I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

That on this accusation, of imperialism and impropriety on behalf of her Majesty’s Ministers toward negotiations, the private diplomatic exchanges effecting a foundation for peace are a true demonstration of the Queen-Empress’ determination to cease this ineffectual and, indeed, imperialist war. For it was no aspiration of Great Engellex to ignite the Himyari north into a fury of conflict, and certainly not to bring destructive anarchy to the lucrative Long Sea; it was the European Defence Federation that extended Europe’s conflicts to peaceful continents. It shall be recognised by the international community, as it has been criminally overlooked, that the sponsorship and encouragement of Gorno-Altai’s imperialist aggression was a preliminary to the state acquiring membership to the Federation’s hall. That same membership is now put earnestly to great use, as the Government of Franken argues the cause for the Kingdom of Franken to mobilize further if it is to extend its warmongering reach in Himyar and the Long Sea, to honour the stipulations of the Federation’s defence arrangements.

What her Engellexic Majesty and Ministers will to ascertain is exactly how far the Federation is determined to go in its pursuit of imperial endeavour; will it be the re-colonization of Himyar and the Far East that underlines their destructive path of glory?

What the reasoning is we cannot say, but simply urge the European community of nations to recognise this great threat to peace and stability.

Those terms, submitted by the Gorno-Altaist Government, were proposed to her Majesty’s Ministers. They were not rejected, neither did they form the foundation of a more suitable set of terms. The second published listing of peace terms, which has a certain regional actor in an uproar, were not authored by ministers of Great Engellex. Should the Government of Gorno-Altai be sincere in its effort to form a restoration of peace then it should be compelled to recognise the misinformation published and correct the international community. I take this opportunity to reaffirm the sincerity of her Majesty’s Ministers for peace to be re-established; Great Engellex did not effect the outbreak of war here and has not been desirous of expanding Preuti-Borussia’s conflict beyond the continent’s natural boundaries.

It can be publicly stated, the Engellexic original terms for peace, were as follows :-

The Principality of Gorno-Altai must resign its membership to the European Defence Federation.
Accept reparations totalling fifteen billion pounds sterling.
Cede vessels of the Gorno-Altai Surface Fleet that were instrumental to the cause of war against the people of Zadar-Istria.​

It was with great regret that before our ministers were able to negotiate further and form an area of agreement with Gorno-Altai, the latter abruptly resigned from peace negotiations. Though brief, the Northern Department was informed the reasoning was due to a change in will by the Gorno-Altaic Government.

With public statements of Franken taken into account, the only conclusion gained from this diplomatic exercise should surely have us expect an unprecedented escalation of the Gorno-Altai War.​

Unconventional Warfare​

Today, all of Altai was shocked by the reports received from the front. The Talemantine Empire has shown again its true self by using the Mark 77 bombs against the Military units and civilian populations of the western prefectures of Altai. As the enemy is slowly advancing more and more obstacles make them use unconventional warfare against our brave soldiers.

The environment of the coast region will be soon destroyed if the use of those incendiary bombs will continue. Not only soldiers but the civilians will suffer and in a state like Altai where the Sea of Fire desert occupies a huge region between the northern coast, Altai mountains and the Ier river, a destruction of the vegetation will prove to be catastrophic, acceleration the desertification of the coast.

"They are using those weapons of mass destruction because they are desperate. I can imagine that they believed that the war will be easily won and Altai easily defeated, even imagining that by this time Altaisk or even Dara would had been in their hands. The Defense Force will send an ultimatum to the Imperial Army saying that if they want to fight, they should fight honorably. We can also retaliate." Danilov Captured​

Today, after fierce fighting south of the village of Marka, the Salvation Army, commanded by Archbishop Lev Danilov surrendered to the 34th Division of the Defense Force. The final assault of the Defense Force took place this morning when, after weeks of continuous fighting, the Salvation Army was overwhelmed and finally destroyed.

The battle of Marka began a month ago when Hetman Anton Sidorenko resigned after ordering the Defense Force to attack the Salvation Army. The Defense Force, motivated by the Salvationist attacks on Muslims and Diagists alike soon surrounded the Salvation Army and caught them in a siege of the village. Day and night bullets flew through the air as the continuous attacks of the Defense Force defeated the remains of the rebel army and captured Archbishop Danilov alive.

