Appeasement of Solaren by EDF reveals weakness in Nürnberg
Yesterday, Nicosia wired over more than twenty million Taler to the Government in Solaren, in exchange for the 4,000 nationals that had been held hostage by that government for some weeks, and revealed the apparent inability of the EDF to protect its own allies from open aggression and has shown that the Nürnberg based alliance does not have the cohesive unity to organize joint military operations against its threats. In the manner, said one analyst, Nicosia was made to apologize, when it is a senior member of the largest alliance in the world, and transfer funds to the regime in Torrence shows that the Franken based alliance can barely provide security to its members. As this new month begins, its members should be evaluating if the alliance is indeed worth being part of, especially considering that the Pasilla and Karlskrona Accords have been resolving similar crises without buckling under the pressure of rogue regimes.

Secretary General Renaudière to begin diplomatic visit to allies in Rijeka and Kilkila
Secretary General Renaudière is currently preparing to undertake a diplomatic visit to the capitals of Carentania and Vangala in an effort to consolidate the Global Revolution. Special concern has been registered in Villesen over the resurgence of Solaren, which lies just across the Long Sea from Carentania, and the threat it poses to the Peoples Republic's allies and vital global shipping lanes. Sec. General Renaudière has released a statement in which he has stated, "The Global Revolution, as we have seen in Ratomkira and Jurzan, is a step ahead of the imperialists and we must ensure the momentum continues forward."

President Beziéttes inaugurates new port facility at Monseran
The President has been visiting Monseran this past week and has just yesterday officially inaugurated the new terminal at the Heavy Shipping Port. In the speech he made after cutting the ribbon, he said that he was committed to seeing the People's Republic push for greater industrial achievements and was sure that great progress would be made in the coming decade.

Gen. Secretary Renaudière receives support of the Politburo to push through more reforms
AP Villesen

In what is a major political victory for the new General Secretary of the Communist Party of Sereniérre, Alexandre Renaudière, who was elected in October last year, the Politburo has approved the new government's economic policy initiative, which is being called Phase Two in the long ongoing reform of the economic system. According to party officials, "Phase Two of the Liberalization Scheme" is planned to last for the next ten years, which will focus on expanding the existing state run sectors by attracting foreign investors and by shedding government control of sectors such as mining and heavy industries by 49%.

The country's mining sector, which produces a large amount of coal, iron, gold and copper in the international market, is expected to look to Batavien and Franconian companies to invest in the sector. Much of north-western and the eastern halves of the country are believed by many to be very rich in minerals and natural resources but exacting state control has prevented much exploration in most of the regions. According to one study undertaken by the University of Vlaanderan in 1999, the southern mountains may contain a high quantity of raw earths, a substance which has become more valuable than in the past due to the instability in Trans-Nineveh.

The metal works sector, which exports steel and aluminum to the world and meets 20% of global demand. The metal works sector is plagued by corruption which set in during the past 15 years and has led to several years of decline in profit and it is expected by analysts that Villesen is serious to resolve the problem and as such realizes that a serious restructuring endeavor needs to be undertaken on the second largest sector of the economy. Initial reports suggest that the government will attempt to partially privatize some of the companies in the sector.

Though not for sale entirely, the manufacturing sector stands in need of serious modernization and as such the Premier has set aside £1.88 billion ($950m) to modernize the sector but sources do confirm that the government is looking to sell a maximum of 49% of its shares and is looking to hold an auction soon but behind closed doors. The manufacturing sector has been beaten heavily by the new democratic Batavien manufacturing industry which has started competing directly with the domestic sector. To counter that, Villesen plans to reduce the minimum wage by 30%, a decision that has been met with quiet disapproval by the All Sereniérre Worker's Union, but negotiations between the government and ASWU have been successful enough so far.

Though the agricultural sector is one of the few success stories this past decade, it too is open for investment, we are told, and Aren companies have been approached to buy segments of the state agricultural corporations. Though as of now, two corporations have been bought by local businessmen, both companies have begun exports of wheat, barley, beef and mutton to Scanian and Himyari countries since 2010.

