Hajr agrees with the Batavian government that the EDF has a role of its own in the North, and we hasten to repeat that we respect its position there. However, we contend that the alliance has no place in the South. The affairs of great Himyar are its own, and any attempts by the Federation to play a role in them that does not belong to it will not improve security in our beloved region.

The Government of Tyskreich has misunderstood are statements.

Firstly we do not claim that our economy is more advanced or larger than Tyskreich's, we simply wished to state that, based upon the current growth numbers, ours is growing faster within the past few months, certainly not within the past two decades. For that we do apologise because it was unclear.

In regards to the EDF peacekeeping mission in the province of Noordkaap, whatever the international community may think, we are grateful that the EDF came to assist us during our time of need. The Tyskreicher Government will know that Prime Minister Alex de Jonghe called upon the CN Security Council to assist us and act. They took too long and we had to go with the next best option. The CN would have and is welcome to assist if they can ever get around to it.

In regards to Fulanistan's membership application, it is not the Batavian Government's place to push them in one direction or another. They are a sovereign state and that is their own business and choice. Our statements that we made earlier were more based on Frescanian remarks, which we viewed as unclear to ourselves.

We sincerely hope that the Government of Tyskreich rescinds its threat to suspend NC elections. That type of diplomacy is not constructive for the regional community. A simple government statement delivered to us expressing Tyskreicher concerns would have been sufficient. That is how we deal with friendly governments, at least. Our intention was not to discount the Hertha Accord or the economy of Tyskreich, both of which we hold in high regards.

The Republic of Tyskreich notes that while the insult may not have been intended by the Batavian Foreign Service, the end result was exactly that. Ballhausplatz cannot privately contend a public issue when there have been no historical precedence between our two nations diplomatic relations. This may change in the future with stronger co-operation.

The Batavian message of before was one intended to second guess the statements of an organization linked to a friend and the ally of a friend. Intent or not, the end result is nonetheless a slap in the face of the Hertha Accord and a strong ally in Frescania. Not to mention an attempt to highlight the Batavian economy as perhaps stronger. With Batavian links to the EDF, one can only assume this is a counter against the words of Secretary General Marco Santos, whom the Batavian Foreign Ministry claimed erroneous.

Lastly, the Security Council is held by a majority of EDF membership. Inaction in the Security Council can only be blamed on the EDF as they are the dominating member of that forum. The fact they then monopolized the Batavian peacekeeping project without the Council of Nations was not only a coup, but was proverbially the EDF's way of destroying what was then the current international convention and additionally breaking the various terms set forth by the Security Council itself in a previous term. The EDF's blatant disregard for international law, and their direct control of the Security Council places no check on their supposed power. Their actions have placed the international community in a position of unquestionable vulnerability with the old international conventions and systems in complete disarray. Many governments even refusing to speak in the halls of the Council of Nations anymore. The fact nations still wish to join this Federation of rebels and heretics is sickening. The fact a friend in Batavië, which still feeds from their free handouts willingly, will even stand up against those who question it, equally sickening.

The Republic of Tyskreich continues to maintain the same conditions for Ballhausplatz to fully rejoin the Treaty of Götköping. A formal apology and for the Batavian Government to rescind the comments of the former and questionable communique.

We believe that we apologised for our statement just previously, but if it needs to be formal to acquiesce the Tyskreicher Government's request, so be it, although we are stunned by this puzzling form of diplomacy. We are not used to it.

In the future we will ensure that our publicly released statements are scrutinised many times over so as to prevent offensive double meanings. Having said that the Ministerie van Buitenlandse Zaken formally apologises for our statements of the past. It is our hope that this can be put behind our newfound relationship. We also ask that in the future, requests such as these be handled in a less damaging manner.

The Republic of Tyskreich notes the petty semantics, yet the evidence does not clear the EDF. The fact remains the most recent elections were dominated by the select choices of the EDF membership. This places responsibility with the EDF to come to terms with the fact that they are liable should there be a failure. This presents the Council of Nations with a figurative majority, as the Security Council at this time holds a clear edge towards the EDF and the bids that were backed by the EDF. So while yes, categorically false, is a correct statement by Sir Wolfe; however, that does not free the EDF from holding accountability for the current status of the Council of Nations. In a normal democracy, the accountable party for a failure would be held liable and voted against in the next elections. Due to the Council of Nations being a sham, the status quo will remain. Further proof of the failures of that body due to the negligence and failures of the EDF in the international community.

As for the initial bid for a peacekeeping mission being vetoed, this is also a true status. Did the EDF attempt to solve the problem with the international community? No, the EDF packed its bags and declared the end of the Council of Nations era by willfully breaking Security Council Resolution 1, which barred unilateral action in Batavië.

The evidence is available for all to see, the fact remains that the Council of Nations has been brought to ruin by an irresponsible foreign policy pursued by the nations that are the EDF and no nation but apparently Tyskreich will hold them accountable for it.

It is the Republic of Tyskreich position that nations such as Hajr and Anbat where select choices of the EDF membership and since EDF members voted for Sheikh Muhammad ibn Haytham al-Mashriqi makes him one also. Perhaps the Republic of Tyskreich should try to explain to those nations governments and delegations of that allegation, as the EDF has nothing but respect for them and voted for them because of that respect. It is sad that the Republic of Tyskreich thinks otherwise.

With the initial bid for a peacekeeping mission being vetoed, did the EDF attempt to solve the problem with the international community? First of all, there was four attepts within the Security Council, all which the SC members that also are members of the EDF, supported, each were vetoed by one of the veto powers or the other. There was even one last attempt by the Guiana member of the SC to persuade the vetoing delegate to change his mind, it failed. So there was many attempts within the CoN to provide a CoN Peacekeeping Force, not just one as is being implied.

As for it being unilateral for the EDF to send in peacekeeping troops, that is to imply we went in on our own authority and without permission or those involved in the conflict, that it was not. The EDF acted only after both sides of the conflicted in Batavie agreed and invited the EDF in, which is within the rights of a sovereign nation. The EDF then took the responsibility to save lives and finally help bring peace to the country, which has been successful.

It is noted that it is the EDF that is the focus of criticism of Republic of Tyskreich with none being directed towards those who have been actually instrumental in blocking progress within the Security Council and in the Council of Nations as a whole. Perhaps that in itself is an indication that true motivations of some in the Tyskreich government is more a strong bias against the EDF rather than the altruistic motives that is being portrayed.

We would like to notify Palais Tucher that our republic is interested in exploring the possibility of fourth-tier membership in (or as we prefer, partnership with) the EDF as a signatory to the Partnership for Stability Accords. Our 53rd Exalted Rigpa, Thorlakur Feargusson Gunn, has invested his authority in Foreign Minister Margarethe Hjovarthursdatter Alvitr to broach this subject in her upcoming meeting with the Franconian foreign minister, Mr. Robert Beaumont. Before her visit to Nuremberg, Ms. M.H. Alvitr would like to request a brief report on the receptivity of the EDF membership at-large to Oelarian participation with the federation.

Would Oelarian participation be acceptable to the members of the EDF? Are fourth-tier partners privy to the deliberations of the alliance?

The Oelarian state may conceivably be prepared to adopt the foreign policy objectives of the EDF, but is unable to contribute military resources to the alliance (for practical and constitutional reasons). We hope that after some multilateral discussion of alliance members, a roadmap for Oelarian participation can be jointly discussed when Margarethe Hjovarthursdatter comes to Nuremberg.
