Honorable colleagues,
We are continuously monitoring the developments in Justosia, and also we consider an observership for that country an extra support for the country to develop into a constitutional monarchy. Therefore, we vote AYE to granting an observership to Justosia.
Also in the case of Pelasgia, we vote AYE. We have very close relations with the Empire, and also Pelasgia is developing towards a constitutional monarchy. Furthermore, given the fact that both Pelasgia and the ODS depend on safety and stability in the Claret Sea, a direct communication line with the Pelasgian Empire will benefit us all and will help establishing safety and stability in the Claret Sea.
For the proposal by the government of Furlanie, I must say that they offer us quite a lot. These are our thoughts:
We can agree with these two bullet points.
When sharing intelligence is needed to handle a threat to both Furlanie and the ODS, we will share intelligence, but Eiffelland-Retalia has an issue with formalising contacts between the secret services of Furlanie and the ODS. We cannot agree with this.
We have the impression that Furlanie is really eager to associate itself with the ODS.
We consider it morally wrong to accept payments from Furlanie as if it were a full member while it is not.
Directly upporting an aggressive actor against one of our observers would damage us on the long run, but what if we delivered weapons at a certain moment in the past to a country that suddenly turns into an aggressive actor against Furlanie? Can the bullet point "The Grand Duchy of Furlanìe won't require ODS members to join in if an armed attack is carried against Friulian soil, but ODS members will be required not to support a possible aggressive actor" be used against us?
Of course it is beneficial if Furlanie helps us out in a defensive conflict, and helping out Furlanie when it is under attack may be needed and morally justifiable, but we don't think that we should have formal ties with the Furlanian armed forces.

- The Grand Duchy of Furlanìe becomes an observer member.
- The Grand Duchy of Furlanìe and the Common Market members will lower tariffs between each other.

- The ODS members and the Grand Duchy of Furlanìe will remain different entities, but, with the assent of both parties, case-by-case, through the means offered by the organisation, intelligence share will be permitted.

- The Grand Duchy of Furlanìe won't require ODS members to join in if an armed attack is carried against Friulian soil, but ODS members will be required not to support a possible aggressive actor.