ARESURAN CIVIL WAR RISKS BECOMING FLASH POINT
VILLESEN URGES FOR CALM ON ALL SIDES AND PEACEFUL NEGOTIATIONS TO CONTINUE

VILLESEN | STATE CAPITAL TERRITORY

The Civil War in Aresura is a cause for major concern here in the state capital, with many officials expressing their concern with having a total of five naval task forces present in the region, three belonging to the Pasilla Accord, an alliance that is known for its anti-communist views. The threat posed to the People's Republic by the events in Aresura have been described as "extremely alarming" by many analysts. The matter has been worsened by the fact that the many EDF member states in the region have also felt threatened by the situation and as such are keen on sending naval task forces of their own, further tensing up the region.

The Central Government in Villesen has adopted a policy of neutrality and support the mediation efforts underway, the Government has even offered to send mediators to the dialogue, after concerns were expressed by the Aresurans over the partiality of the mediators being sent by Warre. The Central Government's representative has also spoken in the Council of Nations, denouncing unilateral actions being undertaken by alliances and calling on the CN to pass a resolution that would restrict the current deployments of naval task forces to just two. The Central Government further argues that the situation around the Aresuran coast is damaging international trade and completely go against the claims made by the Touzen government to secure shipping lanes.

The situation within Aresura seems tense but according to officials, who communicated with the embassy staff of the People's Republic in the Aresuran capital, there is a simmering national resolve to prevent any foreign troops from entering the country. Officials have confirmed that the official state policy is to urge the immediate agreement to a ceasefire and for both sides in the conflict to adopt a policy of no violence and to register their complaints using peaceful methods.

Though the official policy remains to urge for calm, the Republican Military Force is extremely alarmed at the situation in the immediate south of the country and has, according to information coming to us, increased its patrols over the southern regions of the country. The Republican Coast Guard has also increased its own patrols and is maintaining an alert level of THREE. Due to the situation in the region, the Vangalan ambassador has been asked to convey Villesen's intention of postponing the state dinner in the honor of the Vangalan People's Council and President Chatterjee, until the naval task forces leave the region.

INTERNATIONAL | Fmr. Secretary of Foreign Relations says, "Pasilla should try to install democracy in Solaren, obviously a much greater threat to everyone than what is occurring in Aresura. It makes more sense to flex muscles where they are needed, not here in Boreas."

PRESIDENT BEZIÉTTES PASSES AWAY
DOCTORS SAY HIS DEATH WAS RESULT OF SEVERE STROKE

VILLESEN | STATE CAPITAL TERRITORY

Earlier this week, state authorities are announcing, President Beziéttes was admitted to Villesen State Hospital due to a severe stroke which left him in a coma for much of last week, it emerged yesterday that President Beziéttes had entered a permanent vegetative state and was effectively brain dead. At seven o' clock this morning, his family consented to pulling him off life support and President Beziéttes passed away soon after. He was 81. It has been assured to us by the late-President's medical staff that his death was not painful and he was surrounded by his family. The Government has announced a period of mourning lasting three days from today and for all flags to fly at half mast.

One of the last active members of the CPS who served in the party's ideological heydays during the 1950s and 1960s, he was a senior member of the conservative Vanguardist-faction, known commonly as the Red Society, of the Communist Party of Sereniérre (CPS). He served as the Deputy Secretary of the CPS from 1969 to 1972 and was involved with a series of projects under the Francois Pierre government (1967 - 1979). After the decline of that government, and subsequently the decline of the Vanguardist tendencies within the CPS, he was a founder member of the Red Society and remained an active and very vocal member of the RS to the very end. His death marks a serious blow to the Red Society, which has seen many of its senior leadership succumb to old age and its popularity among the deputies diminish to a level where it controls only 21% of the seats in the Republican Congress.

A statement released by the Politburo has announced that the position of President would remain empty for the moment, as a sign of respect, and the party would decide on the late-President's successor some time in the future. For the moment, at least in a de-facto sense, General Secretary Renaudière has assumed the mantel of head of state and further consolidated his hold over the state. It is expected by many that General Secretary Renaudière will now be able to push through greater reform, something which would be vetoed by late-President Beziéttes in the past.

