It can be very difficult to run a nation when age becomes a major factor. It gets the better of the best of us. In this case, my friend Zviad Saakashvili, who conquered his homeland to mold it into something better, he will truly go down in history as a hero to his people and to an ever-bolstering nationalist movement. I'm sure that whomever may be in charge of Akhaltsikhe from here will be someone as witty and nimble as the Executor was.

Frankly we wish the Executor a clean bill of health and a speedy recovery, the Blue Union is not one for petty grudges or a sour puss attitude. Whether this current Executor remains in his current position, or the void is filled by a new individual, an open line of communication for peacetalks between Životinje and Akhaltsikhe has been maintained on this end indefinitely.

With our differing array of friends throughout Europe, we cannot condemn a potential one for being duped in to thinking Akhaltsikhe shares a common fight with the long-winded cockeyed goat regime like the one found in Barazi. This is not the time for Životinje to motion its snout upwards in typical Western Elitist fashion, it is a time for rekindled dialogue with a distant neutral who became a distant enemy.

This has just been confirmed from the League of Ten. Kostantine Abkhaz will replace Executor Zviad Saakashvili on June 1, 2010. The decision was not very surprising, and it was almost unanimous. The only competition came from Minister Kikabidze. Today, Abkhaz officially relinquished his power as Acting-Executor and resigned from the position of Senior Councilor and officially took the position of the 7th Heir Presumptive, as is tradition. Abkhaz said that he will push the Conservative views of Akhaltsikhe. He also promised that morals will not interfere with national security or interests. He claimed “Many nations are stricken by their ‘moralistic’ values that eventually weaken their nation; Akhaltsikhe shall do no such thing. No moral is greater than the maintenance and survival of the state.”

Executor Zviad Saakashvili returned to Tetri Tsqaro and the seat of Executor, to finish out his years as Executor. He is mainly saying his last farewells to the Council and Advisors. This leaves two Council seats open. One is the one that will be added by request of Abkhaz* and the other is the now vacant Senior Councilor seat. Chances are, a Councilor will ascend to the position, so another man must take that Councilor’s place. The 7th Heir Presumptive said that “Minister Kikabidze, in my opinion, would make an excellent Councilor.” The League of Ten is looking into making Kikabidze a Councilor, should he even accept such a position.

For the position of Senior Councilor, the 7th Heir Presumptive said that Finance Minister Zurab Nadarejshvili would be a great candidate for the position. The League, however, stated they were unsure about Nadarejshvili taking the position because he has never been on the Council. The 7th Heir Presumptive retaliated saying that he had served as a close advisor to the 6th Executor since 1994, he watched over the nation’s finances for 16 years. The debate is continuing to rage.

The 7th Heir Presumptive and Finance Minister met earlier today, where the 7th HP confirmed that Nadarejshvili would remain the Finance Minister. The two also talked about the extensive financial reform that will go into effect when the 7th HP becomes the Executor. A lot of the information on the reforms has been released. Income taxes, which were abolished in 1981, will be reintroduced and so will many more taxes, not large amounts though. Taxes will then be lowered on businesses. The 7th HP said that he will explain the details and why these taxes are a good thing when he takes office.

Today, the 7th Heir Presumptive announced a plan to both the Government’s financial problems and the stagnant economy. The HP’s plan was drawn up in partner with Finance Minister Nadarejshvili. The plan will radically change the way the Government accumulates wealth. Abkhaz’s economic plan calls for massively increased government spending, coupled with new taxes to afford the increases.

Abkhaz said that he plans to impose a national sales tax of .07%, something that hasn’t existed in nearly 76 years. Abkhaz also plans to reintroduce income taxes, something that was abolished in the 1980s; Abkhaz said the top tax bracket will be 38%. Abkhaz said that all sources indicate that these new taxes would increase the Government’s revenue significantly.

