberals who rejected the socialist wave of the future. Interestingly, "Upper Schlesnitz" gets hurled at the capital now by many of these same liberals to underscore a controversial point: the Sindhu Valley is more Franconian than Oelarian. If only Knýtlingsfort was restored to the House of Knýtling, and King Alfred ruled, the city would be prosperous and cultured, like Erlangen.

The Capitollium Faculty of Politics held a roundtable last night called "The Lost Cause of Sindhu". I do not come to Yungdrung Gutsak often, but I took the two-hour trip from Knýtlingsfort. When I detrained, I was happy to be in the Heart of Our Nation, to see the Geirtrae, to smell in the evening air no trace of automobile exhaust or industrial pollutant. The only thing that pollutes the Great Citadel, I am convinced, is its population of sneering, sad, frustrated modernizers, or liberals, or whatever they are called now!

At the Capitollium, which I may add is still in my opinion the greatest of European universities, we saw my colleague S.P. Gunn present some alarming, and if I may say respectfully, ridiculous ideas. Sváva Pallsdatter listed the standard arguments from the absorption of Upper Schlesnitz into the more wealthy and progressive Franconian Herzogtum Schlesnitz to the south: better education, a functioning health system, the possibility of poverty relief, aid for building modern infrastructure in the Valley (I half expected her to make the racial case for the brotherhood of Sindhu Tagzigs and the mixed-race population of Schlesnitz!).

"Why would the would the Kingdom of Franken want to absorb the southern reaches of Olmolungring? Does King Alfred have a sudden hankering for yak milk or a fetish the stench of unwashed clothes?" - Sváva Pallsdatter Gunn

All of this is true, of course. But, she continued, the prospects for separation are nonexistent. "Why," she actually asked, "would the Kingdom of Franken want to absorb the southern reaches of Olmolungring. Does King Alfred IV have a sudden hankering for yak milk or the stench of unwashed clothes?"

The sneering, elitist tone of Sváva Pallsdatter is evident, and speaks to her contempt of the very people whose interests she presumes to have in mind. This is the sad frustration of our liberals.

Why not hand Issverth over to Arendaal? The coasts to Suionia to build more cities like Götaköping? Isn't Götaköping more modern and well-functioning city than our "backward, squalid settlements". It is unclear where Sváva Pallsdatter would end. What is clear is that she disrespects the eternal foundations of the Heavenly Kingdom.

Beyond being offensive, the argument is dross. The problems faced by this country in the Sindhu Valley, improving living conditions by building up infrastructure, providing education, and opening health clinics, must be balanced by a respect for the traditional culture of the region and the wishes of the people. Say what you will about the Exalted Rigpa (and we do!), Thorlakur Feargusson is sensitive to this balance. Modernity cannot be imposed with excessive force, as S.S. Eir has said so many times, and it must be an Oelarian modernity. And it was Sigvarthur Sigvarthursson, I remember, who brought the airport and the highways and the cars to Knýtlingsfort, no?

I am very pleased to announce to the women and men of Olmolungring and the nations of Europe that my friend Margarethe Hvojarthursdatter Alvitr, the foreign minister, will be making a diplomatic visit to the Kingdom of Franken. I am honored to be accompanying Foreign Minister Alvitr as a special adviser and the press coordinator for the visit.

The purpose of our trip is to arrange state visits for Our 53rd Exalted Rigpa's 80th birthday celebration this month, which will coincide with the 50th Anniversary of his enthronement in 1960.

Upon consultation with Foreign Minister Robert Beaumont of Franken, we expect to release an itinerary for a wider trip, visiting our friends and neighbors to invite them to this joyful and historic occasion. It is my hope that we will be able to travel widely to spread the Rigpa's words of light about the friendship among nations.

As an addendum, I would like to take this opportunity to apologize in advance if my remarks about King Alfred, quoted (or may I say misquoted) by A. A. Himmelright, offended His Majesty. Suffice it to add that Arthur Arthursson has a reputation for distorting the remarks of public figures in this country, and has been censured before. Nevertheless, in context, my remarks were lighthearted; I, of course, have nothing but respect for the House of Knytling.

Foreign Minister Alvitr is in Nuremberg this week with frequent CJRB contributor S.P. Gunn and my friend, the historian R.G. Geijer. I am pleased to see that we are well represented by our brightest, especially two women with careers as impressive as their pedigrees. Ostensibly, as promoted by Sváva Pallsdatter in this very journal, the purpose of the trip is to "arrange state visits for Our 53rd Exalted Rigpa's 80th birthday celebration this month, which will coincide with the 50th Anniversary of his enthronement in 1960".