According to sources, the Beziéttes family has decided to decline the offer of holding a state funeral for the late-President and has chosen to conduct a private affair, restricted to members of his family. They have asked for the state to make sure that their privacy is not disturbed at this moment, a request that has been honored by the General Secretary.

Speaking in an interview, actress Marianne Le Sôis has announced her intention of producing a film which would utilize a cast from each of the members of the RDTO, as a show of international solidarity among the communist states of the world. The plan has received praise from the Government of Sereniérre and several studios have begun talks with Marianne Le Sôis discussing the story and the cast. The state is to contribute £22m to the project. It is hoped that other RDTO governments will also contribute to the effort.

Politburo declares domestic defense industry "exempt from privatization"
The Politburo has announced that while they remained in favor of privatization efforts of the economy, some sectors would better serve the state while remaining firmly within the grip of the state. The Politburo has also stated that the country's reform movement was needed to propel the ideologies of Marx into the twenty first century and clinging to rigid models of the past would result in disastrous anarchy, the like of which seen in Ratomkira and Batavië. The arms and ammunition industry in the past has been the main supplier of the Republican Military Force and manufactures equipment from fellow RDTO allies who give their permission for local variants.

Monseran Stock Exchange to move into new building
In 1987, not even a decade into the reform policy movement, the Government re-opened the nation's largest stock market. In 2000, plans were struck to move the MSE into new premises which made use of the best of modern technology. And tomorrow, the MSE will officially move into the new building. Completed at a cost of £300m, the MSE stands out as an example of modern architectural design. The building has been designed by an Aren architecture firm.

Positive reaction in Villesen to building ties with Warre
After Warre expressed willingness to build trade ties, opinion in Villesen has warmed up to the north Boreatic state. The two countries attitude to one another has been cold at best, due to Warre being an ally during the Second Republican Era (1876 - 1932). Ties have improved since the past ten years but still have a long way to go before any friendship can be struck. According to analysts, the first step in expanding the bilateral relationship would be to drop the partial embargoes the two countries have on each other.

VANGALAN DELEGATION STATE VISIT TO OCCUR ON APR. 21
FELLOW ALLY'S SENIOR LEADERSHIP EXPECTED TO ARRIVE IN VILLESEN FOR EXTENSIVE DIALOGUE

VILLESEN | CENTRAL CAPITAL TERRITORY

The Ministry of Foreign Affairs has announced that the Government is expecting the Vangalan state visit to occur on April 21, an occasion which will see the Vangalan President and People's Council arrive in the capital. A visit that shall last for a week will see the two countries discuss a large number of topics ranging from intelligence cooperation to defense assistance and increased economic interaction. The Ministry of Foreign Affairs has announced that during the state visit, the senior leadership of the CPS and of the CPV will meet in the countryside retreat of the General Secretary.

Vangalan/Sereniérrese ties extend back to the CPV's struggle against imperialism and their own revolution in which Sereniérre provided arms and ammunition for the revolutionary struggle. Since the CPV's victory in 1949, the two countries have maintained strong ties and Villesen regards Kilkila as a traditional ally. Trade ties in the past ten years have seen a boost of 12%, as greater agricultural imports arrive in Sereniérre due to a boom in the population. Ties have also been strengthened by the presence of 126,000 Vangalans, many students, in the cities of Monseran and Villesen.

It is expected that the meeting will result in a more serious declaration of friendship from the two countries. When asked, the Vangalan ambassador to Villesen said, "I'm hopeful that our ties will continue in their advancement... there is, after all, no way but up for them." Since 2004, the cultural exchanges between the two countries has also seen a massive increase, with domestic films being screened more often in cinemas. Cultural tropes from Sereniérre also visit Vangala often.