General of the ProNat Maksim Andreevich Tomaszewsky commented that the Salvation Army is not yet defeated because one of the best officers of the rebels still hides in the Zagora Mountains and after a blunder of a ProNat officer, managed to gather a new force to attack the Principality. The Army still stays in high alert for an imminent counterattack of the rebels.

Archbishop Danilov Executed​

In this week a battle was fought and won against the Salvation Army. Two months ago the defeated Salvation Army was split in two, one ran into the mountains, led by Lucian Averin and the other was surrounded and besieged in Marka, led by Archbishop Danilov.

The battle of Marka was very inactive, only a siege but after the arrival of General-of-the-ProNat Maksim Adreevich Tomaszewsky at the command of the Zamosk front, everything went for the worse for the rebels. The battle of Marka was won by Tomaszewsky and Archbishop Danolov was captured alive.

Today, after a week of incarceration, a military tribunal has sentenced the Archbishop to death by shooting. The official accusations were high treason, incitement to revolt, mass murder and crimes against humanity.

Everyone is still shocked after Pukovnik Averin's declaration of a free Zamosk in Asau. New informations will be presented in the following days about the situation of Zamosk.

Christmas till New Year's Eve Armistice​

After careful considerations, the government from Altaisk and the one from Talemaniki have entered in a period of cease-fire. Christmas is an important holiday in Christianity and also celebrated by the Diagists. The two governments have found important to seek reconciliation between the two Holidays.

"It is the first step for peace. We hope that the second will come soon, so that the people won't suffer anymore," commented the Mayor of Altaisk Anka Siderova.

Rumors also state that now there are talks of peace between the two governments.

From the intelligence which has been received in Dulwich I am compelled to declare that the general effect produced in Great Engellex by the execution of the Archbishop Danilov is certainly of outrage and astonishment toward the autocrat of Gorno-Altai, the Czarina, and has permanently cast the confidence of Engello-Altaic relations into a dangerous descent.

We believe there can be no divided opinion here, on this subject, what was committed was a War Crime.

Moderate and reasonable nations should not find difficulty in deploring and condemning the action taken by Gorno-Altai, as a violation of European agreements on the conduct of war.

Her Engellexic Majesty, the Queen-Empress, and her Ministers, will be in consultation with partners and regional powers on how best to proceed on this quite serious offence.

The reluctance of the Frankish Foreign Ministry to remark on this intelligence is equally a concern.

City-Council of Ira declares allegiance to the rebels​

What started as a normal last day of the year was turned into a hell for all Diagists living in the island of Ira. In the city bearing the island's name, by midday the national flags of the Principality were brought down by workers from the town hall. It was a sign showing that all the Diagists and Muslims living in the island would be at the mercy of the Salvation Army.

The current armistice, was seen as a bless for the civilians living in the Vidra, Dialgorod and Ulma prefectures and as a sentence to death for the Diagists and Muslims living in Asau and from today on in Ira. The armistice leave everyone defenseless against the insurgents. People witnessed seeing Bishop Davizzo Vitti arriving this morning with a boat from Asau and went to the town hall. It is now clear that the Talemantine Empire uses the armistice to farther divide the people of Altai, destroying hundreds of years of Altaic education on the importance of respective one's beliefs and bringing our people back in a dark age where religion matters more than your nationality or ethnicity.

"It is outrageous. The Salvation Army is just a parasite in the back of the Altaic people and the Talemantines are using the armistice to farther divide our people. If the Salvation Army wasn't backed from the start by the regime from Talemaniki, why would they include the rebels as part of the armistice?" commented outraged a displaced citizen from the island.

Government issues bonds

Altai's Finance minister, Franco Alic declared on Tuesday that Altai
is planning to issue dollar bonds worth 1 billion dollars and the deadline
is the first quarter, Altaic news agency Mediafax informs.

The operation will probably be a success as the state cannot rely solely
on the internal resources to finance the budgetary deficit and the
rebuilding effort, Chief Economist at the National Bank, Lucian Anghel declared.

Hetman Sidorenko condemned

The military tribunal has today condemned the Hetman with life imprisonment
after prosecutions of high treason of the State.

During the last year of the National Republic, and the Salvationist rebellion raging
on in Zamosk, is seemed that the Hetman had something else on his agenda that
protecting the government. He wasted to see it ruined. The Military Police investigation
has shown that the Hetman funded the Christian rebellion and ordered the Army not to
intervene and defend the nation and its people.