Secondly, Abkhaz will slash corporate taxes and privatize the Mining Industry, and nationalize the Banking Industry. Corporate tax brackets stand at 50%, the plan is to slash it to 25%. Abkhaz said that if the Government gains control of banks, the financial system of the entire nation will be 100% secure. Abkhaz claimed that the revenue from the banking industry (which will be named the National Bank) will be greater than the Mining Industry’s revenues. So, when all is said and done, the Government’s budget will be nearly twice as high as it is now.

Now, this is why Abkhaz is looking into new ways to do things. Abkhaz promised to massively increase social welfare programs. Abkhaz pointed out that 25% of the population is below the poverty line, that’s 12 million people. The unemployment rate is also 11%. Abkhaz promised to start relief funds in the South, where poverty is most prevalent. Unemployment benefits will come in so that people can survive when they’re actively looking for jobs. The Government also plans to increase its ability to give student loans, so more people can go to college. Abkhaz also promised to look into expanding health coverage to as many people as possible.

This is the economic plan the nation will be following. Abkhaz hopes that this plan will put more people to work and help the truly needy. Abkhaz also stated that he will end the food rations that have been imposed since 1997. We, along with Abkhaz, hope that this plan fixes our stagnant economy and does more than what is hoped for.

Today, the Council announced that the Government plans to begin a nuclear program designed to bring nuclear power into the nation. In 2006, the Government began secretly mining for uranium to use for nuclear power, when it was discovered, in large quantities; the Government moved ahead and ordered the construction of several nuclear plants. These plants are scheduled to open in June 2010, so Saakashvili has made the project known to the public. Executor Saakashvili guarantees the international community that Akhaltsikhe has peaceful intentions and has no desire to construct nuclear weapons.

In other news, tensions are increasing with both Hajr and Fulanistan. Hajr recently arrested five Akhaltsikhi civilians and has refused to release them back to Akhaltsikhe where they would face trial for their crimes. The Council will begin to put more pressure on Hajr in order for them to cooperate with the nation. Fulanistan requested membership in the European Defense Federation, and the Council strongly disapproved of the act. Executor Saakashvili said that the EDF would do nothing but heighten tensions in a region that isn’t exactly always peaceful.

Finally, the Council has legalized the sale and production of Marijuana to licensed businesses by request of Kote Abkhaz. Abkhaz’s reasoning was that if Marijuana became mass produced, it would drastically diminish the price, thus pulling it off the black market, for it would no longer be profitable for them. The liscened businesses have already began planting the seeds for the crop.

At 12:00 pm today, Executor Saakashvili gave his farewell address, as Kostantine Abkhaz will be sworn in tomorrow at 12:00 pm. In the speech, Saakashvili talked about the struggles of the 70s and the economic boom of the 80s. He told his personal story, one of great fame, and expressed how confident he was in the nation’s future. People that were listening to the speech even got teary eyed as their Executor prepared to leave office. For a majority of Akhaltsikhi Citizens, Saakashvili has been our Executor for almost all our lives, so this is indeed an emotional moment. However, the League of Ten did not fail to choose a perfect successor; Kote Abkhaz is the best man to takeover for Saakashvili, the nation is confident in his ability to lead the nation to a better future.

The Executor’s Mansion was cleared of Saakashvili’s belongings and flown back to his home in Abasha. Abkhaz’s belongings were placed inside the room. Every time a new Executor was chosen, the Executor would arrive in the capital by boat to be sworn in, it was a practice dating back decades. Saakashvili didn’t perform this act due to the circumstances of the time, but Abkhaz will perform the act. Abkhaz has flown to Abasha, where he will take a boat down the Kalatozov River to Tetri Tsqaro, where he will then be taking to the Council Building. At the Council Building, Abkhaz will be presented, by Saakashvili, the Executor’s amulet, which symbolizes Saakashvili handing power to Abkhaz. As soon as Saakashvili releases the Amulet and it rests on Abkhaz’s neck, Abkhaz will be the Executor. Abkhaz will then give an inaugural address, view the inaugural festivities, and then take part in a ball, before retiring back to his Mansion to begin the work of the Executor.