President Renaudière meets with Orange Society members
Elected on Wednesday by a margin of 11 to 4 by the Politburo, who acted in place of the Republican Congress, the offices of General Secretary and of President were merged once again and Alexandre Renaudière was elected to undertake the duties of President of the People's Republic; further solidifying his power base within the party and within the government. Elevation to the Presidency has made Mr. Renaudière the single most power man in the country, with only the collective strength of the Politburo coming close to challenge his authority. The election has also been seen as a major victory for the reform seeking Orange society within the Communist Party of Sereniérre, which already controls 81.2% of the seats of the Republican Congress and 73.3% of the Politburo.

With their power solidified, the President and senior members of the Orange Society are meeting today in Villesen to discuss the continued openness policy and pushing through further reforms of, both, the political system and the economic model. The Orange Society has in the past called for the drafting of a new constitution and for a reformed, efficient model of government. Furthermore, the issue of corruption is set to be dealt with increasing seriousness and the policy chiefs of the OS have stated that they favored liberalizing the education policy.

Understandably, members of the Red Society have been displeased by the situation and have called for the OS to maintain the socialist ideology of the country and to stop "reform for the sake of reform". The Yellow Society has shown mild disapproval of the OS's scrapping of local body governments from their agenda. Though the diverging opinions are prominent, party elders and members alike are adamant that disagreements such as these were no threat to party unity and at the base of the matter, all members of the CPS are patriots who have the best intentions in heart for the country.

The People's Republic of Vangala understands each individual nation must take a unique path to socialism but we urge Sereniérre not to compromise on basic principles and warn against excessive reform, which encourages social instability.

Office of the President of
the People's Republic of Sereniérre

Official transcript of President Renaudière's radio broadcast

Good Evening.

In what serves as my own first broadcast since assuming this most humbling of state offices, I would like to begin by honoring my immediate predecessor, Xavier Beziéttes, a man who spent his life working relentlessly in the effort to perfect the revolution in the country; a man who, as President, served as great counsel to many within the government and the Party. And thus, I would like to begin by offering a moment of silence in his memory
.

(60 seconds of silence)

Many men, some under conditions that would break the finest of minds, have assumed the responsibilities of this office, each contributing to the advancement of our nation and the revolution in the many spheres. It was my predecessor who, in 1954, began the process for our social welfare system, one which ensures that no man, woman or child is left out to starve, to suffer the ravages of disease or live in illiteracy. It was my predecessor, in 1979, who began the first effort to reform and to adapt ourselves, a process that now provides increased livelihoods to many a million from here in the cities to the remotest of regions of our great nation.

It is as such that we, as we continue on forward into the twenty-first century, to continue the momentum we achieved then but to build new avenues and to continue our evolution. As nature teaches us, those who fail to adapt to changing circumstances simply die off... a point well proven by the dramatic collapse of the People's Republic of Batavië and of the eventual fading of the International Revolutionary Bloc - the increasing isolation of socialistic nations since then has grown to be of great concern here in Villesen and should be of equal concern in all the capitals of our Marxist friends.

The demands of the people have changed since when the initial call for revolution echoed throughout the world, as would be expected, considering the passage of almost of a century. Since the revolution succeeded in breaking the shackles of the people of Sereniérre in 1932, the world has seen the destructive horrors of war rip apart entire continents and has seen the power of the atom unleashed but, concurrently, the world has seen great wonders in medicine and in science.

The revolution is still young, and opportunities to change certain matters must never be turned down. Our state ideology is socialism, there exists no doubt in my, or anyone else's, mind to the contrary, and the Communist Party its defender and guardian... but now is the time to adapt to a new system where voices are heard and where the peoples of Sereniérre can be given the opportunity to elect their representatives to the national legislature. But, while offering the people these opportunities, we can not forget the true essence of the revolution... any change must retain our the tenets of our ideology. Keeping that fully in mind, the Politburo, and myself, have decided in favor of starting a process of drafting a new constitution for the People's Republic that may guide us through this new century.

But this reform must not stay confined to the realm of politics. For everywhere we look, there are places where the need to reform the nation exists. This can not be said more so than for the economy. As we look around our own region, we see the economies of Scania advance forward with speed unseen in decades due to the establishment of the Northern Council. The evergreen economic integration of the European Defense Federation can be witnessed first hand in our neighboring state of Aquitania. Across the Great Sea lies the economic powerhouse of Breotonia. Each region more efficient than the last. But, in that equation, we rank embarrassingly low. With our industries lagging behind, at least technologically, the regional standard.