What he saw only as a simple "insurgency" became an outright war in Zamosk after Altai
and Talemantros entered the World War. Many left wing associations and groups protested
against his imprisonment as he was a well know Socialist proponent and an adept of the
Carentanian Council-Communist ideology.​

Parliament Ratifies Treaty of Talemaniki
​

In today's session, the Parliament ratified the Treaty of Talemaniki. This action made by the Parliament is now ending the 4th Altaic-Talemantine War, with the first Altaic defeat against what is seen as a rival of the Principality. The treaty will bring peace not only to the western prefectures of the Altaisk Oblast and The Uroduah Autonomous Oblast but also to Zamosk. Altai is obliged to exit the EDF and recognize and accept the independence of Zamosk as a free state. The treaty will also create a defense treaty and a free trade agreement between The Talemantine Empire and The Principality of Altai.

The Zamosk issue will from now end. And the Altaic people can only say "good luck" to their now separated brothers. Even if the treaty now obliges the people and state of Altai to accept the separation, there were many people present in the National Square in Altaisk protesting against the role of the Salvation Army more like as a "monastic order ruled by priests" than like a real freedom army in ruling the newly established state. Until now the police is keeping order in the National Square and there are signs that the protest will soon end without any incidents.

While we welcome the news of peace, we strongly object to the independent of the Zamosk region. Until a referendum is done, Frescania will not recognize the so call new state. Furthermore, we will begin new discussions within our nation on ways we can continue to pressure both Talemantros and Altai to open discussions of a referendum as it is in the right of the people in Zamosk to decide their own future and not be given a nation-state without first hearing their view.

Army Retreats from Zamosk​

Today the garrison of Rovograd begins it's retreat to the South, to the Border between Marka and Kransa. The 25th Infantery Regiment left Rovograd heading to Malin. This is the first move of the Altaic Defense Force to respect the treaty of Talemaniki and the start of the Altaic retreat from Zamosk.

This type of move would continue with the retreat of the Altaic military from Malin and Asau. General Tomaszewsky promises that the Altaic military would fully retreat by the time of the referendum for Zamoskan Independence.

The border will remain closed until the referendum in concluded to ensure the integrity of the referendum to decide the future of Zamosca. Once the referendum is finished the border will be opened for the time period in pursuant to the Treaty of Talemaniki. Mass migrations of people will interfere with the objective results of any vote. And such the border will remain closed for the duration of the referendum and will be opened to allow the mass migration of people not wanting to live in Altai, if that is the result of the vote.

Unauthorized demonstrations in Altaisk
Today, around 5000 people from all over the country came to Altaisk to protest against the "weakness of the regime", at the calls of High Priest Bashai. Even if the protest wasn't approved, the police were well prepared to contain the demonstration, as this kind of action was awaited knowing how the Government signed a peace that left Zamosk free. "This action was against all the teachings of Diag and has shown that the Karin government is weak and cannot defend it's people" commented Bashai.
Because he didn't seek the approval from the authorities for the demonstration and because of repeated instigation at revolution to "created the perfect Diagist state", Jared Bashai can be charged for instigation of revolt and can face 5 years of jail and will never preach the teachings of Diag anymore.

New bill 256/2012, regarding the Capital city

In the last week two important bills regarding the future of Altai have enetered into discussions in the Parliament. One of them regarding the city of Altaisk as a capital and the other one regarding the secularization of The Principality.
The first one, bill 256/2012 is a project of the PNL, majority in the Parliament, whose target is to change the status of Altaisk as a capital. The city of Altaisk was built by the Sarmatian nobles in Altai as a resort in the early 1800s. The city has expanded much during the rule of Dorin II Demian and after the revolution in 1935, the city was made Capital of the People's Republic.
The status of Altaisk as capital is the last remnant of the Vanguardist and Stratocratic Altaic past. The bill proposes to make a referendum in which the people would choose between Altaisk as a Capital city or not.
Should the bill pass and the people through the referendum show that they want to change the Capital city, the government offered Dara, the old Capital or Tirgu Ier, a major city, with a strategic central position inside the country as potential new capitals.

Secularization, a nightmare for the priests and a dream come true for the rest?