In other news, people from around the nation cheer as Abkhaz’s economic plan becomes better known. The staggering 20% unemployment with 25% of the population living under the poverty line has people infuriated with the economic condition of the nation. Abkhaz said that loans will play a vital part in the economic recovery, which is why the Government will assume control of the banks, to ensure safe loans are made. Abkhaz said it will not be long before the effects of his plan become apparent. Another thing people are ecstatic about is the promise to cancel the food rations. No one is quite sure as of now how Abkhaz will do this, but everyone remains optimistic.

Prime Minister De Jonghe has expressed his deep concerns with the new nuclear programme of Akhaltsikhe. He is ârticularly concerned that, because the programme had a certain degree of secrecy to it in the past, that there might be more secrecy in the future. While assurances that the programme is solely for peaceful purposes are welcomed, the government of Batavië would encourage Akhaltsikhe to invite a nuclear inspections team of an international composition to investigate and assure the world of its peaceful intentions. We would recommend the CN, but we are also willing to find willing international partners to send a team on third party grounds.

Separately, as your country borders an ally and former colony of Batavië, Fulanistan, we find it appropriate for formal talks to take place between our governments. Foreign Minister Arjan Van Vliet has expressed his will to travel to Akhalstikhe and discuss bilateral and regional relations.

We understand Prime Minister De Jonghe's concerns over the nuclear program that Akhaltsikhe has been working on. We would like to express that the secrecy over the project was kept for national security reasons. We have no intent in the slightest to construct nuclear weapons. As for an international team, we will look into the situation and see what the Council of Nations has to say about it, until then, we respectfully decline the request for an international inspection team.

As for relations, we are concerned over the latest announcement that you wish to meet with Hajr, we would like to postpone any meeting between our two nations until the details of the Hajr meeting are released.

While we hope that very soon an international inspection team will be allowed in, we understand the waiting.

Our desire for meetings with Hajr was placed to further discuss our bilateral relations with said country. It has been a number of months since the last talks and with our new government in power, we feel it necessary to begin again discussions. Vlaanderen holds no ill will towards Akhaltsikhe and we can assure our Himyar colleagues that nothing will be discussed that would concern your government's well being.

On this day, June 1, 2010, Executor Zviad Saakashvili has handed over power to Kostantine Abkhaz. At exactly 12:00 pm, Abkhaz was sworn in as the Seventh Executor. Abkhaz’s inauguration was met with thunderous applause from the onlookers who gathered in the Council Building. These onlookers included the entire National Government and the District Governors.

After the Amulet was laid on Abkhaz’s neck, Abkhaz walked to a balcony, where he made a speech to a crowd of nearly two hundred thousand. Abkhaz’s inaugural speech was long anticipated, and Abkhaz didn’t fail to deliver. Abkhaz started off the speech talking about how important it was that Akhaltsikhe continue the values the nation was founded on. He stated that Akhaltsikhe was one of the best nations in the world and it needed to stay that way.

Abkhaz also stated that the Banks in Akhaltsikhe have just come under control of the Ministry of Finance and that Abkhaz would be considered the CEO of the new National Bank. Abkhaz went into extensive detail on the National Bank and how it would be the backbone of the reviving economy. Abkhaz also said that the Mining Company would be equally divided into ten separate businesses and each given a loan of A$15,544,653,571.85($500 Million) each to aid in establishing their companies. Abkhaz said that the Mining Companies wouldn’t likely grow until sufficient time has passed; however, Abkhaz guaranteed that the Mining Industry will become larger and hire more people than the Government could ever be capable of doing.

Abkhaz turned to foreign policy, where he said that it was important to finish the work of Saakashvili and he stated that he would set in stone the relationship between Akhaltsikhe and Barazi, ensuring that “Akhaltsikhe will find an ally to last a thousand years.” He also announced that on June 4, he will be visiting Jizhou to open relations with the nation and then visiting Sinhai to open relations with that nation as well. Abkhaz said that friendship with nations will be vital to the continuation of the nation. Abkhaz also said that Akhaltsikhe cannot back down from foreign threats and demands; he claimed the nation needed to remain tough when it comes to foreign policy. Abkhaz claimed that the five Akhaltsikhi Citizens in Hajr are being held prisoner and that there will be negotiations for their immediate release. Abkhaz also stated that the nation needs to commit whatever it can to ensure that Barazi is defended from the imperialism presented by Životinje.