But, we mustn't be discouraged. For the very reason that we are surrounded on all sides by potential markets and trade partners. It is no secret that our mining resources rank highly and our industrial output contributes immensely to the international demand. And with recent initiatives undertaken with the Breotish, Franconians and the Montelimarians, our steel industry stands to advance further than before. But that advancement must echo in other sectors of our economy, may it be agriculture or urban services and as such the Government is prepared to move against a list of restrictions against foreign individuals and establishments in operating within the country.

But apart from looking abroad, we must look within ourselves as well. For there is much to be done. An imperative action for this government to consider is the scrapping of the Five Year Plans and instituting a substantially flexible Two Year Guideline system. Whose goal would be to simply allow for the direction of the economy to be decided by the Central Government while allowing great freedom to the many corporations that exist within the existing system to execute decisions in their interests.

But that alone, as we know, is not enough. Within the country there exist two specific spheres; the developed north and the east and the isolated south and west. To counter this, plans have been set in motion to build roads and bridges, railways tracks and airports, electricity grids and increased ranges of state media signals.

But, we must never allow capitalist measures of success distort the way this government sees things. Terms such as Gross Domestic Product, while useful for statisticians, is of no use to the officers of state for it reduces the people to a level to which socialist ideology does not prescribe. The Government of this country must ensure maximum efficiency, while ensuring the maximum benefits for the people.

As for our common defense, we must continue our decades old policy of a defensive, rather than offensive, role for the Republican Military Forces. But, while we espouse to the beliefs that never shall the People's Republic allow actions to be repeated which could throw the world into the ravages of the Great War yet again, we must take the responsible decision to ensure our armed forces are up to the task of protecting the territorial integrity of the nation given the increased turbulence of the world. Threats emanating from rogue regimes, such as Solaren and Trans-Nineveh, continue to pose immense danger for the international community and blatant imperialism a breach of all codes of diplomacy.

It must be clear for all, while we wish no one ill, the defense of our motherland and its peoples is never to be taken lightly.

For the beauty of Sereniérre lies in the diversity that comes due to a legacy stretching back five hundred years. From the initial Celtic empires that predate us, to the colonial phase to this most glorious revolution, our nation has prospered because of the national unity achieved originally when the Francophone settlers first arrived here and allied the new colonies with the local Celtic tribes. Though these tribes may now not be among us, that tradition continues on.

To the nations of the world; we offer friendship.

To those leaders around the globe who seek to sow conflict, or blame their society's ills on the teachings of Marx - know that your people will judge you on what you can build, not what you destroy - for sending bombs is for the weak, who fail to see within and seek to crush what is true and just.

To those leaders around the globe who sleep as countless ills go on across the globe - remember that when you had the power to change the world for the better you did not and saw yourselves being out maneuvered and a new greater power assumed ascendency.

To the people of impoverished nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. We say we can no longer afford indifference to the suffering outside of our borders. For the world has changed, and we must change with it.

Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends — honesty and hard work, courage and fair play, tolerance and curiosity, loyalty and patriotism — these values are most ancient and have stood the test of time. Throughout history, these have propelled nations and people ahead, and where faith in these is lost, nations and people have fallen from ascendency. Now is the time to remember these principles and to move forward in this new century.

As the 80th anniversary of the Glorious Revolution approaches, we must not let the sacrifices of our fore-bearers be forgotten and we must not let the advancements be retrograded. And let us honor the first generation of revolutionaries who are still amongst us, for that is truly a national treasure for our youth to still have access to the very men and women who forged the path for us all.

Thank You. And Good Night.

Central Broadcasting Service :: President Renaudière submits draft of Constitution to Republican Congress

Within days of making a speech that is considered by many to be a landmark moment in the history of Sereniérrese politics, rivaling the speech General Secretary Renault made in 1979 as he began the first series of economic liberalization, the President has submitted a first draft of the proposed constitution to the Republican Congress for review. The RC has formed a Constituent Review Commission, which includes highly respected members of the society as well as the members of the RC.