Beside the 256/2012 bill the parliament also began discussing a new bill, regarding the future of the priests in the Altaic society. The Diagists priests were not only respected in Altaic history but were also an instrument, or better said, a weapon used by nearly all Czars, Sultans or Presidents of the Altaic State to control the masses. But now, in a world full of change, even if the priests tried to keep the Altaic population conservative, the events in Altaisk have shown that the population has changed and in Modern Altai, there is no place for priests that manipulate the people or the government.
If the bill passes, the High Priest will have no other power than any other priest and have literally no power other than his voting right outside the Temple.

Post-Delegationist spokesman dies in hospital​

The Post-Delegationist conference that started earlier this week ended tragically for Florin Zelenko, a popular spokesman, journalist and an adherent of Post-Delegationism. Zelenko was shot three times in the chest during a conference of the Free Liberal Party in which he spoke about the necessity of creating a Post-Delegationist state in Himyar, beginning the revolution in Zamosk. When he finished the sentence a man came to him from the crowd and began shooting. As the crowd dispersed, the attacker shot two more persons after being shot by the police.

"It is a grave loss of the Free Liberal Party and of the Post-Delegationism itself. It is a shame for a great defender of our principles to be killed in such a treacherous way. The doctors said that they only succeeded in removing two of the three bullets from his body." Commented the chairman of the Free Liberal Party, Mihai Antonov.

Lazarev faces life imprisonment​

Commander-of-the-ProNat Sorin Lazarev was charged with manslaughter and insubordination after the events in the city of Malin. Reports shown during the trial have shown that the Military staff ordered the capture of the families of the Salvationist rebels to be used as ransom to end the rebellion. Lazarev, on the other hand ordered his men to kill the families of the rebels, not only disobeying the orders, but also making him susceptible of war crimes.

The Military Court has imprisoned him for the remaining of his life for the manslaughter he is accused of. With this move, the ProNat washes it's hands and punishes the men responsible for the killings.

Other News
Minister of Tourism, Alen Tobrik begins a campaign to increase the number of tourists visiting Altai. With this, the Ministry of Tourism begins preparations for the Golden Raven Music Festival.

Under the command of General Tomaszewsky, the last Defense Force and Military ProNat divisions have left Zamosk today.

The reconstruction of the damaged areas in the west have begun. Prioritized are the regions who were heavily affected by the war: Ulma, Siddi el Hani, Vidra, Dialgorod and Socodor.

Chancellor Alen Karin in a speech last week stated that externally, a priority for the government would be to warm the relations with the other Slavic nations, named since the XIX century as: "The Brothers of the North."

The Olive Branch Association asks for justice​

In a press statement today, the Chairman of the OBA (Olive Branch Association) asked for the punishment of the Salvation Army rebels that are guilty for the Siddi el Hani massacre two years ago. In his statement, Chairman Moisescu mentioned the Lazarev case and now that Altai has punished the men that killed innocents in Malin it is the turn of The Talemantine Empire, the new, so called “Despotatul Zamoska” or even the foreign nations to punish the Salvationist rebels that killed the Muslims in Siddi el Hani.

“Lazarev was punished and now serves a life sentence. But until now, no one charged the Salvationist rebels of what they did. Yes, Lazarev killed innocents, but the Altaic people cannot do anything to repair this, but punish him. Even if this doesn’t revive the innocents killed in Malin, we can still say that justice was served.

In Siddi el Hani, on the other hand, even if the village was totally destroyed by the recent war, this injustice still must be paid by the Salvation League. They killed innocents in a village far away their Christian lands and now that Altaic people waits for their punishment. And still nothing was done. That why I am now asking for international aid in this case. Our association must punish all war crimes, not only the crimes done by the losing side.”

In February 2010, to turn the attention of the Hetmanate guerillas to the Uroduah Autonomous Oblast, the Salvation Army went to Siddi el Hani and massacred the Muslims living in the village. Since then the village went through much more suffering with the Talemantines invading, but after two years, there are still some that lighted a candle for their beloved that died just because they were in the wrong place at the wrong time.

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

I will pay tribute to the frankness and honesty of the new face of tyranny now forming within Altai, it shall certainly deliver Europe from greater frustration on determining the intent of institutions, private and public, within the country.

The Empire of Great Engellex differs from the protestations of the Olive Branch Association, and the underhanded provocations of companies such as the Altaic Ironed Railways, not so much as to the historical account of the event that has apparently sustained the passionate feeling of loss in Siddi el Hani, as with the regard to the way in which the OBA proposed to bring address to the situation.

The language of the Chairman’s statement and the timing of its introduction to Europe had been most offensive to Great Engellex.