But rumors have proliferated in Yungdrung Gutsak ever since Margarethe Hjovarthursdatter's brother, the former foreign minister Isleifur Christian Hjovarthursson, wrote an article "We Need a Mighty Protector From Among the Nations" (CJRB, Nov. 1) that Oelar was looking to ally itself more closely with Franken and, by extension, the European Defense Federation.

I do not presume to give R.G. Geijer a history lesson (he is a scholar of Franconian history, even) but the last time an Oelarian foreign minister worked out client-state status for Olmolungring under Franconian patronage was in the mid 1930s. That, of course, ended in the Great War. Sigvarthur Sigvarthursson Eir still calls the Sindhu Valley the "Twice-Won Land". In the guise of the Sindhu Liberation Army, we had to fight the effects of the ravages of war until well into the 1970s.

A better case is made for development aid, but even that is a touchy subject. A.A. Himmelright has proposed turning to the Coronavians or Free Union for development assistance, albeit with strict control from the Great Council here in the capital. It was known that I.C.H. Alvitr sought the patronage of Batavia, Suionia, and Arendaal for projects in the Sindhu Valley. With Franken, I argue, there is too much history; Erlangen is too close; Nuremberg is too powerful.

But so, I think, is the Northern Council. I have proposed before to have closer links with Derjiste. Kryobaijan is a powerful country that is reported to be very supportive of developing nations, although I fear there is still a stigma against socialist countries dating from the SLA insurgencies in the south. But today's socialist countries, after the democratization of Batavia, are different, I think. An avenue worth pursuing, I think.

The Kryobaijan government would be quite amenable to additional economic ties, cultural exchanges, and general cooperation between the United Socialist States and the Tagzig Olmolungring. The contextualization of various Oelarian social strata within contemporary matrices of domination proves to be an interesting exercise, and leads RIPOK to believe that stronger relations between the people of Kryobaijan and Olmolungring would be mutually engaging and beneficial. The Kryobaijani government will continue to observe the actions of Olmolungring in the region, and would look forward to any proposed summits or meetings in the future.

The Most Prestigious Universities of the West

As one of Europe's most-read university journals in recent years, the Capitollium Journal and Review of Books annually presents its rankings of Western universities. We, the editors, investigate the best departments of philosophy, theology, literature, history, and classical languages. The metrics are subjective, but we account for the quality of professors, facilities, and the cultural resources of the university and its city. Without further ado, here they are:

1. Sylnarsson University, Arendaal
A European landmark attractive to the best students from across Europe with the best resources for history students, with the addition of two world-renowned playwrights this year, Sylnarsson reclaims the top spot.
2. Heinrich-Alexander-Universität, Franken
The better of the two Nürnberg Universities on the list is the best-endowed university of Europe, both with funds from Franconian aristocrats and businessmen and with the finest Latinists in the region.
3. Royal University of Bordéu, Aquitania
Despite still having the best-regarded theology faculty in the world, Bordéu has lost the top spot along with many fine scholars to the Papal States after the elevation of Alexandre Renard to the chair of St. Peter.
4. University of Paris, Belmont
With a top-rated literature faculty and a host of well-known philosophers, Paris has long been unrivaled as the premier Gallian university, although who knows how Belmont's foreign relations will affect foreign student matriculation.
5. The Capitollium, Olmolungring
The bosom of the Oelarian State, an increased 'postmodern' interest in textual criticism has put medieval studies back in vogue. Wryly considered the most authentically medieval university in Europe.
6. Imperial University of Nokanawa, Oikawa
A strong university with a surprisingly top-drawer Western Studies program, although primarily known for preserving and developing the history and culture of Oikawa and the oriental nations.
7. University of Threveburg, Vistrasia
Marijuana and political conservatism, upon further review, are not anathema for the serious scholar. Quite the contrary in Threveburg, we have discovered.

Lord Provost Halvbefaren has invited visiting scholars from across Europe to enjoy the hospitality of the Capitollium. "We are a top-flight institution in philosophy and the arts with some very interesting students," said Halvbefaren, "and, albeit tongue-in-cheek, Yungdrung Gutsak is said to be the most ecologically forward of European university towns!" Cars and heavy industry are not to be found in the remote Oelarian capital.

Halvbefaren also wondered if the top universities in the humanities in Europe could put together an "Ivory League" of sorts to promote foreign study and guest lectures by foreign faculty.

It is no longer appropriate to endow it with the name of a former dictator.'

We are somewhat surprised to not see Ramat Gan Technological University or the University of Judea on the list or any other Judean university. As Judea has the second highest number of academic degrees per capita, it certainly is shocking. However, we understand Judean Universities are not as well advertised as some of their counterparts.

In the coming weeks the Capitollium will propose plans for greater educational integration so that Europe's universities can share resources that will promise to raise the profile and caliber or participating institutions. We would be honored if Palestinian and Montelimarine universities participated.