Abkhaz ended his speech saying that “the road this nation will now go on will not be easy, by any means. There are rough roads ahead, but I guarantee everyone in this nation that once all the kinks are knocked out, this nation will reach a new golden age, one greater than ever before.”

Abkhaz then met with other Councilors and Ministers, speaking with them, and then he sat down to watch the beginning of the inaugural parade. Once the inaugural parade ended, Abkhaz went to attend the inaugural ball and currently resides there, then he shall return to his home, the Executor’s Mansion.

We would like to offer our mediation services to help negotiate the release of the five people in Hajr. Our relationship with Hajr could help solve this issue peacefully and our Ambassador to Hajr has expressed his personal interest in the matter for the sake of peace in Himyar.

The Executor is very pleased to hear of Batavië’s wish to mediate the negotiations for the release of the citizens of Akhaltsikhe that are being held in Hajr. We also would like to admit, so no accusations can be made against us, that the five Akhaltsikhe citizens did commit a crime, but they are Akhaltsikhi Citizens and we will not tolerate Hajr arresting our people.

Several million within our country and likely yours would like to understand how and when the Milliyetci Regime took an iron grip hold over your testicles. The new Executor should be duly advised of what negotiation opportunities were passed over by his predecessor due to moral deficiency and sheer lack of character.

Why Akhaltsikhe and Životinje are not allies has less to do with a common vision an interest, and more to do with the strings the past Executor was controlled with from Barazi. Chart your own course free of Milliyetci subversion, a path drawn up similarly by the free peoples from every corner of Europe.

We would appreciate Životinje using appropriate language when it comes to letters written to our nation. Barazi was unjustly invaded, that nation was one we voluntarily allied with, therefore we will do what is absolutely necessary to stop imperialist wars.

Every diplomatic action done by Executor Saakashvili was planned out and done by Saakashvili, the Rebher of Barazi had no part in our decision to aid them in repelling the imperialist war that Životinje has launched.

Today, Zurab Nadarejshvili, the candidate the League of Ten was debating on for the position of Senior Councilor, has officially announced that he would respectfully decline any offer to become Senior Councilor of Akhaltsikhe. Nadarejshvili said that he has been the Finance Minister for nearly 6 years and that he loves his position, especially now that the Government is reorganizing the budget. Nadarejshvili said that the Ministry of Finance was his home away from home and that he wished to stay in the position. The Council respected his decision.

Speaking of the financial reform coming to the nation, the Council officially imposed income taxes on June 1, 2010, the day that Executor Abkhaz took office. The Government has been collecting money since, and the revenue for the Government is now much higher than before. The responsibility of managing the income taxes has fallen onto the Ministry of Finance, which is handling the job quite nicely.

The Council has also announced they are beginning work on the Citizens’ Relief Act of 2010. The CRA is the bill that Abkhaz promised would go through the Council. The bill, currently, offers additional funds for unemployment, a longer period of time that one can collect on unemployment, increased the funds sent to Student Loans for college, now operated by the National Bank, and two things that were never done before.

One is the “Impoverished Children Program.” This Program is designed to give A$6,355.97 (200 USD) to every child who is living under the poverty line. To further the Government’s knowledge of the number of children living under the poverty line, the Government is issuing another Census. The Council made the statement “if the Census isn’t returned, it will impossible to find out the children who are in desperate need.” The Council showed high hopes for this program.

The second thing that hasn’t been done before is the “Hospital Reconstruction Act,” which is designed to restore outdated equipment in hospitals as well as construct new ones in the south to aid in the healthcare of the people. This Act calls for an immense A$228,814,943,872.67 (7.2 Billion USD). The Council said that these funds, without a doubt, will increase the quality of healthcare in the nation.

This, coupled with the immense stability of the National Bank and the soon tax cuts on Businesses, Abkhaz claims, “will cause the greatest economic boom in centuries.”