On the argument for an internationally endorsed persecution of Christians, for the apparent crime, how could enlightened and civilised realms such as Great Engellex not be of the opinion to demand the prevention of such actions, even if proven to of a retaliatory nature, when the Empire is founded on the values and teachings of Christianity.

The conduct of the Altaic Government, which has yet to condemn such offensive statements, is not surprising, for ever since the crafting of the Altaic State it had been the policy of Altaisk to persecute peoples in the region while labouring the strength of the uneducated masses in a barbaric conquest of foreign territory. Her Majesty the Queen-Empress and Cabinet does not yet quite understand the recent insistence and developments against the Christians and people of Zamosca, but the Empire of Great Engellex shall not be idle if they hope to conduct mass persecutions of Christian peoples in Northern Himyar.​

I did not mention any persecution of Christians. Yes, maybe the event itself was in the shadow of other, "more important" events at that time, but we and the world itself cannot deny that the Salvation Army massacred around 40 people of Muslim faith. I cannot deny that Diagists have done the same in Malin. My mission is to apprehend all those that committed those war crimes. The people from Engellex have to reason to believe that the ProNat Commander Sorin Lazarev was acquitted just because he killed Christians. He faces now a life imprisonment for that. And the other murderers that followed their orders have to spend 20 years in prison for that. I will not ask for harsher punishment but the same for them. My search for those murderers can hardly be called persecution.

As for the actions of the Altaic Iron Railways, it still cannot be called persecution of Christians. The CFA is a state company and now Zamosk is on longer a member of the Altaic Principality and so the CFA has all rights to cease their operations.

And as a last thing, I do not represent the government or the Sfatul Țării, our Parliament but as an Altaian, I am deeply offended to be called a citizen living in a tyranny. So I would like if you, as diplomatic representatives to stop offending a government chosen by the people who tries to heal a nation that suffered profoundly from the events in Zamosk. Even if the western regions also suffered from the war, the Zamoskan forced independence was a great psychological blow. The event rolled back 220 year in which all governments in Altai, monarchist, socialist and even the militarist Hetmans tried to teach the people: That unity between brothers of same nationality is more important than their religion.

What started the Salvationist rebellion was the confiscation of the non-taxable lands and wealth of the Orthodox Church in Zamosk. You call it persecution. Me, the Hetman government who did it and the rest of the people of Altaic with the exception of the fanatical Christians and their priests tend to call it a first step towards secularization. Yes, the secularization started from somewhere and the first so called "victims" were the Christian priests. Yes, maybe you will say that if the secularization was meant for the whole country, why it was stopped immediately after the "first step" and did not lowered the power of Muslim and Diagist priests. The answer is simple: The avid for power and wealth priests revolted. After those events, you can still say that in Altai the Christians were persecuted and Altai is a tyranny? Or, better said, now Diagists and Muslims are persecuted in Zamosk and the so called "Despotat" is a dictatorial theocracy?

Sfatul Țării would soon vote the law with will make Altai a true secular state. It they will approve it, can you still say that Christians are persecuted or will you help me apprehend those murderers that call themselves Christian?

to make known the following gracious Statement of her Imperial and Royal Engellexic Majesty
to the Princes, and Chiefs of the Principality of Altai.

An Extension of The Queen-Empress' Statement in Council.​

TO THE PRINCES, AND CHIEFS OF THE PRINCIPALITY OF ALTAI​

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

I might well be charged with presumption, if it could for a single moment be supposed that the argument which you have made to the European community could in least be interpreted as want of interference into the political and economic reconstruction taking place in Zamosca; still more if I – or anyone – could imagine that in you bringing these controversial questions, or demands, to public attention you intend to remove from the keen observation of Great Powers such details of the subject with hope of appropriating yourself unjust influence in the proceedings on the ground of having greater authority in the subject.

I believe firstly that a European Committee for which I will prepare to move on, with European agreement, so far from interfering with, would rather prepare the way and facilitate the motion which yourself, and no doubt, the Altaic Government call for, which would be in a position to deal with the issue and questions to a much greater advantage after having the subject of a Muslim massacre considered.

Until such a time as I am able to store the confidence of her Majesty into a European institution on the subject which you urge justice for, I believe it would be, indeed, right and proper to not refer to such an event as a war crime or massacre, such action may, even if unintended, be provocative to Christian persecution within Altai.​