According to the first draft copy, the Constitution seeks to define an absolute role for the Communist Party, provide for a regimented structure of succession and leadership of, both, the Party and the Government & to grant Provinces greater autonomy in their internal matters. Other proposals which have been submitted include granting a foreign energy firm to assist the Government expand the power sector and the scrapping of five year plans in favor of two year guidelines, as explained by the President in his 17th of April speech.

Nationally, the speech is said to have struck the right chord with people, as it offers a chance for municipal authorities to regain some of the powers that were scrapped from them in the early 1970s.

VILLESEN EXTENDS INVITATION TO WESTERN EDF STATES
Tense regional situation makes talks a matter of urgency, say analysts

With recent instability in Josepania/Aresura leading to the presence of five naval task forces in the Great Sea, uncomfortably close to Boreas, many capitals across the continent have been seen to be careful and perturbed by the situation, none more so that Villesen, considering the geographical proximity and the steady stream of refugees arriving through rafts across the small bay separating the two countries. Being called the SAGAR Summit (Sereniérre/Aquitania/Guiana/Anglyn/Radilo) by some, the invitations dispatched to the western EDF states is aimed at strengthening the People's Republic ties with the four countries and provide an adequate counterbalance to the firepower of the Pasilla Accord, which seems ready to pounce to action in the People's Republic's southern neighbor.

CONSTITUTIONAL REFORM TO CLEAR HURDLES SLOWLY BUT SURELY, SAYS PRESIDENT
Reform Committee meets in Villesen to discuss first draft

The 2011 Constitution proposal has sent the State Capital abuzz, due to the series of reforms being introduced through the amendment. Ranking high in the proposed reforms is that democratization of local bodies and the re-structuring of the Party and State, which have been deemed vital. Secondly, the enhancement of the office of President and the demoting of the Premiership is also a radical shift from earlier systems. With many senior members of the Politburo and the Communist Party's Orange Society firmly supporting the initiative, it is expected that the resistence coming in the way of reform from the Red Society shall be overcome by a vote in the Republican Congress.

Here in Nokanawa we cannot feel but puzzlement over the unwillingness of the Guianan Foreign Secretary to discuss the Aresuran situation, as was offered by this government, but instead rather meet with communist entities. Such a course of action is unfitting of democratic governments and reflects poorly upon the Foreign Secretary's priorities.

The SAGAR Summit as an answer to the Aresura-Pasila crisis.

It is my view, and the view of my nation, that the action taken by the nations calling for the SAGAR Summit is unnecessary at least, and irresponsible in most cases. The Aresuran situation is one which Boreasic and An Lyric nations should be helping with peacekeeping in. The second Pasila dropped a foreign fleet into the sovereign waters of a neighbor, the nations of Serenierre, Anglyn, Aquitania, Guiana, and Radilo should have returned by sending ships to patrol and keep the Pasila forces from inciting a return to bloody war. The negotiations within Aresura have been far more quick but heated [one can imagine] than they would be if Pasila was not in the Aresuran territorial waters; and also far more heated than they would have been if Aresura's neighbors bothered to keep Pasila Neo-Imperialism out of their doorstep. Consider the motives behind Pasila doing this, and consider if you feel that if the 'Legitimists' would feel they owed Pasila a favor, and considered joining that bloc as a result of their interference in the civil war.

I hope that you re-consider; to take the endeavor to send at least a few of your ships into those waters, so that Warre and Bantyr can lessen the load we are carrying protecting the right to free will of the Aresurai people; and all the while the Aresurai people can be more free and safe, by a collection of nations telling the eastern giants 'NO' with a resounding voice.

Slainte.

The fact that PASILA naval units were deployed prior to any consultation with regional governments, as evidence of Warraic naval forces also being deployed as a counter-balance, has turned what was a relatively bloodless coup with at worst regional concerns into what has the potential of becoming a civil war that has international repercussions and could cost the lives of thousands. It is the considerable opinion of my government that the deployment of additional forces by Guiana or any other nation would have only exasperated the matter.