Knýtlingsfort Mayor Resigns Amidst Corruption Charges
Per Vicariate Law, Election Must Take Place Within Thirty Days

In a rare appearance of government troops in Knýtlingsfort, a troop of Transport Security Forces arrested Georg Pallsson Eir on corruption charges yesterday afternoon. This morning, the Vicariate Council of Knýtlingsfort (Vikarsråd) voted unanimously to remove the mayor from office. According to the law, a replacement must be elected within the month.

G.P. Eir was charged with corruption and obstruction of justice related to the case of his cousin, Terje Sigvarthursson Eir, the son of the Lord Sigvarthur, "The Old Lion of the Sindhu". Georg Pallsson reportedly attempted to bribe and coerce police officials in the case to secretly release Terje Sigvarthursson on November 2. There has been no comment from the Knýtlingsfort Police.

Without commenting on the case itself, the Knýtlingsfort Council unanimously decided to strip Eir of his mayoral powers, citing the impossibility of carrying out his duties while under investigation.

As I assume most Oelarians realize, this opens up an interesting contest for the mayorality of the second-largest city in Olmolungring with immense strategic importance. Yesterday afternoon Arthur Arthursson Himmelright, the nationalist poet and avowed anti-secessionist, filed his candidacy.

It was widely rumored in political circles in Yungdrung Gutsak that another native son, Himmelright's longtime rival and leftist poet Gregor Samsonsson Stoker (the two had a 1990 altercation still remembered in poetry circles), was exploring entering the race.

Some worried that a vote split between Himmelright and Stoker might open the way for a radical secessionist candidate. Regardless, everyone is worried that the race might elicit deep-seated tensions in the regions. After a violent period during the 1970s, fighting between communist partisans and nationalist clansmen largely abated in the early 1980s.​

Transport Security Forces and Knýtlingsfort Police responded to reports of fighting in East Knýtlingsfort this morning. Lieutenant R.P. Viereskog (a native of Issverth and sometime contributor to the CJRB) told a group of reporters, including myself, that nationalist militiamen had been intimidating the heavily socialist electorate of the eastern neighborhoods with gunfire.

I have been a friend to Gregor Samsonsson for some time, and I must say it is hard to imagine him organizing a leftist militia. Even if the rumors of his aborted coup attempt in 1991 are true, that was twenty years ago now. But, I am sorry to say, it is the reality of politics in Knýtlingsfort. Today's episode shows Himmelright's willingness to play politics the old-fashioned way.

Most people accept Himmelright's ubiquitous campaign motto, plastered on billboards and buses across the city "A Vote for Order", and in the German-speaking neighborhoods, "Ordnung Muss Sein". There is a widespread belief that Lord Eir quietly supports Himmelright, who leads the latest polls 47% to G.S. Stoker's 43%, with 10% still uncertain.

Terje Sigvarthursson Eir Slain In Police Raid
Attack Tied To Nationalist Militia; Knýtlingsfort Tensely Awaits Eir Reaction

Knýtlingsfort Police raided an apartment in West Knýtlingsfort last night and killed Terje Sigvarthursson Eir, the eldest son of clan lord Sigvarthur Sigvarthursson Eir who was recently released by a city court that held him in relation to a shooting incident. The slain Eir's cousin, Mayor Georg Pallsson, was removed from office exactly one week ago on corruption charges for intervening on Terje Sigvarthursson's behalf.

The Police, under the command of Lieutenant Robert Petursson Viereskog, were seen as an independent actor in notoriously corrupt city politics when they took down G.P. Eir. Now, with news that Viereskog was personally involved with the raid that killed T.S. Eir, city leaders have expressed concern that the Police targeted the clan scion for assassination, a move that will have bloody consequences.

Lieutenant Viereskog appeared before cameras this morning to say: "The killing of Terje Sigvarthursson was a tragic accident. We raided the apartment because of its connection to nationalist militias interfering in the election. In no way did we expect to find any members of the Eir family there."

Mayoral candidate A.A. Himmelright has only fueled the fire: "Police death squads, controlled by leftists like Viereskog and Stoker from the Yungdrung Gutsak intelligentsia, have been systematically targeting anti-communists. Terje is the latest anti-communist martyr. But the people will not be cowed in our march to liberty."

Now any man in his right mind would resign immediately and flee the city, but here's the catch: R.P. Viereskog can't resign because there is no mayor to accept his resignation! Residents worry, now, that Eir militias joined by nationalist militiamen already active in the city will be able to neutralize and destroy police forces. The city could plunge into chaos after the funeral, which has been arranged for Friday.

Viereskog has called for Transport Security Forces to aid the Police, but it is unclear whether there are enough government-paid Oelarian security forces to add significantly to the Knýtlingsfort Police.
